서울특별시 소재 초등학교의 학교환경위생정화구역 위반사례 실태조사 연구 (A Survey on the Violation Cases at School Environment Sanitation and Purification Zones)

  • In actuality, as most of harmful businesses running at school environment hygiene purification zones are stationeries with game rooms, comic book stores, PC rooms, etc., which are highly accessible to students, they become serious problems in school environment. The present study conducted a survey of violation cases at school environment sanitation and purification zones around 21 elementary schools in Seoul. The objectives of this study are, first, to investigate harmful environment around schools regulated by the School Health Act, and second, to suggest plans to improve harmful environment around schools. According to the results of our survey, illegal acts and facilities observed at school environment sanitation and purification zones are as follows. Amusement pubs/room saloons occupied 52.5%, singing rooms 15.4%, game rooms 15.1%, billiard clubs 4.3%, gambling houses 4.3%, hotels/motels/inns 3.6%, cartoon shops 2.6%, video rooms 1.0%, LPG storages 0.7%, and infectious disease hospitals/detention hospitals/detention facilities 0.7%. As it is required to make continuous and systematic surveys and researches on the environmental hygiene around schools, we need to manage school environment efficiently through cooperation among the government, education offices and individual schools.

배전계통의 전압조정기 운영방법에 따른 분산형전원 최대 도입 용량 산출 (The Maximum Installable DG Capacity According to Operation Methods of Voltage Regulator in Distribution Systems)

  • Stable and sustainable power supply means maintaining a certain level of power quality and service while securing energy resource and resolving environmental issues. Distributed generation (DG) has become an essential and indispensable element from environmental and energy security perspectives. It is known that voltage violation is the most important constraint for load variation and the maximum allowable DG. In distribution system, sending voltage from distribution substation is regulated by ULTC (Under Load Tap Changer) designed to maintain a predetermined voltage level. ULTC is controlled by LDC (Line Drop Compensation) method compensating line voltage drop for a varying load, and the sending voltage of ULTC calls for LDC parameters. The consequence is that the feasible LDC parameters considering variation of load and DG output are necessary. In this paper, we design each LDC parameters determining the sending voltage that can satisfy voltage level, decrease ULTC tap movement numbers, or increase DG introduction. Moreover, the maximum installable DG capacity based on each LDC parameters is estimated.

변위제한조건식과 안정화된 Penalty방법에 의한 차량 주행에 따른 구조물의 동적상호작용 해석기법 (Simulation of Vehicle-Structure Dynamic Interaction by Displacement Constraint Equations and Stabilized Penalty Method)

  • 본 연구에서는 2개의 질량을 갖는 1/4 차량모델을 이용하여 차량-궤도-교량간의 동적상호작용 현상을 표현하기 위해 비선형 헤르츠 접촉스프링(Nonlinear Hertzian Contact Spring)과 비선형 접촉감쇠장치(Nonlinear Contact Damper)를 도입하였다. 또한, 차량에 작용하는 하중은 차량의 중량외에 임의시간단계의 차륜재하위치인 레일답면(즉, 주행로상의 접촉면)에서의 변위가 제한조건식(Constraint Equation)으로 가해졌다. 이 변위제한조건식은 Penalty방법(Penalty Method)에 의해 구현되었으며, 해의 안정화(Stabilization)를 위한 기법과 제한조건오차보정반력(Reaction from Constraint Violation)을 도입하였다. 또한, 차량의 피칭운동을 표현하고, 다양한 차량/열차를 모형화하기 위해서 1/4 차량모델의 차체 및 대차프레임 간을 강체연결 및 핀이 있는 강체연결조건으로 모형화하였다. 시간적분방법으로는 Newmark계열의 시간적분법이 사용되었으며, 해의 정확성 확보를 위해 국지적 오차평가에 근거한 적응적시간간격기법(Adaptive Time-Stepping Scheme)을 도입하였다. 이러한 적응적시간간격기법을 도입하여 동적해석에서 시간간격의 크기를 자동적으로 결정함으로써 동적해석에서의 해의 정확성을 확보하고 시간적분에 소요되는 계산비용을 감소시킬 수 있을 것으로 기대된다.

