A Study on the Factors affecting the Export Performance of Ventures (벤처기업의 수출성과 영향요인에 관한 연구)

  • This study attempts to investigate about the factor affecting the export performance of Korean venture companies. The ways of data collection for this study depend on documentary records, opinion investigation of experts, and the cases. The samples for this study are investigated from the Korea Chamber of Commerce and Industry and he Ministry of Commerce about the nation's 700 the small and medium export venture companies' the business showings in December 2005. The survey executed May 10th, 2006 to May 31st, 2006, for about 22 days. The survey collected total 518 copies which included telephone request and interview researched about 269 copies, direct visits 162 copies, mail survey 87 copies. This study used 500 copies except 18 copies which don't have reliability or can handle easy. The statistical analysis techniques, which are used in survey analysis, areas follows. First, it divided 2 categories which are an export strategy and other factors, then it executed factor analysis and reliability analysis. Second, it executed multiple regression analysis which can search effect export strategy and growth in each categories.

Finding Industries for Big Data Usage on the Basis of AHP (AHP 기반의 빅데이터 활용을 위한 산업 탐색)

  • Big Data is gathering all the attention from every business community. Pervasive use of machine-to-machine (M2M) applications and mobile devices bring an explosion of data. By analyzing this data, the private and public sectors can benefit in the areas of cost reduction and productivity. The Korean government is actively pursuing Big Data initiatives to promote its usage. This paper aims to select industries which fit for the development of Big Data with a verification of the experts. The analytic hierarchy process (AHP) is applied to systematically derive the opinion of more than 50 professionals. Medical / welfare, transportation / warehousing, information and communications / information security, energy, the financial sector have been identified as promising industries. The results can be utilized in developing Big Data best practices thus contributing industrial development.

The Provisions on the Enforcement of Foreign Arbitration Awards in Indonesia (under the New York Convention of 1958?)

  • This article tried to describe the laws concerning the enforcement of foreign arbitration awards in Indonesia. This issue is relevant in the light of frequent curiosity of foreign commentators, business communities, practicing lawyers, concerning the arbitration in Indonesia, in particular its enforcement of foreign arbitration awards. The main laws on arbitration analyzed were, firstly, the Indonesian law on arbitration, namely Law No 30 of 1999 on Arbitration and Alternative Dispute Resolution and the Presidential Regulation No 34 of 1981 concerning the Ratification of the New York Convention on the Recognition and Enforcement of Foreign Arbitral Awards of 1958. The provisions of Law of 1999 analyzed were confined to its international provisions on arbitration, in particular the requirements for the enforcement of foreign arbitration awards and also the requirement that the awards do not violate Indonesian public policy. The problem with the Indonesian arbitration law (and the courts' practice) were that no provisions which provided guidance or meaning with regard to public policy. The absence or lack of guidance or definition on public policy had some times confused lawyers or the parties in dispute fearing that their arbitration awards would not be enforced due to the violation of public policy. Secondly was the different opinion of two Indonesian arbitration experts, Prof. Sudargo Gautama and Prof. Priyatna Abdurrasyid. Both scholars had rather different opinions with regard to the meaning of public policy in Indonesia. Thirdly was a recent case law, Astro Nusantara Bv et.al., vs PT Ayunda Primamitra Case (2010) decided by the Indonesian Supreme Court with regard to the enforcement of foreign arbitration awards. This article concluded that the Indonesian court, in particular the Central of Jakarta Court, so far have given its support that the execution of foreign awards was duly enforced.

An Exploratory Study on Acceptance Factors of IPTV Healthcare Service using Delphi Method (델파이 방법을 활용한 IPTV 헬스케어 서비스의 수용 요인 탐색)

  • The aim of this study was to explore the acceptance factors of IPTV healthcare users as convergence service through experts's opinion. First, this study extracted expected indicators for the acceptance factors from brainstorming and literature review. Based on the expected indicators, the Delphi method was performed in order to explore the suitable acceptance factors. The reliability of collected data was evaluated through the criteria of CV(Coefficient of Variation) and CVR(Contents Validity Ratio) on the selected indicators. The results showed a significant acceptance factors timeliness, the following appeared as entertainment, fun and self-efficacy and more. In the future, such additional step as factor analysis targeting the user to verify the validity of the selected factors is required.

