This study aimed to analyze the changes of extreme temperature indices in order to investigate impacts of urbanization on changes of extreme temperature. It was analyzed 16 indices related to extreme temperature indices to 60 weather stations in South Korea. Extreme temperature indices-related summer mostly increased, and its related to winter decreased. Percentile-based indices were clearly increased more than fixed-based indices as a tropical night. Decreasing trend of extreme temperature indices related to winter had more clear than increasing trend of extreme temperature indices related to summer. It was similar to trend that urban temperature was more clearly increased in winter than summer. Decreasing trend of indices-related daily minimum temperature had more clear than increasing trend of indices-related daily maximum temperature. Also, it was similar to increasing trend of minimum temperature had more clear than maximum temperature.
In the design and condition assessment of bridges, it is usually necessary to take into consideration the extreme conditions which are not expected to occur within a short time period and thus require an extrapolation from observations of limited duration. Long-term structural health monitoring (SHM) provides a rich database to evaluate the extreme conditions. This paper focuses on the extrapolation of extreme traffic load effects on bridges using long-term monitoring data of structural strain. The suspension Tsing Ma Bridge (TMB), which carries both highway and railway traffic and is instrumented with a long-term SHM system, is taken as a testbed for the present study. Two popular extreme value extrapolation methods: the block maxima approach and the peaks-over-threshold approach, are employed to extrapolate the extreme stresses induced by highway traffic and railway traffic, respectively. Characteristic values of the extreme stresses with a return period of 120 years (the design life of the bridge) obtained by the two methods are compared. It is found that the extrapolated extreme stresses are robust to the extrapolation technique. It may owe to the richness and good quality of the long-term strain data acquired. These characteristic extremes are also compared with the design values and found to be much smaller than the design values, indicating conservative design values of traffic loading and a safe traffic-loading condition of the bridge. The results of this study can be used as a reference for the design and condition assessment of similar bridges carrying heavy traffic, analogous to the TMB.

In marine salvage, extreme tide heights and tidal currents are necessary to anchor an accidental ship. In order to meet this requirement, a simple scheme was developed which yields the spatial informations on the extreme tide from the distribution of approximate highest astronomical tide heights using a relationship between extreme and highest astronomical tides at the standard port. This method is the inference method based on horizontally homogeneity of tide. This scheme was applied to estimate extreme tide heights and tidal currents in the Namhae (southern sea of Korea). The highest astronomical tide heights are computed by amplitude of four major constituents (M2, S2, K1, O1 tide). The estimated extreme tide heights are ranged from 70 to 260 cm for return period 50 years and from 80 to 270cm for return period 100 years, respectively. For return period 100 years, extreme tidal currents show value of 1.55 times as strong as those of normal state.

The extreme heat watch warning system(EHWWS) that Korea Meterological Administration carried out a preliminary from July 1, 2007, considered both daily maximum temperature and daily maximum heat index simultaneously. It was requested revision of the standard level of EHWWS to solve the difficulty of forecasting occurred when we were considering two parameters simultaneously and we did not considering heat index according to areas. For this, we established three type standard, such as type 1 that considered both daily maximum temperature and daily maximum heat index, Under the extreme heat day that daily minimum temperature was more than $25^{\circ}C$, type 2 that considered daily maximum temperature and type 3 that considered only daily maximum heat index and then analyzed whether these 3 types satisfies the excess mortality of the extreme heat warning or not. As a results, type 1 and 2 were more explain away excess mortality each warning step than type 3. type 2 could also apply case of not to consider heat index according to areas and had a merit for extreme heat forecasting easily because the standard was simple. Therefore we think type 2 is more suitable and reasonable standard for Korea extreme heat watch warning system(KEHWWS) than type 1. In addition, we need to develop model that exactly predicts the excess mortality will be take place during the extreme heat warning and construct KEHWWS.
This study attempts to estimate the economic effects of extreme climate events on agriculture with the case of Gangwon-do, drawing upon the Ricardian approach based upon the panel data on extreme climate events, soil and geography, farmland prices, and economic and social variables for the 11 municipal units of Gangwon-do during the period of 1993-2010. Our empirical analysis shows that the heavy rainfall-related extreme climate variable negatively affects the prices of rice paddy and dry farm field. The summer-related extreme temperature variables have negative economic impacts on the land values of both farmlands, while the winter-related ones positively affect them except for the extreme cold wave variable.
This study investigates the standard, duration period and excess mortality of extreme heat using the standardized daily mortality data from 1991 to 2004, establishing a standard threshold Criteria for Heat Health Watch Warning System in Korea. It ultimately aims to provide the guidance in building up Heat Health Watch Warning System for Korea by suggesting the standard to quantify thermal stress from heat. The standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city takes into account both daily maximum temperature and daily maximum heat index(HI) and consists of four phases; caution, extreme caution, danger, and extreme danger. Extreme caution phase and danger phase are used as the advisory and warning of extreme heat, respectively. Since the nationwide distribution of the frequency of extreme heat day and the excess mortality rate shows little difference across regions, the standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city can be used for other regions.

