자치체(自治體) 소방역량(消防力量)에 관한 연구(硏究) (A Study on The Power of Autonomous Fire Fighting)

  • We study on the power of local autonomous fire fighting in Korea. Chapter I which sets out purpose, scope and method, is followed by Chapter Ⅱ , dealing largely with the organization, man-power, equipment, activites of local fire fighting administration and the fire fighting environment. Chapter III made a comparative study on the power of autonomous fire fighting, local budget , fire fighting activities, fire present conditions. It is followed by concluding abservation made in Chapter Ⅳ and Chapter V. We indicated a few disputed points on the power of local autonomous fire fighting and suggested several alternatives to improve our fire fighting administration system. The alternatives suggested are as followes : (1) Reinforcement of the man-power, (2) Regulation of the standard fire fighting power, (3) Improvement of the using on fire fighting facilities tax and state finance, (4) Aplication of the local borrowings, (5) Tax reduction and exemption on the fire fighting equip-ment investment, and so forth.

  • Today, fires are becoming so catastrophic and complicated due to the industrialization and diversification of energy sources that it is getting more difficult to define the survey items in order to find out the causes and processes of the fire. As an organization of prevention, vigilance and putting out of the fire, Fire Fighting authorities are ultimately pursuing the system of fire fighting administration to protect human lives and their properties through establishment and performance of fire prevention policy based on the fire-related statistics they have gathered and prevention of future fires of the kind which can promote the safety of structural space. Thus, to facilitate the fire detection, it can be said that good understanding of the tasks of both investigation and putting out of the fire as being two axes has the greatest significance. For this study, textbooks from the organization of fire fighting and police, which are designed for the literature study on the investigation and putting out of fire, are used and for the demonstrative study, the conclusions have been reached by the analyses of the 64 questionnaires of three parts which were divided by fire investigation and fighting for three hundred and six governmental employees engaging in the above fields.

제주도 119구조·구급대의 활성화 및 전문화 방안 (A Study on the Activation·Specification of 119 Rescue & Care in JeJu)

  • Since 1992, conventional fire fighting businesses have been converted into a metropolitan autonomous fire fighting system to be ready for a variety of disasters. However, the corresponding investment has been overlapped due to the non-integration of businesses to prevent any potential disasters, and a series of collaborative systems have been not functioning so well. In the meantime, our fire fighting sector has been trying to set up its own clean and faithful position by abolishing any inconvenient system or outsourcing private sectors, and expanded its work scope from conventional fire fighting even to rescue and emergency works. While focusing on handling disaster, the fire fighting sector has been widely trusted and reliable throughtout our nation. Moreover, our fire fighting sector has secured nation wide mobile organizations, technical personnel by field, special equipments and independent communication network. In addition, the fire fighting sector has knowledges, expertise and capabilities required for managing disasters, while in charge of almost every disaster management works including fire, explosion, collapse, disaster and flood. It becomes an organization for comprehensive disaster management under an absolute national trust, which is based on the system for prevention, preparation and countermeasure against a variety of disasters. Thus, our fire fighting sector must make many efforts and try to modernize conventional education and training. The ways to facilitate rescue and emergency works may include the nurture of technical fire fighting personnel along with modernized equipments, the reinforcement of rescue and emergency education, the facilitation of operating civil defense corps, the facilitation of operating volunteer fire fighting corps, the better arrangement of 119 briefing room for public healthcare in provincial offices, the sterilization of rescue instruments and equipments the better repair education for emergency rescue member, the establishment of regional emergency assistant system and the expansion of fire fighting personnel and equipments. In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations: Building up security system along with operational expansion, building up a system for emergency medical treatment, building up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119 we can review the following considerations : Improving the education for fire fighting training corps under Jeju Provincial Fire and Disaster Management Department, providing rescue members with more opportunities for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. If these requirements are met, it is expected that the fire fighting departments in Jeju province can cope with every accident and disaster a little more rapidly and quickly in compliance with local needs, so that they can keep their own position as a public fire fighting organization which may be trusted by the public.

