국내 글로브 프로그램 운영 현황 및 지도교사들의 인식 (The Present Situation and Science High School Teachers' Perception about Field Application of the GLOBE Program in Korea)

  • 이 연구는 글로브 프로그램이 운영되고 있는 과학고의 교사에게 설문지 및 면담을 통하여, 과학고에서의 글로브 프로그램 운영 현황과 교사들의 인식을 분석하였다. 그 결과를 토대로 우리나라에서 글로브 프로그램의 운영에 따른 문제점과 그 해결 방안을 논의하는 데 목적이 있다. 이 연구는 12명의 과학고 교사의 설문과 3명의 교사 면담 및 글로브 프로그램의 운영과정에서 나온 보고서 등의 분석으로 이루어졌다. 프로그램의 운영 현황, 교사들의 인식과 프로그램 운영에 따른 문제점에 대한 결과는 다음과 같다: 1) 글로브 프로그램은 초등학교 고학년 및 중학교에 적합한 수준이며, 과학고에서 그대로 운영하기에는 적합하지 않다. 2) 글로브 프로그램을 국내에 정착시키기 위해서는 우리나라에서 각 학교의 환경과 지역성을 고려한 다양한 프로그램의 개발이 필요하다. 프로그램의 운영에 대한 제언은 다음과 같다: 1) 우리나라의 교육실정에 맞는 글로브 프로그램을 개발-운영하기 위해서는 지구환경과 관련된 단체 및 전문가 집단이 되는 운영 본부의 설치가 요구된다. 2) 글로브 프로그램의 운영을 위한 행-재정 지원이 있어야 한다.

조건부가치측정법(CVM)을 이용한 바다목장과 바다숲의 비시장 경제가치 연구 (A Study on the Non-market Economic Value of Marine ranches and Marine Forests Using Contingent Valuation Method)

  • The Korean government has been carrying out the marine ranch development project since 1998 with the purpose of responding to the decrease in coastal fishery resources and fishery income, preparing a systematic management system for the sustainable use of fishery resources and realizing advanced fisheries power by expanding and upgrading fisheries resource development projects. In addition, the government established the Korea Fisheries Resources Agency and promoted projects for the protection and management of fishery resources by increasing basic productivity by artificially creating marine forests in areas where whitening events occur. Since the project of building marine ranches and marine forests requires immense government financial support, it is important to estimate the economic value and thoroughly evaluate the feasibility of the project. In this paper, the project of non-market economic value of the development of marine ranches and the development of marine forests was estimated. CVM (Contingent Valuation Method) was applied as a methodology for benefits estimation. Prior to the analysis, a one-on-one interview survey was conducted with participation of 512 residents and 514 residents respectively for the project of creating a marine ranch and developing a marine forest. A DBDC (Double-Bounded Dichotumous Choice) model was applied in the WTP (Willingness To Pay) analysis model and the socioeconomic variables of the surveyor, such as sex, age, education and income, were reflected in the model. The economic benefits from the two projects, namely, building of marine ranches and developing marine forests were estimated to be equal to 4,608 won and 7,772 won per household per year, respectively. According to the results of the survey, it seems that respondents think that marine forests are more valuable than marine ranches. This is as a result of ordinary citizens' thought that the marine ranches are more cost-effective than the marine forests. The benefits estimated through this study can be used for analysis of economic feasibility prior to carrying out the project of building marine ranches and developing marine forests, and are considered to be the valuable for policy-making purposes and finding social and economic consensus.

보건소의 방문보건사업에서 자원봉사자 활용에 관한 연구 (A Study on the Utilization of Volunteers in the Visiting Health Services of Health Centers)

  • This study is conducted to promote the activation of volunteer activities on the basic of the voluntaarry participation of local by investigating the utillzation of volunteers and analyzing this realted factors in the visiting health services of health centers. Subjects in this study were the whole 245 health centers. Data were collected from April, 12, 1999 to May, 31, 1999, and data for analyses were ones of 41 respondents, which answer " they utilize volunteers in visting health services". The summary of resulth was as follows : 1. In case that the type of health centers is one of county, in case that the number of staff in health center is over 80, in case that model business in not performed, in case that the degree of local financial independence is over 50%, and in case that the location of health centers in not good, there had more of volunteers in visiting health services. 2. 51.2% of analysing health centers answered that the utilization of volunteers has been done since 1998. 56.1% answered that they utillzed volunteers "over 4 hours" per person in a week. The average number of volunteers who was engaged at those visiting health services was 43.3. 3. Most of volinteers were housewives(73.2%). As for the action duration of volunteers. 68.8% answered " under 6 months". 4. As to the tasks of volunter activities, 75.6% were "home services" and 63.4% were "movable bath services". As for the tasks they intend to utilize, 90.2% answered " home services", 73.2% answered "movable health services". 5. Asked abount the purpose in utilizing volunteers, 75.6% answered "to induce the participation og local people". 65.9% answered "to provide various kinds of services". 66.7% provided some kind of education and training for volunteers. 6. Concerming evaluation of performance by volunteers, 90.2% answered " satisfactory". With reagards to the reason for that, 52.9% answered " volunteers can provide kinds of services". and 50.0% answered " volunteers can help local people to care their health". As for the obstacles to the utilization, 51.2% answered " the diffculty of recruitment for volunteers" and 43.9% answered "lack of budget and manpower needed for the utilization of volunteers".lty of recruitment for volunteers" and 43.9% answered "lack of budget and manpower needed for the utilization of volunteers".lunteers&".ot;.

