  • The main purpose of the study is to identify the key aspects of legislative support standards in the countries of the European Union in the field of building a system of local self-government. The European Union during the history of its existence has developed a set of standards on which the systems of local self-government of the European Union member states and applicants for this status are built. The complexity and at the same time the importance of legislative regulation of the functioning of this system is evidenced by the fact that the legislation and principles of international law used by the European Union in the field of local self-government are among the "youngest". This is due to the role played by local self-government in the development of a democratic political system, as well as the search for an optimal balance between centralization and decentralization. Thus, the main task of the study is to analyze the legislative support standards in the countries of the European Union in the field of building a system of local self-government. As a result of the study, current trends and prerequisites for the legislative support standards in the countries of the European Union in the field of building a system of local self-government were investigated.

  • Though most of East European coutries seem to hold a pronatalist policy, they approve of family planning and provide contraceptive services. One of the most popular contraceptive method has traditionally been the coitus interruptus in these countries. One of the major reasons for adopting family planning is to decrease the incidence of induced abortion has been closely related to the popular use of coitus interruptus in these countries. Most of the East European countries liberalized induce abortion legally mainly to neutralize the wide practice of illegal abortion. However, the practice of induced abortion is under the strict control of the public health authorities in these countries. Migration and redistribution of population of population are mostly under the control of the state in these socialist countries. Policies on migration and redistribution are usually carried out to achieve the general goal of socio-economic development plan of the states. Both incentive measures and control measures are mobilized to affect the internal migration and redistribution of population. With respect to public health East European countries are characterized by the socialized medicine following the Soviet model. Public health measures and medical practice are controlled by the state and highly centralized in many countries except Yugoslavia. They place much emphasis on preventive medicine, primary health care, occupatinal and industrial medicine, and health education. Private sectors in medical practice do not exist in these countries of Eastern Europe.

  • Background: From only frequency rate of industrial accidents, it is difficult to define the industry composition of accident statistics in a nation. This study aims to propose and develop a new index for measuring the degree of concentration of industrial accidents using the concept of the Herfindahl-Hirschman Index in the case of European countries. Methods: Using the concept of the Herfindahl-Hirschman Index, the concentration index of accidents in the country is developed, and the conditions of European countries are compared using indexes of frequency rate and concentration ratio. Results: The frequency rate and concentration ratio of fatal and nonfatal accidents in European countries are compared. According to the economic condition and geographical position, different patterns of accidents concentration are presented in terms of frequency rate and concentration ratio. Conclusion: We develop the concentration index of industrial and occupational accidents that identifies the industrial ratio of accident occurrence, and the differentiated strategy can be formulated such as approaches to reducing frequency and prioritizing target industries.

  • The number of organic farms are increasing in European countries during last 10 years. Most European governments are giving subsidies for organic farmers as well as converting organic farms from conventional farming method. The price level of most organic products are higher than price level of conventional products in general. However, there are certainly some market demand problems in organic products in some countries. Organic farms will be increased in 2005 and 2010 for 10∼20% of the total agricultural area in some European countries. Government subsidy payment is also increasing. Therefore, many farmers are going to change into organic farming method from conventional farming. However, there will be certainly some market demand problems in future because of national economic growth problems. At the same time, the quality of soil can be improved and status of health of urban consumers should be improved by consuming organic products.

  • In order to develop and enhance our methodology of seismic design in the next generation thee is a need to analyze the environment chronicles and concept of the seismic design in foreign countries. For this purpose we have researched the cases of U.S.A and Europe. In this paper the emphasis was put on the european seismicity and seismic design practices for building structures. In this study the comparison of seismic design codes in some european countries regarding fundamental period and design base shears leads to the conclusion that there exists remarkable difference in the approaches. Particularly the base shears used in european countries give larger values than the one proposed by UBC 97. Though each european country has established similar seismic design code there are also still large difference in the level of construction technology and societal implementation of seismic codes.

  • This study examines factors associated with fixed budgets for pharmaceuticals and clawback system for pharmaceutical industry in European countries. We used information from a survey held in 2005~2006 by Austrian Health Institute. Several information including pharmaceutical pricing policies, marketing conditions for pharmaceutical industry and patient' choice of drugs was collected. Five out of twenty five countries in EU were considered as countries with fixed budgets for pharmaceuticals and remaining 20 countries were considered as countries without fixed budget system. Comparisons were made for each information. Countries with fixed budgets for pharmaceuticals were more likely to have internal (or external) reference pricing system and other pricing mechanisms. In addition, they were more likely to permit pharmaceutical industry to be engaged in public advertising and information provision towards patients. They guaranteed patient participation in drug choice decisions. The countries with fixed budgets for pharmaceuticals were more likely to have conditions that enable the fixed budget system to work better compared to those without fixed budget system. Therefore, the study results imply that we need to check whether we have similar conditions to the countries that already have fixed budgets for pharmaceuticals when we want to introduce fixed budget mechanism for pharmaceuticals in Korea in the future.
