A Comparative Research on the Facility Criteria of Cities·Provinces Education Office and Space Program of Competition School in Chung-buk Province (시·도 교육청별 중·고등학교의 시설기준과 충북지역 현상설계 학교의 스페이스프로그램 비교 연구)

  • Under the establishment and operating regulations of school presented only minimum standard for the founding of the school. Therefore, It is intended to suggest the reasonable space standard of the school facility, through comparison & analysis of facility standard in each city and provincial education office. Especially, The facilities standard of Chungcheongbuk-do Office Of Education has been exceeded standardization of architectural space which is proposed the Ministry of Education, and they has made the various learning space reflected creative ideas by designing all of the new school competition since 2000. In order to deal with reacting the changing method of studying like as the examples of Middle & High school in Chungcheongbuk-do, they need to set aside the enough required area for a head of students and the common space which is more than 40% in the total area according to the various learning space, securing the supporting facilities, and break & movement of the students. Moreover, Each of the city and provincial education offices are needed to establish the standardization of proper area for space organization of the planned school throughout upcoming competition.

On the Analysis of Physical Distribution System in Inchon Port (인천항의 물류시스템에 관한 연구)

  • Being situated at the key point of northeast asia, the port of Inchon as an entrance to the captial city, Seoul is expected to play in marine transportation in Korean Pennisular on the verge of its reunification. In this thesis, inner-lock physical disstribution system of the port was analyzed, which treats more than 82% of total incoming and outgoing cargoes. The overall findings are as follows; 1. In thet viewpoint of physical distribution system of the port, it takes disadvantages of accessing to inner lock berth due to such natural restrictions as tides, passing the lock and so on. And insufficient port facilities as a whole, causes delay in quay-handling, transfer and storage, also facing with serious congestion in inland transport on the road. 2. It was revealed that the port facilities are insufficient yet in spite of its improved productivity by means of raising the effectiveness of port operation and of installing advanced cargo handling facilities. 3. In order to enhance the effectiveness of inner port physical distribution system , the improvement of lock facilities, expansionof port facilities and more effective terminal operating system are crucial. 4. To ensure the measures to solve the above problem, existent outer-lock ports such as Inchon Sourthern-port and Northern-port are necessary to be redeveloped more positively , otherwise a new port at outskirt of the city should be developed to ensure free connection to inland transportation.

Empirical Investigation and Comparative Analysis of Underground Public Pedestrian Facilities in Daegu Metropolitan City

  • The study establishes the analytical frame composed of 22 items according to the category of passageway, shop, entrance and amenity for the purpose of executing the empirical investigation of the Underground Public Pedestrian Facilities in Daegu Metropolitan City of Korea. As a result of the research work, the study finds out some problems about the facilities as follows: (1) Passageway elements - the skylight was constructed only in one place. In contrast, the standards of passageway and plaza were well-fulfilled except for one or two cases. (2) Shop elements - the cases of installing shops where they should not be located were found the most, and a case of over-establishing the shop area was found as well. (3) Entrance elements - the cases not matching roof or canopy standard over entrance facilities were found the most. Overall, the entrances and their connection to the adjacent buildings are appraised as not well-established. (4) Amenity elements - these were appraised as insufficient in all except two cases. Regarding this, not only necessary are the establishment of facilities and the effort of facility managers, but also urgent is the institutional improvement.

  • Attached parking lots installation criteria is determined by use, total floor area, etc. according to the Parking Lot Act and local government ordinances. However, with traffic demand increase inconvenience about use of culture and assembly facilities have been raised. When planning number of parking lots for cultural and assembly facilities, legal parking lots and unit parking lots are used, but this causes inconvenience and traffic problems on the surrounding roads, because reality and convenience are not considered. Therefore, this study intend to present an realistic number of parking lots calculating equation for movie theater in Gwangju Metropolitan City. After investigating number of parking lots, number of screens, number of seats, total floor area, bus route and illegal parking for a cultural facility in Gwangju Metropolitan City, prediction model for calculating number of parking lots was presented using SPSS regression analysis. As a result of comparing prediction model and unit method, the prediction model was be closer actual cumulative parking space, so prediction model verification was completed. Based on the model verified in this study, Realistic number of parking lots will be installed. However, due to limitations of research on specific areas, research on various facilities should continue in consideration of regional, population, and urban characteristics

  • The adoption of ubiquitous technologies is increasing for the realization of new effective u-City services. u-City is defined as a next-generation informatization city that can innovate a city's various functions, such as improving the welfare of the citizenry, ensuring safety based on systematic urban management, improving the quality of lives, and increasing convenience in city life, by merging cutting-edge information and telecommunication infrastructures and ubiquitous information services with urban space. There is therefore a need to recognize that a successful u-City implementation strategy involves developing the previous UIS into a ubiquitous technology-based UIS and integrating UIS's various urban informations with effective u-City services. In this paper, for UIS-based u-City implementation, the intelligent integration model of urban spatial information based on interoperability is proposed.

