In this paper, we propose a preprocess method to needs for Car License Plate Recognition on poor environment. This preprocess method use multi images to get low value to compare images value. Last method was Opening operation that Using Edge pixel to add and subtraction. The Result was removed White pixel and very mini feather. But This method needs many process times and License Plate Recognition is low quality problem. Another method is median filter and conversion. This paper key idea that rain & snow is high value. So This paper propose get low value to compare image value.

It has been found that implementing the function analysis is very important in terms of accomplishing successful Value Engineering(VE), and the function definition is a basic activity at design VE phase. In spite of the importance, the real function analysis activities in the VE are not regard as consequence. In this regard, this paper attempts to use the campus mater plan to lead an effective function analysis. So, the purpose of this value engineering study is to provide the criteria to develop the campus mater plan. This value engineering study used as a guide for the standardization of the campus mater plan. In addition, broader application is possible through the analysis throughout the different ways of the project.

With increasing awareness on sustainable construction and green buildings, environment-friendly construction activities have been introduced and promoted. Green value engineering (VE) is an effort that is recently introduced to facilitate environment-friendly construction. To support the application of green VE in construction, this paper suggests a green value assessment model considering the environmental performance and carbon emissions during construction. The value assessment model presented in this study is expected to help conduct objective value evaluation of construction activities in terms of both cost and environmental performance.

In order to investigate the Phenomenon of Acid Precipitation, pH value and Anions of Fluroide, chloride, nitrite, phosphate, bromide, nitrate and sulfate were measured from the acid precipitations sampled around 7 districts over seoul area during period of 9 months from January till September, in 1985. From the distribution of pH value gatnered, acid precipitations were noticed during period from January till Aprill, and from as of April 22nd, situation gradually recovered. The average pH value till April showed comparatively low, ranging 4.0-5.0. The pH value of 4.5-5.6 in average over whole year reaches to similar level of those in Japan. Anion analysis revealed that the main factor of pH value in Seoul district attribute mainly to the sulfate ion and nitrate ion. Moreover, these Phenomena of acid precipitation in Seoul area appeared to concentrate on certain districts, and they are slowly moving toward other directions due to such factors as wind-velocity and directions.

The demand for services using digital technology is constantly increasing as new developments in digital consumer electronics and the Internet are made. This is especially true in terms of the demand for IPTV utilizing high speed Internet networks. Research on IPTV threats is important for facilitating financial transactions via IPTV and preventing illegal use or copying of digital content. Thus, this paper analyzes IPTV threats via the IPTV value chain. That is, the distribution system for IPTV service is analyzed along with the components of the value chain and corresponding IPTV security requirements or security technologies, in order to perform a threat analysis and research suitable for the IPTV service environment. This paper has a greater focus on the value chain of the IPTV business than the approach in previous research, in order to analyze security requirements and technologies that are more applicable to the business environment.

And also cut down logistics and inventory cost and bring up the profit as much as they can. This means the change of putting enterprise first in importance to putting customer first importance. therefore to correspond to customer's demand, shorting lead time is becoming a essential condition. The answer to this changes of environment is supply chain management. In this paper, It consolidates the necessity on a LTV(Life Time Value) and analyzes data which is concerned of Customer Value. Under the these environments, defines the LTV(Life Time Value) rule that can improve the customer value.

We solved this problems using AHP(Analytic Hierarchy Process) for consistency at relationship matrix, AHP(Analytic Hierarchy Process) is based on Saaty's consistency rate. If consistency rate is under 0.1 point, preference rate's weights are acceptable. This study develop a program for AHP weights and support Satty's consistency rate.

A number of urban renewal projects are currently being implemented around the world. Current project management tools are limited in effectively dealing with numerous issues regarding management of these projects (e.g., simultaneous execution of multiple projects). As an effort to address this deficiency, an Intelligent Program Management Information System (i-PgMIS) was developed for effective management of urban renewal projects. The i-PgMIS is a web-based system consisting of various modules including cost management, schedule management, risk management, change management, eco-value engineering (EVE) and so on. Based on the recognition of increasing awareness of creating sustainable built environment, this paper focuses on the EVE module that can support eco-value analysis at program-level management. The EVE module is expected to enhance value and sustainability of construction processes throughout the whole 'program' lifecycle and further to support program feasibility study based on life cycle costing.

서울시내에 유통중인 들기름의 규격검사와 착유하는 조건에 따른 들기름의 품질변화에 대한 연구결과는 다음과 같다. 먼저 유통중인 들기름을 검사한 결과를 보면 지난 3년동안 320건을 검사하여 그 중 74건이 산가와 요오드가에서 부적합하였는데, 이는 전체의 $23.1\%$에 해당하는 높은 부적률이었으며 매년 부적률이 현저히 줄어들고 있었다. 들기름의 불포화도와 요오드가는 0.63의 상관성을 보였으나 산가는 0.24 정도의 상관성이 측정되어 요오드가의 부적합은 산화의 요인에 의한 것으로 예측된다. 들기름의 변질의 원인을 알아보기 위한 실험에서는 착유과정의 볶음 조건에 따른 들기름의 변질은 크지 않은 것으로 나타났다. 반면에 들깨원료가 들기름의 품질에 큰 영향을 주고 있었으며 신선한 들깨의 선택이 들기름 품질에 중요한 역할을 하고 있었다. 따라서 불포화지방산이 많은 들기름은 전반적으로 변질의 우려가 높아 원료선택 및 유통관리 등에 각별한 주의가 요구된다.

Korea's energy consumption has been constantly increasing. Final energy consumption was increased by an annual average of 2.9% compared to 2010. The consumption of all energy sources except for its oil was increased during the same time. While electric demand has increased coal consumption increased rapidly. Therefore, calorfic value and carbon emission factor development can improve the quality of Korea's greenhouse gas inventory. Calorific value is the amount of heat generated while burning coal. Caloric value is one of the most important factors in the development of carbon emission factors. Calorific value is used as the basis for the analysis of the various energy statistics. This study has calculated the other bituminous coal and coking coal's calorfic value by the data received from domestic coal-fired power plants and steel manufacturer. Calorofic value's trend analysis period is the year of 2010~2014. Through analyzing the carbon content it was calculated the carbon emission factor. The bituminous coal and coking coal's uncertainty analysis was performed using a Monte Carlo simulation.
