Survey of International GNSS Organizations (국제 GNSS 기구 동향 조사)

  • In this paper, we survey recent trends of International Global Navigation Satellite System (GNSS) organizations such as the International Committee on GNSS (ICG), International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), and International Telecommunication Union (ITU), and investigate their impact on the maritime and aviation sectors. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. ICG develops a variety of satellite navigation enhancement systems. ICAO establishes international aviation regulations and standards to enhance aviation safety and security. IMO establishes international shipping conventions and rules to protect and regulate the shipping environment. Lastly, ITU establishes international communication regulations and standards. Investigation of such international organizations plays an important role in increasing the efficiency and reliability of GNSS systems. Each international organization promotes international cooperation, improvement of service quality, assurance of security, compliance with international regulations, and technological innovation and development. In the future, interoperability and compatibility with new satellite navigation systems and other GNSS and satellite navigation enhancement systems must be secured, so and thus investigation of international organizations must be conducted first.

A Study on the Recent Change in Korean Legislative System of Marine Environment Related Laws (최근 국내 해양환경법제도의 변화에 관한 고찰)

  • Korea actively endeavors to improve the national marine environmental laws and regulations. Along with the growing global concern on the importance of marine environment, the concern is also increasing nationwide in Korea. These institutional changes in Korea have implications in that it has started to internalize the Sustainable Development Principle and the Precautionary Principle in the form of 'law' and 'policy.' The enactment efforts for conservation and sustainable use of marine environment will continue as the legal demand of public for coastal erosion prevention and climate change mitigation increases. This calls for robust revision for more logical framework and coherence of marine environment laws and regulations as well as efficient implementation of policies. In addition, it is strongly required that the systematical research and survey as well as the robust reversion of laws and policies should be taken accordingly for the effective conservation of marine environment.

  • This research aims to investigate evaluation framework of environmental formative works that are regulated by law in urban space, and to suggest the directions of improving the framework for better city environments. The concept of environmental formative works in urban space was identified and social situations and factors including visitors and the cognitive process of urban environments, were analyzed. This research suggests a new method based on the analysis of existing regulations and problems of environmental art or formative works. The public regulations and evaluation methods of the Korean major cities including Seoul, Daejeon, Busan and Gwangju, were examined on environmental formative works. The objective was to suggest an evaluation framework for creating human values of urban culture environment instead of focusing on the matters between the owner of the architecture and the artist of formative works. By identifying socio-cultural value of art decoration related regulations and improving the level of the public formative art evaluation scheme, this study helps addressing the administrative problems and constructing a conceptual framework of evaluation to improve urban culture environment for both human and environment.

  • Numerous regulations have been introduced and a various kinds of institutional intervention have been made by government against the occupational safety and health problems. However, it was serious issue to the workers that what can be claimed by those who meet with apparently harmful and risky working conditions in their social systems. In the view point of employees, their right to be free from unacceptable risk and hazards has not been clearly defined. Therefore, workers have very limited rights to take any actions unless employer or government do their actions. It is believed that this undesirable conditions resulted from Jack of legal definition of workers' right to work in the safe and healthy environment. It has been found increased social pressure to make intervention to the industry to protect workers' health. Also, increased pressure has been kept for deregulation. This conflict lay the current situation in dilemma. The concept of the working environmental right has been developed and discussed in this study to overcome this trade-off confliction. It should be clearly separated between legal aspects and administrative and Policy area to make the regulations effective. Strong enforcement to the industry based on the law should be minimum, however, it should be practically effective in the aspect of workers' right. Administration and policy should be focused on supportive and leading activities to achieve the ultimate goal, safe and healthy working environment. It is concluded that establishment of working environmental right would satisfy workers and industry and it would result in improvement workers' environment and conditions.

