A Study on Classification of Explosion Hazardous Area for Facilities using Lighter-than-Air Gases (공기보다 가벼운 가스 사용시설의 폭발위험장소 설정방안에 대한 연구)

  • There have been controversies over whether explosion hazardous area(EHA) should be classified for facilities which use lighter-than-air gases such as city gas, hydrogen and ammonia. Two view points are confronting each other: an economic piont of view that these gases are lighter than air and disperse rapidly, hence do not form EHA upon release into the atmosphere, and a safety point of view that they are also inflammable gases, hence can form EHA although the extent is limited compared to heavy gases. But various standards such as KS, IEC, API, NFPA do not exclude light gases when classifying EHA and present examples of EHA for light gas facilities. This study calculates EHA using the hypothetical volume in the IEC code where the hole sizes required for the calculation were selected according to various nominal pipe sizes in such a way to conform to the EHA data in the API code and HSL. Then, 25 leakage scenarios were suggested for 5 different pipe sizes and 5 operating pressures that cover typical operating conditions of light gas facilities. The EHA for the minimum leakage scenario(25 mm pipe, 0.01MPa pressure) was found to correspond to a hypothetical volume larger than 0.1 $m^3$(medium-level ventilation). This confirms the validity of classifying EHA for facilities using lighter-than-air gases. Finally, a computer program called HACPL was developed for easy use by light gas facilities that classifies EHA according to operating pressures and pipe sizes.

  • This study is to use B.F. certification standards to identify the application and differences of B.F. facilities according to various approaches, and to use the analysis results as basic data for the expansion and renovation of new facilities, the National University (Jeonnam University Library), which underwent remodeling before the implementation of the certification system, and the two newly established private universities (Joseon University Library) that were subject to legal application before the implementation of the certification system. First, Chosun University met more B.F. certification standards than Chonnam National University, and mainly intermediary facilities belonged to the best to the best. Second, Chosun University and Chonnam National University's internal facilities met many B.F. certification standards, and Chonnam National University had many areas to improve and found areas to remodel. Third, information facilities at Chonnam National University and Chosun University only had facilities for the hearing impaired, and there were no information facilities for the visually impaired. Facilities for the visually impaired had to be installed, and compared to Chosun University, Chonnam National University fell short of the B.F. certification standard, so there were many areas that needed to be remodeled.

A Study on the User's Behavior and Satisfaction Level of a Neighborhood Parks in Gwang-Ju City (광주광역시 근린공원의 이용실태 및 만족도 평가연구)

  • This study is aimed at classifying different types of parks in Gwang-Ju city and providing efficient Planning and guidelines to satisfy the needs of park users. The first stage of this study was accomplished by site surveys of neighborhood parks in Gwang-Ju where park types, locations, neighboring conditions, park layout, and other physical environments were surveyed for the specific status of parks. With those basic data, urban neighborhood park types were classified into different categories: 1) urban neighborhood parks; 2) riverside neighborhood parks; and 3) natural(mountain side) neighborhood parks. For the second stage of this study, behavior patterns and satisfaction were investigated to provide empirical data on the relationship between the physical environment and human behavior. The main findings of this study can be summarized as follows: 1. The highest level of satisfaction for the users of urban neighborhood parks in Gwang-Ju city is the accessibility of the parks which are small but located in neighborhoods, The users tend to visit the nearby parks regardless of size. 2. The users have relatively high levels of satisfaction for urban neighborhood parks which have a lot of green zones or park facilities. Therefore, the park planner should consider the natural environment in the park area and should reconsider the type of park in the planning process. 3. The different types of urban neighborhood parks in Gwang-Ju city do not affect the level of satisfaction and the motivation of park visits. However, the accessibility of the parks is the most important factors of users' satisfaction regardless of the type of the park. 4. The level of user satisfaction for all of the urban neighborhood parks in Gwang-Ju city indicates that the users have a relatively low level of satisfaction. Especially, 26.2% of the users have a high level of dissatisfaction. The new parks, which have recently been developed, have a higher level of satisfaction than the old parks which have a lack of facilities, insufficient maintenance, and poor management planning in the park. 5. As a result of factor analysis, all city neighborhood parks showed a similar tendency with urban type parks, but showed a tendency that was different from the other park types.

A Study on the Integrated Management System of Municipal Solid Waste from Seoul Metropolitan City (서울시 일반폐기물의 통합적 관리체계에 관한 연구)

  • The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.

Research on Managing Underground Facilities for an Intelligent City

  • The objective of this project is to construct the intelligent underground facility management system based on UFSN (Underground Facility Sensor Network). Total project duration is 6-year. And first two years' project has been finished. First two years' project focused on water supply and sewage facilities among 7 underground facilities and investigated the fundamental construction technology for the underground facilities management system. To contribute the development of systematic and scientific management of underground facilities, KRIHS implemented 3 researches for 'Underground facilities management system for an intelligent city' like followings: (1) to investigate an integration plan for current water supply and sewage management systems, (2) to derivate of water supply and sewage monitoring items for the monitoring technology development, and (3) to implement a basic research for sensor installation plans on different types of current and new underground facility systems. This research paper contains the first two years' outcome of researches from KRIHS (Korea Research Institute for Human Settlements).