전자무역의 활성화를 위한 국내 제3자물류 발전방안 (The Development Scheme of Domestic Third Party Logistics for Revitalization of Electronic Trade)

  • 최근 $20{\sim}30$년 동안 정보통신기술의 급속한 발전과 이를 활용한 전자상거래의 빠른 확산은 국제상거래인 무역 역시 전자적인 방식으로 거래가 가능하게 하였다. 이로 인해 추후 국제간 거래에 있어 전통적인 대규모 거래방식이 아닌 전자무역사이트를 이용한 소량 다빈도 거래가 빈번하게 이루어질 전망이다. 이에 본 연구는 위에서 언급한 무역거래 패러다임의 변화에 대응하고 이를 활성화하는데 반드시 필요한 국내 제3자물류 산업의 발전방안을 제시하고자 하였다. 기존의 연구에서는 국제 제3자물류산업의 그 자체에 대한 발전방향만을 제시하고 있으나, 본 논문에서는 전자무역과 연계한 국제 3자물류산업의 발전방향에 대해 연구하고자 하였다. 이를 위해 본 연구에서는 먼저 전자무역과 제3자물류에 대한 개념과 관련성을 제시하고, 이를 바탕으로 국내 제3자물류의 문제점을 제시하고 이에 대한 발전방안을 제시하였다. 전자무역과 관련하여 국내 제3자 물류의 문제점은 경영자의 인식부족, 물류비의 비중과다, 마케팅차원의 고려 부족, 전자상거래와 연계한 통합물류서비스 시스템의 미비, 전문인력 부족, 중소기업 상호간 물류공동망의 부족, 전문물류회사의 영세성, 물류관련 법규의 복잡, 물류기업간 담합 등으로 나타났다. 국내 제3자물류의 발전방안은 정부차원에서 법 제도의 정비, 통합물류정보시스템을 구축하기 위한 재정적 기술적 인프라 확대 지원, 보안 및 인증시스템 구축, 물류거래알선사이트의 활성화, 세제지원, 전문인력 양성 체계 확립 등이 있다. 기업차원의 물류발전방안으로는 혁신적 물류시스템과 연계한 통합물류정보시스템의 구축, 전자거래사이트에 연계한 원스톱 물류서비스 제공, 선진 3자물류 기술적 노하우 축적, 문전운송체계 실현, 전반적 거래진단 시스템 구비, 전략적 제휴를 통한 국제경쟁력 강화 등이 필요한 것으로 나타났다. 본 연구의 목적은 이상과 같이 국제 제3자물류의 발전방안을 제시함으로써, 미래 국제무역의 새로운 패러다임인 소량다빈도 형태의 전자무역 활성화에 기여하는데 있다.

우리나라 해운산업의 경쟁력 실태분석 (A Study on the Situation Analysis for Competitive Advantage Power of Korean Shipping Industry)

