As a case study of an ex-post evaluation of regulations, in this paper I evaluate the 'uniform settlement rate requirement', a regulation that was introduced in 1986 and that was applied to the international telephone market in the U.S. for more than 20 years. In a bilateral market between the U.S. and a foreign country, each U.S. firm and its foreign partner jointly provide international telephone service in both directions, compensating each other for terminating incoming calls to their respective countries. The per-minute compensation amount for providing the termination service, referred to as the settlement rate, is determined by a bargaining process involving the two firms. In principle, each U.S. firm could have a different settlement rate for the same foreign country. In 1986, however, the Federal Communications Commission introduced the Uniform Settlement Rate Requirement (USRR), which required all U.S. firms to pay the same settlement rate to a given foreign country. The USRR significantly affected the relative bargaining positions of the U.S. and foreign firms, thereby changing negotiated settlement rates. This paper identifies two main routes through which the settlement rates are changed by the implementation of the USRR: the Competition-Induced-Incentive Effect and the Most-Favored-Nation Effect. I then empirically evaluate the USRR by estimating a bargaining model and conducting counterfactual experiments aimed at measuring the size of the two effects of the USRR. The experiments show remarkably large impacts due to the USRR. Requiring a uniform settlement rate, for instance, results in an average 32.2 percent increase in the negotiated settlement rates and an overall 13.7 percent ($3.43 billion) decrease in the total surplus in the U.S. These results provide very strong evidence against the implementation of the USRR in the 1990s and early 2000s.

To investigate an in-pile behavior of the newly developed DUO fuel pellet, the irradiation test will be carried out in the domestic test reactor. Irradiation test capsule for the HANARO reactor, which is a specially designed equipment used for material, irradiation and creep test, must satisfy the operational requirement on the hydraulic characteristics and structural integrity. In this study, a pressure drop, a flow-induced vibration and a short-term endurance test for the newly developed non-instrumented test capsule were carried out using FIVPET as a out-pile evaluation test. The test results show that the new test rig satisfy the HANARO operational requirement with sufficient margin.

Nowadays various organizations, such as hospitals, workers, students and families are requesting a model sample of standardized Korean meal plan to meet their nutritional requirement with daily food intake. Practical application of nutritional requirement in Korean meal is not yet established. This mainly comes form the lack of the research works on experimental cookery for the right amount of recipes of Korean meal , and no effect was ever paid for this angle by many specialist. Therefore, it is urgent to research and construct the standardized meal plan for Korean people. Contents of the present research are as follows ; 1) Standardization of recipes and the amounts : Various kinds of daily foods were selected for the purpose of recipes. The standardization of the recipes and the right amount were continuously attempted. 2) Research on the construction of nutritional meal plan : The method of constructing harmonious meal plan based upon the requirement, were studied. And the meal plans were constructed according to the different units of ages. Special meal plans were also constructed for the pregnant women and lactating women. 3) Evaluation for the nutritional adequacy were followed after the setting the various recipes.

국내 건설업체들은 비용절감과 성능향상을 통해 고객의 요구를 반영하고자하는 노력의 일환으로 설계단계의 가치공학(Value Engineering, 이하 VE)을 적극적으로 검토하고 있지만, 실제 VE 활동에서는 고객의 요구가 충분히 반영되지 않고 있으며, 고객의 요구를 측정하는 준비단계에서 기능분석, 아이디어 창출단계에 걸친 순차적인 진행 또한 미비한 실정이다. 본 연구에서는 고객의 요구기능이 VE 수행절차에 체계적으로 반영될 수 있도록, 공리적 설계이론(Axiomatic Design Theory)을 설계VE 프로세스에 도입하여 기존의 설계VE 프로세스를 보완하는 고객만족형 설계VE 프로세스를 제안하고자 한다. 고객만족형 설계VE 프로세스는 설계VE와 공리적 설계의 프로세스 및 특성상의 유사성을 바탕으로 두 이론의 연계방안을 정리하고, 기존의 설계VE 프로세스에 공리적 설계 프로세스를 추가.보완하는 형태로 완성한다. 이때 프로세스의 초기단계인 고객의 요구를 측정하고 정리하는 과정에서, 거주 후 평가(Post-occupancy Evaluation)를 활용하는 방안을 제시한다. 설계VE에 거주 후 평가를 활용하기 위해 평가 기준 및 방법을 설정하고, 이를 바탕으로 고객요구 측정 절차를 수립하여 그 절차에 따라 설문을 작성한다. 본 연구의 결과는 지금까지 국내 설계VE 활동에서 미진하였던 고객요구를 적극 반영하고, 기능과 아이디어의 관계에서 기능-아이디어-기능의 지그재그 창출 방법을 통해 기능-아이디어간의 연계를 명확하게 하여, 체계적이고 효율적인 VE활동을 기대할 수 있다.