소방공무원 국가직화에 따른 소방특별회계 설치 의의와 개선방안 연구 (Research on the Significance and Improvement of Installation of Special Account for Fire Fighting Officials according to the Nationalization of Fire Fighting Officials)

  • 연구목적과 방법: 소방공무원 국가직화에 따른 다양한 변화 중 소방재정 분야에 주목을 하고, 소방특별회계가 당초 취지와 목적에 맞게 안정적으로 정착될 수 있도록 관련 법령 및 실태 등의 분석을 통해 개선방안을 제시하였다. 연구결과: 소방정책사업비가 소방특별회계 설치의 당초 취지에 부합하여 온전히 소방사업에 사용되어질 수 있도록 인건비에 대한 이중적인 편성기준 개정하는 한편, 예비비의 편성 기준인 "예산총액의 100분의 1 이내 규정"에서 예산총액에 인건비를 포함하고 있어 계속적으로 예비비 편성규모가 증가될 것으로 판단되는바 예비비 편성에 있어 '예산총액'이 아닌 '사업비 총액'으로 변경하는 등의 개선이 필요하다. 결론: 소방특별회계 내의 소방정책사업비가 당초 취지와 목적에 부합하여 편성되고 집행될 수 있도록 예산편성 기준과 규모와 관련해 제도개선이 필요하며, 이를 통해 더욱 안정적인 소방조직의 운영과 소방서비스의 질 향상이 필요하다.

소방조직의 변혁적 리더십이 조직문화와 혁신에 미치는 영향 (The Effects of Transformational Leadership on Organizational Culture and Innovation in the Fire Fighting Organization)

  • 본 연구는 소방조직의 변혁적 리더십이 조직문화와 혁신에 미치는 영향을 알아보는데 목적을 갖고, 소방방재청과 서울소방재난본부 소방공무원을 대상으로 설문조사를 하였다. 분석결과 첫째, 소방조직 리더의 변혁적 리더십이 조직문화에 미치는 영향을 검증한 결과 리더의 변혁적 리더십이 소방 조직문화의 하위요인별 집단문화, 규범문화, 합리문화에 영향을 미쳤다. 둘째, 조직문화가 조직혁신에 미치는 영향을 검증한 결과 집단문화, 합리문화가 조직혁신에 영향을 미쳤다. 셋째, 소방조직 리더의 변혁적 리더십이 조직혁신에 미치는 영향을 검증한 결과 소방조직 리더의 변혁적 리더십은 조직혁신에 영향을 미쳤다. 이상의 연구결과 소방조직 내 리더의 변혁적 리더십이 조직문화와 혁신에 긍정적인 영향을 미치는 것으로 나타났으며, 이는 기존 조직 및 신세대 중심의 신사고체제를 지닌 부하직원에 대한 조직 내 리더의 활력적이며 변화 추구적인 리더십이 집단 내 규범을 바탕으로 한 합리적 문화와 발전지향적 혁신에 기여할 수 있음을 시사한 것으로 평가할 수 있다.

국내 공항 구조 및 소방 업무 개선방안 연구 (A Study on Improvement of Domestic Airport Service for Rescue and Fire Fighting)

  • Aircraft fires due to accident at an airport may be under a special situation. An outstanding characteristic of aircraft fires is their tendency to reach lethal intensity within a very short time. In domestic aviation act, there are regulations related to services coping with the aircraft accidents within an airport. To cope aircraft fires, it is necessary to define clearly the regulations and standards about the services and related activities of rescue and fire fighting, and to keep the regulations and standards. The study has been performed on the basis of International Civil Aviation Organization (ICAO) Airport Services Manual of rescue and fire fighting. The objective of study is to suggest improvement methods for standards applicable to actual service practices of rescue and fire fighting by analyzing through the comparison of domestic and international regulations and standards.

  • 대한민국은 사회적 고령화 문제와 더불어 재난현장 대응활동의 주역인 소방공무원 조직의 연령 구성비의 고연령화 문제 또한 심각한 상황에 이를 것으로 전망된다. 대표적인 재난대응조직인 서울소방의 경우 향후 10년~15년 사이에 50대 이상의 비율이 31%에서 40%에 이를 것으로 예상되는데, 이는 재난 현장에서 강인한 체력과 건강한 신체를 필수 요소로 하는 소방공무원에 있어서는 일반직 공무원과는 달리 심각한 문제가 되지 않을 수 없다. 본 연구는 서울 소방공무원의 연령현황과 추이를 분석하고 국내 최초로 현장활동 소방공무원의 현장활동 한계의 기준 연령을 정의하고 3가지 분석기준을 통해 개괄적이나마 현장활동 한계기준을 도출하고, 이 기준을 통해 추이분석을 하였다.

