The Wetland Conservation Plan is used as a tool to set the management direction of wetland protected areas, and which is establishing a plan for the conservation, wise-use, and management based on wetland's condition. This study was conducted to establish a conservation plan considering the functions and management conditions of Upo wetland protected area. To this end, there are analyzed the current issues, plans and implementation status of Upo Wetland Conservation Plans in the past. The management elements to be considered in establishing the Wetland Conservation Plan were selected through prior research analysis and the priority of those elements was identified through the AHP. As a result, it was found that lack of considering the changes and performance evaluation of the existing plans in wetlands, conducting short-term projects related to maintenance original function of wetland, different management methods for wetland protected areas and other adjacent areas, lack of understanding and cooperation by stakeholders, inconsistencies in timing of the Conservation Plan and survey of wetland protected areas. In order to improve the problem, it needs to include the performance evaluation stage of establishing the conservation plan, strengthen cooperation of stakeholders and expertise, continuing of projects for wetlands' maintenance, priority of the project considering the management side, and to adjust the timing of plans to improve data availability.

This study was carried out to propose the functional assessment and a wise use strategy on the ecologically valuable 'village wetlands' distributed in living area in Geumsan gun, Chungnam province, Korea. The targets of the functional evaluation were 24 wetlands, selected from 123 village wetlands, where villages and agricultural lands or core ecosystems are located within living area near the wetland and wetlands with historical and cultural significance. The functional evaluation was carried out by RAM (Rapid Assessment Model) and the conservation strategies were suggested. As a result of the functional evaluation, 9 wetlands were rated 'high' (2 'absolute conservation' and 7 'conservation' strategies), 14 wetlands were rated 'medium' ('enhancement' strategies), and one wetland was rated 'low' ('restore or enhancement' strategy). In consideration of the results of the functional evaluation, interviews with village residents, and historic meaning, 6 important village wetlands were selected that require additional management strategies, such as conservation, enhancement, and restoration. 2 wetlands were from "absolute conservation" strategy and 4 wetlands derived from "conservation" and "enhancement" strategy wetlands in consideration of the ecological connectivity of wetlands, the use of surrounding land, and the function as a biological habitat. The wise use and conservation strategy was specifically proposed respectively.

This study was carried out to introduce current status and development strategy for an environmental restoration of stream side in Japan, and to consider a methodology which could be effectively applied for the environmental restoration of stream side in Korea. The strategy prospects of environmental restoration in Japan were summarized as follows : 1. When we establish the long term erosion control planning, we should make detail planning after considering of a certain block of watershed units. Because most of the disaster is caused by soil movement which was occurred by water contents. 2. Nowadays, the general torrent erosion control planning system in Japan focused on reducing the sediment such as by placement of erosion control facility and by restoration of afforestation, after calculation of several factors including expected amount of sediment, and the different amount of planned sediment and allowable sediment. 3. In the past, the goal of forest conservation and erosion control planing was to fix the amount of soil movement by construction of permanent facilities. While, the goal of forest conservation and erosion control planning in the future needs to change the techniques to a small and middle scale's soil movement which could prevent soil movement from large scale of soil disasters, but allow soil movement effectively. Also, it is considered to change erosion control dams from non passing type to passing type. 4. Restoration of stream-side ecology, erosion control for the conservation of ecology should be planned and conducted cautiously based on concepts of ecology conservation and development of environmentally sound techniques.

Within the scope that does not interfere with the performance of basic duty, the military has been actively supporting the national policy for the conservation of the natural environment in accordance with the "military environmental protection guidelines". Since there is a lack of information regarding inhabitation for wild fauna and flora, field investigations of the natural environment at Jinhae local unit were performed three times in 2003. As a result of the investigation, lycoris sanguinea as flora, marten, otter, and leopard cat as mammalia, and accipiter soloensis, accipiter gentilis schvedow, accipiter gularis, buteo hemilasius, falco tinnunculus and terpsiphone atrocaudata as bird were confirmed to inhabit. For the conservation of the natural ecosystem, the expansion of research for natural ecosystems within the military unit is required. Additionally, environmental pollution can be prevented through the proper maintenance of basic environmental facilities including sewage treatment facilities, soil pollution control facilities, and waste storage facilities. In cooperation with local governments and private organizations, the natural cleansing action and sustainable wildlife conservation should be expanded.