A Study on the Environmental Carrying Capacity Assessment of Chongju City (도시 환경용량평가에 관한 연구 -청주시를 사례로-)

  • The purpose of this study is to assess the environmental carrying capacity of Chongju City for the environmental management and the urban growth management. The urban environmental carrying capacity assessment of the city by the index of ecological footprint(EF), shows that the ecosystem of the city has been overloaded and most of the deficiencies has come from outside of the city. The EF index, the area of land per capita required for production and consumption in the city, was 1.731 ha per capita in 1989 and 1.901 ha per capita in 1999. On the other side, the ecologically productive land is 0.0175 ha per capita. It means that every citizen owes 1.88 ha per capita to the ecosystem in 1999. The land consumption of the city has increased by 0.1705 ha per capita during the last 10 years. The capacity of infrastructure and the service supply estimated by the Onishi model does not exceed the demand of the city in 1999. But the rapidly increasing population and fast urban growth need the expansion of the capacity. The water supply capacity of the city appears to be sufficient in 1999, but the water supply demand will increase in the future. The capacity of sewage treatment facilities seems to be sufficient, but the higher level of sewage treatment facilities should be adopted for the improvement of water quality as the generation of sewage will increase and its characteristics will also make the wastewater treatment difficult. Due to the decrease of solid waste generated, the land fill capacity for solid waste disposal is not insufficient at present, but the capacity will be saturated in the near future. Therefore, the scientific management system of solid wastes should be introduced. The air quality of the city meets both the national air quality standard and WHO recommendation standard, but the strong regulation and control of automobile emission gas such as CO, $CO_2$, NOx and HC is required for clean air.

Statistical Analysis of the Usage Type of Online Cremation Reservation Service in Funeral Information System : Focused on the Public Cremation Facilities of Incheon Metropolitan City

  • As of 2016, the cremation rates in the capital area are 91.2% in Incheon Metropolitan City, 87.5% in Seoul Special City, and 87.1% in Gyeonggi-do Province, of which Incheon has the highest rate, and cremation of general corpses through the online cremation reservation service of the funeral information system is continuously increasing every year. And as of 2017, the ratio of the cremation for those outside the jurisdiction (residents of other regions) among the users of public cremation establishment in Incheon, is about 32%. As the supply capacity is expected to reach the limit within several years due to the increase in demand for such a cremation facility, I would like to suggest a policy as follows. The expansion of cremation supply capacity by increasing the number of operations in the cremation furnace; The attractions of operating funds through contracts for joint use of the cremation facility with other local governments and investment funds for the expansion of cremation facilities; The plan for controlling the demand in cremation such as an increase in cremation charge for those outside the jurisdiction(residents of other regions), should be considered.

Monitoring Compliance and Examining Challenges of a Smoke-free Policy in Jayapura, Indonesia

  • Objectives: In Indonesia, 61 million adults smoked in 2018, and 59 million were exposed to secondhand smoke at offices or restaurants in 2011. The Presidential Decree 109/2012 encouraged local governments to implement a smoke-free policy (SFP), and the city of Jayapura enacted a local bill (1/2015) to that effect in 2015. This study aimed to evaluate compliance with this bill and to explore challenges in implementing it. Methods: We conducted a mixed-methods study. Quantitatively, we assessed compliance of facilities with 6 criteria (per the bill): the presence of signage, the lack of smoking activity, the lack of sale of tobacco, the lack of tobacco advertisements, the lack of cigarette smoke, and the lack of ashtrays. We surveyed 192 facilities, including health facilities, educational facilities, places of worship, government offices, and indoor and outdoor public facilities. Qualitatively, we explored challenges in implementation by interviewing 19 informants (government officers, students, and community members). Results: The rate of compliance with all 6 criteria was 17% overall, ranging from 0% at outdoor public facilities to 50% at health facilities. Spatial patterning was absent, as shown by similar compliance rates for SFP facilities within a 1-km boundary around the provincial and city health offices compared to those outside the boundary. Implementation challenges included (1) a limited budget for enforcement, (2) a lack of support from local non-governmental organizations and universities, (3) a lack of public awareness at the facilities themselves, and (4) a lack of examples set by local leaders. Conclusions: Overall compliance was low in Jayapura due to many challenges. This information provides lessons regarding tobacco control policy in underdeveloped areas far from the central government.

A Study on the Container Tax Collection of Busan City (부산시의 컨테이너세 징수에 관한 연구)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. A Proposal on Evacuation Safety in Medical Welfare Facilities for the Elderly: Targeting the Goyang City (노인의료복지시설의 피난안전에 대한 제언: 고양시를 대상으로)

  • The number of medical welfare facilities caring for the elderly with paralysis and dementia has been increasing rapidly because of the change in the way of supporting the elderly, stemming from an increase in the number of the elderly and working couples. These medical welfare facilities are usually installed all over the city and are gradually becoming high-rise. Few inmates are capable of making their own decisions in case of fire at night and when there are no escape routes such as ramps for evacuation, leading to massive casualties. This study aimed to identify problems in evacuation in the medical welfare facilities for the elderly in Goyang city. This city has the largest number of medical welfare facilities for the elderly per unit area. The following strategies could aid in better evacuation: secure ramps or bed escape elevators; the bedrooms of the inmates should have one-hour fire resistance; the stairs should have the structure of an enclosed stairway; the necessary apparatus for evacuation, such as an escape chute, should be installed; and, to conclude, a business agreement with neighboring agencies to help inmates escape during the fire. The state should implement necessary measures to protect the lives and property of the people. Rapid implementation of this proposal is necessary for the evacuation safety of an increasing number of medical welfare facilities for the elderly.