An Analysis on the Outdoor Lighting Situation and Policies in Korea, China, Japan - focused on Seoul, Shanghai, Yokohama- (한국·중국·일본의 도시경관조명 현황 및 정책 분석 - 서울, 상하이, 요코하마를 중심으로 -)

  • It is required impressive expression of urban night environment that makes city as the safe pleasant, convenient place for the economic activity, cultural pleasure and landmarks. This study aims to establish the proper direction to the outdoor lighting in Seoul by analyzing and comparing the lighting situation and policies among Seoul, Shanghai and Yokohama. 1986 Asian Game and 1988 Olympic Game became very important role of activation of outdoor lighting in Korea. Then, outdoor lighting were facilitated in the cultural heritages and bridges along Han river. Millenium Light Plan, Outdoor Lighting Field of Seoul Architectural Award, 2002 Lightscape Local Plan, hosting 2002 World Cup have been good opportunities for the improvement of outdoor lighting in Seoul. In China, outdoor lighting was introduced to the city of Shanghai according to the orders of the president in 1988. Outdoor lighting of Shanghai have created unique lighting with beautiful color and intensive brightness under the direction of city government. Outdoor lighting of Shanghai needs the standard of lighting design and improvement of lighting facilities. Outdoor lighting was introduced to Japan with 1964 Tokyo Olympic games. Urban outdoor lighting plan was carried out in Yokohama in 1986. In Yokohama, outdoor lighting of civilian and public facilities have been harmonized. And the city government of Yokohama established the committee of promotion of outdoor lighting in its government to support and manage the outdoor lighting with corporation of civilian organization. As the result of comparative analysis on Seoul, Shanghai, Yokohama, Seoul Metropolitan Government needs the criteria and incentive system of outdoor lighting.

Comparison in the usage of the Public Cremation Facilities Located in Seoul through the Online Reservation Service of Ehaneul Funeral Information System (e하늘장사정보시스템 온라인 예약서비스를 통한 서울특별시 공설화장시설의 지역별 이용 현황 비교)

  • The analysis and comparison on the usage of public cremation facilities located in Seoul through online reservation service of ehaneul funeral information system by area from Jan. 1, 2011 to Dec. 31, 2017 showed that among 314,877 in the number of bodies using the facilities, 225,828 (or 71.7%) belonged to Seoul citizens and 89,049 (or 28.3%) belonged to people living in other area than Seoul, such as Goyang city, Gyeonggi-do and other local governments. Therefore, there appeared that the Seoul citizens could not get the timely cremation service but instead extended the funeral service to 4 to 5 days or had to go to the remote area for cremation. This trend gets severe every year. To solve these problems, it is recommended that Seoul city government makes effort of constructing or expanding the public cremation facilities in cooperation with other local government of the area whose residents show high rate of using Seoul public cremation facilities and that Seoul city government expands or builds its own public cremation facilities in mid- and long-term. In addition, the local government of other area around Seoul needs to expand their use rate of their own (4) public cremation facilities or raise the creation fee for the residents from other areas, thus trying to dispersing and controlling the demand for the cremation.

  • This article describes power supply infrastructure construction methods which are considered from U-City infrastructure. For the eisting city and town, it is one the issue to find an economic method to construct outside infrastructure including ubiquitous service device. Because the economic construction method could minimize the construction budget which cost big portion of U-City. And the power supply infrastructure is the fundamental layer to keep network and service layer stable. This paper suggests several ways to construct methods with keeping pre-constructed underground power cable by attaching inepensive power nodal controller working in zigbee network and introduces how to monitor and mana ge the status of power supply to network and service device.

Industrial Fluctuations and Locality of Busan with Records (기록으로 본 부산의 산업변동과 로컬리티)

  • This study analyzes the process of growth of Busan from a fishing village to the capital city of South Gyeongsang Province and the central city of transportation and commerce, and an industry with records. The results of the analysis are as follows: after the port opened in 1876, there has been a decline in settlement spaces in Dongnae; on the other hand, there has been an increase in migration spaces around the port of Busan. Waegwan (倭館) nearby Yongdusan Mountain (龍頭山) was changed to the Japanese concession; thus, the number of Japanese moving into Busan had rapidly increased. As a result, the Japanese government carried out reclamation work for securing available lands for the construction of port facilities and other facilities. The Japanese government built public offices and houses, as well as production facilities for daily necessities around the port of Busan. The opening of the Seoul Busan railway (京釜線) and the cross-channel liner between Busan and Shimonoseki (釜關連絡船) led to the growth of Busan and the development of its status. At this time, as the main industry of Busan was trade, Busan had grown as a commercial city. As Busan had grown as a central city of transportation and commerce, the provincial government building of Gyeongsangnam-do (慶尙南道) moved to Busan. Thus, Busan became the central city of local politics and administration. After the Land Survey Project, a large scale of farmers were recruited for low-wage work in the new port. Because of the abolition of the corporation law, Japanese capitalists moved into their colony in Busan. There, large-scale factories, such as the Joseon cotton textile factory, were established. Through this process, the locality of Busan was changed from a fishing village to a commercial city and, finally, to a city of commerce and industry.

  • Sustainable development is the main stream of urban development in 21st century. Also, in contemporary cultural space, it is the pivotal paradigm that the development of culture complex and mixture of cultural space, educational facilities, information technology and public space. So, the purpose of this paper lies in presentation for building culture complex belt for innovation city. For this purpose, this paper has reviewed the developmental trend of cultural facilities, has analyzed cultural environment of Naju city, has set the vision and the strategy for Naju innovation city up, and finally has suggested and planned the method of culture complex belt for sustainable new town development.
