  • This paper analyzes the duration of the construction document (CD) phase of 42 large public building projects delivered by the total solution service of Public Procurement Services in Korea from 2009 to 2014. The quality of construction documents significantly affects the quality of construction and facility management. Thus, securing appropriate time for the CD phase during project planning is important for the quality of a project. Currently, the duration of the CD phase is planned based on the construction costs of a project following a notice of the Ministry of Land, Infrastructure and Transport. However, our analysis results showed that the correlation between the actual duration of the CD phase and construction costs is very weak. The actual CD phase takes 1.33-1.79 times longer than the planned duration. The practitioners who were interviewed, were already aware that the correlation between the duration of the CD phase and the construction costs is weak. They identified the complexity of the project, the extent of the design changes, project type, client characteristics, and others as more influential factors on the CD phase than the construction costs. To improve the quality of CDs, a new guideline for determining an adequate CD phase duration should be studied and developed.

  • To design ship channel is one of important factors for planning and developing a port. In most case, the core factors for designing ship channel are the layout and width of dvnnel provided the net underkeel clearance is assessed as safety. In this study, Variable Bumper Area(VBA) model is applied to design and assess ship channel. This model reflects ship's principle dimension, ship domain theory, ship speed, conning officer's ship handling skill and experience and all external forces which cause leeway, set and drift and the change of ship maneuvering characteristics. Full Mission Ship Handling Simulator is used to analyze ship dynamic data according to conning officer's ship control, external forces, etc. This model uses Domain-index for assessing the efficiency and safety of the channel. The proposed model is applied to Ulsan new port plan which has a channel width of 1.5 times the length if the largest vessel, a radius if 5 times the length of the largest vessel in a curve of 57 degree centerline angle and SBM facility adjacent to the lateral edge if channel. The result of this study shows tint the width and radius of channel curve are suitable for the target ship but the difficulty of ship handling is caused by the large course change and SBM located in the vicinity if channel.

Effects of Coastal Environment by Discharge from the Sewage Treatment Plant (해안방류된 하수처리수가 해양환경에 미치는 영향)

  • Most sewage treatment plants located offshore are discharged to the shore either directly or through rivers. Therefore, the water quality of the treated water discharged from the sewage treatment plant affects the water quality of the river water discharged to the river and the ocean. In this study, field surveys and numerical simulations were conducted to investigate the effect of treated water from the sewage treatment plant adjacent to the coastal environment. As a result of analyzing the water quality and sediment quality with the samples collected from the river and the estuary where the treated water was discharged to understand the impact on the coast, the treated water discharged from the sewage treatment plant was discharged to the river without exceeding the design criteria. However, the water quality discharged to the shore through estuaries was more contaminated than treated water. The cause of water quality deterioration of coastal effluent is due to the sedimentation of estuary temporarily by longshore sediment sransport which appeared around the estuary, the occurrence of estuary obstruction, and the increase of stagnant time in the estuary. As it was released and discharged, it was analyzed to affect the water quality, water quality and marine life around the estuary. Therefore, in the case of the east coast where the longshore sediment transport is strong, when planning the sewage treatment facility discharged to the ocean, it is necessary to closely examine the water quality change of the river water in the treated water such as the river mouth occlusion by the longshore sediment transport.

In this study, Variable Bumper Area(VBA) model is applied to design and assess ship channel. This model reflects ship's particular, ship domain theory, ship speed and mariner's ship handling skill and experience, especially external forces which cause leeway, set and drift and the change of ship maneuvering characteristics. A real time, full mission shiphandling simulator is used to analyze ship dynamic data according to mariner's ship control, external forces, ete. This model defines Domain degree and Domain-index for assessing the efficiency and safety of the channel. The proposed model is applied to Ulsan new port plan which has a channel width of 1.5 times the length of the largest vessel, a radius of 5 times the length of the largest vessel in a curve of 57 degree centerline angle and SBM facility adjacent to the lateral edge of channel.   • Attached parking lots installation criteria is determined by use, total floor area, etc. according to the Parking Lot Act and local government ordinances. However, with traffic demand increase inconvenience about use of culture and assembly facilities have been raised. When planning number of parking lots for cultural and assembly facilities, legal parking lots and unit parking lots are used, but this causes inconvenience and traffic problems on the surrounding roads, because reality and convenience are not considered. Therefore, this study intend to present an realistic number of parking lots calculating equation for movie theater in Gwangju Metropolitan City. After investigating number of parking lots, number of screens, number of seats, total floor area, bus route and illegal parking for a cultural facility in Gwangju Metropolitan City, prediction model for calculating number of parking lots was presented using SPSS regression analysis. As a result of comparing prediction model and unit method, the prediction model was be closer actual cumulative parking space, so prediction model verification was completed. Based on the model verified in this study, Realistic number of parking lots will be installed. However, due to limitations of research on specific areas, research on various facilities should continue in consideration of regional, population, and urban characteristics

