For this, 410 development topics and contents were selected based on the analysis of contents related to mathematics and science, the pre-investigation and analysis of mathematics and science teachers in agricultural, mountain and fishing villages and the analysis of the 2009 revised curriculum. The validity verification of the selected subject list and implementation plan was implemented through the reviews by experts in each subject and the storyboard was designed by reflecting the examination opinion after the final revision. Development directions of the contents were set after analyzing the application result of contents from classroom for creativity and science and selected schools in agricultural, mountain and fishing villages for demonstration, and opened the platform after the revision and supplement of the expert. It is expected to elevate students' self-directed learning abilities in agricultural, mountain and fishing villages by developing and extending smart learning contents to use ICT in Mathematics and science education, which are high in urbanrural academic disparity.
This study analyzed the managerial efficiency of 11 organizations, the branch centers of a occupational health service organization in Korea, using the Data Envelopment Analysis (DEA) method. The DEA is a good method for evaluating health services since it can handle multiple inputs and outputs simultaneously, and also identify the sources and amount of inefficiency. The author approached this study using two efficient models: the monetary value model and the real value model. The DEA method based on the monetary value model included cost factors, while the real value model excluded cost factors. The input variables used were manpower of physicians, medical technicians, nurses, industrial hygienists and administrators; labor, maintenance, and material expenses. The output variables used were the number of medical examinations, workplace evaluations, group health management services and income from each service. The major results were as follows: First, in the monetary value model, 6 out of 11 organizations (54.6%) showed an efficiency score of 1.0, which means that they have been operating in very efficient ways. However, 5 organizations (46.4%) showed themselves to be relatively inefficient. Second, in the real value model, 7 out of 11 organizations (63.4%) showed an efficiency score of 1.0, which means they have been operating efficiently, while 4 organizations (46.4%) showed themselves to be relatively inefficient. Third, the reliability of DEA method were analyzed by comparing the results of the monetary value model and real value model. The results of 8 out of 11 organizations were same in terms of being efficient or not. Thus, the DEA could be a valid application method for occupational health service organizations. Fourth, the organizations that displayed common inefficiency in both the monetary value model and in the real value model 3, 9, and 10, were also considered to be managed inefficiency from expertise opinion. In summary, this study evaluated the efficiency of occupational health service organizations applying the DEA method with different variables, and found that the results of analysis could be valid in terms of both modeling and expert sense. In the future, the DEA method will be used as a useful tool to identify and evaluate the efficiency of occupational health service organizations through more applications and refinements.

The purpose of this study is to classify types of urban flower landscape. As a result of the study, first, through literature and case review, it was found that the four elements of place element, form element, natural element, artificial element, should be included in the sentence and key expression for defining the concept of flower landscape. In contemplating these four elements, a newly reconstructed concept of flower landscape was presented. This is expected to be the basis for the flower landscape integration theory. Second, flower landscape was defined as a genre and a unit of urban landscape. In addition, in order to build a system of flower landscape as a specialized area, after considering the concept, characteristics, and functions of a large category of urban landscape, its hierarchical categories with flower landscape were newly arranged. Thus, the flower landscape as an urban landscape was suggested. Third, in order to provide rational selection materials to consumers through type classification, related theories were investigated by expanding not only to the flower field, but also to the urban planning and urban ecology fields. 41 elements for the type classification were extracted, and 4 core elements were derived through the clustering process. Based on the 4 elements as the classification criteria, through the opinion verification from the FGI with experts, 9 types of middle-classification and 30 types of small-classification were derived. As a follow-up research suggestion, if a valid type is additionally established through a monitoring in the type application process, and more specified application types are developed and organized by expanding second-level classification hierarchy to the third-level hierarchy, this will lead to great studies improving the system of the types.

This study intend to analysis the main issue of deterioration of old housing complex for reproduction and derive the solution. Most of existing reproduction of hosing complex pushed to improve residential environment or expected rise real estate in value. For that reason, there was a limit to improve social problem of urban area behind hosing complex and surrounding area. Because government propel to make brand of city, have parking facilities and rise floor space index rather than established reproduction plan based on the aging problem of housing complex. Therefore, city need to deduct major reproduction issue to improve aging problem and prepare effective counterplan in complex and surround area by reproduction. This study progress through three steps of research. First, arrange problem of aging complex and way of response sustainably. Second, understand the importance by group toward improvement and aging problem that appear aging apartment complex through survey and opinion of expert. Third, comprehend major reproduction issue over this.
Background: Guideline for practice is useful because it can be the standard for assessment and way to improve quality. We need to take account of expert opinion and consensus as well as scientific evidences to develope practice guideline because it should be practical. Delphi method has been developed to gather opinions from experts fairly. This study was designed to develop practice guideline and apply it to practices as a method to improve quality in primary medical care. Methods: Hypertension(in adults over 18 years old) was selected as a target problem. Self questionnaires about management of hypertensive patients were developed by a researcher with advice of 11 experts. The questionnaires were designed to response as a 5 pont scale. The results of previous questionary were given to respondents in second and third questionnaires. If needed, the questionnaires were changed on the previous responses. The items with medium greater than or equal to 4 point in 1st and 2nd responses were accepted in guideline. The items with medium lesser than or equal to 3 point were questioned again about whether they can be excluded or not. The criteria for assessment was made with reference to guideline and applied to 85 hypertensive patients of 9 family practitioners. At 3 months after practice guideline had been given to family practitioners, performance of same practitioners was assessed with 36 new hypertensive patients. Results: 23 professors in family medicine, 22 family practitioners and 6 cardiologists, responded among 50, 50, 15 respectively. Practice guideline with 33 items was developed as a result of 3 times questionaires. The difference of responses between professors in family medicine, family practitioners and cardiologists was not significant. Performance of practice was improved in diagnosis, history taking about 6 fields, laboratory examination and decision making about time of pharmaceutical prescription. It was not improved in physical examination, life style modification, method of pharmaceutical prescription, choice of initial antihypertensives and history taking about duration of disease and diet habit. It was decreased in history taking about psychosocial factors. The assessment scores were low in history taking, physical examination and life style modification before and after use of practice guideline. Conclusion: Practice guideline for hypertension could be developed by Delphi method. Performance of practice improved partially after use of guideline.

