The study is to examine the actual conditions and problems of educational welfare which is a part of social welfare and to offer its future directions and things to do. First of all, education has been considered to be part of social welfare in developed countries for a long time and it has been used the same as school educational welfare. These days Korea is confronted with increasing needs of educational welfare caused by emphasis of manpower, appearance of new poor class after IMF, handing down poverty to their children, absence of public education and educational fever, stress of life long learning and extending needs of students' social welfare service. In advanced countries compared to Korea, people perceive education as an equal opportunity. To reach this thesis, various efforts have been making in terms of manpower development such as reform of related laws, financial and official support, offering of parental skills and protecting children for the disadvantaged, dispatching school social workers and overall life improvement. The subjects and age of educational welfare are also diverse ranging from poor families and pre school children to general public and adults. On the other hand, Korea lacks related laws and financial support that are supposed to enforce educational welfare systematically. Also integrated and professional services are not often available due to the lack of cooperation between related agencies. Therefore, government's role and responsibility should be defined clearly in the future directions of educational welfare in Korea. For this, it is needed to establish related laws and build a concrete financial and executive interrelationship. Also every person should be a target of educational welfare putting priorities on the disadvantaged. A lot of efforts should be made to achieve things mentioned above. Multi-dimensional approach intertwined with education, welfare and labour, establishment of cooperation system between related agencies, reinforcement of life long learning, extension of free education including infants and toddlers, and offering financial support to the poor are a few among these efforts. Finally, institutionalization of school social welfare and improvement school facilities are strongly recommended to get to the right track of educational welfare.
This study purports to investigate the readiness of the university hospital employees in the knowledge-based management. Data were collected from 550 employees including administrative, nursing, and technical staff of 9 university hospitals located in Seoul and Kyunggi Province through the self-administered questionnaires. The response rate was 79% and 425 questionnaires were used as final data and analyzed using 2 test, t-test, and ANOVA. The main findings of the study are as follows. 1) It seems that most employees of the study hospitals have basic knowledge on the concept of knowledge-based management. This finding implies that the implementation of the knowledge-based management in Korean university hospitals will not likely to face strong resistance from their employees. 2) The results show that Korean hospital employees are still not so accustomed to using e-mail as the main communication tool. This finding suggests that it is necessary to use various communication tools which include electronic data interchange, teleconference, and cyber chatting for facilitating the knowledge-based management in Korean university hospitals. 3) It is desirable to appoint a chief knowledge officer(CKO) for operating knowledge-based management system effectively. 4) A reward system for employees who show a distinguished performance in the creation and sharing of new knowledge should be established. Knowledge mileage system, selection of the best knowledge employee and team will be a good example of the effective reward system. 5) The participation and support from the chief executive officers (CEO) of the hospitals is an important factor for successful knowledge-based management. Furthermore, to make physicians actively participate in the knowledge-based management is another important factor for obtaining valuable outputs from the system. 6) It is found that the knowledge and skills of the hospitals employees on the information technology (IT) are not sufficient for making knowledge-based management more popular. This implies that it is very important to select IT-oriented employees and educate them continuously on the knowledge-based management.
The purpose of this study is to examine the mediating effects of job satisfaction of human service employees on emotional leadership-turnover intention relationship. Additionally, this study examines chief executive's employment type differences on results of the structural relationship. To examine them, employees from 56 local healthy family support centers in Seoul and Gyeonggi-do were surveyed and 295 of them were finally analyzed. The methodology adopted in this study is the structural equation modeling and multi-group analysis. The results of this study are as follows. Firstly, emotional leadership of supervisor has a significant influence on the job satisfaction. Secondly, it was found that emotional leadership and job satisfaction have a significantly negative effect on turnover intention. Thirdly, job satisfaction works as a mediator between the emotional leadership and turnover intention. Finally, it was confirmed that emotional leadership is a signifiant factor for job satisfaction, and that the paths vary with job satisfaction according to employment type of chief executives. Based on the above findings, theoretical and practical implications are discussed.
We, in Korea, have over two hundred hypermarkets and the number is continuously increasing. We drop into a hypermarket for merchandise, which is an integral part of our life style. So, we should consider safety for employees as well as customers because hundreds of thousands of people use the hypermarket every day. In addition, we do not have specific laws to address these matters. We also lack reasonable ideas to prevent accident and loss. Now is the right time to revamp the laws and ordinances to improve the quality of civilian life. Prevention of accidents is a needed investment for all security personnel. The best solution for businesses is prevention of accidents. This will increase profits and cost-effectiveness as well as increase customer satisfaction. The company should form a security management department for comprehensive protection of assets. The goal of security management employees should be productive and effective security management. Every employee should have responsibility in mind to prevent accidents in his or her work. In addition, The company should have a systematic organization in place and regular training sessions. The most effective security management comes from cooperation of all members. In the 21st century, we pursue a high standard of living which is a result of our cooperation against any accident and loss. This paper presents a stiffness analysis method for a low-DOF parallel manipulator, which takes into account of elastic deformations of joints and links. A low-DOF parallel manipulator is defined as a spatial parallel manipulator which has less than six degrees of freedom. Differently from the case of a 6-DOF parallel manipulator, the serial chains in a low-DOF parallel manipulator are subject to constraint forces as well as actuation forces. The reaction forces due to actuations and constraints in each limb can be determined by making use of the theory of reciprocal screws. It is shown that the stiffness model of an F-DOF parallel manipulator consists of F springs related to the reciprocal screws of actuations and 6-F springs related to the reciprocal screws of constraints, which connect the moving platform to the fixed base in parallel. The $6{times}6$ stiffness matrix is derived, which is the sum of the stiffness matrices of actuations and constraints. The six spring constants can be precisely determined by modeling the compliance of joints and links in a serial chain as follows; the link can be considered as an Euler beam and the stiffness matrix of rotational or prismatic joint can be modeled as a $6{times}6$ diagonal matrix, where one diagonal element about the rotation axis or along the sliding direction is zero. By summing the elastic deformations in joints and links, the compliance matrix of a serial chain is obtained. Finally, applying the reciprocal screws to the compliance matrix of a serial chain, the compliance values of springs can be determined. As an example of explaining the procedure, the stiffness of the Tricept parallel manipulator has been analyzed.