Improvement Plan for Construction Management and Legislation of Donation Collection Facilities (기부채납 시설의 건설관리 및 법제에 관한 개선방안)

  • The donation collection system to secure infrastructure and land necessary for public development projects has been actively applied as an effective means of realizing public interest and the concept of recovering development profits, and has contributed greatly to society in public difficult financial conditions. However, due to the ambiguous legal standards and lack of legal grounds for the operation of the donation collection system, it has been arbitrarily used for administrative convenience in the form of granting a donation collection assistant to install infrastructure. In addition, infrastructure is a facility that is constructed and donated within development profits to obtain licenses, and is promoted to minimize construction costs to improve profitability, posing a risk of poor infrastructure planning, design, and construction, resulting in increased safety and maintenance costs for citizens. Continuous system and legal improvement are needed to improve the excellence, convenience, and safety of facilities that citizens will use for half a century through the improvement of the donation system.

A study of improvement of river water quality(T-P) in pilot-scale operation (파일롯 규모의 운영에 따른 하천수질(T-P) 개선에 관한 연구)

  • Pilot-scale coagulation and sedimentation processes were operated to investigate the T-P (Total phosphorus) removal efficiency. A multiple regression model was also derived to predict the water quality improvement effect with river water characteristics. The inflow rates for the pilot-scale facility were 157-576 m3/day, and the coagulant doses were in the range of 13.7-58.5 mg/L (average 38.9 mg/L) for PAC (Poly alum chloride) and 16.5-62.1 mg/L (average 36.0 mg/L) for alum. The results found that the influent BOD (Biochemical oxygen demand) and T-P concentrations were 4.9 mg/L and 0.115 mg/L, and the removal efficiencies were 52.7% and 59.4%, respectively. T-P removal efficiencies on wet weather days were higher by 10% than dry weather days because influent solids influenced T-P's coagulation process. The pH of river water was 6.9-7.8, and the average pH was 7.3. Although the pH variation was not significant, the trend showed that the treatment efficiency of T-P and PO4-P removal increased. Thus, the pH range considered in this study seems to be appropriate for the coagulation process, which is essential for phosphorous removal. The T-P removal efficiencies were 19.6-93.3% (average 59.2%) for PAC and 16.4-98.5%(average 55.9%) for alum; thus, both coagulants showed similar results. Furthermore, the average coagulant doses were similar at 42.4 mg/L for PAC and 41.3 mg/L for alum. When the T-P concentration of the effluent was compared by the [Al]/[P] ratio, the phosphorus concentration of the treated water decreased with an increasing [Al]/[P] ratio, and the lowest T-P concentration range appeared at the [Al]/[P] ratio of 10-30. A seasonal multiple regression analysis equations were derived from the relationships between 10 independent and dependent variables (T-P concentration of effluent). This study could help lake water quality maintenance, reduce eutrophication, and improve direction settings for urban planning, especially plans related to developing waterfront cities.

Post Occupancy Evaluation of Image and Satisfaction for Storytelling Theme on the Kim Gwang-Seok Street (스토리텔링 테마골목 이미지 및 만족도에 관한 이용 후 평가 - '김광석다시그리기길'을 대상으로 -)