Bootstrap 기법을 이용한 BOD 평균 농도 및 신뢰구간 분석 (Analysis of BOD Mean Concentration and Confidence Interval using Bootstrap Technique)

  • It is very important to know mean and confidence interval of water-quality constituents such as BOD for water-quality control and management of rivers and reservoirs effectively. The mean and confidence interval of BOD at Anseong2 and Hwangguji3 sampling stations which are located at the border of local governments in Anseong Stream were estimated and analyzed in this paper using Bootstrap technique which is one of non-parametric statistics. The results of Bootstrap were compared with arithmetic mean, geometric mean, Biweight method mean as a point estimator and distribution mean came from the appropriate probability distribution of Log-normal. In Bootstrap technique 12 data set was randomly selected in each year and 1000 samples was produced to get parameter of population. Visual Basic for Applications (VBA) of Microsoft Excel was utilized in Bootstrap. It was revealed that the Bootstrap technique can be used to explain more rigorously and robustly the achievement or violation of BOD target concentration in Total Maximum Daily Load (TMDL).

차량 탑재용 카메라를 이용한 실시간 차량 번호판 인식 기법 (Real-time Vehicle License Plate Recognition Method using Vehicle-loaded Camera)

  • 나날이 심각해지는 교통문제에서 차량에 대한 정보를 이용하여 교통흐름을 개선해 줄 뿐만 아니라, 교통위반 차량을 효율적으로 적발할 수 있다. 차량 번호판은 차량정보를 인식하는데 중요하게 사용될 수 있다. 본 논문에서는 이동식 형태인 차량에 탑재한 카메라를 이용하여 촬영한 영상에서 차량의 번호판을 인식하는 새로운 기법을 제안한다. 여러 단계의 영상처리 과정과 인식 과정을 거쳐서 실시간에 처리할 수 있는 시스템으로 일반 차량뿐 아니라 특장차에 대한 인식도 가능하게 한다. 제안한 기법을 이용한 실제적 환경에서의 영상과 인식에 대한 결과가 실험결과에서 보여진다.

  • Probabilistic structural design optimization, which is characterized by the so-called probabilistic. constraints which introduce permissible probability of violation, is preferred to deterministic design optimization since unpredictable inherent uncertainties and randomness in structural and environmental properties are to be taken quantitatively into account by probabilistic design optimization. In this paper, the well-known reliability index based MPFP(Most Probable Failure Point) search approach and the newly introduced target performance measure based MPTP(Minimum Performance Target Point) search approach are summarized and compared. The present comparison focuses on the number of iterations required for the estimation of probabilistic constraints and a technique for improvement which removes exhaustive iterations is presented as well. A 10 bar truss problem is examined for this.

Development of Water Supply System under Uncertainty

  • As urbanization is progressed, the network for distributing water in a basin become complex due to the spatial expansion and parameter uncertainties of water supply systems. When a long range water supply plan is determined, the total construction and operation cost has to be evaluated with the system components and parameter uncertainties as many as possible. In this paper, the robust optimization approach of Bertsimas and Sim is applied in a hypothetical system to find a solution which remains feasible under the possible parameter uncertainties having the correlation effect between the uncertain coefficients. The system components to supply, treatment, and transport water are included in the developed water supply system and construction and expansion of the system is allowed for a long-range period. In this approach, the tradeoff between system robustness and total cost of the system is evaluated in terms of the degree of conservatism which can be converted to the probability of constraint violation. As a result, the degree of conservatism increases, the total cost is increased due to the installation of large capacity of treatment and transportation systems. The applied robust optimization technique can be used to determine a long-range water supply plan with the consideration of system failure.