본 연구는 중등학교 가정과 교사에게 교사로서 필요한 자격을 실증적 자료 수집에 의한 통계적 검증 과정(주성분분석)을 통해 확인하여 제시하고, 교사와 학생이 가정과 교사의 자격기준 중 어떤 요인(자격기준)을 보다 중요하다고 인식하는지를 조사하여, 중등학교 가정과 교사에게 필요한 교사로서의 자격을 확인하는데 연구의 목적을 두었다. 주성분 분석 과정을 통하여 확인된 가정과 교사 자격기준은 '평가와 연계된 수업의 전문가', '다양한 학습자원의 효과적인 관리자', '교직 사명감과 건전한 인성을 가진 학생의 지원자', '전문적 지식을 갖춘 교과 전문가', '공정하며 민주적인 교실 환경 조성자', '학생의 특성과 환경을 이해하는 진로 및 상담전문가'의 6가지로, 이러한 6개의 총 요인은 전체분산의 60.41%의 설명력을 나타냈다. 6가지 자격기준 모두를 가정과 교사가 학생보다 가정과교사에게 필요한 자격으로 보다 중요한 자격기준이라고 응답하였으나, 각 자격기준의 중요도의 순위는 동일하여서 교사나 학생집단 모두 '교직 사명감과 건전한 인성을 가진 학생의 지원자'영역을 가정교사의 가장 중요한 자격기준으로 인식하고 있었으며, 두 번째로 중요하다고 생각하는 자격기준은 '평가와 연계된 수업 전문가'영역으로 나타났다. 한편, 가정과 교사들은 남자교사보다는 여자교사가, 복수 부전공을 이수한 교사일수록, 또 교사연수에 참여한 횟수가 많은 교사일수록, 가정과 교사 자격기준의 6개 요인을 보다 중요하다고 인식하고 있는 것으로 나타났다. 또 학생들은 가정 실습의 횟수가 많은 학생일수록, 또 가정 담당 교사를 좋아하는 학생일수록, 그리고 기술 가정 교과 성적이 높으며, 가정 영역에 대한 흥미도가 높은 학생일수록 가정과 교사자격기준의 6개 각 요인이 가정과 교사에게 중요하다고 인식하고 있는 것으로 나타나서, 학생의 교사 인식에는 가정과 수업에서의 실습, 교사 선호도, 교과에 대한 흥미도와 성취도 여부가 중요한 변인으로 규명되었다.

This research is aiming to specify the requirement of the investment such as initial cost, running cost earning rate to make effective investment considering the purpose of remodeling and economical value of store building enough to meet the initial purpose of remodeling. The review of earning rate for economical evaluation was performed by the on-site auditing on the structure and function of the building and applying the assessment simulation program, which is to find the possible business model to identify the requirement of building owner through case study. After the research, the following results are obtained. First, it is important that many aspects should be carefully analysis and the best method should be selected as characteristics of remodeling can be defer each other in their implementations. Second, though the remodeling of exist buildings to promote the functions has been applied. no suitable assessment tool has bee developed for deciding the level of remodeling in the view of economical efficiency so far. Third, the economical benefit was evaluated by analysing annual earning rate which is applied by investment items and recovery period for the investment. More specific data bate should be established to apply the suggested economic accession in business enough to forecast the future circumstances. More researches should be promoted on this area continuously as well as the integrated economic evaluation of remodeling on existing building.

본 논문은 태양전지 연료전지 복합 전력시스랩에 대한 환경평가를 다목적함수의해 선정 보조시스템의 하나언 이상점 기법올 통하여 다루고자 한다. 그에 대한 평가는 발전소 건설에 필요한 부지량과 건설에서 해체때까지의 이산화탄소 배출량의 관점에서 이루어지며 그 결과는 기존의 화석연료 발전시스템들과 비교되어진다. 연료전지 발전은 이미 변덕스러운 날씨하에서 극심한 태양전지의 출력량 변회를 보상하기 위한 적절한 발전기술엄이 증명 되었다. 가장 적은 부지량을 필요로 하는 연료전지 발전은 태양전지 발전시스템의 과도한 부지 펼요량올 경감시 킬 수 있으며 그 태양전지-연료전지 복합 전력시스템은 건셜에서 해체때까지의 이산화탄소 배출량 면에서도 가장 적은 영향올 미치는 것으로 나타난다.

정보체계 개발 시 사용자 요구사항의 관리는 핵심요소이다. 그동안 요구사항의 관리와 관련하여 추적 테이블을 이용한 추적 모델이나 SOA 등 특정 방법론을 기반으로 한 추적 기법은 연구된 바 있다. 그러나 IT비전문가인 사업담당자를 위한 객관적이며 정량화된 평가 방법과 판정 기준을 제시한 사례는 없었다. 이에, 본 연구자는 선행 사례 연구를 통해 공공분야의 정보시스템을 구축하는 과정에서 요구사항 반영의 적정성을 판단하는데 있어 비전문가도 접근하기 쉽고 객관적이며 정량화된 평가 방법과 판정 기준을 제시한 바 있다. 본 연구에서는 선행 연구의 한계점을 고찰하여 요구사항 반영에 대한 평가 산식을 개선하고 다양한 사업 사례 분석을 통해 사업 특성 별 판정기준을 도출, 제시하였다.

The most essential ROC(requirement operational capability) in order to assure the effectiveness of the C4I Systems in NCW Environments is the seamless and stable interoperability between systems. The U.S. Armed Forces that perceived the importance of interoperability, prepared the framework to apply from the proposal of requirement to every step of acquisition process. The Korea Joint Chiefs of Staff is also developing a similar system in order to assure the interoperability between command control(C4I) systems. In the paper, we specify the needs of standardization of test systems and international trends on the technology, and propose an interoperability test & evaluation system based on a standardization conformity method to improve the interoperability test & evaluation for the C4I systems in NCW environments. Finally we show an example of the implementation of the test system and its application to C4I systems to verify the proposed test system.

It is very important for performance of information system that we make an effort to raise user's satisfaction by continuously grasping user's requirement by evaluation of PMIS based on ASP service quality and reflecting this to information system. However, It is lack that developments of suitable evaluation index of PMIS based on ASP service quality. Hereupon, In this study, we propose the evaluation indicators. First, The evaluation area is classified by form the foundation of D & M IS Success Model (2003); system quality, information quality, service quality. Second, The detail evaluation item which include considerations which are gotten through investigation of the construction industry and PMIS based on ASP is grouping by form the foundation SERVQUAL which is a service quality evaluation tool proposed PZB(1988). It is suitable to evaluate PMIS based on ASP service quality in construction industry and able to evaluate various aspects.
