  • 현재 교육시설 BTL 사업의 경우 사업적격성조사 정량적 VFM분석이 선행되는 과정에서 교육시설에 적합한 분석 기준이 미흡하여 정확한 분석을 수행하는데 많은 어려움을 겪고 있으며 적정 유지관리비 산정 시에도 미흡한 기준이 문제가 되고 있다. 교육시설은 많은 수의 학생들이 장시간 안전하게 사용해야하고, 학교급별 학생들의 활동량과 신체적 발달상태가 다를 뿐만 아니라 시설별 사용특성과 지역별 특성이 다르기 때문에 공동주택과는 다른 유지관리 기준을 고려하여야 한다. 따라서 본 연구에서는 교육시설의 특성을 고려한 유지관리 기준 설정을 위해 교육시설관리전문가를 대상으로 교육시설과 공동주택의 유지관리 수준을 비교 분석하여 교육시설에 적합한 유지관리 수준을 제시하고자 한다.

어린이 급식소 특성에 따른 위생·안전관리 수행도 비교 (A Comparison of Hygiene and Safety Management Execution depending on the Characteristics of Children's Food Service Facilities)

  • The objective of the current study was to compare the execution of hygiene and safety management according to the characteristics of children's food service stations, with the ultimate objective of providing sanitary and safe food service to children. To this end, the study conducted surveys of 73 public and private pre-schools with fewer than 100 children in district A from July 30 to October 31 2015. The differences were evaluated by t-test and analysis of variance. The confidence and validity of the results were analyzed by six food ingredient and facilities management questions, three personal hygiene and facilities management questions, four environmental management questions, and five storage and treatment management questions; for a total of 18 questions. The cumulative distribution of the four factors was 61.569%, and the Cronbach's alpha was 0.821, which indicated that the results were reliable. The results revealed that public pre-schools (a) and home-based pre-schools (b) had different levels of food ingredient and facility management, but no differences in the number of cooks, number of children served, type of food distribution, and the existence of mass food service facilities. The results of the study may be used to develop hygiene and safety management manual and educational contents to promote the health of the children served.

노인복지주택의 설치 및 운영의 문제 사례와 개선방안 (Improvement Plans for Problem Cases in the Foundation and Management of Elderly Housing Facility)

  • The purpose of this research is to investigate the realities and problem cases that occurred in the establishment and management of elderly housing facility in order to suggest the recommendations that help to improve the problem cases. For this purpose, 21 elderly housing facilities, which were established between 1996 and 2008 in Korea, were investigated with a documentary research method in terms of founders, managers, locations, the number of housing units, how to move-in. Also the problem cases that occurred in the establishment and management of 21 elderly housing facilities were investigated. The results were as followings. 1. Main founders and managers of 21 elderly housing facilities were the special companies for elderly housing, building companies, and social welfare corporation. Changes in the founders and managers were caused by financial problems; More than half of 21 elderly housing facilities were located in Seoul and near area; About a half of 21 elderly housing facilities had 100~200 housing units; An individual unit of elderly housing facilities can be rented or purchased, rented only, and purchased only. 2. The problems in the establishment and management of elderly housing facilities were non-return of deposit money, illegal sale of housing units, non-public registration of elderly housing facility, false advertisement, and unfair contract. 3. The problems in the establishment and management were mainly caused by the weakness in the regal and administration system for elderly housing and the illegal acts of founders and managers.

신세대 기혼여성의 여가시설선호 및 여가활동참여가 생활만족에 미치는 영향 (The Effects of Leisure Facilities Preference and Leisure Participation on the Life Satisfaction of New-generation Married Women)

  • The purpose of this empirical study is to examine the effect of leisure facilities preferences and leisure activities of new-generation married women on their life satisfaction. The samples was composed of 195 married women under 35 years. old, selected by age and local distribution. The major findings of this study re as follows. The new-generation wives preferred culture.intellectual arts facilities to sport facilities to sport facilities and participated in home-oriented activities. The more new-generation married women participated in active leisure, the higher level they showed in life satisfaction. There is no significant affect of leisure facilities preference on life satisfaction. The finding of this study provide implications regarding the policies on leisure facilities and leisure education programs to enhance the quality of life of the new-generation wives, such as establishing community leisure facilities which can help the mother as well as young children enjoy their leisure activities with less expense, and managing continuing education programs in which the new-generation wives easily participate with their families.

