The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

Pulp and paper mill wastewater has been treated by biological treatment, but the secondary effluent still contains high lignin, chemical oxygen demand, color and total dissolved solids. Tertiary treatment by land application, referred to as 'Project Green,' has been implemented to treat such high quantities of undesirable matters. The impacts of seepage from Project Green diffusing into receiving streams on the water quality and fish pen aquaculture were studied via the integration of technical and social approaches. The determination of the water quality was performed for 13 sampling stations along the receiving stream, including the Chot stream, Chot lagoon and the Pong River. The water quality was generally at normal levels, with the exception of total dissolved solids. The levels of matter were higher at the Chot stream, but became more diluted at the Chot lagoon and the Pong River, respectively. The social approach was conducted through the voluntary participation of the villagers as research assistants for the fish aquaculture study. Fish could grow at three fish pens within the study sites at the location of Project Green, the Chot lagoon and the Pong River. Fish growth at the Chot lagoon was better at the site of Project Green and the Pong River. The integration of technical and social approaches was a meaningful tool not only for the technical feasibility but in helping to solve the conflict between the community and industry.
This study examines different individual and environmental factors that affect children's self-control. For an analysis, locus of control, perceived competence, and achievement motivation were all included in individual variables. For family variables, mothers' parenting and patents' marriage conflict were examined. For classroom psycho-social environment, teacher support, peer relationship, class involvement, and teachers' supervision were used. The sample consisted of 548 fifth and sixth grade children. Statistics and methods used for the data analysis were Cronbach's alpha, frequency, percentage, Pearson's correlation, and Hierarchical Regression. Several major results were found from the analysis: First, locus of control, perceived competence, and achievement motivation had a positive correlation with children's self-control. Second, mothers' affective parenting had a positive correlation with children's self-control. However, mothers' controlling parenting and parents' marriage conflict had a negative correlation with it. Third, teacher support, peer relationship, and class involvement had a positive correlation with children's self-control. In addition, teacher supervision had a positive correlation with girls' self-control. Fourth, class involvement, locus of control, and academic competence were important variables predicting boys' self-control. On the other hand, Class involvement, achievement motivation, academic competence, teacher's supervision, and mothers' controlling parenting were important variables predicting girl's self-control.
The goals of moral education according to the 7th educational curriculum are (1) to learn the basic life custom and ethical norms necessary to desirable life, (2) to develop the judgment to solve desirably and practically the ethical matters in daily life, (3) to develop the sound citizenship, national identity and consciousness, and the consciousness of world peace and mankind's mutual prosperity, and (4) to develop the ethical propensity to practice the ideal and principle of life systematically Based on the goals in the above, the following can be established as goals of environmental education possible: (1) to learn judgment to solve practically the environmental problems in the society with their ethical understanding, and (2) to recognize that environmental consciousness is the basic necessity of sound citizenship and national identity and consciousness, and mankind's mutual prosperity, and to have attitudes to practice environmental preservation in daily life. Like these, the intellectual aspect, the affective aspect, and the active aspect can be established in the environmental education in the ethics education keeping their balance. In order to achieve its goals, the contents of ethics subject are organized largely with 4 domains: (1) individual life, (2) home life, life with neighbors, and school life, (3) social life, and (4) national life. Among these, environmental education is mainly included in the domain of social life. These contents concerning environmental education take 22 (32.4%) out of the whole 68 teaching factors which are taught in the ethics subject from the 3rd grade to 10th grade. These 22 environmental teaching factors are mainly related to environmental ethics, environmental preservation and measures, and sound consumption life. Classified according to each goal, the environmental contents in the 7th curriculum for ethics subject put emphasis on environmental value and attitudes, action and participation, and information and knowledge. Therefore, the recommendable teaching and learning method for the environmental education in ethics subject is to motivate students' practice or to make them practice in person. For example, role-play model, value-conflict model, group study model can be applied according to the topics of environmental education.
The goal of current study is to carry out comparative analysis on the relationship between nature perspectives and their corresponding utilities by taking integrated approach combining economic values with environmental ones. The results are as follows. First, empirical evidence shows that the structures of happiness function differ according to nature perspectives. The anthropocentric-nature perspective is centered on economic value. Whilst, environment and social trust play an statistically insignificant role in deciding happiness levels. Secondly, the eco-centric perspective possesses a multi-facted structure of happiness function composing of income, environment, and social trust. In this vein, it is no reasonable behavior, from happiness maximization view, to focus on economic value vis-a-vis use value.
