Detection of Unauthorized Facilities Occupying on the National and Public Land Using Spatial Data (공간정보 자료를 이용한 국·공유지 무단점유 시설물 탐색)

  • This study has proposed a methodology to detect suspicious facilities that occupy national and public land by using the cadastral and digital maps. First, we constructed a spatial database of national & public land based on the cadastral maps by linking its management ledger. Using the PNU (Parcel Number) code as a key field, the data managed by different institutions are integrated into a single spatial information DB (database) and then, the use or nonuse state of each parcel is confirmed on the cadastral map. Next, we explored the suspicious facilities that existed in the unused parcel by utilizing the digital topographical map. Then, the proposed methodology was applied for various regions and tested its feasibility. Through this study, it will be possible to improve the utilization of digital maps and to manage the national and public land efficiently and economically.

A Study on Establishment of Rural Living Service Functions by Settlement Class (정주계층별 농촌생활서비스 기능정립 및 취약지역 기준에 관한 연구)

  • Recently, South Korea has prepared laws and systems to systematically manage rural spaces in response to the era of population decline and is making various efforts to promote related policies. However, various basic studies that can support this are still insufficient. In particular, in this study, the functions and roles of each settlement class were established along with the classification of the sedentary classes in rural areas, and the classification system for rural living services was established, and the hierarchy by functional facilities and the minimum standards for vulnerable areas (accessibility) were established. Specifically, in this study, the settlement class was divided into 4 classes of "central area - midpoint area - small point area - hinterland", and each function and role was presented, and the rural living service classification system was finally reestablished as 10 sectors and 31 functional facilities. In addition, the hierarchy and accessibility standards of rural living service functional facilities was set within 5 to 15 minutes for 'lower and basic services', within 10 to 20 minutes for 'medium and basic services', within 15 to 30 minutes for 'intermediate and complex services', within 20 to 60 minutes for 'high car/complex service' and within 10 minutes for 'urgent service'.

Analysis of Runoff Reduction Effect and Rainfall Intensity-Duration Time of Permeable Block Facility (투수블록시설의 유출저감효과 분석 및 강우강도-지속시간 관계 분석)

  • Non-point pollution adversely affects the water system and its influence is increasing. In order to manage such nonpoint source pollution, the government has conducted studies on LID (Low Impact Development) facilities and various efficiency evaluations. In this study, the actual installed permeable block facility among the various LID facilities was analyzed the effluent reduction rate, the residual rainfall analysis, the runoff duration time and the reduction rate of the maximum inflow and outflow for the rainfall runoff control and the results were compared the other facilities. The analysis results show that the reduction efficiency is high in order of impermeable block, filter type permeable block, and clearance type permeable block, and the graph showing the relationship between the rainfall intensity and the runoff duration time is presented. This graph can be helpful in the design of facilities such as the facility capacity selection according to the reproduction period of the permeable block facility similar to this.

Application of GIS for Assessing Asset by Double Entry Bookkeeping in Local Government -Focused on Geoje City- (지자체의 복식부기 자산평가를 위한 GIS적용 -거제시를 중심으로-)

  • Local government needs to an official document to conserve and manage its assets under the control of it by performing public duties. The central government adopted double entry bookkeeping in January of 2007 is demanding that local government should make reports of asset management that are related to assets and debts by using double entry bookkeeping. It is also imperative to assess assets of local government's public facilities in order to adopt double entry bookkeeping. But it is hard to exactly inspect some facilities that are constructed underground. In case of Geoje City, this study also found out that $70{\sim}80%$ of the clauses about facilities such as road and water supply in GIS database can be applied fur assessing assets by double entry bookkeeping. Due to the weak connection between double entry bookkeeping and GIS database, local governments have to make more study in order to practically use double entry bookkeeping system.

