IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.
Zn$_{l-x}$Co$_{x}$O (x = 0.05 - 0.20) films were grown on Coming 7059 glass by sol-gel process. A homogeneous and stable Zn$_{l-x}$Co$_{x}$O sol was prepared by dissolving zinc acetate dihydrate (Zn(CH$_{3}$COO)$_{2}$$\cdot$2H$_{2}$O), cobalt acetate tetrahydrate ((CH$_{3}$)$_{2}$$\cdot$CHOH) and aluminium chloride hexahydrate (AlCl$_{3}$$\cdot$ 6H$_{2}$O) as solute in solution of isopropanol ((CH$_{3}$)$_{2}$$\cdot$CHOH) and monoethanolamine (MEA:H$_{2}$NCH$_{2}$CH$_{2}$OH). The films grown by spin coating method were postheated in air at 650°C for 1 h and annealed in the condition of vacuum (5 $\times$ 10$^{-6}$ Torr) at 300$^{\circ}C$ for 30 min and investigated the nature of c-axis preferred orientation and physical properties with different Co concentrations. Znl_xCOxO thin films with different Co concentrations were well oriented along the c-axis, but especially a highly c-axis oriented Zn$_{l-x}$Co$_{x}$O thin film was grown at 10 at$\%$ Co concentration. The transmittance spectra showed that Zn$_{l-x}$Co$_{x}$O thin films occur typical d-d transitions and sp-d exchange interaction became activated with increasing Co concentration. The electrical resistivity of the films at 10 at$\%$ Co had the lowest value due to the highest c-axis orientation. X-ray photoelectron spectroscopy and alternating gradient magnetometer analyses indicated that no Co metal cluster was formed, and the ferromagnetic properties appeared, respectively. The characteristics of the electrical resistivity and room temperature ferromagnetism of Zn$_{l-x}$Co$_{x}$O thin films suggested the possibility for the application to dilute magnetic semiconductors.

The purpose of this study is to investigate the ecosystem structure underlying the development of artificial intelligence technology and related industries. In addition, the research on the AI business ecosystem based on AI technology and the ways to activate them was discussed. Ecosystems play a role in organically connecting producers, consumers, and decomposers. In the AI ecosystem, we classified the AI service producers, producers of AI services using the produced services, and data and related infrastructure services that are the basis of AI services. Stakeholders in the AI business ecosystem are the government and various private organizations that have a direct or indirect influence on AI service production, consumption, and operation. In Korea, in particular, the government plays a role as the most influential stakeholders. For example, the company contributes to the increase of producers, which are related to human resource development, and plays a catalyst role in the increase of services produced by R & D funding. In this study, the policy for revitalizing the AI business ecosystem includes (1) securing the environment for increasing producers, (2) spreading AI awareness among consumers, (3) securing data exchange and supply infrastructure, and (4) supporting services and related laws. Secure the system. This study is meaningful in that it contributes to and contributes to the construction of domestic AI-based environment and related research.
The technique of information-communication rapidly developed has made it possible for us to do business through Internet. Electronic commerce was increased rapidly by the explosive development of the inter and communication revolution. E-Commerce has created a fundamentally new way of conduction and will change drastically accepted ways of doing business. Normally international trade has been formulated in a way that exporters and importers meet face-to-face and contract and pay by letter of credits. For the global electronic commerce to vitalized, the outstanding matters should encourage the creation of infrastructure of information security and new models in the field of electronic payment systems, electronic commerce agreement for remedy, adapting electronic date interchange in transport documents and negotiability of electronic bills of lading. The payment systems such as electronic fund transfers, tradecard system and electronic letters of credits issued by SWIFT system permit the parties concerned(sellers, buyers ad service providers) to settle payment electronically. Still they are many limitations for complete international electronic transactions. The following measures have to be taken to vitalize electronic trade transactions. It is needed to acquire information security such as authenticity, integrity, non-repudiation and confidentiality. All kinds of documents need to be replaced by electronic date exchange and the legal structure of international convention, national law for electronic payment systems have to be completed. Also a detailed guide of the banking operation and developing rules for electronic letters of credits need to be provided to adopt eUCP rules for the electronic presentation of documents.
