  • For the introduction of domestic private investigation act, with beginning of private investigation act bill by Ha Soon-bong in 1999, congressmen Choi Jae-chun, Lee Sang-bae, in 2005, Lee In-gi in 2008, and Kang Sung-chun in 2009 initiate the each bill, and many researches and studies in the academia about the private investigation act bill makes have a bright prospect toward to the bill. However, up to the present, there is a debating which services will charge for management for the private investigation business. It is important that which facilities will assume charge of management for the private investigation business because this is a cornerstone to set up a successful investigation act which fulfills a nation's needs in the future. According to the other countries which induced the act earlier, they, by perceiving the act as a part of the private security, manage the act by setting the police or the separate services such as committees. In municipal laws, there was a case suggesting The National Police Agency and The Justice Department as the facilities for the management and supervision, however, for the unification of administration for the whole private security, similarities of the private investigation and police service, privacy of police services, and development for the domestic private security business, the national police agency, taking care of the private security business, should be assigned as the department for management and supervision, additionally, suggestion to establish "The Management Committee for Private Investigation Business" as a separate facility under the national police agency is needed.

  • Among many hacking attempts carried out in the past few years, the cyber-attacks that could have caused a national-level disaster were the attacks against nuclear facilities including nuclear power plants. The most typical one was the Stuxnet attack against Iranian nuclear facility and the cyber threat targeting one of the facilities operated by Korea Hydro and Nuclear Power Co., Ltd (Republic of Korea; ROK). Although the latter was just a threat, it made many Korean people anxious while the former showed that the operation of nuclear plant can be actually stopped by direct cyber-attacks. After these incidents, the possibility of cyber-attacks against industrial control systems has become a reality and the security for these systems has been tightened based on the idea that the operations by network-isolated systems are no longer safe from the cyber terrorism. The ROK government has established a realistic control systems defense concept and in the US, the relevant authorities have set up several security frameworks to prepare for the threats. This paper presented various cyber security attack cases and their scenarios against control systems, along with the analysis of countermeasures for them. Though this task, we attempt to identify the items that need to be considered when designing a domestic security framework to improve security and secure stability.

  • The purpose of this study is to analyze regional clusters and discrimination on size and sector of private security in national 16 areas in 2015. The results of the study using hierarchical cluster analysis and discriminant analysis are as follows. First, we can classify national 16 areas into 3 clusters, such as Large Area(1), Medium Area(2), and Small Area(3) according to the size of private security. The discriminant functions D for each cluster is as follows: (1) Large Area(1) = -383.981 + (.108 ${\times}$ number of security companies) + (.016 ${\times}$ number of guards), (2) Medium Area(2) = -35.570 + (.029 ${\times}$ number of security companies) + (.005 ${\times}$ number of guards), and (3) Small Area(3) = -5.381 + (.012 ${\times}$ number of security companies) + (.002 ${\times}$ number of guards). Second, we can classify national 16 areas into 3 clusters, such as Large Area(1), Medium Area(2), and Small Area(3) according to the sector of private security. The discriminant function D for each cluster is as follows: (1) Large Area(1) = -2224.402 + (-.562 ${\times}$ facilities security) + (1.245 ${\times}$ protection security) + (171.142 ${\times}$ convoy security) + (-2.722 ${\times}$ electronic security) + (2.020 ${\times}$ special security), (2) Medium Area(2) = -4.762 + (.052 ${\times}$ facilities security) + (.063 ${\times}$ protection security) + (-3.819 ${\times}$ convoy security) + (.110 ${\times}$ electronic security) + (-.165 ${\times}$ special security), and (3) Small Area(3) = -125.742 + (-.009 ${\times}$ facilities security) + (.432 ${\times}$ protection security) + (5.748 ${\times}$ convoy security) + (5.530 ${\times}$ electronic security) + (-.901 ${\times}$ special security).

  • This study is to present an improvement of facility security through the evaluation of facility security operation level. To fulfill the purpose of the study, a survey of some facilities was conducted and the result was analyzed as follows; First, although security personnels were deployed in the facilities, the level of security personnel operation was relatively low. Second, job education training level was relatively proper, that is relevant to the result that show the level of service mind and the working mind of security personnel were proper, also relevant to the relatively good work shift system. Third, although situation room was operated well, the level of restricted area set-up and access control of visitor were low, and the level of article inspection and vehicle access control were very low. Forth, the level of security manual application that include detailed security method and procedure was proper. But accident prevention and response manual application was lower than security manual application, that show preparation for fire and negligent-accident is passive. For the improvement of facility security, the high level part and low level part in the survey result could be merged. For example, we could specify factors that show low level in the survey such as security personnel operation, access control of visitor and vehicle, article inspection, accident prevention and response in the security manual and promote education circumstance that show high level.

  • Under the "Act on Safety Control of Small Public Facilities (enacted in 2015)", each local government selects and conducts annual safety inspections for small public facilities. Among small public facilities, small bridges pose high risks and are heavily utilized by local residents, making them challenging to manage due to their large numbers and limited resources. Therefore, there is a need for a rational selection method that considers the management capacity of local governments, as well as the establishment of objective risk evaluation and maintenance planning for small hazardous facilities. In this study, we propose a selection method based on structural and functional classification of small bridges, considering the management capacity of local governments. Additionally, we present quantitative evaluation indicators for ten risk evaluation criteria, aiming to facilitate objective risk evaluation.