Business Architecture Design of a Highway Asset Management System (도로자산관리시스템의 업무아키텍처 설계)

  • As the social infrastructure becomes deteriorated, its maintenance cost has been increased rapidly. There are growing needs to manage facilities systematically to reduce this kind of maintenance budget, and furthermore to avoid safety accidents in Korea. Asset management is widely used in New Zealand, the United States, Great Britain to manage their social facilities. In these countries, standardized information model and its system are developed and in service for asset management. There are several researches on asset management of social infrastructure in Korea, and the KTAM-40 work procedure is one of the main results for these researches. In this paper, the IIMM of New Zealand and the KTAM-40 of Korea, were surveyed to develop a business architecture of the highway asset management system. A new business architecture for the highway asset management system is proposed based on the KTAM-40 work procedure: First, the organization and its role for the highway asset management are defined. Second, business functions of the highway asset management are classified. Third, the highway asset management functions and the flow of information are defined. In the last section, differences between the newly designed architecture and the other systems' architecture is reviewed.

  • The urban expansion and the modernization of the urban infrastructure need a new technology to manage the facilities. The sewer management, one of the urban infrastructures, requires geographical information systems(GIS) for this purpose, and can be supported by the expert system. Consequently, non-professionals can use this system conveniently. In this study, the search and retrieving capacity of the relational database management system(DBMS) and the chain topology generator of the vector-based GIS were integrated into the sewer management system together with the expert knowledge. This system can predict the sewer volume charge by the simulation, and automate these procedures. This system is also user-friendly by using the user-interface. Finally, the system was applied to one of the Seoul drainage districts and tested.

  • Today, the need for more flexible and adaptive production system and integrated management of their manufacturing information and facilities is ever increasing to cope with competitive and ever-changing global market environments and complexity of new control systems. This paper presents the whole system architecture and the technological characteristics of for each individual system layer which are able to flexibly integrate and manage high-speed and high-precision machining systems. It is investigated that monitoring and integrated management of the control systems can be realized with consideration of detailed information of various CNCs, and the management function may be easily constructed and extended using components of the manufacturing execution layer.

  • The population is increased in the area of a subway station because the accessibility of passengers is improved. Therefore, facilities for commercial purpose are concentrated in this area. To develop the station area as the center among the most urbanized area, overall mater plan should be constructed far the station area. This study was to construct web server for management a variety of 3D spatial object database of station areas using GIS and web 3D technology. These results will be used to manage efficiently a urban space by the connection of a subway station and a adjacent facilities.

  • The costal area where takes up over 32% in domestic teritory is considered as very importantly because it has not only economic facilities such as harbor and an industrial complex but also recreation facilities. Moreover, the tidal flat area has been used as culture ponds and salt farms because this area is occupied by various oceanic species. Also, the tidal flat area has played an important role to purify ocean pollution and maintain an ecosystem. However, the costal ecosystem has seriously threatened by domestic reclamation projects and a large-scale tide embankment during recent 10 years in Korea. This serious problem results in loosing 34%(810$km^2$) of the entire domestic costal area. In this paper, the micro-landform in the tidal flat area, which is called as Garolim bay in Korea, is classified by using Landsat TM images also verified through a filed report. Through the result of this, the tidal flat area is expected to manage efficiently especially through analyzing sediment environment and characteristic of grain size by using satellite images.

High resolution size characterization of particulate contaminants for radioactive metal waste treatment

  • To regulate the safety protocols in nuclear facilities, radioactive aerosols have been extensively researched to understand their health impacts. However, most measured particle-size distributions remain at low resolutions, with the particle sizes ranging from nanometer to micrometer. This study combines the high-resolution detection of 500 size classes, ranging from 6 nm to 10 ㎛, for aerodynamic diameter distributions, with a regional lung deposition calculation. We applied the new approach to characterize particle-size distributions of aerosols generated during the plasma arc cutting of simulated non-radioactive steel alloy wastes. The high-resolution measured data were used to calculate the deposition ratios of the aerosols in different lung regions. The deposition ratios in the alveolar sacs contained the dominant particle sizes ranging from 0.01 to 0.1 ㎛. We determined the distribution of various metals using different vapor pressures of the alloying components and analyzed the uncertainties of lung deposition calculations using the low-resolution aerodynamic diameter data simultaneously. In high-resolution data, the changes in aerosols that can penetrate the blood system were better captured, correcting their potential risks by a maximum of 42%. The combined calculations can aid the enhancement of high-resolution measuring equipment to effectively manage radiation safety in nuclear facilities.