This study on the performance of ERP Systems is designed to take a look at the importance, outcome factors of information system, the quality measurement of the information system, and breaking the quality of the information system into system quality, information quality.
In order to efficiently promote a nation's National Spatial Data Infrastructure (NSDI) vision, it is important that a rational NSDI promotion system should be established. For such a NSDI promotion system, cooperation among the related organizations and the consistency of policies are crucial. In these regards, the main purpose of this research is to suggest a desirable model for the NSDI promotion system. Also, this study attempts to demonstrate problems and provide solutions in Korea NSDI promotion system. To accomplish this purpose, the literature reviews and content analysis were used. Following are the major findings of this research. First, a desirable NSDI promotion system should be consisted of the upper system (at the planning level) and the lower system (at the executive or implementing level). Second, the upper and lower system in NSDI promotion system should both be vertically connected and be horizontally connected. Third, the upper system should consist of the NSDI promotion committee, civil advisory committee, and sub-committee. Fourth, the lower system for the execution purposes of NSDI projects should consist of the NSDI top manager, in each central/local government, and professional support institute.

Virtual Robot Education System (VRES), which is for programming education with a Lego Mindstorm NXT robot, is designed and implemented. Through this system, program learners can edit source code, compile, download it into the robot, and run their executive program. In order to observe it, the system includes web cameras and provide monitoring services. Thus, students are able to verify the operation of robot into which they download their program in detail and to debug if necessary. In addition, we design a new simple user-friendly programming language and a corresponding compiler for it. With those tools, learner can more easily create programs for NXT robot and test them than Java language. A educator can control and manage the robot for the subject of a class with direct control mode of our system. Therefore, the proposed system is able to support students to learn robot programming during or after regular classes with web browsers through Internet.
The political reformation in Indonesia is a determinant factor of the change in political communications and the roles of media. Currently, the political elites need media support, since it contextually has a significant role. Whoever has a good relationship with the media, will be loved by the public. On the other hand, the media also have a vested interest in the elite in running businesses and building the power of industry. Policies and capital pose a challenge to maintaining the continuity of the media. Independence and control of media are at stake, when the interests of the media and the elite collaborate with each other and then build a benefit on both sides. Meanwhile, the role of social media also cannot be neglected. The Indonesian political communication system is characterized by the presence of social media in a pseudo-relationship between the elite and the public. This paper tries to explain the growing trends of research in the academic environment and the research trends in political practice in Indonesia after the occurrence of post-reformation era in legislative and executive elections. The method used is the meta-analysis of research outcomes of university (dissertations) and secondary data sources. Data processing is done by meta-analysis of secondary data. The results of meta-analysis research indicate that, the objective conditions, in Indonesia, especially the political conditions, stimulate new spaces in communication research. The study of political communication becomes dominant in the academic environment. In addition, communication research is also characterized by a shift from the linear perspective (positivistic paradigm) to the interactive perspective (naturalistic paradigm). On the other hand, the development of politic and governance situations in Indonesia has prompted the establishment of polling agencies that help citizens understand the maps of political power and candidates in general elections and regional head elections.

This study examines the strategies employed by GM, who experienced bankruptcy in 2008. Specifically, we explore the autonomous driving-related technologies and execution, which GM began developing later than other car manufacturing companies. This study found that GM implemented aggressive M&A in search of vertical industrial integration for the development and production of autonomous vehicles. GM selected candidate firms to complement its technological gaps for the development and implementation of the autonomous vehicle. Secondly, GM achieved executive capacity by attempting to build a vertical integration in the wider scope of components, solution, service, and sales. Thirdly, the consistent governmental support and policies, such as the connected car project, M-City, and NCHRP Program expedited the development process. This study provides practical and policy implications for Korean companies and policymakers related to the automotive industry.
