A Study on the Safety of Medical IT System connecting Medical Insulation Transformer in Medical Locations (의료용 절연변압기에 연결하는 의료 IT시스템의 안전에 관한 연구)

  • An accidental disconnection of power supply for operating theatres may result in fatal accidents. Thus, it is necessary to import the electric safety system in medical locations. This paper shows an analysis of simulation for the safety in medical IT system based on KS C IEC 60364-7-710(Electrical Installations of Buildings - Requirements for special installations or locations - Medical locations). The analysis was progressed by measuring leakage currents according to variation of volts, circuits and loads. And it was made database for calculation the reasonable length of branch circuit.

A Study on the System of Vehicle Pedal Based on Simple Reaction Time of Visual Information (시각정보의 단순반응시간을 고려한 페달 시스템의 관한 연구)

  • This study deals with the designing of vehicle pedal considering simple reaction time of visual information. Because vehicle accidents may bring about fatal results, the vehicle design which is considered with safity is very important. Though the vehicle design considered with safity is important in the whole parts of vehicle, the designing of pedal which is directly connected the designing of pedal which can minimize reaction time to risk through simple experiments. In the experiments, the experience of driving, the location of brake pedal and the space between brake and accelerator pedal are considered. Using experiment equipment and IBM-PC, simple reaction time was measured. The data which was result from measurement was analyzed with SPSS/PC+. When brake pedal located right side and the space between brake and accelerator pedal was 35cm, reaction was minimized. Based on this results, the vehicle pedal should be designed.

An Optimal Design Procedure based on the Safety Integrity Level for Safety-related Systems

  • Safety-related systems (SRSs) has widely used in shipbuilding and power generation to prevent fatal accidents and to protect life and property. Thus, SRS performance is a high priority. The safety integrity level (SIL) is the relative performance level of an SRS with regard to its ability to operate reliably in a safe manner. In this article, we proposed an optimal design procedure to achieve the targeted SIL of SRSs. In addition, a more efficient failure mode and effects diagnostic analysis (FMEDA) process and optimization model were developed to improve cost efficiency. Based on previous IEC 61508 diagnostic analyses that revealed unnecessary costs associated with excessive reliability, the new approach consists of two phases: (i) SIL evaluation by FMEDA, and (ii) solution optimization for achieving the target SIL with minimal cost using integer-programming models. The proposed procedure meets the required safety level and minimizes system costs. A case study involving a gas-detection SRS was conducted to demonstrate the effectiveness of the new procedure.

  • Aircraft accidents caused by dizziness of aviation workers are so common that they account for 5% to 10% of the total, and in most cases, have fatal consequences. Therefore, it is essential to diagnose and treat the dizziness of aviation workers properly. Common diseases caused by abnormal vestibular function include benign paroxysmal positional vertigo, Meniere's disease, and vestibular neuritis. In this paper, we first proposed an overview of these diseases' pathophysiology, diagnosis, and treatment. Also, we evaluated the importance of these diseases in aerospace medicine and presented aerospace medical dispositions for aviation medical examiners.

  • As construction projects are gradually getting larger and focusing on building skyscraper with the development of construction technology and the concentration of population in cities, the choice of the soil sheeting works is very important in terms of securing safety and economic feasibility. Further research is planned on the developed concrete guide-based continuous over lap pile method through the introduction of a system that automates vertical management, continuous improvement and supplementation so that the basement soil sheeting wall can be utilized as a building structure.

  • The adoption of hydrogen-powered Elec is expanding globally. Hydrogen is recognized as a potentially hazardous energy source, and safety assessment is crucial for the development of plans to supply hydrogen-powered electric buses. Hydrogen gas leakage can have a significant impact during bus operations, and continuous hydrogen leakage in hydrogen-powered vehicles can result in fatal accidents. In this study, information about hydrogen leakage is collected through sensors installed within the vehicles and is measured when the sensor detects a leak. The study also proposes the use of Pseudo Fuel Leakage (PFL, %) as an additional indicator for evaluating and monitoring hydrogen safety and leakage.

