Background. Adequate staffing is necessary to meet patient care needs and provide safe, quality nursing care. In November 1999, the Korean government implemented a new staffing policy that differentiates nursing fees for inpatients based on nurse-to-bed ratios. The purpose was to prevent hospitals from delegating nursing care to family members of patients or paid caregivers, and ultimately deteriorating the quality of nursing care services. Purpose. To examine nurse staffing levels and related factors including hospital, nursing and medical staff, and financial characteristics. Methods. A cross-sectional design was employed using two administrative databases, Medical Care Institution Database and Medical Claims Data for May 1-31, 2002. Nurse staffing was graded from 1 to 6, based on grading criteria of nurse-to-bed ratios provided by the policy. The study sample consisted of 42 tertiary and 186 general acute care hospitals. Results. None of tertiary or general hospitals gained the highest nurse staffing of Grade 1 (i.e., less than 2 beds per nurse in tertiary hospitals; less than 2.5 beds per nurse in general hospitals). Two thirds of the general hospitals had the lowest staffing of Grade 6 (i.e., 4 or more beds per nurse in tertiary hospitals; 4.5 or more beds per nurse in general hospitals). Tertiary hospitals were better staffed than general hospitals, and private hospitals had higher staffing levels compared to public hospitals. Large-sized general hospitals located in metropolitan areas had higher staffing than other general hospitals. Occupancy rate was positively related to nurse staffing. A negative relationship between nursing assistant and nurse staffing was found in general hospitals. A greater number of physician specialists were associated with better nurse staffing. Conclusions. The staffing policy needs to be evaluated and modified to make it more effective in leading hospitals to increase nurse staffing.
The purpose of the study is to investigate the impact on service quality of caregivers. 200 caregivers in 6 elderly care facilities located in J city were instructed to answer structure questionnaires, and the collected data was analyzed by T-test, ANOVA, Pearson correlation, and regression analysis. The results of the study show significant differences in service quality depending on their religion, education level, form of employment, employment period, health status, and access to staff lounge. Work environment shows positive correlation to service quality, whereas job stress shows negative correlation. Variables shown to affect service quality are, from the most powerful to the least, human environment, physical environment, form of employment, employment period, and education level with explanatory power of 42.6%. The results of the study suggest the need for putting in individual effort and improving work environment specifically to unique characteristics of each institution and looking into various ways to intervene in financial support policies in order to promote service quality of caregivers.
In recognition of the transportation problems of the present and to prepare for the ever increasing demands of the future, government decided to develop the magnetically levitated train domestically and started R&D program office in Korea Institute of Machinery and Metals(KIMM). This office since has established three step by step goals : first to develop a 40 passenger exhibition vehicle for Daejon EXPO'93, second to develop the low to mid-speed maglev system for urban public transportation by 1997 and finally the high speed inter-city maglev train by year 2001. The first two maglev systems will use attractive levitation-LIM driven technologies and these technologies are the ones currently being developed by this office and others. The maglev train system is a product of wide range of technologies from electro-technologies to civil engineering technologies. Some of the technologies are currently available but more have to be developed in the near future and these technologies are owned by or to be developed by various institutions within the science & technology community. The level of the technologies available at the present time are still very rudimentary and their basis are very narrow. Recently we have made a few successes in terms of levitation and propulsion but they are only with small scale modules and results are very qualitative at best. A great deal of development work has yet to be done to refine the technologies and to gain confidence. Full scale levitation/propulsion modules will be tested on the curved guideway within 6 months by this office and another institution. This paper reviews the current status of the maglev technologies in Korea and discuss the development strategies. The Korean maglev program is very ambitious and the schedule is even more so. A steady financial support and strong system engineering and integration are essential to the success of this program.
The information technology(IT) development of telecommunication, along with the informationalization over the world, enables the firms to process their inner and outer operations through Electronic Data Interchange (EDI) system. And the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Also the world shipping market is more competitive than any other market. In these environment, to maintain competitve power, shipping firms process operations by Logistics Information system(LIS), And then, reduce the working processes, working time and its costs. So the LIS has become more important in developing our national logistics system and industry. Therefore, this study purposes on empirically analyzing the activation factors of shipping LIS and the relationship these factors with logistic performances in the shipping industry. Considering environments of Shipping logistics information system, this study sets up the research model and hypothesis to examine the activation factors of shipping LIS and the relationship these factors with logistic performances. We used the field data on the 163 numbers of firms(29 overseas shipping companies and 133 forwarding Agency) to get the empirical evidence. According to the study results, The shipping LIS activation factors which the sample firms recognized as important: were top manager's support, well structured communication channel, strategic plan's connection and inner informationalization level. And IS organization & human resources, IS discipline & training, software development, IS organizational alignment, database management system, information standardization, competitive advantage, financial support and government support represent partially significant. Also, the current shipping LIS's main problems are expensive system cost, standardization of working process's, institution's imperfection and system's interaction defect. So these problems must be improved to activate shipping LIS.
Animation in Taiwan has been profoundly influenced by the production of labor intensity for American and Japanese in the early days of its development. This phenomenon of the labor intensity reached peak in the 1980s. Information Bureau of Taiwan began to establish a system of supportive funding for its animation industry in the 1990s. During this period, the animation industry in Taiwan gave special emphasis to the theme of the local culture and to the creative works of the animation. By the 2010s, the elements of Chinese culture were introduced in the animation production in Taiwan. Through cross-national cooperation in production with other advanced countries, the Taiwan-made animation was successfully expended to the international market. However, the animation industry in Taiwan is facing the following problematical challenges: Firstly, the Taiwan government gives special attention to the financial support of animation industry rather than training university students to become professional experts in animation production. Secondly, there is no professional higher institution established to train specialized professional animation film-makers. Thirdly, Due to the lack of the cultural inspiration and the original mind, the form of its creative animated production is primarily imitated from other advanced countries. And fourthly, despite the fact that there is a cooperation and exchange programs between Taiwan and other foreign animation industries.
