Study on Environmental Risk Assessment for Potential Effect of Genetically Modified Nicotiana benthamiana Expressing ZGMMV Coat Protein Gene

  • Transgenic Nicotiana benthamiana plants harboring the coat protein(CP) gene of Zucchini green mottle mosaic virus(ZGMMV) were chosen as a model host for the environmental risk assessment of genetically modified plants with virus resistance. This study was focused on whether new virus type may arise during serial inoculation of one point CP mutant of ZGMMV on the transgenic plants. In vitro transcripts derived from the non-functional CP mutant were inoculated onto the virus-tolerant and -susceptible transgenic N. benthamiana plants. Any notable viral symptoms that could arise on the inoculated transgenic host plants were not detected, even though the inoculation experiment was repeated a total of ten times. This result suggests that potential risk associated with the CP-expressiing transgenic plants may not be significant. However, cautions must be taken as it does not guarantee environmental safety of these CP-mediated virus-resistant plants, considering the limited number of the transgenic plants tested in this study. Further study at a larger scale is needed to evaluate the environmental risk that might be associated with the CP-mediated virus resistant plant.

  • Problems and improvement plan in ecological pathways created by Environmental Impact Assessment(EIA) were found based on 504 expost environmental impact survey reports submitted to the National Institute of Ecology in 2016. A total of five improvement plans have been proposed. First, the concept and composition principle of ecological pathways should be unified. Second, Guidelines for consultation on the EIA should be provided for each stage to be applied on-site. Third, if ecological pathway is constructed differently than the consultation, the punishment clauses should be applied to prevent formal composition of ecological pathways. Fourth, We need to prepare measures to strengthen basic research for the installation of ecological pathways. Fifth, We need to strengthen the expost inspection function to compensate for the poorly created of ecological pathways. It is believed that the problems of ecological pathways created by consultation on environmental impact assessment could be corrected in the future. And it is deemed possible to systematically manage ecological pathways.

환경시료은행의 국제적 동향 및 우리의 대응 (International Trends of Environmental Specimen Bank and Our Response)

  • An Environmental Specimen Bank (ESB) is an archive for samples that can be used to document and assess the quality of the environment in which we live. An ESB program looks at changes in the concentration of human and environmental specimens over long periods of time through retrospective analysis of archived samples of a particular area collected at regular intervals. The idea of ESB was first proposed by German and American scientists in the early 1970s and has been established since 1979 in Germany, USA, and Japan. Korea plans to establish a National Environmental Specimen Bank (NESB) in 2010. The NESB will be able to assess and improve the quality of analytical measurements as well as to compare the past and current environmental quality as a time capsule. The concept and design for the NESB facility was developed and its Standard Operation Procedures (SOPs) are being developed based on an evaluation of ESBs and SOPs of Germany, USA, and Japan. Environmental specimens proposed for banking are based on typical representatives of every level of the food chain from each type of ecosystem that are widely distributed thus enabling comparisons between different sampling areas. Through retrospective analysis of environmental specimens, the NESB will improve the reliability of environmental monitoring, ecological risk assessment, and health impact assessment.

도시개발의 경관생태적 성능 평가를 위한 경관생태관리시스템(LEMS) 구축에 관한 연구 (The Landscape Ecological Management System (LEMS) for Assessing the Landscape Ecological Performance of Urban Developments)

  • Studies on landscape ecology have focused on conceptual aspects, while empirical focus for spatial planning has been rarely conducted. This study conducted an empirical analysis to enhance landscape ecological performance of urban developments using landscape ecology. To do so, concrete criteria and standards to analyze structural, functional and variational mechanisms of urban landscape ecology were developed. An integrated landscape ecology assessment model that can be applied to urban development planning was established by combining the criteria. Next, Landscape Ecological Management System (LEMS) was developed to implement an integrated assessment using GIS. To verify the effectiveness of the system, a case study was conducted using LEMS on Byulnae City in the Seoul Metropolitan Area. The LEMS can be useful for urban planners and policy makers in their selection of desirable planning alternatives. Moreover, the LEMS developed in this study can be a useful tool for academia in terms of the implementation of further related studies, and for planning professionals in their environmental impact assessment tasks.

  • Aims of the EXCEPT project and tasks and characteristics of the EXCEPT system are presented based on an analysis of urban planning EIAs. The methodology of evaluation in EIAs, which had to be developed in order to program the system, is based on a model of evaluation processes. Evaluation principles, evaluation rates, an environmental model and a model of the projects being planned are presented. The evaluation concern re-unifies the different components of evaluation again.

