  • Recently, as the era of economic cooperation on the Korean Peninsula approaches, the role of the building sector, such as humanitarian reorganization of North Korean housing, is increasing. The purpose of this study is to find out the current location of North Korean housing standards through the North Korean Housing Survey. For the survey, a survey was conducted through 79 North Korean defectors. The main construction methods of North Korean housing are reinforced concrete, steel framed, wooden framed, masonry, and reinforced concrete walled and prefabricated. The residential environment satisfaction items consist of durability, waterproof, heating, ventilation, heat insulation, air tightness, mining, soundproofing, disaster safety, fire safety, and crime prevention. The result is as follows. The housing construction method in North Korea, which lived at that time, consisted of 21 people (30.88%) of reinforced concrete frames, 18 people (26.47%) of wooden frames, 17 people (25%) of masonry walls, 5 people of prefabricated structures (7.35%), and reinforced concrete. Two people (2.94%) were walled. Among these, the wooden frame type had the lowest satisfaction level for each item, and the reinforced concrete had a high level of dissatisfaction in the items of heating, confidentiality, and disaster safety, and the other item had a high level of satisfaction. • In this paper, we propose adaptive convergence security policies and management technologies to improve security assurance in the home networking environment. Many security issues may arise in the home networking environment. Examples of such security issues include the user privacy, the service security, the integrated networking security, the middleware security and the device failure. All these security issues, however, should be fulfilled in phase due to many difficulties including deployment cost and technical complexity. For instance, fundamental security requirements such as authentication, access control and prevention of crime and disaster should be addressed first. Then, supplementary security policies and diverse security management technologies should be fulfilled. In this paper, we classify these requirements into three categories, a service authentication, a user authentication and a device authentication, and propose security policies and management technologies for each requirement. Since the home gateway is responsible for interconnection of many home devices and external network access, a variety of context information could be collected from such devices.

  • The intelligent home network system integrates various devices in the home into one communication network to provide information sharing, control, and operation environment between devices. This intelligent home network system operates around a home server. Home appliances in the era of the 4th industrial revolution will have numerous home servers in logical areas as the intelligent home network in the home accelerates. Therefore, the need for systematic management of home servers is emerging. We propose an agent system for efficient intelligent smart home server management. The agent system monitors the home server and operating environment for home server management of the intelligent smart home network. By referring to this monitored information, the service module of the home server is managed, and the home server is dealt with whether it is normal or not. In addition, by referring to the information collected by the service agent created in the group management server while migrating the home server, it is possible to deal with integrated meter reading, crime prevention, and topics. And when a new service is applied to the home server, it is registered in the management server and distributed to the home server through the agent, so that the intelligent smart home network can be efficiently managed.

  • In the rapidly changing current society, the Korean National Police(KNP) is facing a lot of demands from the citizens like the protection of subject/victim rights, independence of investigation authority, disclosure of actual truth, and prevention & eradication of crimes. It is widely recognized among the Korean people and the police that the KNP is always standing for the rights of the people and it is high time that the KNP should be restored as the pioneer for the protection of human right. In this situation, the tremendous emphasis is given on the importance of investment in investigative training through the long-term master-plan in order to renovate its constitution, to level up its quality, and to cope with the highly sophisticated crime patterns. Korean police have already shown its outstanding investigative skills of identification of the deceased throughout large cases like Daegu subway arson and tsunami in Southeast Asia. In addition, the skills of cyber crime investigation are highly recognized by foreign law enforcement agencies. However, the investigative skills and abilities are being degraded and the morale of the investigative personnel are falling due to the insufficiently of the finite training budget. Lack of financial support results in the lack of training program and poor training environment, which subsequently leads to the inefficiency of training. Additionally, no long-term budget for fostering specialized investigative agents is allotted. Considering the fact that more than 95% of crimes in Korea are being primarily investigated by the Korean police, we have to understand the importance of the police. By the tremendous investment in investigative training which can lead to the high-quality investigations, the Korean police can ultimately contribute to the protection of safety and life of its people.

  • Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.

  • Objectives: To identify the associations of characteristics of the neighborhood environment with substance abuse among clients receiving treatment for drug abuse in Thailand. Methods: A cross-sectional study was conducted of 1128 drug addicts from 28 neighborhoods who were receiving treatment at all 7 compulsory drug detention centers in Thailand. A trained interviewer conducted structured interviews with the subjects about substance use and the perceived neighborhood environment in their community. A multilevel logistic regression model was applied to estimate the effects of the neighborhood environment on substance use. Results: The majority of participants, 53.8% only used methamphetamine pills, 31.3% used other illicit drugs as well as methamphetamine pills, and 14.9% used an illicit drug other than methamphetamine. Three neighborhood characteristics were associated with substance use. A 1-unit increase in the perceived neighborhood cohesion score was associated with a 15% reduction in methamphetamine pill use and an 11% reduction of the use of both methamphetamine pills and another illicit drug. Conversely, a 1-unit increase in perceived neighborhood crime predicted 19 and 14% increases in the use of methamphetamine pills and the use of both methamphetamine pills and another illicit drug, respectively. In addition, a 1-unit increase in the scores for stigma surrounding addiction corresponded to a 25% increase of the use of methamphetamine pills and a 12% increase in the use of both methamphetamine pills and another illicit drug. Conclusions: Substance use among drug addicts was influenced by characteristics of the neighborhood environment. Therefore, prevention and intervention strategies should be designed based on a consideration of the impact of neighborhood context on substance use behaviors.
