Understanding and Improvement of Best Available Techniques for Waste Incineration Facility (폐기물 소각시설 최적가용기법 (BAT) 기준서의 이해와 개선방향)

  • As the public interest in environmental issues increased, the "Act On The Integrated Control Of Pollutant-Discharging Facility" was enacted. Through the integrated environmental pollution prevention act in which 19 industries with large environmental impacts are sequentially applied, pollutants can be managed in a medium-integrated manner and integrated permission of the business unit is possible and BAT can be applied to enable a scientific and proactive environmental management system. In order to facilitate the implementation of integrated environmental pollution prevention act with these advantages, the BAT BREF should be published, modified and revised every 5 years considering the level of scientific development. This study reviewed the issues to be considered in applying BAT and the types of BAT and focused on presenting improvements and development direction when revising and supplementing the standards in the future based on these contents. For this purpose, when revising the standards, it will be necessary to reflect on the domestic situation, to expand the TWG(Technical Working Group) of small-scale workplace experts, and to exchange opinions with business places that have similar processes for each waste type through a systematic total inspection. In addition to these methods, by establishing a resident participation system through information disclosure, it is expected to be used as a guideline for environmental management of business places not subject to integrated permission of less than 3 types as well as those subject to integrated permission.

A Study on Indicator Bacteria for Water Quality Management of Urban Artificial Lakes (도심지역 인공호의 수질관리를 위한 지표세균에 관한 연구)

  • Distribution of fecal pollution indicator bacteria and environmental parameter were investigated of urban artificial lakes. An average concentration of temperature, pH, SS, DO, $COD_{Mn}$, T-P, T-N, Turbidity, Chl-a were $21.5^{\circ}C$, 8.07, 116.70 mg/l, 8.66 mg/l, 2.24 mg/1, 0.52 mg/l, 1.71mg/l, 80.54 NTU, and 52.12 mg/l respectively. From the results of bivariate correlation analysis, fecal contamination indicator bacteria were found to be mutually correlated. And turbidity and suspended solid were correlated. From the results of principal component analysis, four factors were extracted. And four factors of variance explained up to 81.5 percentage. Factor 1 was pollution pattern by fecal contamination, factor 2 was physical pollution pattern by pollution source, factor 3 was natural pollution by precipitation, and factor 4 was artificial pollution pattern by organism.

  • Artificial lighting is an essential part, but it causes light pollution due to unnecessary or excessive use of light. Light pollution has negative effects such as power waste, adverse health effects, destruction of the ecosystem. But currently, light pollution is managed only post-management. The purpose of this study is to standardize methods of environmental impact assessment focusing on light pollution to effectively manage and reduce the negative effect of areas that may cause light pollution in advance.

  • This study was investigate the characteristics of GHGs ($CO_2$, $CH_4$, and $N_2O$) emissions of diesel medium duty trucks according to their various driving modes. GHGs emissions decreased as vehicle speed increased, and emissions increased after 64.7 km/h. The 4.5 ton trucks show higher values of $CO_2$, $CH_4$, $N_2O$, 35%, 25%, and 57%, respectively, comparing of the 2.5 ton trucks. Also, $CO_2$ emissions under WHVC mode were 20% lower than those under the NEDC mode. In the case of cold start condition, $CO_2$ emissions were 12-13% higher than those for hot start condition. In the future, the result of present study will provide basic data to set up GHGs emission standards for medium and heavy duty vehicles.

  • Nevertheless the serious environmental pollution in Korea has been discussed in concern with health effect, the significant effect are not determined easily. Toxicological method has been used to establish safe levels of exposure for environmental pollutants to have threshold health effect below which significant effects are unlikely to occur. However the conventional method cannot to establish safe levels of exposure for non-threshold pollutants have been used to express comprehensive pollution degree, not in detailed toxic effects. Acceptable exposure or risk levels are decides by policymakers who consider descriptions and estimates of risks together with social and economic benefits. This paper focuses on the concept development of risk assessment and describes some risks of environmental pollution based on the surveyed date in Korea. The current concepts of risk assessment in policy descisions can be explored and areas for possible improvement, given current scientific knowledge are identified. The experience of foreign countries can provide a realistic basis for evaluating the existing data of environmental pollutants. To improve the environmental quality, risk regulation should be managed as soon as possible in Korea.