The regional environmental conflicts of 'Mungjangdae Hot Spring Development Project' have still now continued from 1985. As a case study, the limitation of environmental litigation and the feasibility of EIA as Alternative Dispute Resolutions (ADR) for solving the conflict of 'Mungjangdae Hot Spring Development Project' was analysed. In order to mitigate environmental and social conflicts, the scope and time of public participation in EIA process which is democratic procedure based on scientific prediction of environmental impact need to be diversified to the extent 'Aarhus Convention', and the burden of environmental litigation need to be alleviated by the 'EIA consultation' from environmental authorities. In decision-making process related with large scale development plan and project which have enormous impact, the effectiveness of the EIA as ADR can be enhanced by applying citizen involvement in environmental governance and the various aspects of sustainability. The effective utilization of EIA public participation such as public hearing to pursue social equity can be a ESSD scheme for the implementation of SDG at regional dimension in Korea.

Korean society has frequently seen the conflicts between environmentally oriented ideology and development ideology which generally take shape as regional problems. An interesting example is the case of Paldang water resource protection area in Yangpyung-kun, Kyunggi Province. At the area, the rural residents are trying to take regional development by utilizing as much as natural resource in the region, and the central government is trying to make clean water sustained for the public interest of the whole people living within the supplying area of the water resource. Accordingly, the conflict is inevitable. It is the role of environmental movement group that makes us pay attention to this region. Under the present situation regarding environmental protection as a core keyword, the environmental protection groups tend to stand on the side of the central government. That is, those groups let the government consolidate its dominance discourse, which help the resistance discourse of the residents weakened. This basic structure of relationship sometimes touches off the situations of antagonistic confrontation. It is the group for organic fanning movement on the region that is playing a significant mediating role between the two. It has eased severe confrontation, and has persuaded the residents, expecially the farmers, to accept so-called win-win strategies which are related with various kind of organic fanning. The agriculture can be regarded as a win-win action because it is a way of fanning adapted to the protected natural environment. It is taking firm hold in this region as an alternative which can satisfy the ideology of 'sustainable development' or 'sustainability'. It could give us a kind of paradoxical confusion that the strategies of regional development of pro-environment are being carried out in the region where the residents are fighting against the government's strict control of natural environment. The example of this region, however, could show a significant direction for solving the continuous problem of conflict between environmental protection and regional development.
The energy production of offshore wind farms plays an important role in expanding renewable energy. However, the development of offshore wind farms faces many challenges due to its incompatibility with marine environments and its social acceptability among the local community. In this study, we reviewed the marine environmental impact assessment status of offshore wind farm development projects for 2012-2019 in South Korea. A total of nine projects were selected for this study, all of which experienced considerable conflict with local fisheries resources. To appropriately respond to the underlying challenges faced by offshore wind farm development and in order to better support decision-making for future impact assessment, our findings identified: i) a need for adequate preliminary investigation and technical examination of fisheries resources; ii) a need to assess and estimate the impact of underwater noise, vibration, and electromagnetic waves on fisheries resources during wind farm construction and operation; and iii) a need for a bottom-up approach that allows for communication with local stakeholders and policy-makers to guarantee the local acceptability of the development.
In South Korea, the conflict between development and conservation policy still exist among government ministries, and conventional development plan often has priority over conservation policy. Establishment of sustainable development and comprehensive management policy employing the results of ecosystem service studies are highly warranted, but researchers in South Korea are still limited and often misuse the concept of ecosystem services. Thus, we aimed to introduce the concept of Ecosystem Service (ES) and related terminologies such as Social-Ecological Systems (SESs), ecosystem function, trade-off, and human well-being in this paper. Additionally, this article reviewed and arranged key approaches in ES studies as follows: 1) field works, 2) mapping ecosystem services, 3) valuing ES, 4) quantifying trade-offs between ES and 5) understanding SESs. Based on those results, we suggest that field works for basic information have the first priority to be conducted among ES studies. Once basic information is sufficiently accumulated, researchers can perform applied ES research with accuracy. Finally, results of ES studies conducted by five approaches allow decision makers to consider both natural system and society simultaneously, and hence the results can be utilized for sustainable development and conservation policy based on ecosystem-based management.
The Korean government has operated various mega-development projects in order to help nation progress into the future. However, many problems and concerns have been raised on the mega-projects' delay and failure in South Korea. Moreover, there are many technical and executive problems; such as trial and error of development work, failure of validity test, complicated decision-making processes, and so on. With these concerns and problems to mega-development projects, finding a sustainable development from mega-projects is becoming a new issue in the field of mega-development projects. Therefore, the main purpose of this study is to investigate whether or not most mega-development projects conducted by the government exactly corresponds with sustainable development (such as environmental soundness, economic efficiency and social equity) focusing on Saemangeum project. Using causal loop analysis, this study gives some significant results to us. First, for environmental soundness, both central and local government should ensure water-purity control system for farming, industry, leisure, and others. Second, for economic efficiency, both governments not only have to secure a budget for completion of infrastructure of the Saemangeum project but also support financial assistance to Saemangeum project. Third, for social equity, three local governments (i.e., Gunsan, Gimje, and Buan) should stop debate and conflict with regard to an administrative district of Saemangeum region. Finally, most politicians should not use Saemangeum project for political means. Rather, they should recognize the project as a motive power for economic development of Jeollabukdo.