In the 21st century, the Earth has continued its efforts to reduce carbon emissions to overcome the crisis caused by climate change. The construction industry, which is a representative industry that produces large amounts of the environmental load during construction, should actively reduce the amount of the environmental load. From the planning stage of the construction facility, it is necessary to consider the environmental load such as route selection and structure type selection to reduce the environmental load. However, the environmental load can be estimated based on the input resource amount. However, in the planning stage, it is difficult to accurately calculate the environmental load due to lack of information on the construction amount. The purpose of this study is to select the environmental load factors for IPC girder bridges to be used in the environmental load estimation model in the planning stage. Specific information related to the environmental load was selected from a list of information available in the planning stage, reflecting the Life Cycle Assessment(LCA), correlation, principal components analysis and expert opinion. The list of selected planning stage information is 10 such as span length and bridge extension, and it is expected to be used as a basic data for the future development of environmental load estimation model.

There is an inescapable requirement in public policy to provide evidence. For the evaluation of the EU Rural Development Policy, the European Commission has designed a Common Monitoring and Evaluation Framework(CMEF). The principal objectives of evaluations are to improve decision-making, resource allocation and accountability. In Korea, howerver, the opinion-based policy by expert is still rural development evaluation system. It does not provide the objective quantitative indicators for impact of rural development project. According to this, the budget-making body (parliament, government, etc.) have questioned the effectiveness of rural development projects, rural development projects often reduced or changed. To improve the accountability of rural development policy, it is necessary to build a reliable monitoring and evaluation system based on the evidence. First, rural development evaluation indicators should be considered the multipul goal of rural development, namely economic development, social development. Second, the purpose of the evaluation is necessary to be designed for the learning rather than reward. Third, the participation by local residents should be strengthened in evaluation process. Finally, it is necessary to establish rural development monitoring and evaluation system, such as CMEF of the EU (CMEF).
As the importance of biotechnology has been increased as a growth engine for country, most countries get focused on securing technological competitiveness in the field of biotechnology. Under the fierce global competition, it is very important to identify technological competitiveness of Korea and our neighboring countries in order to carry out effective research and development. Expert opinion survey such as Delphi is mainly conducted to analyze the technological competitiveness, but the method based on experts' intuition may produce different results depending on survey respondents due to the strong subjective inclination. In this study, the patent registered in US was utilized to analyze the technological competitiveness based on objective data. Targeting countries were Korea, China and Japan which were leading nations in the Northeast Asia. As analytical indexes, NP(Number of Patents), CPP(Cites per Patent), PII(Patent Impact Index), TS(Technology Strength), TI(Technology Independence), PFS(Patent Family Size) were used for analysis. Moreover, the industrial linkage with biotechnology was analyzed by matching IPC code of patents with 44 industries. Based on this analysis, technological convergence and utilization were quantified. The findings can be utilized as basic data when policy is established to improve technological competitiveness in the field of biotechnology.
Is presenting guidance of information performance measurement as government PRM version 2.0 these common reference models in public sector. Government PRM is consisted of assessment classification system and standard line of sight and performance management standard form. Through this, is sorting performance element and define cause-and effect. Government PRM is supplying measurement categories at assessment classification system, but relative importance for application standard by measurement categories is not presenting. In this study, importance for government PRM's measurement categories been applying by commonness Test of information performance measurement of public sector wishes to deduce estimation and priority. Research model used Fuzzy QFD, and designed so that can reflect well PRM's development purpose. I applied Fuzzy AHP and FPP method that graft together fuzzy theory to minimize uncertainty and ambiguity in that expert opinion. Is drawn to element that "Standard model offer for information department and management" is the most important in government PRM's development purpose. "Quality of service" is showing the highest priority in customer results in measurement category. Importance for government PRM's measurement categories can offer common valuation basis in government and public institution. Hereafter if examine closely quantitative cause-and effect for structure model of measurement classification system when study government PRM more objective and efficient reference model become.
This paper shows alternative route search and preference route search for the traffic route search, and proposes the use of the fuzzy non-additive controller by the application of AHP(analytic hierarchy process). It is different from classical route search and notices thinking method of human. Appraisal element, weight of route is extracted from basic of the opinion gathering for the driving expert and example of route model was used for the finding of practice utility. Model evaluation was performed attribute membership function making of estimate element, estimate value setting, weight define by the AHP, non additive presentation of weight according to $\lambda$-fuzzy measure and Choquet fuzzy integral. Finally, alternative route search was possible to real time traffic route search for the well variable traffic environment, and preference route search showed reflection of traffic route search disposition for the driver individual. This paper has five important meaning. (1)The approach is similar to the driver's route selection decision process. (2)The approach is able to control of route appraisal criteria for the multiple attribute. (3)The approach makes subjective judgement objective by a non additive. (4)The approach shows dynamic route search for the alternative route search. (5)The approach is able to consider characteristics of individual drivers attributed for the preference route search.
