Development of Key Indicators for Nurses Performance Evaluation and Estimation of Their Weights for Management by Objectives (목표관리를 적용한 간호사 성과평가 핵심 지표개발과 가중치 산정)

  • This methodological research was designed to develop performance evaluation key indicators (PEKIs) for management by objectives (MBO) and to estimate their weights for hospital nurses. Methods: The PEKIs were developed by selecting preliminary indicators from a literature review, examining content validity and identifying their level of importance. Data were collected from November 14, 2007 to February 18, 2008. Data set for importance of indicators was obtained from 464 nurses and weights of PEKIs domain was from 453 nurses, who worked for at least 2 yr in one of three hospitals. Data were analyzed using $X^2$-test, factor analysis, and the Analytical Hierarchy Process. Results: Based upon Content Validity Index of .8 or above, 61 indicators were selected from the 100 preliminary indicators. Finally, 40 PEKIs were developed from the 61 indicators, and categorized into 10 domains. The highest weight of the 10 domains was customer satisfaction, which was followed by patient education, direct nursing care, profit increase, safety management, improvement of nursing quality, completeness of nursing records, enhancing competence of nurses, indirect nursing care, and cost reduction, in that order. Conclusion: PEKIs and their weights can be utilized for impartial evaluation and MBO for hospital nurses. Further research to verify PEKIs would lead to successful implementation of MBO.

An Exploratory Study on Collection Evaluation Indicators for the Collection Development Policy in Public Libraries (공공도서관의 장서개발정책 수립을 위한 장서평가 지표에 관한 탐색적 연구)

  • This study was implemented to suggest various indicators of collection evaluation for collection development policy in public libraries. For the sake of the exploratory research, this study tried to show the usability of indicators of collection evaluation through actual data of a case study. Also to analyze indicators of collection evaluation, this study used the ten years circulation records of the Gwangjin District Public Library in Seoul. Majors indicators of collection evaluation were the rate of use and use factor of purchasing books by annual, the rate of use and use factor of librarian's recommended books by annual, the rate of non circulating books by annual, and the rate of use by residence annually.

  • Currently, the investment on Research and Development(R&D) for defense core technology is continuously increasing to maintain advanced country's R&D level. In accordance with this trend, the national defense R&D investment management system is being more strengthening, and importance of performance evaluation is being emphasized more and more. However, the existing indicators of performance evaluation for defense core technology R&D is limited in efficient management because of the qualitative evaluation items and subjective allocation of points. In this paper, we developed a novel indicator for defense core technology R&D performance evaluation through domestic and foreign related literature and inquiry, brainstorming, and analysis techniques by Stepwise Multiple linear Regression(SMR) and Analytic Hierarchy Process(AHP). And we verified effectiveness of proposed indicators of performance evaluation by comparing with the existing evaluation indicators. Our proposed indicators for performance evaluation will create superiority performance on defense R&D fields.

Development and Verification of Indicators for a Foodservice & Nutrition Management Evaluation at a Hospital Nutrition Department (병원 영양부서의 급식 및 영양관리 평가 지표 개발 및 검증)

  • The purposes of this study were to develop the standard indicators to evaluate the food and nutrition systems in hospitals and to test the validity of those items scientifically. The results were as follows: First, the conceptual validity was examined with recognition degrees of importance from the hospital nutrition department managers. All of the hospital nutrition department's operation evaluation standards and the indicators' conceptual validity tested were in the range of 3.71~4.93 out of 5.0, and the mean score was 4.36. Therefore, the conceptual validity was verified. Second, to verify the factor validity of the items of the standards and indicators for the hospital nutrition department's operation evaluation, the standards and indicators were analyzed as key-factors. Key-factor analysis after vertical rotation showed that four factors appeared and were composed of (a) facilities management, (b) sanitation management, (c) operation & foodservice management, and (d) nutrition management. Third, the reliability of the standards and indicators for the hospital nutrition department's operation evaluation was analyzed and resulted in a score of 0.98, which showed good internal consistency. Fourth, the discriminative power of each item of the standards for the hospital nutrition department's operation evaluation was tested by checking the differences between groups with first quartile and forth quartile of total evaluation scores. The indicators having low distinction power were modified into obligatory items or eliminated for better differentiation.

Development of Evaluation Indicator on Industrial Safety and Health Education Program (산업장 안전보건교육 프로그램 평가지표 개발)

  • Objectives: The purpose of this study was to verify the validity of the evaluation indicators on safety and health education programs provided to Korean industrial workers, by developing further. Methods: To develop the early evaluation indicator, the secondary analysis was made on 'Survey on Industrial safety & health trends', the national wide survey data product by Korea Occupational Safety & Health Agency, as well as the various examinations on literatures. To validate such developed evaluation indicator, 13 safety and health managers in Focus Group discussion to prove the reliability of the contents were composed. To confirm the face validity, the interview with 6 industrial safety and health education experts was held to study the appropriateness of the content. With the cooperation from Korea Occupational Safety & Health Agency, the structured survey was performed with the safety and health managers from 588 businesses who participated in the education program for the later half of 2006. In this study, the number of responses was randomly divided into 1:1 two groups, in which one group was for the Exploratory Factor Analysis and the other group was for the Confirmatory Factor Analysis. Results: The results were as follows. First, for the Structure category, 18 evaluation indicators were developed into 4 evaluation categories such as a preliminary examination, education staff and organization, education environment and rules/ regulation. Secondly, the Activity category was comprised of 10 evaluation indicators with respect to 2 areas of curriculum satisfaction and program evaluation. Finally, for the Output category, 9 evaluation indicators were developed into 2 evaluation areas such as documentation and information share and education effects. Conclusions: The evaluation indicators developed through this study will possibly develop and be applied to evaluation tools on safety and health education program, which may further become the standardized indicators to better operate the industrial safety and health education programs.

