전 세계 해상 선박사고 건수는 감소하고 있지만, 국내 해상 사고 건수는 증가하고 있다. 이러한 이유에서 국내 선박의 해양 사고를 줄이기 위한 한 가지 방법으로 사고 건수가 가장 많은 어선과 낚시어선을 대상으로 하는 어선복원성기준에 관한 연구를 수행한다. 국제해사기구(IMO)와 국내 그리고 일본, 중국, 캐나다 해외 3개국의 어선복원성기준을 각각 조사하고, 상호 비교 분석한 결과외국의 기준들 대비 국내 기준이 가장 완화된 기준임을 알 수 있었다. 비교 분석 결과를 토대로 국내 어선복원성 기준을 보완하기 위한 어선복원성기준 개정(안)을 5가지 평가항목에 대해서 제안했다.

The purpose of this paper is to suggest rules and regulations about a bike parking facility, With the objective of expanding bike parking facilities for the comfort of bikers. In Korea, the requirements to establish the facility comply with several regulations like laws for the encouragement of bike usages, rules and regulations for the encouragement of bike usages, regulations of Gyeonggi Regional Corporation rules and Korea National Housing Corporation(Korea Land and Housing Corporation) and requirements for the approval of green buildings. Such rules regulate the number of parking spots depending on the number of nearby houses and the size of a parking facility. Amongst the foreign regulations about the facility is 'obligatory regulations for the establishment of a bike parking facility' in Japan. In the United States, all states apply rules about the bike facility to determine the number of bike parking spots in accordance with the number of car parking spots. Comparing Korean rules regarding the bike parking facility with those of foreign governments will give a good insight into the current situation of Korean regulations. In order to investigate the current usage of bikes, 30 houses in Goyang city, 35 schools, 16 retails shops and 20 medical centers were researched. Thereafter, a correlation test between the size of buildings and the number of bike parking spots was carried out. The result of the test indicates that there is a lack of space for bike parking. It is recommended that the bike parking facility be installed with a convenient access to a building in order to increase the rate of bike usages.

IAEA는 1996년 방사성물질 안전 운송규정을 개정하였다. 이 규정은 방사성물질의 우송이나 포장에 관하여 우리나라를 비롯한 각국의 운송관련 규정의 기준이 되는 것으로 전반부에서는 IAEA가 1991년에 출간된 국제방사선방호위원회 (ICRP)의 신권고(Publication 60)를 받아들여 개정한 Safety Series No.115(전리방사선에 대한 방호 또는 방사선원의 안전을 위한 기본 안전기준)의 내용 등을 개정의 배경으로 하여 요약하였다. 후반부에서는 이들 개정된 기본 안전 기준들에 기초하여 IAEA의 새로운 운송규정에서 방사선방호의 목적으로 고찰된 요건들에 관한 주요 검토 개정사항을 방사선방어체계, 운송물등의 방사선준위, 방사선방호계획의 규정화, Q 시스템의 개념, 규제면제 등의 측면에서 Safety Series No.6 1985년판과 비교 검토하였다.

Domestic and international laws and regulations on design of residential environment are adopted, revised and supplemented to solve the problems such as access, safety and privacy in the residential space of the elderly and the disabled. This study is an comparative analysis of Korea and Japan, USA, UK laws and regulations on environment design by literature review. The purpose of this study is to present the basic materials required for development of the standard that would supports the undiscriminatory physical environment for the socially weak who are experiencing aging and disability, due to the restricted scope of entrance, bathroom and kitchen spaces with high frequency of safety accident. The results of this study are as follows. (1) Design guidelines on residential environment were compared under five residential factors for aging in place: safety, accessibility, amenity, usability and privacy. (2) The guidelines of each country applied to the entrance, bathroom and kitchen space were compared. (3) The results showed present guidelines should be completed with 'safety', 'accessibility', 'amenity', 'usability' and 'privacy' for Aging in place.