  • Robot related injuries in industrial accidents statistics during 2008~2010 have accounted for a total of 109 cases equivalent to 30~40 cases for each of those years. The number of injured compared to the dissemination of industrial robots(51,302 units/2004) can be regarded as quite low. However, the fatal injuries sustained by 7 (6.4%) out of 109 cases paints the stark reality of robot-related accident fatalities. It is a sad probability that as the automation process expands its use of industrial robots which have increased significantly in demand, the incidence of workplace accidents will also increase. Therefore, the incidence of accidents throughout the period of 2008~2010 has been analysed to prevent the injuries due to the increased use of industrial robots. In the analysis, the injuries occurred during the industrial robot operation accounted for 45.9% of the entire accidents. Thus, we examined the present status of the industrial robot operation to analyze the root cause of accidents occurred in our studied time period. We looked at a total of 469 workplaces. 456 workplaces responded in the year 2009 and survey studies were implemented at 13 of the 29 workplaces where work injuries were sustained in the year 2010. Even where protective measures and interlock devices were in place, our studies indicated that workers could access the robot area to perform the tasks in 188 sites(40.1%). Also, the 143 sites(30.5%) had control measures and equipment located in the safety fence. In addition, the robots found at 164 sites(35.0%) could be restarted without additional restarting operation. These three causes accounted for most of the workplace injuries during the industrial robot operations. Futhermore, we confirmed the fact that the protective measures of the current safety regulations were not strictly enforced. Based upon our studies and the investigation of the present status of the industrial robot operation, higher standards in training and supervision of workers in the robot operation must quickly be met in order to prevent these industrial injuries.

Construction Workers' Occupational Risk of On-Site Travelling Activities (건설공사 근로자의 현장내 이동작업시 발생하는 재해위험도)

  • This study examines the occurrence of accidents when workers were travelling on construction sites and the differences in risk involved in each occupation. An analysis of 750 fatal accident reports found that in 138 cases, the fatality occurred when the workers were travelling on site. The 138 cases were then divided according to occupation and were then examined to determine how the workers in each occupation had been affected by various hazardous situations. There were significant differences in accident occurrence between the occupations and in the various hazardous situations. The results imply that the cultural aspect of each occupation leads to a substantial difference in the possibility of fatal injuries or death and that such differences in risk should be taken into account when planning the workers' movements on site. The findings of this study aim to help workers to understand the risks entailed when travelling on site and also to assist managers in the planning of workers, movements on construction sites.

  • Design with crashworthiness concept has been emphasized for almost aircraft and motor vehicles. However, crashes accompanied serious injury and death have been continuously occurred, and will be occurred subsequently. What was worse, it is a well-known fact that there were a good many crashes classified as survivable accidents in which fatal injuries were reported. But we cannot say that fatal injuries were inevitable consequences of those crashes. If crashworthy design for seat, restraint systems, and cabin strength were adequate or right, survivability in a crash event could be maximized greatly. To substantiate the right crashworthiness, we must thoroughly understand the characteristics of human tolerance under abrupt acceleration change, and the cabin design should be combined with proper use of energy absorbing technologies that reduce accelerations experienced by the occupants. In this paper, the emphasis on the human tolerance under abrupt accelerations as well as the necessity of change in design requirements for crash environment will be stressed to widen the belt of consensus for the right crashworthy design.

  • The international community has done a lot of effort to improve the aviation safety. The new high technologies, systems and development of navigation equipments considerably improved the level of aviation safety. However, the aviation accident rate has been showing unchanged status without the decline since 1980. It means it is difficult to secure enough safety by the existing efforts to improve the aviation safety, eventually needs new methods for the accident prevention. With this in mind, the nations interest new methods that can consider a countermeasure by realizing potential risk factors before fatal accidents. In other words, that is to analyze and share the safety information collected from accidents by establishing aviation safety information system. To establish international aviation safety information system, each country's aviation accident incident reporting systems are need to be established. Also aviation safety data taxonomy is need to be standardized. Then, aviation users will communicate the information efficiently. This study investigates and considers each country's aviation accident incident database taxonomy for the analysis of the aviation data and the necessary prevention activity. This will contribute to a better international aviation safety and strengthen the country's aviation diplomacy.