Internet related crimes are a crime which is inter-related with high specialization ${\cdot}$ technicality ${\cdot}$ leakage of information ${\cdot}$ intellectual-offence and deviant behavior. Without the accurate countermeasure, we can't achieve the desired end. So we should find out multilateral and general measure. Always crimes go in advance of the measure, so the counter measures against, computer crime can not be final. Nevertheless, we can't be careless in making the measure, but we should always consider a counter measure. 1995. 12. 29. our country revised criminal law and consolidated direct provisions, especially on the computer-hacking. But, inspite of the revision, especially on the computer-hacking. But, inspite of the revision, we have many problems'. So, first of all, through the positive and empirical study, we should revise criminal law and computer crime related provisions systematically. As the aspects and techniques of internet related crimes are always changing with the development of computer technology, there will be many problems with principle of legality, when we apply the existing abstract provisions to the new crime. We can not be lazy in studying the emerging internet related crimes and taking concrete shape of the provision. And it will be a big help to that desirable to import the foreign provision without consideration of our reality. Without the positive and empirical study on internet related crimes, sometimes important crime will be out of reach of the punishment. Due to these day's development of computer and technology of communication, the personal computers are widely supplied and especially PC communication and exchange of the informations became the most important function. With the advent of internet, new aspects of crimes are appearing. Up to now, the fraud by using the computer or the interference in the execution of duty by the illegal operation of computer was the leading aspects of computer crime, but nowadays with the advent of internet, database crime or network crime like the computer hacking became the important aspects of internet related crimes. These new aspects of internet related crimes are defusing into domains of traditional crimes. Nevertheless to follow and punish the acts on the internet is not technically easy, and as it is emerging international shape, to settle it by international law is not that easy. Harmful acts in the information-oriented society are very diverse in kinds and aspects, and it is difficult to enumerate. The point is that among the new acts in the information-oriented society we should decide which acts are to be punished and which acts are not to be punished. It is needless to say that the criminal law should be the last resort. But owing to the characters of the characteristics of the information-oriented society, when the traditional standards can be applied, the question of what is the basis and how it can be applied in a concrete way is not settled. And if it cannot be applied, how can we make new standard is also an unsettled question.
This study attempted to do a research on whether local festivals contributed to local economic vitalization in an empirical aspect focusing on Almedalen's case of Sweden has not been discussed in Korea. For this, by analyzing Gotland's sociocultural and economic aspects into 3 steps and evaluating them, the study tried to derive policy implications for benchmarking Almedalen in Korea in the future. As a result of analyzing the economic effect of Almedalen in Sweden into 3 steps, it was shown that in the analysis of resources in Step 1, Almedalen positively affected tourist allurement based on Gotland's beautiful natural landscape. In the evaluation of operation in Step 2, according to the result of examining an increase in population and stabilization with a valuation index related to the activation of local economy, Gotland was steadily seeing a new inflow of population, due to which it can be confirmed that local income increases as various jobs are being created. Finally, as a result of examining the improvement in local image in Step 3, it was shown that as diverse members from all walks of life participated in Gotland's festival, external communication became flexible and the opportunity of social participation increased, which positively affected local image. Based on the study results, the policy implications for benchmarking Almedalen, Sweden's local festival, are as follows: First, selecting an appropriate place for attracting the participation of various people is needed. Second, local festivals should be places for communication to exchange opinions, not specific institute-oriented unilateral provision of information. Third, while advancing local festivals for nonprofit, the efforts to make positive changes in local image are needed.

This paper introduces a 'divide-and-conquer' algorithm to the travelling salesman problem (TSP). Top 10n are selected beforehand from a pool of n(n-1) data which are sorted in the ascending order of each vertex's distance. The proposed algorithm then firstly selects partial paths that are interconnected with the shortest distance $r_1=d\{v_i,v_j\}$ of each vertex $v_i$ and assigns them as individual regions. For $r_2$, it connects all inter-vertex edges within the region and inter-region edges are connected in accordance with the connection rule. Finally for $r_3$, it connects only inter-region edges until one whole Hamiltonian cycle is constructed. When tested on TSP-1(n=26) and TSP-2(n=42) of real cities and on a randomly constructed TSP-3(n=50) of the Euclidean plane, the algorithm has obtained optimal solutions for the first two and an improved one from that of Valenzuela and Jones for the third. In contrast to the brute-force search algorithm which runs in n!, the proposed algorithm runs at most 10n times, with the time complexity of $O(n^2)$.