The Human Research Protection Program (HRPP) includes all subject protection activities and entities involved in the process of planning, reviewing, and conducting clinical research and it ultimately aims that research can be conducted ethically and scientifically while protecting the rights and welfare of research subjects. At the beginning of its introduction in Korea, it was settled down by adopting the United States HRPP, especially the form of AAHRPP element and regulations. However, regulations and operating forms of HRPP have been changed according to the Korean domestic research environment. Actually, all the Korean institutions are adopted the Korean HRPP guidelines that have been officially announced by the Ministry of Food and Drug Safety in Korea. Recently, Korean domestic laws such as the "Advanced Regenerative Biology Act" or "In Vitro Diagnostic Medical Device Act" have been dramatically innovated and our research environment becomes to be more complicated. Therefore, the development of a suitable Korean HRPP model considering the Korean research environment is strongly demanded. For the early settle down of the Korean HRPP model, the positive incentive method should be applied, when the HRPP is operated and/ or properly operated. These improvements in the Korean HRPP environment will eventually lead to the appropriate protection of subjects who are participating in human clinical research and the quality improvement of clinical research.

Objectives: The Ministry of Employment and Labor has revised the articles regarding management of the thermal environment in the workplace. Currently, two types of regulations exist together with indoor workplaces as the scope of application. It appears that the time has come to discuss regulations. In this study, we aim to identify the feasibility of and problems with the current system through a comparative legal review of workplace thermal environment management laws from around the world. We suggest directions for improving South Korea's workplace thermal environment management laws. Methods: For the several selected countries, we analyzed the classification and content of obligations stipulated for the thermal environment, the presence or absence of specific measures for thermal environment management, legal status and content, and the scope of application of thermal environment provisions and measures. The investigated content was classified according to Zweigelt-Kotz's legal theory. Results: In some countries, employers' obligations for regulating the thermal environment are broadly divided into two types: results and actions. The scope of application of provisions and measures on the thermal environment was extensive, with most of the selected countries targeting general workplaces. Conclusions: In the case of South Korea, restricting and classifying target workplaces and imposing separate obligations to manage a workplace thermal environment goes against global practices, and stipulating legal orders and separate action obligations in guidelines does not conform to the characteristics of South Korea's legal system, meaning that improvement is needed.

Small vessels of less then 20 tonnage and leisure boats such as motor boats, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea. As a result, these small vessels and leisure boats have remained within the blind area of maritime safety and environment protection. Among these vessels and boats, some leisure boats such as motor boats of 20 horse power or more(excluding motor boats equipped with engine inside the vehicles), water motorcycles and rubber boats of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea. In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

This research traces the history of legislative matters regarding the enactment and revision of laws and regulations related to the outdoor landscape in apartment complex. The years before 1976 can be classified as 'a period of darkness' for the landscape in apartment complex due to absence of landscape legislation. From the year of 1977 when the landscape planting and mere necessities were carried out according to the local administration's building standard to the year of 1990 can be classified as 'a period of quickening'. The year of after 1991 when the enactment of the code#32 called "the green space in site" in the "Korea Building Code" and the "Korea Housing Standard & Regulation" was made, and various construction regulations and provisions were revised in order to improve the scantiness of the apartment complex and its environment should be called 'a period of development'.

The IMO (International Maritime Organization) has mandated the restriction of SOx emissions to 0.5 % for all international sailing vessels since January 2020. And, a number of countries have designated emission control areas for stricter environmental regulations. Three representative methods have been suggested to cope with these regulations; using low-sulphur oil, installing a scrubber, or using LNG (Liquefied Natural Gas) as fuel. In this paper, economic analysis was performed by comparing the method of installing a scrubber with the method of using low-sulphur oil without installing additional equipment. We suggested plausible layouts and compared the pros and cons of dif erent scrubber types for retrofitting. We selected an international sailing ship as the target vessel and estimated payback time and benefits based on navigation route, fuel consumption, and installation and operation costs. Two case of oil prices were analyzed considering the uncertainty of fuel oil price fluctuation. We found that the expected payback time of investment varies from 1 year to 3.5 years depending on the operation ratio of emission control areas and the fuel oil price change.

EC환경 변화에 대응하기 위한 정보보호 요인은 인터넷 사이버몰 구축과 소비자 보호 규정, 개인정보 보호 및 시스템 보안에 대한 규정이 중요요인으로 제시되었다. 심사기준과 함께 심사방법도 중요요인으로 도출되었으며, 인터넷 사이버몰 평가에 대한 소비자의 관심을 유발시켜 소비자 권익보호에도 기여할 것으로 사료된다. 또한 전자상거래에 대한 기술수준, 기술의 연구 개발, 개발된 기술의 실용화 등도 상당히 의미있는 요인으로 제시되었다.