  • The environmental problem come because the demage cost of environmental pollution is not properly reflected in market price. The government regulations for market is justified to solve the problem. The policy needs a close analysis of environmental, economical effect for the point of time, methods, rational decision making of the government regulations. Especially, we need to assume and analyze about social expenses by environmental pollution and policy execution. The cost-benefit analysis about environmental pollution is used to support decision making. The value of benefit about damage by environmental pollution or about improvement changes a monetary unit through the cost-benefit analysis. The working like this is said environmental material valuation or measuring valuation. This work is studied about looking for proper analysis model to apply our environmental materials.

Environmental Regulations and Korean Trades (환경규제와 한국의 무역)

  • This paper analyzes the three issues related to the effect of environmental regulations on the Korean trades with gravity equation model: the effect on the Korean exports, the bilateral trade flows between the Korea and the trade partners, and the Korean international competitiveness. For all three issues we carried the empirical tests with fixed effect estimation methods for total industries, non-pollution industries, pollution industries, and also 16 individual pollution industries. We use industry panel data for the 120 largest trading countries with Korea for the years 2000-2010. The Environmental Performance Index (EPI) is used as the proxy variable for the environmental regulation. The empirical result shows that while GDPs of both Korea and its trading partners are very important factors affecting positively the Korean trades for all industries, the environmental regulation of the importing country would be a definite trade barrier to the Korean pollution industries, but not a definite one for the non-pollution industries. In addition, the stricter environmental regulations of Korea's trade partners would weaken the Korean international competitiveness of Korean pollution industries. In this regard, the Porter Hypothesis would have not appeared in the Korean trades of pollution industries during the period observed in this study.

  • GTL(Gas-to-Liquids) fuel technology was converted from the natural gas, coal and biomass into the diesel or kerosene by Fisher-Tropsch synthesis. GTL fuel have very good merits on high cetane number, low density, free sulfur, lower aromatics contents and no poly-aromatic hydrocarbons as well as the autoignition characteristics. These physical properties make it valuable as a diesel fuel with lower emissions than the conventional diesel fuel. Furthermore, GTL fuel can be use not to the engine any modification. Therefore, to evaluate emissions of GTL fuel, the tested diesel vehicles were fueled on blends of GTL fuel/ultra low sulfur diesel fuel(ULSD). And then, we found out that GTL fuel reduced regulated emissions(CO, NOx, HC, PM) compare with conventional diesel fuel.

  • Recently, lots of researchers have been attracted to develop various alternative fuels and to use renewable fuels in order to solve the exhaust emission problems. DME (Dimethylether) is synthetic fuel, and can be produced from natural gas, coal and biomass. The emission is clean because it contains little sulfur and aromatic components In this study, the fuel was tested to investigate the applicability as an alternative fuel for diesel. This study was carried out by comparing the exhaust emissions and performance of diesel engine with DME, ULSD (ultra low sulfur diesel), LSD (low sulfur diesel) respectively. In order to measure regulated emissions, CO, $NO_{3}$, HC from vehicle different fuel types were used on chassis dynamometer CVS (constant volume sampler)-75 mode and EPA TO-I1A method was chosen for aldehydes analysis.

Microbial Community Dynamics in Batch High-Solid Anaerobic Digestion of Food Waste Under Mesophilic Conditions

  • Microbial community shifts, associated with performance data, were investigated in an anaerobic batch digester treating high-solid food waste under mesophilic conditions using, a combination of molecular techniques and chemical analysis methods. The batch process was successfully operated with an organic removal efficiency of 44.5% associated with a biogas yield of 0.82 L/g $VS_{removal}$. Microbial community structures were examined by denaturing gel gradient electrophoresis. Clostridium and Symbiobacterium organisms were suggested to be mainly responsible for the organic matter catabolism in hydrolysis and acidogenesis reactions. The dynamics of archaeal and methanogenic populations were monitored using real-time PCR targeting 16S rRNA genes. Methanosarcina was the predominant methanogen, suggesting that the methanogenesis took place mainly via an aceticlastic pathway. Hydrogenotrophic methanogens were also supported in high-solid anaerobic digestion of food waste through syntrophism with syntrophic bacterium. Microbial community shifts showed good agreement with the performance parameters in anaerobic digestion, implying the possibility of diagnosing a high-solid anaerobic digestion process by monitoring microbial community shifts. On the other hand, the batch results could be relevant to the start-up period of a continuous system and could also provide useful information to set up a continuous operation.
