The WCPFC CMMs related to tropical tunas have been strongly restricting fishing capacity and operating activities of main fisheries, especially purse seine fishery. In terms of changes in fishing trend by implementing relevant measures of FAD set, the number of FAD set by Korean purse seine fleet showed a decreasing pattern with the lowest level of FAD set proportion among major distant water fishing nations. With regards to the FAD closure, there was no significant change in fishing effort but a drop in catch, especially bigeye tuna during the period of FAD closure. Moreover, it showed closely similar trends between the number of FAD set and bigeye tuna catch. In terms of measures related to the high sea area including a ban on fishing on the HSP and limitation of fishing days on the high sea by flag state, proportions of catch and effort on the high sea had sharply declined after implementing those measures. As relevant measures are expected to be strengthened, it should pay attention to change of coastal nations policies and focus on improving fishing efficiency of unassociated school set with multi-pronged efforts.

Even though advocates of TQM emphasize the role of TQM more than before, the interest of general public have decreased in recent years. A few months ago, the Fortune introduced a survey result showing that management tools (including TQM) are to some extent fashion items, becoming chic or declasse with the march of the management zeitgeist. According to the article, TQM has cooled off and other approaches have risen to take the place. Is TQM a really dying fad? This paper discusses the problem.

Purpose: Foot and ankle disease (FAD) is a frequent cause of morbidity among the homeless population. Various conditions, exacerbated by malnutrition, poor lifestyle habits, psychiatric disorders, physical injuries, poor hygiene, and limited access to healthcare, have been described in this population. The purpose of this study was to investigate the cognition and management status of FAD in shelter based homeless people. Materials and Methods: Fifty-two male and twenty-five female volunteer homeless individuals were recruited from two homeless shelters. Each person completed a questionnaire assessing any presence of pain, pain management, as well as foot and ankle care status. A foot and ankle surgeon examined the physical status of the individual's foot and ankle, including tenderness and instability. A radiologic evaluation was done for 18 male and 11 female homeless people who agreed to participate in this test for the existence osteophyte or joint space narrowing representing osteoarthritis and some reference angles for hallux valgus, flatfoot and cavus foot. Results: Homeless people had higher prevalence of body mass index, diabetes, and smoking than the general population. The most prevalent infectious disease was fungal infection (male 78%, female 68%), with a low compliance of management for FAD. Conclusion: Although most of shelter-based homeless people showed an acceptable foot and ankle management status, the potential risk for FAD development and exacerbation of mild FAD was high.

The research was analyzed the catch data of the five years (2016-2020) for six joint venture company tuna purse seiners in the Atlantic Ocean, with the aim of suggesting improvement measures for responsible and sustainable fishing according to changes of recommendation by International Commission for the Conservation of Atlantic Tuna (ICCAT) on the tropical tunas. In the last five years, the average catch of six tuna purse seiner gradually increased to 7,745 tons, 8,364 tons and 9,053 tons from 2016 to 2018, but decreased to 7,761 tons in 2019 and 6,214 tons in 2020. The reason for the decrease in fishing volume in 2019 and 2020 was the fluctuation of the formation of the cold water zone (22-23℃), and the total ICCAT convention area of FAD closure in January and February due to the expansion of the FAD closure area and poor free school catching during two months period, respectively. The analysis on fishing area showed that the percentage of fishing in the high sea was about 85% although the FAD closure area included the EEZ zone in coastal countries; the rise of the fishing license in coastal countries is also believed to be a factor. In order to overcome such situations and improve catching volume, it will be possible if excellent manpower is secured, school fishing is expanded, and the production of high value-added catch (purse seine special: PS).

본 연구는 국내 기업의 품질경영에서 활용되는 대표적 활동인 품질분임조와 6시그마의 발전단계를 분류하기 위해서 기존연구에 대한 문헌을 고찰한다. 그리고 고찰한 기존연구를 토대로 Van der Wiele(1988)의 fad, fashion, fir 분류체계를 이용해서 현재 국내 품질분임조와 6시그마 활동의 발전단계를 분류해서 현재 위치와 성장 가능성을 파악하고자 한다. 따라서 기존 문헌연구를 통해서 품질경영활동의 발전단계를 연구주제별 분류 및 학문적 관점과 기업적 관점으로 고찰한 결과, 현재 국내 품질분임조활동은 지속적 유행(fashlon) 과 정상적 적합상태(fit)의 중간 단계로 분류해볼 수 있었고 더 이상의 성장이 없는 혼란한 상태라고 볼 수 있었다. 그리고 우리나라의 6시그마 활동은 지속적 유행(fashion) 상태로 분류되었고 앞으로 계속해서 성장 발전해 나아갈 것으로 볼 수 있다.

In order to explain the perceptual gap between the advocates and general public, three questions were considered: 1) Is TQM a dying fad\ulcorner 2) Does TQM focus on a particular facet of management\ulcorner 3) Does TQM pursue incremental improvement, while reengineering pursue breakthrough innovation\ulcorner It is also discussed how can we extend the horizon of TQM so as to integrate new management theories into the framework of TQM.