  • The development of Korean shipping industry is maybe defined into three development stages-industry fixing stage, industry coordinating stage, industry development stage-. The development of shipping industry has been depended on the geovernment/authority role such as shipping policy, system, law, rules and regulations. In 1983, Korean shipping industry reorganization and coordination by shipping authority have made our shipping industry on the stable condition together with each company's efforts. Today's world economic environment such WTO/UR negotiation results get this government role limited. According to the being reduced government role, each company's competitive advantage power becomes more important. Besides, korean shipping industry is exposed into the entire and bitter world competition. In order to win and prevent the world shipping competition, it is necessary to look out the competitive advantage power of Korean shipping industry. The first purpose of this study is the situation analysis for competitive advantage power of Korean shipping industry. The second is to compare with our shipping policies with foreign ones concerned with ship, cargo, crew, tax and others. But in order to compare with foreign shipping, this study need their shipping statistics data, this study has some limit of the foreign data. This study has been carried on the basis of the following items. 1. Shipping environment, 2. Ships and ship acquirement(shipbuilding/purchasing), 3. Oceangoing cargo and ship's stowage rate, 4. Human factor in shipping-crew, 5. The incomes and costs in finacial statements. We have some conclusions as following through the this study. First, Korean shipping industry environment-competitive disadvantage situation- has changed rapidly due to the shipping market opening, free market entering of foreign shipping. Second, Korean shipping is disadvantageous due to the high tax rate and financing conditions in connection with ship acquirement. In order to improve the competitive advantage power, the shipping tax system and ship financing conditions should be reviewed to profitable for owners. Third, but both world and Korean oceangoing cargoes quantity have been increased annualy, Korean ship's cargo stowage rate is being decreased. This is serious situation but Korean shipping take well use of foreign vessel with hire. It is recommended to take use of owner's vessel and hired ones in the long range view, considering the world shipping management. But the number of crew has been decreased by 2, 000~3, 000 annualy, it is desirable that the long sea-experienced crew have been increased. Almost of owners usauly complain the crew cost is the main obstacles to competitive advantage power. Human factor is the most important firm's asset. All owners should pay attention to this though, and invest the proper budget to training, education, welfare as much as possible. In the long run this effects could be feedback to owners. Fifth, We must improve the financial statements structure, that is, the first step is to increase income, the second is to decrease cost, the third is to increase income on the same cost, the fourth is to decrease cost on the same income. It is essential to find out what the urgent investment is and what unnecessary cost is. At last, in order to competite world shipping race, each shipping firm must try for himself to retain the power. The government/authority is no longer dependable. I believe that each firm's power will be the industry's power, the industry's power will be the nations's power.

고령군 지역사회 복지의 실태와 정책 과제 (Community-based Welfare and Policy Tasks for Rural Areas in Korea - A Case Study of Koryung Gun, Kyungsangbukdo)

  • 우리나라의 농촌지역은 급속한 산업화, 도시화과정 속에서 소외되어 왔을 뿐만 아니라 최근 세계화/지방화 과정에 따른 급격한 경제, 정치적 변화 속에서 더욱 심각한 위기 상황을 맞게 되었다. 이로 인해 농촌지역의 지역사회복지에 대한 보다 적극적 관심이 요청된다. 경북 고령군의 복지정책은 최근 크게 확충되었지만 여전히 그 수준은 낮은 편이고, 지역사회복지계획은 과거에 비해 체계화되었지만 급변하는 현실 여건을 제대로 반영하지 못하고 있다. 또한 적실한 복지서비스가 제대로 전달되지 못함에 따라, 복지수요 대상자수는 오히려 증가하고 있다. 이와 같이 전반적으로 낮은 지역사회복지를 향상시키기 위하여 지역사회복지를 위한 통합적 접근과 궁극적으로 지역공동체의 복원 등을 기본 방침으로 설정하고, 지역사회 내에 산재한 자원들의 동원체계 구축, 지역사회복지 수요자와 제공자간 연계 및 복지관련 기관 및 시설들 간의 네트워크체계의 구축, 그리고 지역사회복지를 개선하기 위한 재정확충 방안의 모색 등을 주요 과제로 설정할 필요가 있다.

장애인 창업의 마케팅전략을 통한 활성화 방안 연구 (Revitalization through a Marketing Research Foundation of the Disabled)

  • Purpose - There is a recent social trend that is focused on the revitalization of business-founding. Business-founding now has an important impact on the progress of the national economy because of youth unemployment and an increase in baby-boom generation retirees. However, the support and infrastructure required for business-founding of the disabled are very insufficient. Since most supporting policies are on youth or middle-aged business-founding, business-founding by the disabled and the socially weak is losing competitiveness. Accordingly, this study diagnosed the issues by analyzing the current status of business-founding by the disabled and suggested a fostering direction for the advance of business-founding by the disabled. An idea for the founding of various business items is required for the competitiveness of business-founding by the disabled and the establishment of a growth-model based on marketing is required so that business-founding by the disabled would advance toward commercialization with growth potential. Research design, data, and methodology - Regarding the study method, the existing study literature on the status and issues in business-founding was mainly explored. In addition, the existing literature on the status and issues in business-founding by the disabled was also studied. The support on business-founding by the disabled by policy enforced by the 'Welfare Service Agency for the Disabled'and the support of related agencies including financial support on the commercialization of business-founding by the disabled were also examined. Results - Existing studies on business-founding by the disabled are very insufficient. It is very difficult to study a viable business-founding by the disabled fostering policy without thorough learning on the difficulties of business-founding by the disabled. Therefore, this study suggested a direction for the resolution of various issues such as market, funds, item, operational matters, and service by analyzing the difficulties in business-founding by the disabled until now. Particularly, this study suggested that building a commercialization model from the aspect of marketing strategy and the effort to change the growth aspect of the disabled into competitiveness are essential. Conclusions - This study examined the aspect of developing an item-development process for the growth and founding of disabled-owned businesses and the requirement of a government support system by multiple policies. Since the number of studies on business-founding by the disabled is very small, it is expected that this study would become an important study in the field of business-founding by the disabled. The revitalization of business-founding by the disabled substantially contributes to the progress of the state of the economy and continuous interest is required from the viewpoint of equal advance in the society. Success models in business-founding by the disabled should be created continuously and active publicizing of them to the disabled business-founders by analyzing the success cases would also be required. In addition, it is believed that a market entry strategy by way of a win-win strategy and cooperative relation with big companies should be also developed in the future.