This paper deals with the cancellation performance of loop back interference signal in the case of multihop relay of 16-QAM received signal at the USN radio network. For this, it is necessary to the exchange of information with long distance located station by means of the relay function between the node in the USN environment. In the relay node, the loop-back interference signal which the retransmitting signal is feedback to the receiver side due to the antenna of transmitter and receiver are co-used or very colsely located or using the nonlinear device. Due to this signal, the performance of USN system are degraded which are using the limited resource of frequency and power. For improve this, it is necessary to applying the adaptive signal processing algorithm in order to cancellating the unwanted loop-back interference signal at the frontend of receiver in relaying node, we can get the better system and multi hop performance. In the adaptive signal processing, we considered the 16-QAM signal which has a good spectral efficiency, firstly, than, the QR-Array RLS algorithm was used that has a fairly good convergence property and the solving the finite length problem in the H/W implementation. Finaly, we confirmed that the good elimination performanc was confirmed by computer simulation in the learing cuved and received signal constellation compared to the conventional RLS.
At its thirty-second session(Vienna, 17 May-4 June 1999), the UNCITRAL decided that the priority items for the Working Group(Arbitration and Conciliation) should include enforceability of interim measures and the requirement of written (on for the arbitration agreement. The Working Group, at its forty-third session(Vienna, 3-7 October 2005), it had undertaken a detailed review of the text of the revised article 17 of UNCTTRAL Model Law on International Commercial Arbitration, and it had resumed discussions on a draft model legislative provision revising article 7, paragraph (2) of UNCITRAL Model Law. The purpose of this paper is to make research on the contents and issues of the draft legislative provisions on interim measures and preliminary orders, and on the form of arbitration agreement which the Working Group discussed and adopted at its forth-fourth session(New York, 23-27 January 2006). The draft legislative provisions on interim measures and preliminary orders are composed of the following provisions : Article 17-power of arbitral tribunal to order interim measures; article 17 bis-conditions for granting interim measures; article 17 ter-applications for preliminary orders and conditions for granting preliminary orders; article 17 quater-specific regime for preliminary orders; article 17 quinquies- modification, suspension, termination; article 17 sexies-provision of security; article 17 septies-disclosure; article 17 octies-costs and damages; article 17 novies recognition and enforcements; article 17 decies-grounds for refusing recognition or enforcement; article 17 undecies-court-ordered interim measures. There are the following issues in the draft legislative provisions on interim measures and preliminary orders : form of issuance of an interim measures in article 17(2); conditions for granting interim measures in article 17 bis; purpose, function and legal regime of preliminary orders in article 17 ter; obligation of arbitral tribunal to give notice, and non-enforceability of preliminary orders in article 17 quater; burden of proof, interplay between article 17 decies and article 34, and decision on the recognition and enforcement of the interim measures in article 17 decies; placement of article 17 undecies; amendment of scope exception of application in article 1(2). The draft legislative provisions on the form of arbitration agreement are composed of the following provisions : article 7(1) definition of arbitration agreement; article 7(2) arbitration agreement in writing; article 7(3) arbitration agreement if its terms(content) are (is) recorded in any form; article 7(4) arbitration agreement by an electronic communication; article 7(5) arbitration agreement in an exchange of statements of claim and defence; article 7(6) reference to any document containing an arbitration clause. There are the following issues in the draft legislative provisions on the form of arbitration agreement : arbitration agreement in writing in article 7(2); terms or contents of arbitration agreement in article 7(3); arbitration agreement by electronic communication in article 7(4); existence of arbitration agreement in article 7(5); reference to any document containing an arbitration clause in article 7(6); the alternative proposal on article 7; amendment to article 35(2).

In this paper, The PC interface for packet terminal of ISDN is designed and implemented in order to build packet communication networks which share computer resources and exchange informations between computer in the ISDN environment. The PC interface for packet terminal of ISDN constitutes S interface handler part which controls functions of ISDN layer1 and layer 2, constitutes packet handler part which controls services of X.25 protocol in the packet level.Where, The function of ISDN layer1 provides rules of electrical and mechanical characteristics, services for ISDN layer 2. The function of ISDN layer 2 provides function of LAPD procedure, services for X.25 The X.25 specifies interface between DCE and DTE for terminals operrating in the packet mode. The S interface handler part is orfanized by Am 79C30 ICs manufactured by Advanecd Micro Devices. ISDN packet handler part is organiged by AmZ8038 for FIFO for the purpose of D channel. The common signal procedure for D channel is controlled by Intel's 8086 microprocessor. The S interface handler part is based on ISDN layer1,2 is controlled by mail box in order to communicate between layers. The ISDN packet handler part is based on module in the X.25 lebel. The communication between S interface handler part and ISDN packet handler part is organized by interface controller.
