우선순위제약 DEA모델을 이용한 서비스조직의 성과평가 (The Performance Evaluation on Service Organization using the Priority-Constrained DEA Model)

  • This paper attempts to improve the typical DEA model that is often used as a performance evaluation method for service firms. The after-sales service system in a Korean electronic company is chosen as a sample case. The performance evaluation method currently practiced in the firm was reviewed and some critical issues of the current method were discussed. DEA model would be considered a solution for solving those Issues. However, typical DEA models has various drawbacks in determining the weights over evaluation criteria. Proposed is the priority-constrained DEA model that accommodates the strategic Importance of each evaluation criterion. The results of the proposed model are compared with those of typical DEA models. It is shown that the priority-constrained DEA model is superior to the others in terms of evaluation quality.

  • 본 논문에서는 정보화 투자에 대한 성과평가를 통해 공공부문의 정보화 예산투자에 대한 타당성과 효과성 측정 방안, 그리고 투자대비 효과의 적합성을 제고 할 수 있는 계량적 평가모델을 제시하였다. 즉, 전자정부 과제로 추진된 정부전자문서유통센터 구축사업을 대상으로 정보화 투자에 대한 명확한 성과목표를 설정하고 사전평가 및 사후평가를 객관적으로 측정할 수 있는 핵심성과지표(KPI)를 개발하여 계량적 평가모델을 이용한 현장검증 연구방식으로 성과평가 결과를 도출하였다.

BNR 하수처리 최적화를 위한 평가방법론 및 Comprehensive Performance Evaluation (Evaluation Methodology and Comprehensive Performance Evaluation for Optimization of BNR Wastewater Treatment)

  • A BNR comprehensive performance evaluation (BNR CPE) system was established employing system-oriented evaluation methodology for biological nutrient removal (BNR) processes based on the CPE techniques developed by U.S. EPA for evaluation of conventional biological processes. The BNR CPE system applied to five domestic BNR plants adopting $A^2/O$ process confirmed that all target plants except the smallest one had not any serious defective performance and process stability was enhanced with increasing plant size. The system also clearly verified relatively poor performances in anoxic reactors without exception mainly due to influent carbon limit rather than functional defect. Consistent good performances were confirmed even during both winter season and wet weather generally known to be difficult to achieve satisfactory removals. Presentation of evaluation results by modified radar chart system simplified and clarified the evaluation and analysis procedures. The BNR CPE system could not only discover readily the causes of present and prospective poor performances but also facilitate the suggestion of their optimization options. Mutual effect and cause-and-effect among operation parameters and unit processes were also found easily using the evaluation system. The system justified that the adverse effect of defective operating parameters could be compensated by other favorable parameters, especially in anaerobic and anoxic reactors as well as during the winter season.

  • 최근 ITS가 전국적으로 확대 구축되면서 교통정보의 신뢰성 확보 및 향상에 대한 요구가 증대되고 있으나 현재까지 교통 정보 신뢰성의 중요 요소인 ITS 장비를 시험하고 검사하기 위한 평가방법과 평가시설이 마련되지 않고 있어 교통정보의 신뢰성이 확보되지 못하고 있는 실정이다. 따라서 본 논문에서는 외국의 ITS 장비 성능평가시스템에 대한 사례 연구를 통해 우리나라 실정에 맞는 성능평가방법을 정립하고 성능평가시설을 구축했다.

  • 본 논문에서는 유전자 알고리즘의 성능향상을 위한 비례-적분-미분 평가방법을 제안한다. 비례-적분-미분 평가방법에서는 평가함수에 의하여 계산된 적합도와 더불어 각 개체의 부모 적합도, 초기세대로부터 이전세대까지의 최소, 최대 적합도를 이용하여 평가함으로서 유전자 알고리즘의 성능저하를 가져오는 조숙수렴 (premature convergence) 확률을 줄여주어 결과적으로 유전자 알고리즘의 성능을 향상시키게 된다. 비례-적분-미분 평가방법의 성능을 보이기 위하여 유전자 알고리즘 성능 검증에 많이 사용되어온 대표적인 함수 최적화 문제들을 적용하여 실험해본 결과 제안한 방법이 유전자 알고리즘의 성능을 크게 향상 시킬 수 있음을 확인하였다. 제안한 평가방법은 다른 형태의 유전자 알고리즘의 성능향상을 위해서도 쉽게 적용될수 있다.