수질배출부과금제도 개선 방안 연구 (The Effect of Industrial Waste Water Effluent Charge Reform)

  • 본 연구에서는 수질배출부과금제도의 부과체계를 분석하고 개선 방안을 연구하였다. 수질배출부과금제도는 환경오염 원인자에게 처리비용을 부담시켜 환경자원을 효율적으로 사용하도록 하는 경제적 유인 목적을 가지고 있으나 현행 수질배출부과금제도는 행정 규제적 성격이 강하다. 즉, 배출허용기준을 설정하여 이를 위반한 배출업소에 대하여 사업장 규모, 지역, 위반 횟수, 오염물질별 초과율을 고려한 누증적 부과계수를 적용하여 실제 환경오염 비용을 훨씬 초과하는 형벌적 성격의 부과금을 부과하고 있다. 그러나 과도한 부과금 부과로 배출부과금 징수율은 환경관련 부과금 중 가장 낮은 수준이다. 따라서 본 연구에서는 규제적 성격의 부과체계를 개편하여 경제적 유인제도로 수질배출부과금제도를 개편하는 부과체계 개편안을 연구하였으며 이에 따른 부과액 및 징수액 변화 효과를 추정하였다. 추정 결과를 보면 현행 부과금 부과액은 오염물질 처리단가의 약 4배 이상을 부과하고 있어 환경자원의 비효율적 배분을 초래하고 있음을 보여준다. 아울러 과도한 부과금 부과체계를 개선하는 경우에는 징수율도 제고되어 수질배출부과금제도의 기능을 회복할 수 있음을 보여준다.

인천광역시 유통 농산물의 최근 3년간의 잔류농약 실태 및 안전성 조사 (A Survey on the Pesticide Residues and Risk Assessment for Agricultural Products on the Markets in Incheon Area from 2010 to 2012)

  • 2010년부터 2012년까지 인천광역시에서 유통되고 있는 농산물 총 16,025 건에 대한 잔류농약검사를 실시한 결과 부적합률은 1.2%, 0.8%, 0.7%로 약간의 감소 추세를 보였다. 최근 3년간 부적합이 이력이 높은 농약은 endosulfan, chlorpyrifos, diazinon, lufenuron, chlorothalonil, flutolanil, procymidone, ethoprophos 순이었으며, 전체농산물 중 엽채류가 75% 이상을 차지하였고, 엽채류 중에서 취나물, 들깻잎, 쑥갓이 전체의 35%를 차지하였다. 지역별로는 경기, 인천, 충남, 전남에서 생산된 농산물에서 부적합 빈도가 높으나 지역별 출하 농산물의 검사건수 대비 부적합률은 모두 1% 내외로 큰 차이는 없었다. 특히 인천의 경우, 농산물의 부적합률이 매년 감소하는 경향을 보였다. 부적합이 자주 발생하는 10 종의 농약 모두에서 1인1일 농약섭취량 대비 1일 추정섭취량은 무와 파를 제외하고 3% 미만으로 인체에 대한 위해성은 낮은 것으로 평가되었다.

OPF with Environmental Constraints with Multi Shunt Dynamic Controllers using Decomposed Parallel GA: Application to the Algerian Network

  • Due to the rapid increase of electricity demand, consideration of environmental constraints in optimal power flow (OPF) problems is increasingly important. In Algeria, up to 90% of electricity is produced by thermal generators (vapor, gas). In order to keep the emission of gaseous pollutants like sulfur dioxide (SO2) and Nitrogen (NO2) under the admissible ecological limits, many conventional and global optimization methods have been proposed to study the trade-off relation between fuel cost and emissions. This paper presents an efficient decomposed Parallel GA to solve the multi-objective environmental/economic dispatch problem. At the decomposed stage the length of the original chromosome is reduced successively and adapted to the topology of the new partition. Two subproblems are proposed: the first subproblem is related to the active power planning to minimize the total fuel cost, and the second subproblem is a reactive power planning design based in practical rules to make fine corrections to the voltage deviation and reactive power violation using a specified number of shunt dynamic compensators named Static Var Compensators (SVC). To validate the robustness of the proposed approach, the algorithm proposed was tested on the Algerian 59-bus network test and compared with conventional methods and with global optimization methods (GA, FGA, and ACO). The results show that the approach proposed can converge to the near solution and obtain a competitive solution at a critical situation and within a reasonable time.