A Study on the Improvement of Small Library Evaluation System and Indicators (작은도서관 평가체계 및 지표 개선방안 연구)

  • This study proposed the improvement in the evaluation systems and indicators of small libraries, by analyzing the evaluation indicators of the current small libraries, domestic and foreign ones and domestic other institutions, and gathering opinions from managers of them and experts belonging to related groups, in order to enhance the management quality of small libraries and strengthen the independence of them, based on the evaluation on the activation and substantiality of them. The evaluation systems proposed by this study is divided into Track 1 evaluating small libraries and Track 2 evaluating local governments. The evaluation indicators of small libraries was simplified by eliminating the indicators found from the statistics of Track 1 (small libraries). Track 1 consists of three evaluation areas in regard to the management of small libraries, such as library management, infrastructures and services, 8 evaluation items, 10 evaluation indicators, quantitative (a total of 100 points) and qualitative (a total of 120 points) evaluation. Track 2 consists of 2 evaluation areas in regard to the establishment and enforcement of small library policies and the support for small libraries, such as library management and infrastructures, 4 evaluation items, 5 evaluation indicators and quantitative evaluation (a total of 100 points).

A study on a hospital services evaluation method by physician survey (임상전문분야별 의사 설문조사를 통한 병원서비스 평가 방법 연구)

  • A physician survey was done by mailing for the purpose of performing hospital services evaluation and ranking. A slightly over one thousand samples were drawn from the list of professional societies, and 324 physicians(about 32 percent) replied. This study has focused on developing easy and simple method to evaluate hospital services, and providing patients with useful information. Hospital service structure and process were evaluated without outcome evaluation, because it is difficult to obtain reliable data regarding health services outcome indicators. Clinical specialty was targeted to evaluate, and three specialties were chosen, that is obstetrics & gynecology, cardiology, and proctology. Among 16 structural indicators, four indicators were finally chosen in each specialty by respondent specialists. And then using these indicators, structural score was calculated for study hospitals. For process evaluation, physicians were requested to nominate five most famous hospitals. The nomination score and structural score were summed up to produce final score and hospital ranking. This method is very easy to conduct rather than other hospital services evaluation methods prevailing in Korea. And it is more useful for patients to choose hospitals, according to his/her own purpose, because it gives high ranking hospitals with specific clinical specialty.

A Study on the Development of Information Inequality Measurement Indicator Optimized for the Library (도서관에 적용가능한 정보불평등 측정지표 개발 연구)

  • The 3rd Library Comprehensive Development Plan (2019-2023) of the Committee on Library and Information Policy under IFLA-UN 2030 Agenda emphasize the role of libraries in practicing social inclusion. At home and abroad, this is shedding new light on libraries as the public service institutions aimed at resolving information inequality. This study thus developed the information inequality measurement indicator optimized for libraries. For this purpose, FGI and Delphi technique were implemented as the verification stage of the expert group. As a result, the final indicators were derived in three evaluation areas, twelve evaluation items, and 30 evaluation indicators. Specifically, first, 3 evaluation items and 8 evaluation indicators were derived in the access evaluation area; second, 5 evaluation items and 12 evaluation indicators were derived in the competency evaluation area; and third, 4 evaluation items and 10 evaluation indicators were derived in the utilization evaluation area. This study is considered to be of great significance in that the information inequality measurement indicators optimized for libraries were developed, the first of its kind.

Development of Evaluation Indicators for Web-based Agricultural Water Information System using Mandal-Art Method (만다라트(Mandal-Art) 기법을 이용한 웹기반 농업용수 정보시스템 평가지표 개발)

  • The importance of information system evaluation has increased according to ICT development and this evaluation is required for objective verification. The aim of this study is to develop evaluation indicators for web-based information system and verify the availability of these evaluation indicators through applying to agricultural water integrated information system. This study finds and provides eight evaluation items and 64 indicators for a web-based information system using $3{\times}3$ Mandal-Art matrix that is a tool for creating creative ideas. These evaluation items are design, contents, navigation, stability, community, convenience, usefulness, and accuracy. Total 64 evaluation indicators were presented by deriving eight evaluation items for each using $9{\times}9$ Mandal-Art matrix. When evaluating information system using evaluation indicators, it can be identified the vulnerable items in the information system. Also, the comprehensive results of the information system could be understood when appearing a single score after weighting. In addition, it can also help to prepare a questionnaire for evaluation systematically.

A Study on the Development of ESG Management Evaluation Index for Library (도서관 ESG 경영평가지표 개발에 관한 연구)

  • As awareness of social and environmental issues increases due to the gust of ESG management, interest in ESG management is increasing, and the influence of ESG evaluation is getting stronger, and libraries need to participate in ESG management evaluation. In order to apply ESG management to libraries, library ESG evaluation indicators must be developed. Therefore, this study attempted to comprehensively examine ESG management evaluation indicators of public institutions, including companies, and propose ESG management evaluation indicators applicable to libraries. To this end, it went through the process of investigating and analyzing ESG-related prior research, deriving preliminary evaluation indicators for libraries, collecting expert FGI opinions, developing primary library ESG evaluation indicators based on expert FGI opinions, and) examining the suitability of primary library ESG evaluation indicators. Finally, a total of 25 items were selected in the environmental area, a total of 56 items in the social area, and a total of 32 items in the governance area. In future studies, it is necessary to conduct ESG management evaluation for libraries based on this indicator.