Purpose: The purpose of this study was to identify the effects of an extreme heat Adaptation Program on the blood pressure, stress response, self-efficacy, and knowledge of management of hypertension and extreme heat of patients who suffered from hypertension. Methods: A quasi-experimental study with a non-equivalent control group pretest-posttest design was used. The data collection period was between July 2 and August 20, 2012. Thirty-seven patients participated in the study (18 in the experimental group and 19 in the control group). Data were analyzed using $X^2$-test, t-test, and Cronbach's alpha coefficients with SPSS/WIN 19.0. Results: Patients who participated in the program showed statistically significant improvements in systolic blood pressure (SBP), self-efficacy, and knowledge of management of hypertension and extreme heat. Conclusion: The results indicate that this extreme heat adaptation program can be utilized for patients suffering from hypertension in order to reduce their SBP and to increase self-efficacy and knowledge of management of hypertension and extreme heat. Therefore, it is recommended that this program be used for elderly patients suffering from chronic disease.
The first-order method for estimating the extreme wind pressure on building envelopes with consideration of the directionality of wind speed and wind pressure is improved to enhance its computational efficiency. In this improved method, the result is obtained directly from the empirical distribution of a random selection of annual maximum wind pressure samples generated by a Monte Carlo method, rather than from the previously utilized extreme wind pressure probability distribution. A discussion of the relationship between the first- and full-order methods indicates that when extreme wind pressures in a non-typhoon climate with a high return period are estimated with consideration of directionality, using the relatively simple first-order method instead of the computationally intensive full-order method is reasonable. The validation of this reasonableness is equivalent to validating two assumptions to improve its computational efficiency: 1) The result obtained by the full-order method is conservative when the extreme wind pressure events among different sectors are independent. 2) The result obtained by the first-order method for a high return period is not significantly affected when the extreme wind speeds among the different sectors are assumed to be independent. These two assumptions are validated by examples in different regions and theoretical derivation.
Western coastal area of Chungnam, including Cheonsu Bay and Garorim Bay, has suffered from hot and cold extremes. In this study, the extreme sea surface temperature on the western coast of Chungnam was analyzed using the quantile regression method, which extracts the linear regression values in all quantiles. The regional MOHID (MOdelo HIDrodinâmico) model, with a high resolution on a 1/60° grid, was constructed to reproduce the extreme sea surface temperature. For future prediction, the SSP5-8.5 scenario data of the CMIP6 model were used to simulate sea surface temperature variability. Results showed that the extreme sea surface temperature of Cheonsu Bay in August 2017 was successfully simulated, and this extreme sea surface temperature had a significant negative correlation with the Pacific decadal variability index. As a result of future climate prediction, it was found that an average of 2.9℃ increased during the simulation period of 86 years in the Chungnam west coast and there was a seasonal difference (3.2℃ in summer, 2.4℃ in winter). These seasonal differences indicate an increase in the annual temperature range, suggesting that extreme events may occur more frequently in the future.

This paper deals with properties of the exponentiated extreme value distribution. We derive the approximate maximum likelihood estimators of the scale parameter and location parameter of the exponentiated extreme value distribution based on multiply Type-II censored samples. We compare the proposed estimators in the sense of the mean squared error for various censored samples.