119 안전센터 실내공간요소 중요도 평가에 의한 공간구성연구 (Study on Space Organization Based on Significance Assessment of Interior Space Factors at 119 Safety Center)

  • This study has been performed to come up with any rational way for responding to the functions of fire-fighting spaces newly required by the changing social paradigms and to seek for the approach to designing fire-fighting spaces by taking into account the psychological and behavioral factors of fire-fighters who are exposed stress of operations. In particular, it is to satisfy any physical and functional requirements as special working-spaces and to reflect the psychological and behavioral approach to the workers who are forced to be at standby for a long time, which is the characteristic of their operation, to designing. Accordingly, for fundamental appreciation of whether or not such space programs as space organization needed for operational function are being practiced actively, the fire-fighting headquarters of Incheon City has been selected for the research. First, in the process of assessing the trend of organizing the space at safety centers for the recent 20 years, those built more than 20 years ago were left out from the space selection for the research. Second, those with less than 20 operators also were excluded. Third, among those completed in the same year, only one was selected, which was to avoid overlapping, with the consideration its regional representative nature for applying the safety centers in the jurisdiction of the headquarters equally. The study was performed through the visits to and the actual inspections by surveys at the selected 119 Safety Centers as well as the reviews of literature based on case studies. And for the assessment of significance, surveys and analysis of reliability and factors were carried out. The actual users of Safety Centers were picked as objects for the assessment of significance of space factors at 119 Safety Centers, which revealed that there are five types of dimensions for factor-analyzing standard with which users estimate any significance, which are "Area of Mobilization Preparation and Return" "Area of Standby" "Area of Working Activities" "Area of Employ Welfare" and "Area of Support".

의용소방대장 리더십유형이 조직몰입에 미치는 영향 - 리더에 대한 신뢰를 매개변수로 - (A Study on the Effects of the Leadership Types of Volunteer Fire-Fighters' Chief on the Organizational Commitment - Setting the Trust on Leaders as a Intervening Variable -)

  • 우리나라 의용소방대 조직의 기능과 역할에 대하여 효율적인 주민방재 조직이라는 평가와 더불어 소방업무를 보조하는 본연의 기능을 수행하지 못한다는 상반된 의견을 제시하고 있다. 이러한 의견 차이에 대하여 한국의용소방대의 특성을 고려할 때 무엇보다도 의용소방대장이 누구이며, 그가 어떠한 리더십유형을 보이는가가 중요한 이유라 할 수 있다. 따라서 본 연구는 대원의 조직몰입을 높일 수 있는 의용소방대장의 리더십유형과 리더에 대한 신뢰를 중심으로 연구를 진행하였다. 분석결과 의용소방대원들의 조직몰입을 증대시켜 의용소방대 조직의 활성화를 통한 지역재난 및 봉사 Network의 효율성 증대를 위해서는 의용소방대장은 전통적인 거래적 리더십 행태보다는 변혁적 리더십을 적극 활용해야 하며, 의사결정방식에 있어서는 민주적 리더십 또는 가부장적 온정형 리더십을 발휘해야 할 것이다. 특히 가부장적 온정형리더십을 적극 활용해 한국적 의용소방대 조직문화의 창출을 이루어야 할 것이다. 또한 리더에 대한 신뢰는 리더십 유형에 관계없이 조직의 성공과 성과 그리고 구성원 간의 이해와 협력을 높여 기대이상의 성과창출을 가능하게 하는 기본적 요소로 인식하여야 할 것이다.

제주도 소방조직 발전에 관한 연구 (A Study on Fire Fighting Equipment Organization of Cheju-Do)

  • Today, Korean Disaster Control System has better change the existed it for substantial prevention and the emergency control system. And it requires the new National Wide Disaster Control System through building up the cooperation system with related posts which are scattered over the National Administration and one-way management for disaster affairs by them. Therefore 119 that might have a lot of technical knowhow should be a center of disaster affairs which will be able to take all rescue, relief(first aid), fire fighting, and preventive affairs. Then it could be a service organization of citizen. Consequently, it will strengthen National Disaster Control ability and it could be a National Wide Disaster Organization which is ready for prevention, preparation, confrontation of all kinds of disasters with absolute reliance by the citizen.
