시·도 교육청별 중·고등학교의 시설기준과 충북지역 현상설계 학교의 스페이스프로그램 비교 연구 (A Comparative Research on the Facility Criteria of Cities·Provinces Education Office and Space Program of Competition School in Chung-buk Province)

  • Under the establishment and operating regulations of school presented only minimum standard for the founding of the school. Therefore, It is intended to suggest the reasonable space standard of the school facility, through comparison & analysis of facility standard in each city and provincial education office. Especially, The facilities standard of Chungcheongbuk-do Office Of Education has been exceeded standardization of architectural space which is proposed the Ministry of Education, and they has made the various learning space reflected creative ideas by designing all of the new school competition since 2000. In order to deal with reacting the changing method of studying like as the examples of Middle & High school in Chungcheongbuk-do, they need to set aside the enough required area for a head of students and the common space which is more than 40% in the total area according to the various learning space, securing the supporting facilities, and break & movement of the students. Moreover, Each of the city and provincial education offices are needed to establish the standardization of proper area for space organization of the planned school throughout upcoming competition.

인천항의 물류시스템에 관한 연구 (On the Analysis of Physical Distribution System in Inchon Port)

  • Being situated at the key point of northeast asia, the port of Inchon as an entrance to the captial city, Seoul is expected to play in marine transportation in Korean Pennisular on the verge of its reunification. In this thesis, inner-lock physical disstribution system of the port was analyzed, which treats more than 82% of total incoming and outgoing cargoes. The overall findings are as follows; 1. In thet viewpoint of physical distribution system of the port, it takes disadvantages of accessing to inner lock berth due to such natural restrictions as tides, passing the lock and so on. And insufficient port facilities as a whole, causes delay in quay-handling, transfer and storage, also facing with serious congestion in inland transport on the road. 2. It was revealed that the port facilities are insufficient yet in spite of its improved productivity by means of raising the effectiveness of port operation and of installing advanced cargo handling facilities. 3. In order to enhance the effectiveness of inner port physical distribution system , the improvement of lock facilities, expansionof port facilities and more effective terminal operating system are crucial. 4. To ensure the measures to solve the above problem, existent outer-lock ports such as Inchon Sourthern-port and Northern-port are necessary to be redeveloped more positively , otherwise a new port at outskirt of the city should be developed to ensure free connection to inland transportation.

Empirical Investigation and Comparative Analysis of Underground Public Pedestrian Facilities in Daegu Metropolitan City

  • The study establishes the analytical frame composed of 22 items according to the category of passageway, shop, entrance and amenity for the purpose of executing the empirical investigation of the Underground Public Pedestrian Facilities in Daegu Metropolitan City of Korea. As a result of the research work, the study finds out some problems about the facilities as follows: (1) Passageway elements - the skylight was constructed only in one place. In contrast, the standards of passageway and plaza were well-fulfilled except for one or two cases. (2) Shop elements - the cases of installing shops where they should not be located were found the most, and a case of over-establishing the shop area was found as well. (3) Entrance elements - the cases not matching roof or canopy standard over entrance facilities were found the most. Overall, the entrances and their connection to the adjacent buildings are appraised as not well-established. (4) Amenity elements - these were appraised as insufficient in all except two cases. Regarding this, not only necessary are the establishment of facilities and the effort of facility managers, but also urgent is the institutional improvement.

문화 및 집회시설 적정 주차면 수 산정에 관한 연구 - 광주광역시 영화관을 중심으로 - (Calculation of Appropriate Number of Parking Lots for Cultural and Assembly Facilities - Focused on the Gwangju Metropolitan City Movie Theater -)