The objective of this study was to introduce the current status and development strategy for an environmental restoration of stream side in Japan, and to consider a methodology which could be effectively applied for the environmental restoration of stream side in Korea. 1. In order to change the recent direction of the forest conservation and erosion control projects which are focused on the restoration of stream side ecology, we have to quit the past erosion control policy such as water control purpose, and establish new plans regarding on the forest conservation and erosion control which is considered the regional environmental restoration of watershed. 2. When we restore stream side and river side ecosystem, we should establish restoration plans which can keep the original nature of stream and river. 3. The forest conservation and erosion control construction projects for the restoration of stream and river ecosystem should be planned for the perfect restoration of their ecosystem by way of sustainable maintenance and management. 4. The restoration direction of stream and river ecosystem needs to be planned to restore the diversity of small geographies such as waterway, shoal and puddles rather than flattening of stream bed. 5. The main principle in the restoration of stream and river ecosystem is to accomplish forest conservation and erosion control construction projects which can conserve the existing stream and river ecosystem.
Environmental conservation has become one of the greatest concerns of all the people in the world. This issue is related to wood utilization in two major view points such as carbon dioxide emitted by the use of manufacturing energy and absorbed during the growth of trees. Wood construction materials require less manufacturing energy, which, in turn, means less carbon dioxide emission. In addition, wood keeps absorbed carbon in itself as far as it is not burnt. Therefore, wood is environmentally superior to other materials in terms of potential effects on atmospheric carbon dioxide. As examples of the environmental effect of wood utilization, the following two results were obtained: 1) If wood construction becomes popular in Korea as in Japan, more than 24% of carbon dioxide emission during construction of residential housings can be reduced: and 2) If aluminum windows are substituted by wood windows, more than 19% of carbon dioxide emission can be reduced. If the principle of "cut and plant" is kept well, wood is the best construction material for environmental protection as well as human residence.

This study was carried out to introduce current status to discuss erosion control strategy for the conservation of stream valley ecosystem. To restore stream valley ecosystem, we should establish restoration plans to keep the original shape of stream. It is necessary to use environmentally sound materials with conservation of valley stability. Valley construction for erosion control works should be evaluated continuously based on concepts of conservation and development of stream valley ecology. It is categorized in point of the important of class of stream valley conservation ahead planning and constructure. We suggest that the development of stream valley construction needs to prevent mass movement of soil sediments. In addition, it is established the basal strategy to protect macro and micro aquatic organisms in stream valley ecosystem.
Soil conservation management is necessary for sustainable agriculture, in highland areas, and cover crops are one of the best soil conservation methods for slopes. In this study, we evaluated the effects of alfalfa cultivation on maize production, as well as soil conservation and quality. There was an outstanding soil conservation effect with alfalfa cultivation in the fallow and maize growing seasons. In particular, alfalfa cultivation reduced soil loss by up to 98% compared with bare field. It also increased the activities of soil microorganisms and the supply of organic matter. Maize production with alfalfa cultivation showed no significant differences in yield. In conclusion, alfalfa is an advantageous perennial cover crop in highland agricultural slope areas, which can have positive effects on soil quality and conservation, as well as maize production.
The grid cell analysis is used to select good sites as habitats at the region. The northern area of Yeongjong Island, Incheon has been disturbing by habitat loss due to human activities such as residential development, deforestation. In order to determine significant places as bird habitats and to select conservation areas at this island, the study area was divided into 70 grid cells($500{\times}500m$ each grid) and then each grid was ranked by spatial analysis using the species diversity index. Fieldwork was carried out in Spring and Autumn of 2010. To examine grid cells which were ranked high in both seasons in common, we used the average ranking value, combined data from two seasons. This area consists of mainly agricultural areas and forests(more than 68%) among eight habitat types: the agricultural land, forest, coast, lake, meadow, stream, city and other things. A total of 110 species was recorded: 4,183 birds of 102 species in Spring and 3,326 birds of 58 species in Autumn. In other words, the number of individuals and species was higher in Spring than in Autumn. Species diversity index presented the highest value at M8 grid cell in Spring(3.380) and at A4 gird cell in Autumn(2.736). In 18 of 22 grid cells where the average ranking value was higher than 3, the forest was distributed and in 4 grid cells, the coast and wetland were widely distributed, in which theses were located apart from human-associated disturbances such as construction works for a leisure complex. Our results present a new estimate method not only to minimize loss of bird habitats but also to conserve important habitats when the large-scale development takes place at particular region.
This study was performed for developing the National Environmental Assessment Map (NEAM) in Korea and presenting the application method of NEAM. This NEAM adopted the least indicator method and uses a Geographic Information System (GIS). This map is made through evaluation of 67 items, including greenbelt status and biodiversity. As a result, the construction of NEAM was defined as a process of identifying land use to scientifically assess the physical and environmental value of land and classify conservation value into several grades for the sustainable management of environmental resources. After applying NEAM criteria of five degrees to the whole of Korea, Grade I, showing the highest conservation value, accounted for 45.6% by land area of NEAM. Grades II, III, IV, and Ⅴlikewise accounted for, respectively, 23.6%, 17.9%, 6.3%, and the lowest conservation value of 6.6%. This map can be widely used in, for example, urban and regional planning, development planning, and environment impact assessment.
