Systematic performance evaluation of the Defense Acquisition Program is very important, since they are directly related to national security. In this paper, we reviewed various performance evaluation models from a methodological perspective for pragmatic performance evaluation, and the limitations of each model. In order to evaluate the performance of the Defense acquisition program efficiently, especially for the Naval ship Projects and considering their unique characteristics, both various stakeholders' participation, standard indicators for performance measurement, and tailoring them considering the projects' circumstances are necessary. We also propose indicators, contents, and detailed criteria example for the Requirements management. This approach enables a pragmatic and consistent evaluation of defense projects, and through this, meaningful insights could be acquired with accumulate data.

이 연구의 목적은 CIPP 평가모형의 상황, 투입, 과정, 산출적 국면에 따라 특성화고 취업역량강화 프로그램의 질 관리 및 개선을 위한 의사결정에 도움이 되는 평가지표를 개발하는 데 있다. 이를 위해 문헌고찰과 전문가 의견조사를 통하여 특성화고 취업역량강화 프로그램 평가지표를 설계하였다. 또한, 이를 타당화하기 위하여 특성화고 취업담당 교사 및 교육관련 전문가 15명을 대상으로 델파이 조사를 실시하였다. 수집된 델파이 설문 자료 결과를 통해 내용타당도인 CVR 값과 합의도, 수렴도를 통해 의견 일치 정도를 분석하였고, 수정 보완의 과정을 거쳐 최종 평가준거 및 평가지표를 확정하였다. 그 결과 개발된 평가준거는 총 7개로 요구분석, 목표설정, 실행계획, 수행내용, 프로그램 활동, 프로그램 관리 및 평가, 프로그램 성과이고, 평가준거 별 평가지표는 총 41개로 구성되었다. 최종 확정된 평가지표는 특성화고 현장에서 취업역량강화 프로그램 관련 이해관계자에게 활용됨으로써 특성화고의 취업역량강화 활동의 질적 향상과 나아가야 할 방향을 제시하는데 기여할 수 있을 것으로 기대된다.

본 연구는 시내버스 노선체계 평가 시 평가지표로 활용될 수 있도록 사회적 형평성 지표를 개발하였다. 사회적 형평성을 수평적 관점과 수직적 관점에서 수평적 형평성, 수평적 접근성, 수직적 형평성, 수직적 접근성의 4개 지표로 나누어 개발하였으며, 통합 지표로서의 사회적 형평성을 정의하였다. 개발한 평가지표를 모의 네트워크에 적용하여 시뮬레이션을 수행한 결과, 사회적 형평성의 지표는 존별 상대 비교에서 유의한 것으로 나타났다. 아울러 사회적 관점을 포함한 평가와 포함하지 않은 평가 사례의 비교를 통해 노선체계에서 사회적 형평성을 고려하는 경우, 평가결과가 다르게 나타날 수 있음을 입증하였다. 사회적 형평성 지표를 포함하여 평가할 경우의 최적 대안은 이 지표를 포함하지 않은 경우의 최적 대안과는 달라질 수 있음을 보여준다. 이로써 공공서비스인 시내버스 노선체계를 평가할 때에, 경제적인 효율성뿐만 아니라 사회적 약자 등을 고려한 사회적 형평성 지표를 반영하여 평가하는 방식이 가능하게 되었다.

Purpose: The purpose of this study was to explore the use of outcome indicators and perception of outcome evaluation of oncology advanced practice nurses (APNs). Method: A total of 111 oncology APNs from hospitals which have over 400 beds were surveyed. The participants' use of outcome indicators and perception of outcome evaluation were collected using a questionnaire including 84 outcome indicators for APNs developed by Sung et al. and 13 items on APNs' contribution to the hospitals developed by Kleinpell (2005). Data were analyzed using descriptive statistics, t-test, and $x^2$ test. Result: Twelve items out of 84 outcome indicators were used over 50% of the time and 57 items could be used in the future by the participants. Seven of the 10 top-ranking outcome indicators in use were education related and were also expected to be used frequently in the future. The score for participants' perception of outcome evaluation was average-high, 3.82 out of 5. Conclusions: The results of the study show that the main outcome indicator for oncology APNs is education related, and thus the use of education related outcome indicators is recommended to make oncology APNs' activities be more visible.