의료기기산업의 지식자산 평가모형 (The Evaluation Model for Knowledge Assets on Medical Devices Industry)

  • The existing evaluation systems based on financial performance summarize the information about past results and focus on short-term performance, and so they have the limits to explain the future value of firms and to make a long-term strategic performance. By this reason, as a way to increase the future value, the development of the integrated performance evaluation system with which we may manages financial performance and knowledge assets together has been required recently. This study puts together various researches for the evaluation of knowledge assets, and analyzes the existing studies for the domestic medical devices industry and the tendency of introduction for business practice. Under this analysis, this study develops the knowledge asset evaluation indexes for medical devices industry by using the Balanced Score Card (BSC) of Kaplan & Norton(1992), and then presents the evaluation model by applying the Analytic Hierarchy Process (AHP) of Saaty(1980) to get the weight for each index. With the final evaluation model, we can calculate the evaluation score combined with both the quantitative indexes and the qualitative indexes at once.

친환경주택의 건설기준 및 성능규정에 의한 공동주택 평가현황에 관한 연구 (A Current State of Multihousing Evaluation Based on the Construction Criteria and Performance Codes of Green Homes)

  • Purpose: In Korea, buildings make up 20.5% (2012) of the gross national energy consumption, so they are a major target for greenhouse gas reduction. In particular, energy consumption in multihousing represents approximately 32.6% of the entire building sector. With improving energy performance being the focus, efforts are continuously being made to reinforce standards and systems in greenhouse gas reduction. This study investigated the current status of multihousing in Korea in terms of energy performance as described in the performance evaluation reports submitted (to an institution that specializes in reviewing the performance evaluation of green homes) based on the construction criteria and performance codes for green homes and examined if the evaluation criteria using related methodologies were appropriate. The results will provide helpful information for reviewing the future directions of operations and amendments to the systems. Method: The overall characteristics of the system were examined using the evaluation methodologies (and current state of revisions) of the performance codes for green homes and comparing them with similar systems. Also, the current state of application and energy performance (conducted according to the evaluation methodologies) were compared by the evaluation institution for multihousing neighborhoods that were assessed for five years from 2010 to 2014. Result: It has been confirmed that the performance codes for green homes are different from other similar systems in evaluating performances of multihousing in that they allow both quantitative and qualitative methods of evaluation, and they consider both energy and sustainability simultaneously in the evaluation. Furthermore, regarding the adoption rate of the forms for the two evaluation methods (Form 1 - quantitative and Form 2 - qualitative), the rate preferring Form 2 increased gradually in time to reach 55.3% in 2014. In analyzing the rate of overall energy reduction (submitted in Form 1) and the coefficient of thermal transmission for each part (submitted in Form 2), it was observed that the deviation between the performance submitted and the criteria decreased in line with the level of reinforcement.

  • Earthquake resistance design has been developed many countries like Japan, USA, Mexico, New Zealand etc., which countries have experienced many earthquakes. Nowadays, earthquake resistance design has come into worldwide use. In Korea, the seismic design regulations have been established since 1988 in order to minimize the economic losses. Recently performance based design method has been adopted as a new Earthquake resistance design method. These regulations, however, are targeted for newly constructed buildings, In Korea, there are no regulations for existing buildings that built before 1988. On the other hand, in Japan and USA, the seismic performance evaluation is coded. In Japan, the evaluation index which can measure seismic performance has been made. So, we need to prepare the regulations that evaluate the seismic performance, furthermore proper retrofitting design guideline needs to be proposed when remodeling old buildings. In this research, various seismic performance evaluation methods which are being used in Japan and USA are reviewed in order to establish seismic performance evaluation index for those existing old structures in Korea.

  • 침입방지시스템은 네트워크에서 공격 서명을 찾아내어 자동으로 조치를 취하여 비정상적인 트래픽을 중단시키는 보안시스템이다. 수동적인 방어를 하는 침입차단시스템이나 침입탐지시스템과 달리 침입경고 이전에 침입을 중단시키는 개념의 솔루션이다. 침입방지시스템의 보안성 성능은 보안감사, 사용자 데이터 보호, 보안 인증 등에 좌우되며 성능은 탐지시간, 처리량, 공격차단 성능 등에 좌우된다. 본 연구에서는 이러한 침입방지시스템의 보안성 성능평가를 위한 모델을 구축하기 위해 CC(Common Criteria : ISO/IEC 15408)와 소프트웨어 제품평가에 관한 ISO 국제표준을 근간으로 하여 융합 성능평가 모델을 구성하였다.

  • 발전소의 성능을 효율적으로 관리 및 유지하기 위한 발전소 성능평가는 매우 중요한 절차이다. 하지만 기존의 성능평가 방식은 엑셀 기반의 수작업 방식이다 보니 준비절차가 복잡하고, 범용성이 떨어지는 문제가 있었다. 이에 본 논문에서는 기존 성능평가 시스템의 문제점을 분석하고, 설비를 효과적으로 모델링하고 누락된 물성치를 계산하며, 이를 바탕으로 자동 지표계산을 수행하는 설비 모델러를 통해 성능평가의 범용성, 효율성 및 정확성을 높이는 방법을 기술하고자 한다.
