Since 1995, One of the NGIS(National Geographic Information System) projects, the underground utilities project, has been finished in 2003. The 19 cities in korea for this project will use underground utilities management system using underground utilities database focusing on water and sewage system. However, special expert, technical and experience problem in computer environment has not been had in working department for water and sewage management and maintenance for each local government. The management and maintenance by underground utilities database by manual method is getting lowered a data qualify of underground utilities database because of the data omitting, error in writing and securing of the lasted database. Therefore, in this study, Application test for field workers using a mobile tool and environment analysis of wireless communication in Korea and application test of GPS receiver for mobile tools had been processed and made a mobile working environment. The efficient management and maintenance method for underground utilities database has been developed an off-line method for modification and update of database about general work which has a high working frequency because of the limitation of wireless communication environment. Also, the emergency working has been applied for on-line method.
Various LIDs with natural water circulation function are applied to reduce urban environmental problems and environmental impact of development projects. However, excessive Infiltration and evaporation of LID facilities dry the LID internal soil, thus reducing plant and microbial activity and reducing environmental re duction ability. The purpose of this study was to develop a real-time measurement system with complex sensors to derive the management plan of LID facilities. The test of measurable sensors and Internet of Things (IoT) application was conducted in artificial wetlands shaped in acrylic boxes. The applied sensors were intended to be built at a low cost considering the distributed LID and were based on Arduino and Raspberry Pi, which are relatively inexpensive and commercialized. In addition, the goal was to develop complex sensor measurements to analyze the current state o f LID facilities and the effects of maintenance and abnormal weather conditions. Sensors are required to measure wind direction, wind speed, rainfall, carbon dioxide, Micro-dust, temperature and humidity, acidity, and location information in real time. Data collection devices, storage server programs, and operation programs for PC and mobile devices were developed to collect, transmit and check the results of measured data from applied sensors. The measurements obtained through each sensor are passed through the Wifi module to the management server and stored on the database server in real time. Analysis of the four-month measurement result values conducted in this study confirmed the stability and applicability of ICT technology application to LID facilities. Real-time measured values are found to be able to utilize big data to evaluate the functions of LID facilities and derive maintenance measures.

In this paper, the feedback loop mechanisms among the operational indices and exogenous variables of a sewerage system that are inherent in the operation and maintenance of a sewerage system were identified using the System Dynamics (SD) modeling methodology. The identified feedback loops were used to develop a SD computer simulation model that can be used to predict future operational conditions of a sewerage system and identified the efficient ways of operation. The data of Busan metropolitan city sewerage system was applied to verify the developed SD model and predict future operational conditions of the system. As a result, it was predicted that sewage treatment efficiency, volume of sewage treatment and cost recovery rate will be gradually increased, whereas service rate which was already very close to the target will remain almost the same as the current value. Furthermore, sensitivity analysis concerning some operational indices was performed in order to discover the policy leverage. As a result, it was found that the exogenous variables related to the pipe maintenance had a great effect on facility using rate, volume of sewage treatment as well as sewage treatment efficiency.

Recently as return farmers has been increased rapidly, the introduction of a system of rental housing is being considerated in order to induce regional fixation. It was examined organizational management, business scope of rural type rental housing, management role, through the analysis about the management realities of the business of similar form Rural-Fishing New Town project. Jangseonggun and Hwasungun have maneged rental housing 280ho in Rural-Fishing New Town project. It is large village among Rural Rental Housing. And these counties have organized the complex on a large scale among the rental housing. Local governments have managed and operated directly, also these governments have two different methods for the co-management, and the way of making payment. Rental housing management services are divided into rental management, housing management, tenant management. Rental management services such as residents of recruitment, tenants and retreat, rent collection and the storage, management and leasing promotion of the cantilever, surveys of residents. Housing management services such as check of various facilities, maintenance and maintenance work, security and cleaning and daily facility management. Tenant management is life management in connection with housing welfare. In the rural type of rental housing, there are few cases to operate a management office. It is often supplied by rental housing to buy a house or vacant land within the existing village. In this case, by utilizing community facilities within the existing village instead of establishment of extra facilities,It doesn't need to make payment for maintenance fee. In the smaller complex than No. 20, it is self-managed by the tenants in order to reduce the administrative costs and specify the necessary municipal manager. Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.

