Cowpea (Vigna unguiculata (L.) Walp.) is recognized as a potential source of protein and other nutrients. The genus Vigna includes 100 wild species of plants. Especially, Vigna unguiculata includes annual cowpeas (ssp. unguiculata) and ten wild perennial subspecies. DNA sequence of internal transcribed spacer (ITS) region was determined for Vigna sinensis, one of native plant, which was found in recent but thought to have gone extinct in Korea. The seeds of Vigna sinensis used in this study were donated from Dong-Young Jo. The DNA sequence of ITS-5.8S-ITS2 for Vigna sinensis obtained from this study was deposited as Vigna sinensis AY195581 on GenBank of NCBI (National Center for Biotechnology Information). We investigated the sequence-based phylogenetic relationships of plants related and clarified its taxonomical position. DNA similarities among subspecies including Vigna unguiculata showed the range 98 to 100% in sequence-based phylogenetic analysis using total 507 base pairs of ITS1, 5.8S and ITS2. Vigna unguiculata and subspecies were grouped independently as one cluster from other Vigna species used in the phylogenetic analysis. In this study, based on the phylogenetic analysis using the ITS1-5.8S-ITS2 sequence of Vigna sinensis, it may be concluded to be classified to one of Vigna unguiculata substrains.

Recently EA(Enterprise Architecture) has been receiving growing attentions again from the public sectors. It is because EA maturity result is reflected to the organization's informatization level and EA maturity ratio has been enlarged. There has been more participation from the Chief Information Officers of the public sectors. EA research in the public sectors has influenced IT environment since the research started in late '90, the legislation work done in '05, and the maturity model developed in '06. However, there are some remaining tasks to solve. EA policy is introduction oriented, its contribution to the consecutive the best UN e-Government rank is limited, and its user-friendly responding system is still lacking. Related research outcomes are rather microscopic focusing only on the models and maturity than implicating on the public policy in a macroscopic manner. In this respect, this study will provide the implication on how EA policy should be. Requirements derived from EA stakeholders and the tasks will be arranged in accordance with its domain, then the performance and tasks will be demonstrated. As guiding EA stake holders and information related officers to setup the EA policy with these results, this study is expected to support information the policy drivers.

For the reason above, the concept of reverse logistics and classification, the comparison with any similar concepts and its necessity are studied in this research through the theoretical consideration and the current state of the reverse logistics is organized in this research by acknowledging the domestic development process and the properties regarding the recycles of resources. In addition, the way to apply to the nation was investigated by comparing with the environmentalism development process, the reverse logistics policies and examples of advanced countries in logistics. The research proposed building of intimate cooperative system between a shipper and logistic service provider for the reverse logistics throughout the whole supply chain, the financial support, amendment of regulations, support Eco-friendly logistic technology development and the propagation, effective logistic system development and others and it is expected to bring a significant meaning to the reverse logistic policy and operation later on.
This study investigates the initiatives of Gangwon sea routes based on precedent studies on the North Pole route to suggest a multi-modal buildup of transport logistics network of Gangwon harbors for the strengthening of logistics efficiency in the Korean Peninsula. The findings were: First, the government should expand railway infrastructure in Gangwon. Second, harbors in Gangwon should each have one speciality to strengthen connection with other harbors by using railway oriented background transportation network. Third, the government should develop industries of EFEZ(East coast Free Economic Zone) in the East Sea Coast in Gangwon to connect resources from the North Pole Sea. Fourth, the government should invite the base of Araon Ho's polar research vessel to play the role of the North Pole Sea route in the near future. Fifth, the government should strengthen the role of the Samcheock LNG base under construction. SIxth, environment-friendly transportation technology should be introduced to reduce carbon emission as much as possible. Lastly, an optimum North Pole logistics route should be developed to connect the Metropolitan area(Metropolitan Economic Zone), Gangwon roads and railway, Gangwon habor, Trans-Siberian Railway and thw North Pole route, and Europe, to strengthen national foreign trade power in the near future.
Unicellular cyanobacterial strains of Subsections I and II and filamentous cyanobacterial strains of Subsection III have been shown to be polyphyletic, heterocystous strains of Subsections IV and V, both of which were previously reported to be monophyletic. In this study, the small subunit ribosomal RNA (16S rRNA) sequences of 13 strains of cyanobacteria - one strain, Oscillatoria nigro-viridis PCC7112, of the Subsection III, 6 strains including genus Anabaena, Nostoc, Tolypothrix, Calothrix and Scytonema of the Subsection IV, and 6 strains including genus Hapalosiphon, Fischerella and Chlorogloeopsis of the Subsection V - were determined. The phylogenetic analysis of cyanobacteria was carried out using the 16S rRNA sequences. The results of the phylogenetic analyses of 16S rRNA sequences, based on Neighbour-joining, maximum-parsimony, and maximum-likelihood methods, indicated that the members of Subsection IV were not monophyletic but polyphyletic. In addition, the phylogenetic results strongly indicated that the genus Scytonema in Subsection IV could be a common ancestor of heterocystous cyanobacteria in Subsection IV and V. Furthermore, the phylogenetic analyses revealed that the genus Anabaena could be phylogenetically diverse and that cyanobacterial strains in Subsection IV might be polyphyletic, whereas those in Subsection V could be monophyletic, as reported before. The results for the genus Anabaena indicate that it should be reclassified.

