A Study on the Carbon Neutrality Scenario Model for Technology Application in Units of Space (공간 단위 탄소중립 기술적용 시나리오 모형(CATAS) 연구)

  • 'Carbon-neutrality Assessment based on Technology Application Scenario (CATAS)' provides an analysis of greenhouse gas (GHG) reduction effectiveness when applying carbon-neutrality technology to areas such as energy conversion, transportation, and buildings at certain spatial levels. As for the development scope of the model, GHG emission sources were analyzed for direct GHG emissions, and the boundary between direct and indirect emissions are set according to the spatial scope. The technical scope included nine technologies and forest sinks in the transition sector that occupies the largest portion of GHG emissions in the 2050 carbon neutral scenario. The carbon neutrality rate evaluation methodology consists of four steps: ① analysis of GHG emissions, ② prediction of energy production according to technology introduction, ③ calculation of GHG reduction, and ④ calculation of carbon neutrality rate. After the web-based CATAS-BASIC was developed, an analysis was conducted by applying the new and renewable energy distribution goals presented in the 「2050 Greenhouse Gas Reduction Promotion Plan」 of the Seoul Metropolitan Government. As a result of applying solar power, hydrogen fuel cell, and hydrothermal, the introduction of technology reduced 0.43 million tCO2eq of 1.49 million tCO2eq, which is the amount of emissions from the conversion sector in Seoul, and the carbon neutrality rate in the conversion sector was analyzed to be 28.94 %.

  • Along with the 4th Industrial Revolution, the impact of "unmanned" is affecting all fields around the world, and in particular, in the military sector, "unmanned" is so important that it occupies a part of the main combat system. Recently, the South Korean military is facing a crisis due to the North Korea's UAV incident that invaded our airspace and descended to Seoul. In response, the South Korea military declared its willingness and countermeasures to capture and destroy North Korea's UAV. However, as the technological development of UAV continues and the utilization plan is expanding, the countermeasures for UAV at the current level can be useless. Also, the threat from North Korea is not just UAV. North Korea has practically a nuclear power and is set to conduct its seventh nuclear test, and its missile technology is also being advanced, with 38 arounds of 67 missile tests conducted in 2022 alone. It is also developing five key strategic weapons that can pose a fatal threat to Korea, and North Korea's strong conventional forces are located around the NLL(Northern Limit Line), and the port of Long Range Artillery is facing the Seoul metropolitan area. It is important to respond to North Korea's UAV threats, which are now receiving much attention, but it will be necessary to comprehensively analyze and clearly prioritize North Korea's threats and use a limited budget to respond to them.

Study on Analysis of Occupant Safety Index & Behavior Using Full-Scale Crash Test Data of Crash Cushion (충격흡수시설의 실물차량 충돌시험 데이터를 이용한 탑승자 안전도 및 충돌거동 분석에 관한 연구)

  • According to the rules, a crash cushion is supposed to set up products that is satisfied with the standard of a performance test after performing the car crash test by road safety facilities and management guide. For development of crash cushion, performance should be estimated through the car crash test eventually. However, there is no reasonable design method which considers passenger's safety and only depend on crash test without an alternative plan. Therefore it incurs a loss materially and takes a lot. Therefore, we are asked to create a systematic design of the crash cushion. This study shows that a scientific basis of applying single degree of freedom when it designs the crash cushion after analyzing vehicle crash test data of crash cushion and also represents design of crash cushion through single degree of freedom response spectrum using calculated by crash test data on crash cushion.