Wise Use through establishing Conservation Area in Nakdong River Estuary (낙동강하구의 보전지역 설정을 통한 현명한 이용방안 모색)

  • Purpose of this study is to define the wise use of Nakdong River estuary based on the expert's survey aiming to identify the core conservation area, the buffering area and the transition area of the estuary. The boundary of the each area is determined by overlaying the expert's opinion of the conservation area, the Biotop conservation value evaluation carried out by Busan Metropolitan city and the designated legal boundary of conservation such as Cultural Reserve area and Wetland Reserve area. Then the concept for wise use of the core preservation area, the buffering area and the transition area is set by the discussion, brainstorming and several workshops. We believe this research leads the sustainable development in the area of the Nakdong River estuary and helps to minimize the conflict among the stakeholders.

  • Marine accidents do not correspond with another accidents because of a serious loss of lives and property. The many marine accidents can be attributed to human error like as carelessness and decision faults, and hence there is a strong need for decision-support tools for marine navigation. Much of researchers have introduced the techniques about the tools, but they hardly consider environmental factors (water depth, the width of waterway, a fishing ground, a current, the number of surrounding marine accidents, marine obstacles, etc), which are very important to the decision making of officers. In a previous research, we proposed the conceptual model of environmental risk assessment of ship navigation using fuzzy. This paper describes the detailed design of the environmental factors based on the opinion of navigation experts, and shows the validity of the conceptual model through a prototype system.

  • Increasing utilization of radiation and RI (Radioisotope) in nuclear industry including non-power area has achieved sustainable development of radiation industry. Industries are no longer confined by a single technology or abilities but expanded for application gradually. RI-Biomics fields are one of the convergence technology that is recognized on a high-tech industry. Unlike the conventional industry, RI-Biomics field needs to various specialists to perform related task. There is no domestic training program to educate the whole process. This study aims to suggest the plan for improvement of practical skills for specialists in RI-Biomics through development of our training program. For this purpose, we have first investigated the opinion about classification scheme from experts and then analyzed the results in order to reflecting our training program. Based on analyzed results, conformity assessment was executed to organize curriculum through status of constructed device and instructor in domestic. Our training program was performed jointly with KAERI (Korea Atomic Energy Research Institute). RI-Biomics center is prepared with facilities of overall experiment to improve quality of education. Due to the fact that specialists have routine task, we organized a five-day short course to reflect temporal difficulties. We performed a trial operation to 6 participants in RI-Biomics field. Through the survey for the specialists who participated in the program, we evaluated the efficiency of our training program. The results showed that participants were satisfied with the organized curriculum and educational materials. Therefore, our program is expected to be utilized as basic research data to develop feasible program for policy development and to improve practical skills in RI-Biomics.

Provision of a Draft Version for Standard Classification Structure for Information of Radiation Technologies through Analyzing Their Information and Derivation of Its Applicable Requirements to the Information System (방사선 기술정보 분석을 통한 정보표준분류체계(안) 마련 및 시스템 적용요건 도출)

  • Radiation technology is the one for developing new products or processes by applying radiation or for creating new functions in industry, research and medical fields, and its application is increasing consistently. For securing an advanced technology competitiveness, it is required to create a new added value by information consumer through providing an efficient system for supporting information, which is the infrastructure for research and development, contributed to its collection, analysis and use with a rapidity and structure in addition to some direct research and development. Provision of the management structure for information resources is especially crucial for efficient operating the system for supporting information in radiation technology, and then a standard classification structure of information must be first developed as the system for supporting information will be constructed. The standard classification structure has been analyzed by reviewing the definition of information resources in radiation technology, and those classification structures in similar systems operated by institute in radiation and other scientific fields. And, a draft version of the standard classification structure has been then provided as 7 large, 25 medium and 71 small classifications, respectively. The standard classification structure in radiation technology will be developed in 2015 through reviewing this draft version and experts' opinion. Finally, developed classification structure will be applied to the system for supporting information by considering the plan for constructing this system and database, and requirements for designing the system. Furthermore, this structure will be designed in the system for searching information by working to the individual need of information consumers.