  • This study deals with post-occupancy evaluation (POE) of 'Kim Gwang-seok Street'as storytelling road for urban regeneration. The evaluation focused on image preference and use satisfaction of visitors. This is the initial project of popular singer-storytelling street as a new attraction, and the results could be used as basic data for the sustainable planning and management of storytelling streets. 200 respondents of visitor group were analyzed. Frequency analysis for demographics, use, behavior, reliability, and means, were evaluated. Factor analysis and multiple regression analysis were conducted for image preference and use satisfaction. Responses showed high frequency of twenties in age, who were typically students. In use motives and activities, strolling, sightseeing, and taking pictures were shown to be the most common. The mean scores of image variables showed symbolic (5.03), familiar (4.84), beautiful (4.71), and bright (4.63), the highest. The result of exploratory factor analysis, led to 3 factors being categorized; the mood of street, the design, and the dynamics. Due to the result of multiple regression analysis, the preference of space image was significantly influenced by 4 image variables; symbolic (${\beta}=.314$), stable (${\beta}=.248$), friendly (${\beta}=.204$), and fresh (${\beta}=.142$). In the use satisfaction analysis, the mean scores were highest concerning facility design (3.81), typical street (3.78), the image of street (3.81), continued use (3.66), and experiential tourism (3.53), respectively. The mean score of parking space (2.56) was the lowest. In factor analysis concerning use satisfaction, 3 factors were categorized; facility management, experience, and image. By the result of multiple regression analysis, the total satisfaction of use was significantly influenced by 4 independent variables; image of street (${\beta}=.296$), management (${\beta}=.277$), continued use (${\beta}=.205$), and typical street (${\beta}=.183$). As storytelling road for urban regeneration, 'Kim Gwang-seok Street' has shown considerable success in significant improvement of image preference and user satisfaction. Therefore, the enhancement of 'placeness' through storytelling of Kim Gwang-seok, and the strengthening of its identity and symbolism, should be the basic focus of development for the street in the future.

A study on the development of distribution simulator and simulation results for use in distribution automation system of IEC 61850 protocol (IEC 61850 프로토콜의 배전자동화시스템에 사용을 위한 배전시뮬레이터 개발과 시뮬레이션 결과에 관한 연구)

  • It is a study for the evaluation of the stability of the distribution automation system for the expansion of renewable energy. Through the Renewable Energy 3020 Implementation Plan, the government plans to expand new renewable energy and convert it to participatory energy that improves the quality of life of the people by 2030. The government has set a target of 20% of domestic supply energy for renewable energy generation by 2030. It is planning to establish more than 95 percent of its new facilities with clean energy such as solar power and wind power. By expanding the supply of renewable energy, new energy businesses and distributed power industry were fostered, and short-distance, low-voltage, and small-scale power generation were rapidly expanded rather than large-scale power development in the past. Due to this demand, the importance of power distribution facility operation has emerged and the need for distribution automation system is increasing. This paper discusses the development of a power distribution simulator for the performance and function evaluation of power distribution automation systems and presents the results of an interlocking test with the power distribution automation system. In order to introduce an advanced system into the power distribution system, it is necessary to take advantage of the transmission and distribution system. The DNP3.0 protocol is used in the distribution system and the IEC61850 protocol is used in the transmission and distribution system. It was concluded that the functions and performance of operations were satisfied when these two protocols are mixed and used in the distribution automation system.

Technology Trends of Smart Abnormal Detection and Diagnosis System for Gas and Hydrogen Facilities (가스·수소 시설의 스마트 이상감지 및 진단 시스템 기술동향)

  • The global demand for carbon neutrality in response to climate change is in a situation where it is necessary to prepare countermeasures for carbon trade barriers for some countries, including Korea, which is classified as an export-led economic structure and greenhouse gas exporter. Therefore, digital transformation, which is one of the predictable ways for the carbon-neutral transition model to be applied, should be introduced early. By applying digital technology to industrial gas manufacturing facilities used in one of the major industries, high-tech manufacturing industry, and hydrogen gas facilities, which are emerging as eco-friendly energy, abnormal detection, and diagnosis services are provided with cloud-based predictive diagnosis monitoring technology including operating knowledge. Here are the trends. Small and medium-sized companies that are in the blind spot of carbon-neutral implementation by confirming the direction of abnormal diagnosis predictive monitoring through optimization, augmented reality technology, IoT and AI knowledge inference, etc., rather than simply monitoring real-time facility status It can be seen that it is possible to disseminate technologies such as consensus knowledge in the engineering domain and predictive diagnostic monitoring that match the economic feasibility and efficiency of the technology. It is hoped that it will be used as a way to seek countermeasures against carbon emission trade barriers based on the highest level of ICT technology.