Establishment about Service Level and Evaluation Model of Bus Stop (버스 정류장의 서비스 수준 및 평가모델 구축에 관한 연구)

  • Bus stop is necessary to improve user-focused environment to offer convenient service because of the large number of passengers. This study is to analyze user's evaluation and establishment model of the service levels at bus stop using GAP analysis, IPA and Structural equation model and suggests improvement direction of bus stop. In the GAP analysis, on thirty-one service items of bus stop, the difference appeared highly from the items such as obstacle's facility and the information related to the using bus. In the current IPA service bus operation information, cadence facility and obstacle support facility need to be improved. And in service expectation bus operation information and th exchange facility, the obstacle support facility need to be improved continuously. The evaluation model of bus stop service due to a structure equation's was fitted well by structure equation. In overall satisfaction on bus stop, the waiting satisfaction is more affect the satisfaction of bus use facility. Satisfaction in bus use facility, the related information of bus operation, cadence facility, bus operation information and trans facility, obstacle support facility is more affect compare to other items. The lower overall satisfaction in bus stop is the higher the expectation of overall satisfaction is. Therefore, the information of bus operation and the support facility for the handicapped needs an active improvement plan than ever.

A Study on Method of Framework Data Update and Computing Land Change Ratio using UFID (UFID를 이용한 기본지리정보 갱신 및 지형변화율 산출 방안 연구)

  • During the first and second NGIS projects by the Korean government, The first one (1995~2000) was limited on constructing geographic information and the second (2001~2005) was focused on circulation and practical use of geoinformation from the result of the first project. In the latter half of 2nd NGIS project, However, the geographic information from the NGIS projects have not been renewed even though there were significant geographical changes. The accurate renewal of geoinformation is a matter of great importance to the next generation industry (e.g. LBS, Ubiquitous, Telematics). In this respect, it is time to update the geographic information in the latter half of the second NGIS project. Therefore, It is not only important to build an accurate geoinformation but also rapid and correct renewal of the geoinformation. NGII (National Geographic Information Institute) has been studying for improvement of digital map that was constructed by the result of the 1st NGIS project. Through the construction of clean digital map, NGII constructed Framework Data to three kinds of formats (NGI, NDA, NRL). Framework Data was contained to other database, and provided the reference system of location or contents for combining geoinformation. Framework Data is consist of Data Set, Data Model and UFID (Unique Feature Identifier). It will be achieved as national infrastructure data. This paper attempts to explore a method of the update to practical framework data with realtime geoinformation on feature's creation, modification and destruction managed by 'Feature management agency' using UFID's process. Furthermore, it suggests a method which can provide important data in order to plan the Framework update with the land change ratio.

A Method for the Effective Implementation of a Consignment Contract in Road Constructions (도로 수탁공사의 효과적 수행을 위한 방법론)

  • The city planning of a local government is a continuous process that does not end with the creation of a plan but proceeds through decision-making, monitoring and evaluation phases. As a new city planning is changed and confirmed, there is a chance to construct a large scale road that is connected with an under constructed road. In this case, the expansion of the width and length of road, the addition of bridges or tunnels, and the change of the size and location of interchanges lead to many changes on road design and construction. In the past, the consignment contracts for a road construction have been made in limited numbers and for limited civil works. Now, it is growing in numbers and is making for large scale multi-works. However, the standard process and guidelines for the consignment contracts have not been suggested yet, so there is difficulty in performing the consigned road construction effectively. In this paper, the important factors for the consignment contracts are determined by construction document reviews and expert interviews. Based on these results, a standard process for the consigned contracts and a guideline for agreeing on construction cost are suggested. The costs that should be paid by a consignor are also defined.

Parameter Optimization and Uncertainty Analysis of the NWS-PC Rainfall-Runoff Model Coupled with Bayesian Markov Chain Monte Carlo Inference Scheme (Bayesian Markov Chain Monte Carlo 기법을 통한 NWS-PC 강우-유출 모형 매개변수의 최적화 및 불확실성 분석)

  • It is not always easy to estimate the parameters in hydrologic models due to insufficient hydrologic data when hydraulic structures are designed or water resources plan are established. Therefore, uncertainty analysis are inevitably needed to examine reliability for the estimated results. With regard to this point, this study applies a Bayesian Markov Chain Monte Carlo scheme to the NWS-PC rainfall-runoff model that has been widely used, and a case study is performed in Soyang Dam watershed in Korea. The NWS-PC model is calibrated against observed daily runoff, and thirteen parameters in the model are optimized as well as posterior distributions associated with each parameter are derived. The Bayesian Markov Chain Monte Carlo shows a improved result in terms of statistical performance measures and graphical examination. The patterns of runoff can be influenced by various factors and the Bayesian approaches are capable of translating the uncertainties into parameter uncertainties. One could provide against an unexpected runoff event by utilizing information driven by Bayesian methods. Therefore, the rainfall-runoff analysis coupled with the uncertainty analysis can give us an insight in evaluating flood risk and dam size in a reasonable way.

