A study on the exportation of the e-clearance system of Korea Customs Service to overseas aiming to lead the global trend of Customs informatization (정보화시대 글로벌 리더로의 도약을 위한 관세청 전자통관시스템 해외수출 전략에 대한 연구)

  • Ever since the computer came into being in early 20th century, rapid development of the information technology has led to the opening of the ubiquitous age where daily works can be done anywhere, anytime, and with any devices. The information technology has drawn attention from Customs around the world as a key means to fulfill multi-faced responsibilities of strengthening regional cooperation in the international trade, simplifying clearance procedures, expediting logistics flow, and ensuring security in the global supply chain. Korea Customs Service, which began the informatization effort by establishing the electronic export declaration system in 1992, completed the 100% electronic clearance system in 2000, with a number of countries now conducting benchmarking studies on the successful use of IT by KCS. This paper is to address the changes brought to the Customs administration in the information age, the progress and achievement of the Customs informatization as a proactive strategy to deal with the changing environment, and the exportation to overseas administration of the e-clearance system of KCS which strives to become the global leader of Customs informatization. The exportation. in particular, will not only lead to increased foreign currency earnings and shared know how, but also create an opportunity to reflect Korea's system in the standardization of Customs procedures around the world.

Multi-Relay Cooperative Diversity Protocol with Improved Spectral Efficiency

  • Cooperative diversity protocols have attracted a great deal of attention since they are thought to be capable of providing diversity multiplexing tradeoff among single antenna wireless devices. In the high signal-to-noise ratio (SNR) region, cooperation is rarely required; hence, the spectral efficiency of the cooperative protocol can be improved by applying a proper cooperation selection technique. In this paper, we present a simple "cooperation selection" technique based on instantaneous channel measurement to improve the spectral efficiency of cooperative protocols. We show that the same instantaneous channel measurement can also be used for relay selection. In this paper two protocols are proposed-proactive and reactive; the selection of one of these protocols depends on whether the decision of cooperation selection is made before or after the transmission of the source. These protocols can successfully select cooperation along with the best relay from a set of available M relays. If the instantaneous source-to-destination channel is strong enough to support the system requirements, then the source simply transmits to the destination as a noncooperative direct transmission; otherwise, a cooperative transmission with the help of the selected best relay is chosen by the system. Analysis and simulation results show that these protocols can achieve higher order diversity with improved spectral efficiency, i.e., a higher diversity-multiplexing tradeoff in a slow-fading environment.

Environment Policy and Regional Economic Growth: Conflicting vs. Complementing (환경정책과 지역경제 : 상반관계 vs. 보완관계)

  • It is generally believed that there is a trade-off between economic growth and environmental quality since pollutants are generated in the process of production and consumption of commodities. Several researchers have shown this prevailing belief using the short-term input-output models. The literature, however, shows that there have been few attempts to investigate the relationship using long-term forecasting models. This motivates the current paper. This paper attempts to build a reginal growth model in a partial equilibrium framework taking into consideration the requirements of capital invested for pollutant abatement. Model is largely neoclassical. Labor is assumed to move a region with high utility specified in regional per capita average was income and pollution level while capital is partially mobile to a region with high returns. The regional growth is explored in a phase diagram. The paper shows that there are two stable growth equilibria which a region can converge over time and that the equilibria are distinguished by the initial threshold capital stock that a region holds. If the initial capital stock of a region is over(under) than the threshold size, the region converges to the higher (lower) growth equilibrium over time. Moreover, based on this result an environmental quality enhancing policy is analyzed in the phase diagram. It has revealed that the policy calls for the relocation of growth equilibrium points, specifically speaking, it stimulates an increase in labor stock and a decrease in capital stock. Hence the paper has suggested that the prevailing belief which the environmental policy negatively impacts on a regional economic growth is not always true.

  • After the Uruguay Round, Korean agriculture industry has been protected and reared with government grants. However, until now there has been very minimal development to establish a solid export industry which can make the most of the trade agreements in place. There has been much research on ways to expand agricultural exports in order to respond properly to this ever changing environment and sustainable agricultural industry. As all other export industries, an efficient logistics network is paramount in order to allow the agricultural industry to respond to changes in demand and penetrate global markets. The lack of systematic logistics activities such as packaging, transportation, unloading, storage, and information transfer in farms has been a major factor in the inefficiency of the agricultural industry resulting in minimal development. From this perspective, 3PL was proposed and applied as a way to build on the streamlining of export of agricultural logistics system. The Agri 3PL is considered as an efficient agricultural exports method as a new concept connecting producers with exporters.

  • This research suggests the strategic adoption methodology of Customer Relationship Management. The backgrounds of CRM is the business environment changing that Market power is shifting to the customer who has unprecedented powers of choice today. The strategic adoption of Customer Relationship Management determines the value, needs and preferences of each customer or customer segment. Customer Relationship Strategy is an explicitly defined plan for how a company has decided to connect with, relate to, and focus on its chosen customers to create value. Deliberate decisions must be made, often involving trade-offs, so that investments are aligned with customer needs and value. Plan defined in terms of target customers value proposition, role in value delivery, and risk/reward sharing. All customers are not created equal; specific customers and/or customers segments are more desirable/valuable to pursue. Key premise of CRM is that value can be created by changing company's business model to better connect with customers. Area of service of Customer Relationship Management are as follows. Portfolio strategy, Market Opportunity Assessment, Brand Equity, Market Positioning, Pricing, Channel Strategy, Market Segmentation. Target Market Identification, Customer LifeTime Value Analysis, Customer Profitability, Customer Connections Economics Analysis. The objects of CRM are maximizing customer service effectiveness, improving customer loyalty, increasing customer service efficiency, optimizing intelligence about customer behaviors and preferences.