Organic farming system has been considered environmental friendly and sustainable agricultural practice. However, the influence of organic farming on soil quality and environment is not well informed and controversial. We sampled and analyzed 0~15 cm and 15~30 cm depth soils of organic and conventional paddy fields in Yongin and Anseong. The electric conductivity and organic matter content of organic paddy soil were significantly less (p = 0.0097, 0.0067, respectively) than those of conventional paddy soil. Available phosphate and total phosphorus in 0~15 cm depth of organic paddy soil were $211.1{\pm}135.3$, $872.4{\pm}286.3mg/kg$, respectively, less than those of conventional paddy soil. Available phosphate amount in conventional paddy was $358.8{\pm}246.7mg/kg$, which is higher than 300 mg/kg that can cause secondary environmental contamination by runoff. The amount of total nitrogen in organic paddy soil was less than that in conventional paddy while their difference was not significant. The concentration of the heavy metals in organic paddy soil was also lower than that in conventional paddy soil but their difference was not statistically significant. Our findings demonstrate that electric conductivity, organic matter, nutrients, and heavy metals in organic paddy soil were less than those in conventional paddy soil. However, additional monitoring of soil properties for longer period is necessary to certify such a conclusion.

A smart grid is the next generation power grid which combines the existing power grid with information technology, so an energy efficient power grid can be provided. In this paper, in order to build an efficient smart grid an AMI system, which gears with the existing home network and provides an user friendly management function, is proposed. The proposed AMI system, which is based on an extended home network, consists of various functional units; smart meters, communication modules, home gateway, security modules, meter data management modules (MDMM), electric power application modules and so on. The proposed home network system, which can reduce electric power consumption and transmit data more effectively, is designed by using IEEE 802.15.4. The extended home gateway can exchange energy consumption information with the outside management system via web services. The proposed AMI system is designed to enable two-way communication between the home gateway and MDMM via the Internet. The AES(Advanced Encryption Standard) algorithm, which is a symmetric block cipher algorithm, is used to ensure secure information exchange. Even though the results in this study could be limited to our experimental environment, the result of the simulation test shows that the proposed system reduces electric power consumption by 4~42% on average compared to the case of using no control.

In Future, Chinese government will promote low carbon policies through the optimization of the logistics network to reduce energy waste, pursue the low carbon-reduction of logistics machinery and equipment, and develop an mode to appropriate demand for green low-carbon economic growth.

Five strains of Korean entomopathogenic nematodes(EPN), steinernematids and heterorhabditids(Steinernama carpocapsae GSN1, Steinernema sp. GSNUS-10, Steinernama sp. GSNUS-14, Heterorhabditis bacteriophora Hamyang, Heterorhabditis sp. GSNUH-1) were evaluated and tried in petri dish, pot, and vegetable greenhouses for environmentally friendly control of beet armyworm, Spodoptera exigua. $LC_{50}$ values of five EPN strains against beet armyworm was different depending on nematode strain and beet armyworm instar. $LC_{50}$ value of Steinernema carpocapse GSN1(GSN1) was 3.8-5.1 infective juveniles(Ijs) in 2nd to 4th instars of beet armyworm. Pathogenicity of five EPN strains against beet armyworm different in nematode strain, concentration, application times, and vegetable species in pot and greenhouse. Steinernema spp. was more effective than Heterorhabditis spp. against beet armyworm. Two or three times of applications of EPN were found to be effective regardless of nematode strain and concentration in pot and greenhouse. ENP showed different reactions on vegetable species. Efficacy of EPN was higher on Chinese cabbage than that on cabbage and kale. GSN1 was one of the most effective nematodes and 100,000 infective juveniles per $m^2$(720,000 Ijs/$7.2m^2=1{\times}10^9$Ijs/ha) resulted in higher mortality in greenhouse.
This paper aims to explore ways to develop the arbitration industry in Korea. The prospects for the promotion of the arbitration industry in Korea are never dim. International arbitration competitiveness is somewhat lower than its competitors at present, but the international economic base to support it is solid, and the domestic arbitration environment seems to be sufficient to support the development possibility of arbitration. Since geographical and economic factors have already been defined, Korea must at least improve the arbitration act with passion and vision for the best one. The arbitration act that is the most accessible to arbitration consumers is the best arbitration act. The important thing is to have an arbitration act that makes people want to use more than litigation or other dispute resolution procedures. There is no hope of remaining as a "second mover" in the field of arbitration law. One should have a will and ambition to become a "first mover" even if it is risky. Considering the situation of the current arbitration law, it is necessary to start an arbitration appeal system in order to become a consumer-friendly arbitration law, and it is necessary to examine ways of integrating the grant of execution clause and enforcement application procedures. The abolition of the condition of Article 35 of the Arbitration Act, which rules the validity of the arbitration award, will help promote international arbitration. Exclusion agreements of setting aside against arbitration awards must also be fully recognized. It is also important to publish a widely cited international arbitration journal. In order to respond to the fourth industrial revolution era, it is necessary to support the establishment of a dispute resolution system that utilizes IT technology. In order to actively engage the arbitrators in the market, it is necessary to abolish the regulations that exist in the Attorneys-at-Law Act. There is also a need to allocate more budget to educate arbitration consumers and to establish arbitration training centers to strengthen domestic arbitration education. It is also necessary to evaluate and verify the Arbitration Promotion Act so that it can achieve results. In the international arbitration market, competition is fierce and competitors are already taking the initiative, so in order not to miss the timing, Korea needs to activate international arbitration first. In order to activate international arbitration, the arbitration body needs to be managed with the same mobility and strategy as the agency in the marketplace. In Korea, unlike in Singapore and Hong Kong, it is necessary to recognize that the size of the domestic arbitration market is very likely to increase sharply due to the economic size of the country and the large market potential it can bring from litigation. In order to promote the arbitration industry, what is most important is to make arbitration activities in accordance with the principles of the market and to establish an institutional basis to enable competition. It is urgently required to change the perception of the relevant government departments and arbitration officials.