Assessment of Future Climate and Land Use Change on Hydrology and Stream Water Quality of Anseongcheon Watershed Using SWAT Model (II) (SWAT 모형을 이용한 미래 기후변화 및 토지이용 변화에 따른 안성천 유역 수문 - 수질 변화 분석 (II))

  • This study is to assess the future potential climate and land use change impact on streamflow and stream water quality of the study watershed using the established model parameters (I). The CCCma (Canadian Centre for Climate Modelling and Analysis) CGCM2 (Canadian Global Coupled Model) based on IPCC SRES (Special Report Emission Scenarios) A2 and B2 scenarios were adopted for future climate condition, and the data were downscaled by Stochastic Spatio-Temporal Random Cascade Model technique. The future land use condition was predicted by using modified CA-Markov (Cellular Automata-Markov chain) technique with the past time series of Landsat satellite images. The model was applied for the future extreme precipitation cases of around 2030, 2060 and 2090. The predicted results showed that the runoff ratio increased 8% based on the 2005 precipitation (1160.1 mm) and runoff ratio (65%). Accordingly the Sediment, T-N and T-P also increased 120%, 16% and 10% respectively for the case of 50% precipitation increase. This research has the meaning in providing the methodological procedures for the evaluation of future potential climate and land use changes on watershed hydrology and stream water quality. This model result are expected to plan in advance for healthy and sustainable watershed management and countermeasures of climate change.

Evaluation of Flood Events Considering Correlation between Flood Event Attributes (홍수사상 요소의 상관성을 고려한 홍수사상의 평가)

  • A flood event can be characterized by three attributes such as peak discharge, total flood volume, and flood duration, which are correlated each other. However, the amount of peak discharge is only used to evaluate the flood events for the hydrological plan and design. The univariate analysis has a limitation in describing the complex probability behavior of flood events. Thus, the univariate analysis cannot derive satisfying results in flood frequency analysis. This study proposed bivariate flood frequency analysis methods for evaluating flood events considering correlations among attributes of flood events. Parametric distributions such as Gumbel mixed model and bivariate gamma distribution, and a non-parametric model using a bivariate kernel function were introduced in this study. A time series of annual flood events were extracted from observations of inflow to the Soyang River Dam and the Daechung Dam, respectively. The joint probability distributions and return periods were derived from the relationship between the amount of peak discharge and the total volume of flood runoff. Applicabilities of bivariate flood frequency analysis were examined by comparing the return period acquired from the proposed bivariate analyses and the conventional univariate analysis.

Flood Stage Evaluation for Vegetated Models in River Scales (하천규모에 따른 식생모델의 홍수위 검토)

  • This study aims to evaluate for flood stage on vegetated patterns by clearance space rate (CSR) using the numerical models divided into large, medium and small river in river scales with watershed area or design flood discharge. Using the HEC-RAS (1D) and RMA-2 (2D) numerical models, evaluated results of the design flood stages before vegetated modeling of these rivers which CSR in the 1D are obtained over 100% at all points in large river and medium river of except upper part 2 sections, but small river is showed about average 46.0%. It is judge that evaluated results in the 2D are obtained average 101.5% in large river, 96.7% in medium river, 71.1% in small, respectively and because of 1D mainly used to formulate of the river's master plan. However, after vegetated modeling, CSR in case of 1D showed with 91.8% in large river, 74.2% and 38.3% in medium and small rivers, respectively and 2D showed with 95.5% in large river, 86.72 and 37.0% in medium and small rivers, respectively. It is estimate that evaluated results using the 2 numerical models by the vegetated modeling are less affected the CSR for large river in a large area more than the cross section area in medium and small rivers.