Analysis of Arthropod Communities in Sunflower-cultivated Fields to Develop Risk Assessment Guidelines for LMO Used for Environmental Remediation

  • Living modified organisms (LMOs) are managed by seven government agencies according to their use in South Korea. The Ministry of Environment is responsible for LMOs used for environmental remediation. This study aimed to develop guidelines for assessing potential risks posed by transgenic plants used for remediation to insect ecosystems by investigating arthropod communities in sunflower fields. A total of 2,350 insects and spiders belonging to 134 species of 10 orders and 71 families were collected from sunflower fields over four growth stages ranging from anthesis to seed maturity. At the R3 phase of flower-bud formation, Chironomidae sp. of a decomposer insect guild presented the highest density, while Apis mellifera of a pollinator guild was the most abundant in the R5.8 phase of flowering. During the R7 seed-filling phase and the R9 phase of seed maturity, herbivorous Pochazia shantungensis predominated. During the R9 phase, richness and diversity indices of arthropod communities were distinctly lower whereas their dominance indices were significantly higher than those at other phases. In addition, the composition of arthropod communities was strongly correlated not only with the sampling date, but also with the sampling method depending on the growth stage of sunflowers. Our results suggest that appropriate sampling timing and methods should be considered in advance and that long-term field trials that cover a variety of environmental conditions should be carried out to evaluate potential risks to insect ecosystems.

시·도보호 야생생물 조례 지정 현황 조사 및 분석 (A Study on Survey and Analysis of Designated Status of Wildlife Protected by City/Do Ordinance)

  • 본 연구는 야생동 식물 보전 및 관리를 위해 제정된 지자체 야생동식물 보호 조례의 지정 현황 등을 조사 분석하고 이를 통해 문제점 및 개선방향을 도출하기 위하여 이루어졌다. 이를 위해 17개 광역지방자치단체(특별시 광역시 특별자치시 도 특별자치도)의 야생생물보호 관련 조례와 각 조항의 내용을 비교 분석하였고, 각 지자체의 보호야생생물의 지정현황을 파악 후 지침 및 법률을 바탕으로 적정성을 파악하여 보았다. 시 도보호 야생생물관련 조례는 모든 광역지자체에서 제정되어, 일반적으로 선정기준, 보호대책, 행위제한 등의 조항이 공통적으로 반영되어 있었다. 또한 세부적으로는 깃대종, 복원 추진계획에 있는 생물을 선정기준으로 추가하거나, 서식지역에 대한 보호 및 복원에 대한 조항이 포함되어 있는 등 각 지자체의 특성에 따라 조항이 상이하였다. 시 도보호 야생생물 지정 및 보호 지침이 마련된 2006년 이후로 시 도보호 야생생물이 급격하게 증가하였으며 최근 1~2년 이내에 새로 지정한 광역지자체도 존재하였다. 일부 지자체의 경우 지정된 지 10년이 넘은 곳도 있었으며, 선정기준에 부합하지 않은 곳도 다수 있는 것으로 나타났다. 이러한 문제점을 해결하기 위해서는 시 도보호 야생생물의 목적에 맞는 종 선정을 위한 보다 과학적이고 객관적인 선정기준 및 방법이 구축되어야 할 것이라 판단된다.

생태·자연도 이의신청지역의 원인 분석 (The Analysis on Causes of Areas with Public Appeals to the Ecosystem and Nature Map)

  • The objective of this study is to seek for improvement measures to make the Ecosystem and Nature Map by analyzing causes for grade changes and distributional characteristics of areas with public objections to the Ecosystem and Nature Map notified by e-official gazette from 2014 to June 2016. The receipt of public appeals has been recently increased from average 23 cases a year(2007-2013) to average 33 cases a year(2014-June 2016) while there were 42 areas with public appeals for less than the minimum area($62,500m^2$) for the evaluation of grade of the Ecosystem and Nature Map. Most of the public appeals focused on the 1st grade zone of the Ecosystem and Nature Map. Before grade changes by public appeals, the 1st grade zone of the Ecosystem and Nature Map were 76.0% of the whole areas with public appeals. However, after grade changes by public appeals, it was rapidly decreased to 25.2%, which means that a lot of the 1st grade zone with public appeals were lowered. In the results of analyzing the distributional characteristics of areas with public appeals, they were mostly distributed in lowland(less than 250m altitude), section with $10{\sim}20^{\circ}$ slope, and areas close to or within 100m from built-up area. Regarding areas with public appeals, the biggest time difference between the period of the existing research by National Ecosystem Survey and the period of notice after completing the treatment of public appeals was 18 years while areas showing 6-15 years of time difference were about 70%. Thus, there were huge differences in time of research and notice. Also, the biggest causes for grade changes were boundary errors caused by small-scale survey, and then followed by changes in evaluation of endangered species and occurrence of built-up area and damaged land. Analyzing areas with public appeals in each evaluation item of the Ecosystem and Nature Map, vegetation part was 73.0%, and endangered species area was 23.1% while topography and wetland was less.