피부건강에 대한 인식과 관리에 관한 연구 -피부미용 전공과 비전공 여대생을 중심으로- (A Study on Skin Health Knowledge and Treatment -The case of female college students major and non-major in skin care-)

  • 본 연구는 서울소재 대학교에 재학 중인 여대생을 대상으로 피부미용전공과 비전공 여학생들의 피부건강관리의 관심도와 피부상태, 인식 및 관리 행위의 차이점 및 관련성을 파악하고자 하였다. 전공자들과 비전공자들의 대한 비교 분석은 동일한 생활권에서 궁극적으로 전문 학습과 비 전문학습의 일반적인 상태에 대한 지식과 행위를 의미하는 것으로, 연구결과는 다음과 같이 나타났다. 전공 여대생이 비전공 여대생에 비해 피부건강에 대한 관심도가 높은 것으로 유의미한 차이가 있었다(p<.01). 피부미용 전공 여대생은 복합성 피부, 비전공 여대생은 건성 피부가 많은 것으로 유의미한 차이를 보였다(p<.05). 피부 관리 실태에서 색조화장 후 전공여부에 따른 이중세안 정도, 각질 정리 횟수, 마사지나 팩 관리횟수, 선크림 사용 항목에서 각각 유의미한 차이가 있었다(p<.01, p<.001, p<.01, p<.01). 오백식품 및 인스턴트식품의 영향정도와 수분섭취 항목에서 각각 유의미한 차이를 보였다(p<.001).(p<.05). 화장품 사용은 다양한 채널을 통해 효율적인 구매를 하는 경향이었으며, 탁월한 기능이 있을 때는 경제적 부담이 있어도 구입 의향 항목에서 적극적인 성향인 것으로 유의미하게 나타났다(p<.001). 본 연구의 결과는 피부미용 산업 및 교육 분야에 기초자료로 활용되고자 하였다.

영남지역 발전의 전망과 과제: (1) 발전과정과 삶의 질 (A Prospect and Tasks for Regional Development of Youngnam Area: (1) Development Process and the Quality of Life)

  • 본 논문은 영남지역의 발전과정과 주민들익 생활수준을 파악하고 앞으로 발전절망 및 그 과제들을 모색하기 위해 수행된 연구의 전편(前篇)이다. 영남지역은 우리나라의 본격적 산업화 및 도시화과정에서 급속한 성장을 해왔지만 최근 상대적으로 침체되고 있으며, 또한 지역 주민들의 삶의 질도 물질적으로 다소 개선되었다고 할지라도, 여러가지 문제점들을 안고 있다. 영남지역의 경제는 그동안 노동집약적 경공업과 포드주의적 중화학공업에 기초하여 급속하게 발전할 수 있었지만, 최근의 경제적 침체는 결국 중앙의존적 지역불균등발전과정의 한계에 봉착했기 때문이라고 할 수 있다. 이러한 배경하에서 전개된 지역내 하청관계의 심화, 업체들의 지리적 집중, 첨단기술산업의 성장잠재력 부족, 생산자서비스 업종의 취약성, 자본흐름과 관련된 금융활동의 미진 등이 이 지역의 경제적 침체를 야기한 것으로 분석된다. 또한 급속한 도시화과정에서, 사회간접시설의 부족과 도시중추관리기능의 부재 등이 지적될 수 있다. 이러한 문제점들로 인해, 지역주민들의 종사상의 지위는 상대적으로 불안정하고, 제조업부문 종사자들의 임금수준이 상대적으로 높다고 할지라도 전체 근로자들의 임금수준은 서울에 비해 매우 낮은 수준을 보이고 있다. 그외 생활수단과 복지시설의 제공에 있어 사회계층적 불균형이 다소 심각하며, 자원이용과 생태환경에 있어서도 상대적으로 매우 열악한 것으로 나타나고 있다.

전북지역 공공도서관의 발전책에 관한 연구 (A study of the development of the public libraries in the "Chun-Buk" province in Korea)

  • A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.