본 연구에서는 2003년~2005년 기간에 코스닥 시장에서 발생한 두 가지 자본시장 진입수단인 IPO와 우회상장을 대상으로 벤치마킹 대비 단기 및 장기 초과보유수익률을 분석하고, 차이점과 의미에 대해 논하였다. 우회상장은 M&A의 성격을 띠고 있지만 동시에 IPO의 성격도 갖고 있다. IPO는 거래소가 제시한 상장요건을 맞춰야 하는 등 제도적인 간섭을 받기 때문에 제도에 의한 자본시장 진입방법이라고 할 수 있다. 반면 우회상장은 이러한 제도의 간섭은 미미하고 당사자 간의 거래에 의하여 진입여부가 결정되기 때문에 거래에 의한 자본시장 진입방법이라고 할 수 있다. 제도가 완전시장을 저해한다는 상식에 기초한다면우회상장이 IPO보다 우수한 진입방법이라고 판단할 수 있지만, 반대로 IPO는 우회상장에 비해 정보의 비대칭성을 줄이고 부실한 기업의 시장진입을 통제할 수 있다는 면에서 장점이 있다고 볼 수 있다. 본 연구의 결과는 정보의 효율성 면에서 IPO가 우수하다는 본문의 주장을 지지하고 있다. 먼저 IPO 기업과 우회상장 기업은 모두 초기에는 높은 초과수익률을 기록하고 장기적으로는 둘 다 저성과를 보이나 우회상장 기업의 장기성과가 더욱 하락하였다. 또한 두 표본 모두 사건 이후 3년 간의 회계적 성과가 하락하였으나 특히 우회상장 기업은 더욱 하락하였으며 모든 기간에서 손실을 기록하였다. 이는 과잉수요(fad)가 코스닥 시장의 IPO는 물론 우회상장에서도 똑같이 존재하며, 우회상장의 경우에는 과대포장(window dressing)의 가능성이 더욱 높음을 뜻한다. 결국 IPO보다는 우회상장이 상장시점에서 회사와 투자자 사이에 더욱 심한 정보의 비대칭성을 보이고 있음을 시사한다.

Tuna fisheries were applied to an integrated ecosystem-based fishery risk assessment method using indexes of target species status, inhabited species in a target ecosystem, habitat quality and socio-economic benefit of affected fisheries. This study suggested more effective and efficient management measures to break away from traditional management methods, such as limitation of catch and fishing effort. The results presented that the objective risk index (ORI_S) on sustainability of bigeye and yellowfin tunas by purse seine fishery was estimated high due to the high catch ratio of small fishes. The ORIs of biodiversity (ORI_B) and habitat quality (ORI_H) of purse seine fishery were also estimated at a high level from using fish-aggregating devices (FAD). However, due to skipjack tuna's high catches, the ORI of socio-economic benefit (ORI_E) was estimated at a very low level. Due to the high bycatch rate, ORI_B was high, and ORI_S and ORI_H were evaluated at a low level in longline fishery. Due to strengthern of fishing restrictions and increase of fishing costs, the ORI_E was assessed to be very high. The ecosystem risk index (ERI) for two tuna fisheries was assessed low, but the overall FAD management by purse seine fishery is necessary at the ecosystem level.

This study analyzed the relationships among perceptions of uncertainty, environmental characteristics and strategy maker\`s actual decision such as resource allocation in different organizational subunits by focusing on the hotel general managers in two different countries Korea and Japan. The results show that managerial perceptions of the environment would vary across organizations within an industry but it was surprising to fad that managerial perceptions did not vary more substantially across countries. General managers in both countries perceived government regulator\`s actions to be the most uncertain environmental factor. Hotels in Japan were more geared toward external effectiveness than were hotels in Korea. The findings of this study also suggest that when the organization faces high environmental uncertainty, it places greater emphasis on extemally oriented functions such as market research and product development.

Korean tuna purse seine fishery in the Western and Central Pacific Ocean (WCPO) began to operate in earnest in the early 1980s. Since then, the total catch has shown an increasing trend and the target species are skipjack tuna (Katsuwonus pelamis), yellowfin tuna (Thunnus albacare) and bigeye tuna (Thunnus obesus). Based on the operational data of Korean tuna purse seine fishery from 2016 to 2020, the catch rates of target species (skipjack and yellowfin tunas) were analyzed by operation time for set types (free school and FAD sets). In the case of the free school sets, they were usually made from sunrise to sunset, and the catch rate was high before and after sunrise for skipjack tuna and before sunset for yellowfin tuna. On the other hand, for the FAD sets, more than 90% of them were made just before sunrise, and there were few operations during the daytime. The purpose of this study is to examine whether there are differences in the catch rate of skipjack and yellowfin tunas by operation time and by school type for Korean tuna purse seine fishery in the WCPO, which could be helpful in understanding its fishing characteristics and providing useful information for developing the stock indices of the target species.