  • 건축물의 부설주차장 설치기준은 주차장법과 지자체 조례에 따라 용도별, 연면적 등을 고려하여 결정된다. 그러나 최근 문화 및 집회시설의 교통수요 증가와 함께 시설 이용에 대한 불편함이 제기되고 있다. 문화 및 집회시설의 주차면 수 계획 시 법정주차면, 원단위주차면을 사용하지만, 이는 현실성 및 편의성을 고려하지 못했기에 시설 이용에 불편을 주고 주변 도로에 교통문제를 야기한다. 이에 본 연구에서는 광주광역시 내 문화시설인 영화관의 현실적인 주차면 수 산정을 위한 식을 제시하고자 한다. 광주광역시 내 영화관의 주차면수, 상영관수, 좌석수, 연면적, 버스노선대수, 불법주정차 유·무 등을 조사한 후 SPSS 회귀분석을 활용하여 주차면수 산정 예측모형을 제시하였다. 적정 주차면 수 산정모형과 원단위주차면을 비교한 결과, 예측모형이 실제 누적주차면과 더 근사한 값으로 나타나 모형 검증을 완료하였다. 본 연구에서 검증된 모형을 기준으로, 문화 및 집회시설 부설주차장 설치 시 현실적으로 적절한 주차계획을 수립할 수 있을 것으로 판단된다. 다만 본 연구에서는 특정지역에 제한적으로 연구를 수행하였으므로 향후 다양한 시설과 인구 및 도시 특성을 고려하여 문화 및 집회시설 이외의 근린생활시설을 대상으로 추가적인 연구를 실시해야 할 것이다.

  • 다양한 분야에서 활용되고 있는 유비쿼터스 기술은 도시정보 서비스에 대한 새로운 기능을 제시하고 있다. u-City는 첨단 정보통신 인프라와 유비쿼터스 정보서비스를 도시공간에 융합하여 도시생활의 편의 증대와 삶의 질 향상, 체계적 도시 관리 등 도시의 제반기능을 혁신시킬 수 있는 차세대 정보화 도시이다. 성공적인 u-City 건설을 위해서는 기존 지자체GIS 서비스를 확대한 지능형 도시공간정보의 개념이 필요하며, 이를 기반으로 효율적인 지능형 도시공간정보 서비스를 제공하기 위해서는 무엇보다 다양한 분야에서의 도시공간정보에 대한 연계통합이 선행되어야 한다. 이에 본 연구에서는 유비쿼터스 환경에서 도시시설물의 효율적 관리와 상호운용성 기반의 센서기반 도시정보 활용을 위한 '센서기반 도시시설물 정보모델'을 제시하도록 한다.

도시 환경용량평가에 관한 연구 -청주시를 사례로- (A Study on the Environmental Carrying Capacity Assessment of Chongju City)

  • The purpose of this study is to assess the environmental carrying capacity of Chongju City for the environmental management and the urban growth management. The urban environmental carrying capacity assessment of the city by the index of ecological footprint(EF), shows that the ecosystem of the city has been overloaded and most of the deficiencies has come from outside of the city. The EF index, the area of land per capita required for production and consumption in the city, was 1.731 ha per capita in 1989 and 1.901 ha per capita in 1999. On the other side, the ecologically productive land is 0.0175 ha per capita. It means that every citizen owes 1.88 ha per capita to the ecosystem in 1999. The land consumption of the city has increased by 0.1705 ha per capita during the last 10 years. The capacity of infrastructure and the service supply estimated by the Onishi model does not exceed the demand of the city in 1999. But the rapidly increasing population and fast urban growth need the expansion of the capacity. The water supply capacity of the city appears to be sufficient in 1999, but the water supply demand will increase in the future. The capacity of sewage treatment facilities seems to be sufficient, but the higher level of sewage treatment facilities should be adopted for the improvement of water quality as the generation of sewage will increase and its characteristics will also make the wastewater treatment difficult. Due to the decrease of solid waste generated, the land fill capacity for solid waste disposal is not insufficient at present, but the capacity will be saturated in the near future. Therefore, the scientific management system of solid wastes should be introduced. The air quality of the city meets both the national air quality standard and WHO recommendation standard, but the strong regulation and control of automobile emission gas such as CO, $CO_2$, NOx and HC is required for clean air.