In recent years, the population structure has been changed by the progresses of 6th-industrialization and transportation in farming areas. This study aims to suggest a regional development plan of farming areas in accordance with the demographic changes. Population structure indicators were derived from previous studies and literature review in order to identify the types of farming areas. Demographic indicators separated to depopulation and population growth in farming areas through a standardized scoring method. This research found that the division of economy is not only the most important division in any other regional development divisions but also necessary to develop new sources of non-farm income through traditional culture, natural environment. In the social division, it is necessary to secure the facilities for the formation of a sense of community to multicultural families and existing residents in farming areas. In the environmental division, it is desirable to improve the quality and satisfaction of life for residents such as the sidewalk and park that utilize ecological environment, culture, history for both depopulation and population region. In the physical division, there is a need for improvement of the facilities of basic living infrastructure service such as roads, water supply and sewerage systems. In the institution division, sustainable financial support of the central government policy for farming areas is crucial for the improvement of residential environment in the farming areas of depopulation and population region.

Recently, National Archives of Korea has planned to develop the Standard Archive Management System, to make it economical and efficient in accordance with the local archives establishments by Seoul Metropolitan City. Also, the institution signed the MOU with National Information Society Agency to set up a digital archive system and foster professional archival manpower. These movements are rooted on the current domestic demands for digital archive systems. Keeping pace with it, the purpose of this study is suggesting feasible ways to establish the sustainable and efficient archive systems. To this end, a status study on the existing digital archive systems at both domestic and overseas bases was carried out, with the many of open source software analysis. Based on the primary implications of this study, to implement the digital archive system, functional module deducting methods and an open source software application process on each module were designed. Financial, operational and technical considerations such as the links between modules are also considered.
Purpose: Routine screening for toxoplasmosis, rubella, cytomegalovirus (CMV), and herpes simplex virus (TORCH) in intrauterine growth restriction (IUGR) and small for gestational age (SGA) neonates has become a common practice. However, the incidence of TORCH varies across countries, and the cost of TORCH testing may be disadvantageous compared to disease-specific screening. To evaluate the efficacy of TORCH screening, the medical charts of IUGR or SGA neonates born in a single institution in Bucheon, Korea from 2011 to 2015 were reviewed. Methods: The clinical data of the 126 IUGR or SGA neonates were gathered, including gestational age, Apgar scores, neonatal sonographic findings, chromosome study, morbidities, developmental follow-up, and growth catch-up. Maternal factors including underlying maternal disease and fetal sonography were collected, and placental findings were recorded when available. TORCH screening was done using serum IgM, CMV urine culture, quantification of CMV DNA with real-time polymerase chain reaction, and rapid plasma reagin qualitative test for syphilis. Tests were repeated only for those with positive results. Results: Of the 119 TORCH screenings, only one was positive for toxoplasmosis IgM. This result was deemed false positive due to negative IgM on repeated testing and the absence of clinical symptoms. Conclusion: Considering the incidence and risk of TORCH in Korea, the financial burden of TORCH screening, and the single positive TORCH finding in our study, we suggest disease-specific screening based on maternal history and the clinical symptoms of the neonate. Regarding CMV, which may present asymptomatically, universal screening may be appropriate upon cost-benefit analysis.

Public electronic certificates, as an important means for identification, have been used as the main economic transactions, including banking, e-government, e-commerce. identification. However, damage cases of certificates have been increased by Illegally issued and by hacking practices. Also the users have a difficult in ensuring that their certificates when and where to use. Therefore, the proposed system gives the organization code for the Institutions using OCSP services in advance, the organization code embedded in extensions of OCSP request message structure when institutions ask the validation of certificate to CA(Certificate Authority). Also, OCSP server can extract the organization code from OCSP request message, confirm the institution, and record it in certificate history management table of DB. In this paper, we presented a system that could determine the certificate history check using OCSP service, public electronic certificate validation service, and implemented to prevent and cope immediately with financial incidents.
Character industry in Korea has a history of less than 20 years by now, as it began in earnest at the end of the 1980s. Domestic character market is estimated to be around 1.2 trillion won occupying mere 0.01% of the world character market of 1,200 trillion won and less than 4% of the Japanese market, according to the according to the calculation made by Korea Animation Producers Association. Local character takes up only 5% of the domestic character market, necessitating the development of the local character and an increase in market share. It is painful to look at the current status of the local character market especially when compared with the huge world market. However, it might be and opportune moment for us to reverse the situation in our favor by a mental switchover. And we need to face up to the reality that the local character industry has many problems, and it is our duty to settle them. What then are the problems caused by the foreign character taking up 90% of the domestic market? Foreign character overwhelming the local market will bring about cultural dependency, emotional confusion, and financial loss caused by the payment of the royalties stemming from the intellectual property rights. The following is suggested as methods of settlement for such problems: 1. Development of character emotionally appealing to the Koreans 2. Development of long-lived character 3. Development of character firmly based on a good scenario 4. Thorough planning & marketing 5. Establishing an institution exclusively governing character business This study discussed the importance of developing long-lived character appealing not only to the Koreans but also to the whole world, that will meet the requirements as stated in 1 & 2 of above. For this purpose Chungmugong General Lee Soon-shin was chosen out of the Korean historical personages for further analysis, trying to rediscover the significance of the character development based on originality.