  • The objectives of this study were to review various aspects of society on Genetically Modified Organism(GMO) in the view point of environmental sociology. There were many assertions related to GMO, and application of biotechnology. Some people assert GMO as harmful to human health, and some people as not harmful, however, there were no proven evidences to report. Through the literature review, this study intended; 1) to identify the present condition of GMO, 2) to weigh the pros against cons of views on GMO, 3) to study an aspect of society on GMO, and 4) to assert its necessity to mark GMO or not, because citizens have a rights to know natural or GMO. Based on the conclusions of this study, following recommendations were offered: 1) To review continually the GMO in the view point of environmental sociology especially in the areas of food safety, biosafety, trade, and public research investment, and 2) further detailed studies of GMO may necessary to ensure safety to human health and environment.

E-commerce adoption within SME's in Ghana, a Tool for Growth?

  • Electronic commerce, the act of trading online, with its myriad of potential has been seldom looked at within the context of developing countries. E-commerce presents SMEs in developing economies the opportunity to adequately compete on a global stage. The exponential growth of e-commerce in developed economies further widens the financial gap between developed and developing economies. This study looks at a practical e-commerce adoption framework for Ghanaian SMEs and by extension, developing economies and looks at the net benefits that are available to current adopters. The study uses structural equation modeling, using Partial least squares (PLS) regression to analyze the data in the research. Using PLS algorithms as well as bootstrapping calculations. It combines the use of surveys (154) and interviews (38) as means of data collection. The findings of the research indicate that there is a need for legislation on e-commerce trading to regulate the trade in Ghana, with policies such as e-contracting and e-signature laws among others. Also, a current call for an expansion of the mobile payment methods within the country. For the private investor, a ripe market for logistics services. The study also proposes a simple guideline for SMEs looking to adopt or expand their e-commerce usage, that considers technological, organizational and environmental factors that come to play within e-commerce adoption.

  • As cell phone and PDA have been in common use recently, there is a growing tendency to utilize the mobile terminals for M-Commerce. The information security and the receipt of e-trade are very important to support reliable digital transactions in wireless environment as in wired environment. Even though some work such as WML digital signature and WPKI has been studied for M-Commerce, there are several problems on the aspects of the functional limitation of the mobile terminals and the unsecure data transformation of WAP gateway. In this study we have designed and implemented a prototype system of issuing and verifying the electronic receipt that guarantees authentication, data integrity and non-repudiation for secure mobile e-commerce. Moreover, we have enhanced the system performance by letting the trusted independent server verify and manage the electronic receipt.

Optimizing Performance and Energy Efficiency in Cloud Data Centers Through SLA-Aware Consolidation of Virtualized Resources (클라우드 데이터 센터에서 가상화된 자원의 SLA-Aware 조정을 통한 성능 및 에너지 효율의 최적화)

  • The cloud computing paradigm introduced pay-per-use models in which IT services can be created and scaled on-demand. However, service providers are still concerned about the constraints imposed by their physical infrastructures. In order to keep the required QoS and achieve the goal of upholding the SLA, virtualized resources must be efficiently consolidated to maximize system throughput while keeping energy consumption at a minimum. Using ANN, we propose a predictive SLA-aware approach for consolidating virtualized resources in a cloud environment. To maintain the QoS and to establish an optimal trade-off between performance and energy efficiency, the server's utilization threshold dynamically adapts to the physical machine's resource consumption. Furthermore, resource-intensive VMs are prevented from getting underprovisioned by assigning them to hosts that are both capable and reputable. To verify the performance of our proposed approach, we compare it with non-optimized conventional approaches as well as with other previously proposed techniques in a heterogeneous cloud environment setup.

An Analysis of Technical Efficiency of Port Labor Using DEA/Super Efficiency (DEA/초효율법을 이용한 항만노무 효율성 분석)

  • This paper measured and evaluated the technical efficiency, pure technical efficiency and scale efficiency of port labor via three inputs and three outputs using Data Envelopment Analysis (DEA). First, the average overall technical efficiency measured about 94.18 %, with 100 % pure technical efficiency being larger than 94.18% scale efficiency. As a result, 7 ports were identified as efficient, and 4 ports were identified as inefficient. Among the 4 ineffiecient ports, Donghae had the highest Increasing Return to Scale (IRS). However, the inefficient ports were all found to be less efficient in terms of resource operation than production scale. On the other hand, the efficient ports established priorities using the super efficiency method. As a result, port efficiency was highest for Incheon, Mokpo, Pyeongtaek-Dangjin, Masan, Yeosu Gwangyang, Jeju, and Gunsan-Daesan Ports, in order. In particular, Busan Port, found to be inefficient, would benefit from using Mokpo Port and Incheon Port as benchmarks to increase trade volume and modernize equipment for full-scale commercialization to improve labor efficiency.