Statistical Analysis of the Usage Type of Online Cremation Reservation Service in Funeral Information System : Focused on the Public Cremation Facilities of Incheon Metropolitan City

  • As of 2016, the cremation rates in the capital area are 91.2% in Incheon Metropolitan City, 87.5% in Seoul Special City, and 87.1% in Gyeonggi-do Province, of which Incheon has the highest rate, and cremation of general corpses through the online cremation reservation service of the funeral information system is continuously increasing every year. And as of 2017, the ratio of the cremation for those outside the jurisdiction (residents of other regions) among the users of public cremation establishment in Incheon, is about 32%. As the supply capacity is expected to reach the limit within several years due to the increase in demand for such a cremation facility, I would like to suggest a policy as follows. The expansion of cremation supply capacity by increasing the number of operations in the cremation furnace; The attractions of operating funds through contracts for joint use of the cremation facility with other local governments and investment funds for the expansion of cremation facilities; The plan for controlling the demand in cremation such as an increase in cremation charge for those outside the jurisdiction(residents of other regions), should be considered.

Monitoring Compliance and Examining Challenges of a Smoke-free Policy in Jayapura, Indonesia

  • Objectives: In Indonesia, 61 million adults smoked in 2018, and 59 million were exposed to secondhand smoke at offices or restaurants in 2011. The Presidential Decree 109/2012 encouraged local governments to implement a smoke-free policy (SFP), and the city of Jayapura enacted a local bill (1/2015) to that effect in 2015. This study aimed to evaluate compliance with this bill and to explore challenges in implementing it. Methods: We conducted a mixed-methods study. Quantitatively, we assessed compliance of facilities with 6 criteria (per the bill): the presence of signage, the lack of smoking activity, the lack of sale of tobacco, the lack of tobacco advertisements, the lack of cigarette smoke, and the lack of ashtrays. We surveyed 192 facilities, including health facilities, educational facilities, places of worship, government offices, and indoor and outdoor public facilities. Qualitatively, we explored challenges in implementation by interviewing 19 informants (government officers, students, and community members). Results: The rate of compliance with all 6 criteria was 17% overall, ranging from 0% at outdoor public facilities to 50% at health facilities. Spatial patterning was absent, as shown by similar compliance rates for SFP facilities within a 1-km boundary around the provincial and city health offices compared to those outside the boundary. Implementation challenges included (1) a limited budget for enforcement, (2) a lack of support from local non-governmental organizations and universities, (3) a lack of public awareness at the facilities themselves, and (4) a lack of examples set by local leaders. Conclusions: Overall compliance was low in Jayapura due to many challenges. This information provides lessons regarding tobacco control policy in underdeveloped areas far from the central government.

부산시의 컨테이너세 징수에 관한 연구 (A Study on the Container Tax Collection of Busan City)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. 노인의료복지시설의 피난안전에 대한 제언: 고양시를 대상으로 (A Proposal on Evacuation Safety in Medical Welfare Facilities for the Elderly: Targeting the Goyang City)

  • 노인인구의 증가와 맞벌이부부의 증가로 인한 노인부양방식의 변화로 중풍환자와 치매노인을 돌보는 노인의료복지시설이 급증하고 있다. 이러한 노인의료복지시설은 주로 도시의 주변에 설치되고 있으며 점차 고층화 되어가고 있다. 관리자가 최소인 야간에 화재발생 시 스스로 판단하여 대피할 수 있는 입소자들이 거의 없으며 경사로등 입소자를 대피시킬 수 있는 피난로가 없어 대형의 인명피해가 발생할 수 있다. 본 논문에서는 단위면적당 노인의료복지시설이 가장 많은 고양시를 중심으로 노인의료복지시설의 피난 상의 문제점을 파악하고 이에 대한 대안으로 경사로를 확보하거나 침대피난용 승강기를 확보하고, 입소자들의 침실을 한 시간 내화로 방화구획하며, 계단을 피난계단의 구조로 하며, 구조대 설치 등 피난에 필요한 시설들의 설치 및 주변기관과 화재 시 상호협력 하는 업무협약을 체결할 것을 제안하였다. 국가는 국민의 생명과 재산을 보호하는데 필요한 방안을 제시하여야 한다. 날로 증가되어가는 의료복지시설의 피난안전을 위하여 본 제안의 신속한 적용이 필요하다.