기존에 개발되어 활용되고 있는 평가지표는 비효율적 배점 구성과 실제 작은도서관 환경과 괴리된 평가항목 및 세부지표 그리고 작은도서관 정책 마련에 필요한 기초자료로서 가치 미비 등의 측면에서 개선할 필요가 있다. 따라서 피평가자인 작은도서관의 요구를 반영하여 정량평가에 의한 계량적 평가뿐만 아니라 작은도서관의 기본적 목적과 가치를 평가할 수 있는 정성적 평가를 포함하는 작은도서관 운영평가 지표(안)을 제안하였다. 제안한 작은도서관 운영평가 지표(안)은 평가방법 및 세부지표의 평가척도 다변화를 통해 작은도서관 자체 운영점검과 수준을 가늠할 수 있는 자기점검을 위한 평가가 되도록 하였다.

The government has performed various countermeasures and policies for the efficiency of Construction Industry. However the analysis of the policy performance is not satisfied. In the study we benchmarked the construction performance evaluation system and indicators which was performed by advanced countries like the United States and the United Kingdom. So we suggested indicators for measuring performance of public construction cost saving strategy performed in 2008 by the Ministry of Land, Transport and Maritime Affairs. This paper will provide the basis for establishing future construction policies or plans.

Evaluation and comparison for the performance on the contracting-out became possible after the introduction of the performance indicators(PIs) in 2012 in Korea, And local governments and private companies are utilizing them as evaluation data to enhance the performance of the contracting-out. Several revisions on performance indicator were carried out by expert group on contents validity of PIs, But the review of the composition validity of PIs was not sufficient. In this study, the applicability, distinction ability and composition validity of PIs is evaluated by statistical method. From the results, Improvement of indicator is required in order to increase the interrelationship among indicators to enhance the compostion validity of indicators related with operation, sludge and water reuse.

공공도서관이 지역사회에서의 위상을 확립하고 책임성을 제고하기 위하여서는 공공도서관 활동의 결과로 나타난 지역사회와 지역주민에 대한 영향력을 구체적으로 제시할 필요가 있다. 본 연구에서는 문헌 연구를 통하여 공공도서관의 영향력을 경제적 가치, 사회적 공헌, 그리고 정보 능력의 향상 등 세 영역으로 나누어 설명하고, 각각의 측정 방법들을 소개하였다. 마지막으로, 영향력 측정에 사용 가능한 결과 지표(outcome indicators)와 그 개발 과정을 분석하고, 우리나라 공공도서관에 적용이 가능한 지표의 개발 방안을 제시하였다.

The objective of this study was to enforce systematic evaluation on the present condition and ecosystem of coastal wetland to use frame of environmental indicators, For this, the indicators for evaluation of coastal wetland were established and were applied to the present condition. Then, the application possibility of this evaluation indicators and management method by group of coastal method are presented. These results present the following consideration in case that the ideal management method on the conservation and development of coastal wetlands was proposed. In case of Kang-hwa island which had the good natural environment, the mlnimum development with maintenance of the present state must be driven. In case of Tae-an which had the good natural environment and development potential, the development that was in harmony with the nature must to be driven. In case of Seo-chon which was previously developed region, the various development programs which had the minimum effects on the natural, living and socio $.$ economic environment must to be provided.

This study was designed to obtain basic data for development of evaluation tool which would be needed to measure the outcome of general quality nursing care of individual patient. The purpose of this study was to analyze and classify the outcome indicators of quality nursing care. The 29 articles of quality nursing care and outcome measures were selected coveniently, and analyzed to classify the outcome indicators of quality nursing care using open coding method. The results of this study were as follows: 1. Quality nursing care was defined as level of excellence of nursing care to achieve good patient outcome. 2. The 6 domains of which were health status, satisfaction, self care, patient progress and prognosis, and compliance were identified in outcome indicators of quality nursing care 3. Seven indicators of health status domain which were perceived health status, quality of life, well-being, daily activities, physical-physiological status, psychoemotional status, and social role functioning were identified. 4. Two indicators of satifaction domain which were patient satisfaction and family satisfaction were identified. 5. Three indicators of self care domain which were skill, knowledge, and home management were identified. 6. Seven indicators of patient progress and prognosis domain which were change of clinical status, resolution of nursing diagnosis and problem, days of stay, dicahrge state, recovery state, survival were identified. 7. compliance with therapeutic direction compliance was identified as an indicator of compliance domain. 8. It was sugested that studies for development of evaluation tools for outcomes of quality nursing the results of this study could be executed