The deterioration environments caused by de-icing salt and airborne chlorides in the seashore, evaluated in the "Detailed guideline for safety and management practice of facilities (performance evaluation)", were reviewed in terms of penetrated chlorides into concrete on various road facilities. Target concrete structures, in this study, were 4 concrete barriers in Gangwon area, 3 concrete barriers and 1 retaining wall in Busan area, and 4 bridges in Gangwon-do, Seoul, Gyeonggi-do, and Busan. The deterioration environments were classified into three categories: direct and indirect de-icing salt attack, and airborne salt attack depending on the distance to seashore and the height of pier, and the penetrated chlorides in to concrete were analyzed. The results showed that (1) the regional deterioration environments were clearly classified by de-icing salt sprayed days (snowfall days), (2) the penetrated chlorides increased significantly when leakage occurred through slabs or expansion joints, and (3) the airborne chlorides affected to a height of 20 m concrete in the seashore, Busan. From these, it could be confirmed that the chloride ion penetration properties depend on the exposed aging environment, member location and height, and deterioration status, even on the same structure, so the selection of target members and location is very important in the inspection and maintenance. If the database of penetrated chlorides properties in various deterioration environments is constructed, it is expected that the proactive durability management on concrete structures will be possible in the field.
Recently, BIM has been extended to infrastructures such as roads and bridges, and the demand for BIM standard development for ports is increasing internationally. Due to the low level of utilization of classification system and drawing standards compared to other infrastructures, and the closed nature of national security facilities, ports have insufficient level of connection and sharing environment among external systems or users. In addition, since the standardization of data for port facilities is not made, it is still necessary to establish an independent DB for each system and to ensure interoperability of data between these systems since it does not have a shared environment among similar data. Therefore, the purpose of this study is to develop and verify IFC, the international standard for BIM, in order to cope with the BIM environment and to be commonly used in the design, construction, and maintenance of port facilities. To this end, we build a standard schema with port-specific Express Notation according to buildingSMART International's standard development methodology. First, domestic and international reference model standards were analyzed to derive components such as space and facilities of port facilities. Based on this, the components of the port facility were derived through the codification, categorization, and normalization process developed by the research team. This was extended based on the port BIM object classification system developed by the research team. Normalization results were verified by designers and associations. Then, IFC schema construction was based on Express-G data modeling based on IFC 4 * 2 Candidate, which is a bridge candidate standard based on IFC4 (ISO16739), and IFC 4 * 3 Draft, which is developed by buildingSMART International. The final schema was validated using the commercialized validation tool. In addition, in order to verify the structural verification of the port IFC schema, the transformation process was verified by converting the caisson model into a Part21 file. In the future, this result will not only be used as a delivery standard for port BIM products, but will also be applied as a linkage standard between systems and a common data format for port BIM platforms when BIM is used in the maintenance phase. In particular, it is expected to be used as a core standard for data exchange in the port maintenance stage.

The general non-destructive inspection method for anchor bolts in Korea applies visual inspection and hammering inspection, but it is difficult to check corrosion or fatigue cracks of anchor bolts in the part included in the foundation or in the part where the nut and base plate are installed. In reality, objective investigation is difficult because inspection is affected by the surrounding environment and individual differences, so it is necessary to develop non-destructive inspection technology that can quantitatively estimate these defects. Inspection of the anchor bolts of domestic road facilities is carried out by visual inspection, and since the importance of anchor bolts such as bridge bearings and fall prevention facilities is high, the life span of bridges is extended through preventive maintenance by developing non-destructive testing technology along with existing inspection methods. Through the development of this technology, non-destructive testing of anchor bolts is performed and as a technology capable of preemptive/active maintenance of anchor bolts for road facilities, practical use is urgently needed. In this paper, the possibility of detecting defects in anchor bolts such as corrosion and cracks and reliability were experimentally verified by applying the ultrasonic test among non-destructive inspection techniques. When the technology development is completed, it is expected that it will be possible to realize preemptive/active maintenance of anchor bolts by securing source technology for improving inspection reliability.
Due to the aging, advancement, and complexity of chemical facilities, non-routine work such as facility inspection, repair, or maintenance work is increasing. Of the 1,483 accidents that occurred over the past 10 years at chemical product manufacturing sites subject to PSM, accidents that occurred during non-routine work accounted for 56% (932 Cases) of the total. It can be seen that more accidents occur during non-routine work than during routine work. In particular, in order to improve the economy and efficiency of factory operation, there are cases where some facilities are stopped without stopping the entire factory and then inspection, repair, or maintenance work is performed while isolated from the operating facilities. Therefore, first, a safe isolation method must be selected by establishing an isolation standard (Baseline Isolation Standard) based on the chemicals handled, operating conditions, and risk level of the equipment in the chemical plant. Second, since current domestic laws and standards do not suggest the need for specific quarantine standards, it is necessary to institutionalize the preparation of quarantine standards. Technical and institutional improvements are needed to prevent fires, explosions, and poisoning accidents caused by leaks of chemical substances.
Purpose: This paper proposes a performance evaluation method for state-of-the-art facility inspection/diagnostic equipment through a trend survey of equipment and standardization systems of US, Japan, and Korea. This paper also suggests the priority of developing a performance evaluation method through expert interviews and surveys. Method: In this study, report for the last 5 years of FMS, state-of-the-art equipment of facility maintenance companies/safety diagnosis specialist agencies and papers/research reports/patents of NTIS were analyzed to identify recent trends of facility inspection/diagnostic equipment usages. standardization system of US, Japan, and Korea were analyzed to figure out a suitable form of a performance evaluation method for the domestic situation. And expert interview and survey were conducted to identify the priority of developing a performance evaluation method. Result: The performance evaluation method must be developed by the shape that only evaluates performance, regardless of types of equipment, on inspection item level for creative technology development. The priority of developing the performance evaluation method was identified as crack detection of concrete for durability evaluation and displacement/deformation/fatigue detection of concrete and steel for stability evaluation. Conclusion: The performance evaluation method will be developed firstly for the crack detection of concrete for durability evaluation and displacement/deformation/fatigue detection of concrete/steel for stability evaluation. In order to promote creative technology development, the performance evaluation method should be developed in a form that provides standardized specimens or testbeds and can be applied regardless of types of technologies.