Opinions on the Turks' Turkic Translation Activities in the Period of Taspar Qagan

  • There is a variety of opinions about the first translation activities within the Turkic Empire. It is widely believed that some Buddhist sutras were translated into the Turkic language in the period of Taspar Qagan (572-581). This theory is based on certain arguments: Some Turks practiced Buddhism, Buddhist monks translated sutras in the center of the Turkic Empire, Taspar brought sutras from China and had them translated, and the monarch of Northern Qi had a sutra translated and sent to Taspar. However, in my opinion, these arguments lack credibility. This article, which is based on primary Chinese sources, will question the likelihood of such translation activities having occurred. Some Chinese records for these claims exist: Da Tang Nei Dian Lu (大唐內典錄) and Xu Gao Seng Chuan (續高僧傳) by the Buddhist monk Jinagupta and the records of Hui Lin in Sui Shu (隋書) and Wen Xian Tong Kao (文獻通考). These are known as "primary sources." Secondary sources, namely contemporary history and language studies, such as those in books and articles, must be based on primary sources. It can be seen that claims relating to the first Turkic translation activities at the time of Taspar are mainly derived from secondary sources, and that the arguments in these secondary sources vary. Sometimes researchers make suppositions on the existence of information that is not referred to in primary sources. However, this is not normal practice. If a researcher relies on unknowns for the evidence of information existing, it can cause false information, ideas and anachronisms to be created. It is important that primary sources, such as the Chinese sources mentioned above, be translated correctly in language and history studies. If only a word is mistranslated, very different results may occur. Mistranslating or misinterpreting a primary source allows conclusions to be reached that are not supported by dissemination of information from primary sources. This can mislead experts and result in information that is not correct being considered as being true. As well as helping to prevent such misinterpretations occurring, another aim of this paper is to question the interpretations of the first Turkic translations in contemporary studies on history and language. The origin of such assessments will be explored and the validity of that information will be examined.

Improvement of Material Safety Data Sheet Regulation for Enhancing the Effectiveness and Efficiency in the Field (현장 활용성과 효과 제고를 위한 물질안전보건자료 제도개선 방안)

  • Objective: The Korean Industrial Hygiene Association(KIHA) held a forum on "Improvement of Material Safety Data Sheets (MSDS) regulations for enhancing the effectiveness and efficiency in the field" at its 2018 Winter Conference(February 2, 2018). This article summarized the major consensus opinions developed at the forum. Methods: Since the initial implementation of the MSDS system, the contents of the system have changed and related studies have been reviewed. Before the forum, online questionnaires were developed and opinions on the effectiveness of MSDS program were collected from various strata of the occupational health field. We also summarized the key opinions of companies, trade unions, experts, and government officials as discussed at the forums. Results: A total of 265 opinions were gathered through online questionnaire surveys from safety and health managers, trade unions, government officials, and health professionals. The results of online surveys and discussions showed some differences of opinion, but it was a common perception that the current MSDS system is not working effectively in the workplace. It was considered necessary to strengthen MSDS education and to make it easier for workers to understand and deliver the necessary information. In addition, it was confirmed that the supply of and education on MSDS to small- and medium-sized enterprise workers is not being well executed. In particular, MSDS training for subcontract workers should be carried out under the responsibility of the contracting employer. Conclusions: In order for the MSDS system to serve more effectively in the field in the future, it needs to be improved in terms of the effective education and training considering the type of industry and employment.
