A Study on Effects of Zeroing on the Anti-Dumping Margin of Korean Stainless Steel (미국 제로잉 철폐가 한국 철창제품의 덤핑마진 하락에 미치는 영향)

  • There have been 20 cases of trade disputes related to zeroing in WTO. In these day, it was judged that the use of zeroing in the calculation of dumping margin is against ADA. Recently, WTO decided in favor of Korea in regards to Korea's stainless steel products on January, 2011. There finally was a high possibility of zeroing being changed. In December 2010, the American government announced it would revise zeroing system through an federal register. Many researchers, such as Linsey and Ikenson(2000), William W. Nye(2009) already clarified through empirical analysis that no use of zeroing leads to a large decline in the margin of dumping. If zeroing is abolished in the future, the margin of dumping imposed on Korea's stainless steel will drop sharply. According to this empirical study, the margin of dumping in 6 stainless steel among 12 products commodities subject to Anti Dumping regulation from US reduced below de-minimis or 3%. These stainless steel is likely to be excluded from the Anti Dumping regulation through review investigation and Korea's export of steel to America is expected to be increased steeply in the future.

Subsea Responses to the BP Oil Spill in the Gulf of Mexico (멕시코만의 BP사 오일유출 해저 대책에 대한 분석)

  • On April 20, 2010, a well control event allowed hydrocarbon (oil and gas) to escape from the Macondo well onto Deepwater Horizon (DWH), resulting in an exploration and fire on the rig. While 17 people were injured, 11 others lost their lives. The fire continued for 36 hours until the rig sank. Hydrocarbons continued to flow out from the reservoir through the well bore and blowout preventer (BOP) for 87 days, causing an unprecedented oil spill. Beyond Petroleum (BP) and the US federal government tried various methods to prevent the oil spill and to capture the spilled oil. The corresponding responses were very challenging due to the scale, intensity, and duration of the incident that occurred under extreme conditions in terms of pressure, temperature, and amount of flow. On July 15, a capping stack, which is another BOP on top of the existing BOP, was successfully installed, and the oil spill was stopped. After several tests and subsea responses, the well was permanently sealed by a relief well and a bottom kill on September 19. This paper analyzes the subsea responses and engineering efforts to capture the oil, stop the leaking, and kill the subsea well. During the investigation and analysis of subsea responses, information was collected and data bases were established for future accident prevention and the development of subsea engineering.

  • Today, although hospital infectious diseases are readily diagnosed, are treatable and preventable, many of these continues to be a major health problem in the developing countries, as well as the advanced nations. In the advanced countries efforts for hospital infection control has been presented but in Korea. The importance of being knowledgeble concerning hospital infection control is not much recognized yet. Presently in Korea good quality of care and services in the hospital is a main issue of discussion, therefore the subject of hospital infection control can't be over emphasized. Hospital infection control measures ranged from almost non existent to none when the pathogen transmission were not fully understood. As the knowledge of the transmission and contraction of the diseases expanded, newer and more effective procedures evolved. To be vital it is required to have good system for hospital infection control and inspection, rules and regulations and many numbers of persons with dedication. The strategy has been applied for hospital infection control standards as outlined by the centers for disease control and prevention(CDC). The hospital infection control committee is the factor to be well managed. Especially nurses are the important part of any hospital infection control program because they are the one who makes function properly. It is also required the responsibility of every employer who has employees who are exposed to blood, blood products or other potentially hospital infectious materials. Laws enacted by agencies of the federal government but the emphasis, and the demands for initiating and maintaining these control measures should be practiced on a routine and daily basis. The forgoing facts and requirements will assist us in assuring our hospital infection control program is successful.

Early Childhood Education and Care Support System in Korea (한국의 보육지원체계)

  • Over the past decade, there has been considerable policy development in early childhood education and care in Korea. The focus is now shifting from the federal government to grassroots initiatives or efforts in local communities in order to provide information or programs for all eligible families with young children. There is a strong need for more integrative and comprehensive parenting support programs(titled Child Care Information Center, Young Plaza in Korea) for families with young children to meet their diverse needs of child rearing. This paper overviews the current status and trends on the support system in which early childhood education and care and parenting support centers are embedded in Korea as well as those of developed counties. Also, the issues of development and implementation of more effective parenting support programs are key themes throughout this paper. Implications and suggestions for research, practice, and policy development in the future were provided.

A Glimpse into Brazil Conference (2014 브라질 회의로 가는 길)

  • This short report introduces the general background why Brazil conference is being prepared and what topics would be undertaken and what goals are being taken into account. It overviews what differences from traditional telecommunication governance, internet governance has had in its historical development and how such differences had been formed from its technological differences and the regulatory policy shift from common carrier regulation to privatization. Moreover, the fact that open, voluntary, bottom-up, diverse stakeholder's participation had evolved throughout the historical development of the internet, had established the present multistakeholder governance model from technological standardization to addressing scheme policies. ICANN, which has governed internet addressing schemes since the earlier 2000s, had developed address policies including IANA function from Jon Postel and technical community's legacy management system into contract based formation between ICANN and gTLD, ccTLD registries. And it made dispute resolution policies responding to trademark disputes and resolved gTLD monopoly issue by introducing new TLD generation and the separation of registry and registar. However, there had been challenges on the legitimacy of ICANN due to its dependency on the Federal Government of the U.S. particularly in its oversight role over ICANN and IANA contract. WSIS raised up internet governance issues including addressing governance, and set up IGF as a discussion platform for multistakeholders to discuss and share all views on other internet related public policies. IGF's loose and non-binding discussion once frustrated governments and other stakeholders, but more focused discussion and visible outcomes have consolidated its unique role for internet governance discourses. Particularly, IGF addressed many emerging internet related issues like cybersecurity, privacy, net neuratlity, development related issues. WTPF of 2013, after WCIT debate on whether traditional telecommunication regulation could be applied to internet infrastructure, suggested other governance issues such as the transition to ipv6, IXP coordination etc. How to make sure the legitimacy of internet addressing governance and how and where other internet related public policies could be undertaken are fundamental tasks for internet governance. Brazil conference, which has been motivated by the breakdown of trust in internet governance from NSA mass surveillance revealed by Snowden, faces these questions and try to make consensus on principles, institutions and roadmap for internet governance in multistakeholder participation way.