속도저감형 시설이 차량 주행 속도에 미치는 영향 분석 (Effects on the Vehicle Running Speed Analysis according to the Speed Reduction Road Facilities)

  • It has been applied several ways in order to prevent traffic accidents and speed management on the road which is one of very important factors to prevent accidents. In this study, it is analyzed whether the facility such as the flashing and crosswalk, speed cameras and intermittent warning signs affect on a driving deceleration or not. It has been shown that the flashing and crosswalk and speed cameras except intermittent warning signs play a role of reducing the driving speed. The result showed that these traffic safety facilities help to improve the average speed as well as velocity distribution which was derived by the speed deviation even if there were the difference between facilities. Speed limit display does not affect the deceleration of the driver. Therefore, it was founded in this research that there were the driving speed reduction effect due to the facilities on the road. In order to control the driving speed on the road, it is necessary to install facilities with appropriate location and spacing on the road. In addition, place that turns out suppressed speeding through speed management also are required adequate facilities such as speed cameras.

전기철도 전철전력설비의 위험도 평가 기반 안전관리에 관한 연구 (A Risk Assessment Approach to Safety Management of Electric Railway Facilities)

  • Power supply system of electric railway has a diversity of safety problems since it should supply high electric power to the trains moving high speed with a lot of passengers on board. This paper provides a risk assessment approach to safety management of the electric railway facilities. Construction of database from field accident information, risk assessment and management of the risk are carried out systematically to ensure the safety. The risk assessment includes hazard identification, cause analysis by FTA(Fault Tree Analysis), consequence analysis by EVA(Event Tree Analysis), and loss analysis. In terms of the severity and the probability of the accidents deduced by these analyses, the risk of the accidents is assessed by using a risk matrix designed for electric railway facilities. Based on the risk assessment, possible risk mitigation options are identified and evaluated by analyzing their impact on the risk reduction and their cost benefit ratio. The long-term safety of the electric railway facilities can be ensured by renewal of the risk assessment and the risk mitigation option analysis with continuous accident database update. The proposed approach is applied to the electric railway facilities of Korean railway based on the accident data from 2002 to 2008.

Status of Domestic and International Recommendations for Protection Design and Evaluation of Medical Linear Accelerator Facilities

  • Various types of high-precision radiotherapy, such as intensity-modulated radiation therapy (IMRT), tomotherapy (Tomo), and stereotactic body radiation therapy have been available since 1997. After being covered by insurance in 2015, the number of IMRT cases rapidly increased 18-fold from 2011 to 2018 in Korea. IMRT, which uses a high-beam irradiation monitor unit, requires higher shielding conditions than conventional radiation treatments. However, to date, research on the shielding of facilities using IMRT and the current understanding of its status are insufficient, and detailed safety regulation procedures have not been established. This study investigated the recommended criteria for the shielding evaluation of facilities using medical linear accelerators (LINACs), including 1) the current status of safety management regulations and systems in domestic and international facilities using medical LINACs and 2) the current status of the recommended standards for safety management in domestic and international facilities using medical LINACs. It is necessary to develop and introduce a safety management system for facilities using LINACs for clinical applications that is suitable for the domestic medical environment and corresponds to the safety management systems for LINACs used overseas.

  • This study aimed to investigate whether protestant religious facilities are maintained appropriately for people and regular inspections are conducted. As a study method, survey and site investigation were conducted. The survey questionnaire aimed to know the perception of users or responsible persons about safety management and current status of safety management systems while the site investigation aimed to inspect structural conditions by a visual inspection such as proper installation of fire protection equipment and whether regular inspection were conducted. It was found, through the inspection of the current safety management status, that the safety management related persons did not know which parts and how much they manage incorrectly, and did not know the follow-up actions in case of accidents. Therefore, it is essentially required to assign a proper person to the facilities for safety management and to have safety consciousness education. Furthermore, although more than 80% of the surveyed subjects responded that they were familiar with the way to use safety management related facilities and overall instructions, the respondent were concerned about the correspondent training for emergent circumstances.

발전사의 자산관리체계 도입을 위한 유지관리체계 현황분석 (An Analysis on the Current Status of Maintenance System for Introducing the Asset Management System of Power Generation Companies)

  • 본 연구에서는 공공시설물의 유지관리 전략 수립 시 자산관리 개념을 도입하기 위한 기초연구를 하였다. 공공기관의 유지관리 실태 분석과 자산관리 시스템의 도입을 위해 설문조사를 실시하였다. 본 설문조사는 자산관리 시스템을 구축하는데 필요한 시설물의 유지관리 우선순위 파악, 시설물의 가중치 선정을 위한 중요도, 시설물의 서비스 수준 평가를 위한 평가요소, 현행 유지관리 현황분석 및 개선사항 도출, 자산관리 이행수준 평가 등을 실시하였다. 본 연구는 공공시설물의 안전관리 위주의 유지관리 정책에서 시설물의 생애주기를 고려한 자산관리 체계로의 전환을 위한 현황파악을 위한 연구이다. 본 연구를 토대로 자산관리 시스템 도입전략을 구축하고 자산관리 시스템 구축을 위한 기본자료로 활용될 수 있는 자료를 제시하였다.