Comparative Analysis of Stem Cell Research Policy Changes in UK, US, and South Korea: Application of Advocacy Coalition Framework Model (영국, 미국, 한국의 줄기세포연구에 관한 정책변동 비교 분석: Advocacy Coalition Framework 모형의 적용)

  • Background: Stem cell research competition is accelerating globally since President Obama signed an executive order, repealing Bush-era policy that limited use of federal tax dollars for embryonic stem cell research. Methods: In this paper, we conducted a comparative analysis of stem cell research policy changes in three countries, including the Human Fertilisation Embryology Act (HFEA) of UK, executive order 13,505 (removing barriers to responsible scientific research involving human stem cells) of USA, and Bioethics and Safety Act of South Korea. Debates on stem cell research are based on conflicts of fundamental beliefs that exist in the supporting and opposing coalitions. We compared regional characteristics of the advocacy coalitions in three countries and presented various factors that might be related to the policy changes. Results: The UK government, parliament, and the HFEA have sought expert consultations and public opinions to establish guidelines. UK has made social consensus through continued discussion for a long time. US President's veto power was one strongest factors influencing policy. South Korean policy was influenced by public opinion and policy brokers. Also, South Korea has not made social consensus. UK had a strong leadership and strong adjustment of coalitions but US and South Korea had not. Dr. Hwang's scandal has had one of the greatest impacts on policy decision in South Korea. Conclusion: The power of public opinion was critical in all three countries. In particular, the influence of public opinion was noticeable in South Korea. Also it turned out that in US and South Korea, the presence of a policy broker who could pursue his or her goals was the most powerful factor among the advocacy coalition factors.

A Study on the Possibility of Introducing Electoral Eligibility for Permanent Alien Residents (정주외국인의 피선거권 도입 가능성에 관한 연구)

  • With increase of Korean economy scale and globalization, permanent alien residents in Korea are increasing day by day. Living in Korea, they maintain their original nationalities, but their life in Korea is greatly affected by political decision made by Korea. It has been taken for granted that foreigners's suffrage were not recognized due to national sovereignty. The claim that foreigners should not be allowed to participate in government has constantly been met with counterargument on the basis of instability of sovereignty principle, trends of advanced countries, intrinsic differences between federal and regional governments, or actual state of foreigners. It is unreasonable to deal with foreigners' suffrage and eligibility for election differently in that the current public offices election law does not allow foreigners to be eligible for election without any special reason while allowing foreigners to vote in the local election. It is discrimination against foreigners not to allow foreigners to be eligible for election when there is no rationale to differently deal with foreigners' suffrage and eligibility for election. This paper deals with constitutional argument regarding foreigners' electoral eligibility, takes a look at legislative cases of Japanese and European countries, and examines possibilities of including foreigners' eligibility for election in our public offices election law.

Alternative Policy on Attrition Propensities of Travel Voucher (여행바우처 이탈에 관한 정책적 대안 연구)

  • Travel voucher for low-income or social disadvantaged groups forms a part of social policies in Korea. The policy can not only provide an opportunity of travel experiences for the socially weak, but also enhance their family capital and social capital. Thus, the travel voucher policy can be beneficial for the participants and their society. However, little research evidence of its evaluation and challenges/benefits exists. In practice, one of the biggest problems is an attrition of travel voucher winners which is to decrease a cost-effect of the travel voucher policy and to increase unnecessary waste of both the federal and human resources. Thus more research is needed to answer the questions why some of winners abandon to go to travel by the voucher, and who is the seceder? In this context, the study empirically examines the attrition propensity for the winners of 2011 Seoul travel voucher from 1,632 respondents and second data from Korea Tourism Organization. This research found that total education years of travel voucher winners have a significant effect on using their voucher. Implications and alternative policies for government policy makers and administrators are discussed by the analyzed results.

A Study on Health Insurance Coverage for Acupuncture Therapy in the Germany (독일에서의 침술 건강보험 급여화 사례 연구)

  • Background : Germany is the first country in the world to introduce modern systems of public health insurance, and the country which most widely uses complementary alternative medicine(CAM) in Europe. In early 21st century, a large evaluation studies were conducted to include acupuncture in health insurance payments, which were eventually decided. Objectives : This study is to investigate and analyze the process of public policy determination on insurance coverage for acupuncture in German health insurance system. Methods : We collected the data and information through the literature search and from the websites of German government departments and health insurance organizations. To obtain contextual information, German experts of health insurance and acupuncture clinical study were interviewed. Results : As use of acupuncture had been growing, German public health insurers wanted to evaluate the validity of acupuncture coverage and sponsored three evaluation projects for clinical effectiveness of acupuncture using randomized clinical trials, systematic reviews, and pragmatic trials from 2001 to 2005. For some pain condition, acupuncture was founded not to be effective than sham acupuncture, but more effective than standard care. The federal joint committee of health insurance decided to cover acupuncture for chronic pain of lumbar spine and chronic pain in at least one knee joint due to gonarthrosis. Conclusions : Considering the controversial subject matter in the process of acupuncture's health insurance coverage in Germany, expanding the benefits of Korean medicine in Korea needs to come up with ways to overcome the difficulties of placebo effect, standardization and lack of literature evidence.