  • The vehicle market has developed environment-friendly vehicles to comply with fuel economy regulations and exhaust regulations that have become stricter and stricter over time. Many studies have been conducted to improve the travel performance and fuel economy of environment-friendly vehicles, and vehicle manufacturers have been studying how to manufacture light-weight vehicles in order to improve the fuel economy of both existing vehicles and the newer environment-friendly vehicles. Exemplary light-weight vehicle technologies optimizes the design of the vehicle body structure, which is a vehicle weight-reducing method that modifies component shapes or layouts to optimize the structure of the vehicle. In addition, the new process technology uses new light-weight and very strong materials, and not typical materials, to manufacture light-weight vehicles. This study aims at the optimal design of vehicle body structures using multi-materials for the Fender-Apron, which is an important frame member for the external front side of a vehicle body, by conducting FEA (Finite Element Analysis) and multi-material bonding.

Performance evaluation of nitrate removal in high TDS wet scrubber wastewater by ion exchange resin with dissolved air flotation (DAF) process

  • The regulations of the International Maritime Organization (IMO) have been steadily strengthened in ship emissions. Accordingly, there is a growing need for development of related technologies for the removal of contaminants that may occur during the treatment of SOx and NOx using a wet scrubber. However, this system also leads to wastewater production when the exhaust gas is scrubbed. In this research, we evaluated the performance of an ion selective resin process in accordance with scrubber wastewater discharge regulations, specifically nitrate discharge, by the IMO. Accelerated real and synthetic wastewater of wet scrubbers, contained high amounts of TDS with high nitrate, is used as feed water in lab scale systems. Furthermore, a pilot scale dissolved air flotation (DAF) using microbubble generator with ion exchange resin process was combined and developed in order to apply for the treatment of wet scrubber wastewater. The results of the present study revealed that operating conditions, such as resin property, bed volume (BV), and inlet wastewater flow rate, significantly affect the removal performance. Finally, through a pilot test, DAF with ion exchange resin process showed a noticeable improvement of the nitrate removal rate compared to the single DAF process.

  • Effective management strategies of railroad environment should be prepared by the systematic management with the environment core technologies from the initial stage of the railroad environment to provide energy-efficient, safe, sound, and environment-friendly railroad service. In addition, the need for the development of railroad environment policy, like the improvement strategies and development strategies of railroad environment, is strongly required to actively prepare for the strengthening of environment regulations and supervision on the railroad environment problems. In this research, we studied the correlations between railroad environment policies and management strategies, and defined the component of environment policies. Moreover, we tried to present the direction of environment policies and mid-/long-term development plans that suit for the characteristics of Korean railroad through investigating the environmental policies of advanced countries.

  • The OECD defines regulatory reform as both better regulation and deregulation, and emphasizes that governments must continue to regulate in areas such as environmental quality and safety. In contrast, Korean regulatory reform in fire services in the 1990s shows quite a strange trend, having been carried out only to the direction of softening and abolishing regulations. In the UK, fire prevention legislation has been strengthened since the enactment of the Fire Precautions Act 1971, and the Building Regulations 1991, which apply to all new buildings including a private house, require that there should be at least one smoke alarm on each floor. This research shows that the tightening of fire prevention legislation in the UK has promoted fire safety, which is very instructive for Korean fire services. In order for Korean fire services to protect citizens'lives and property from fires, one of basic directions of regulatory reform, to improve the quality of regulations relating to safety, health and the environment, should be observed strictly. Moreover, the flexibility of the basic direction of regulatory reform should be ensured so that the regulations concerning safety could be even increased under the overall reform strategy of reducing all regulations.

A Comparative Study on the Regulations for Landscape Managements of Historic Cities in Korea and Japan (한국과 일본의 역사도시 경관관리법규의 비교 -경주시와 나라시의 사례로-)

  • The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.

Case Study of Cost Effect Analysis for Toxic Compounds to Developing Effluent Limitation Standards : Focus on 1,4-Dichlorobenzene (수질유해물질 배출허용기준 설정에 따른 배출시설 비용영향 분석사례 연구: 1,4-Dichlorobenzene을 중심으로)

  • Recently, regulations on toxic compounds in aquatic environment have been strengthened in korea due to the increasing public awareness of the water quality. Typically, these regulations include introduction of emerging toxic compounds and stricter effluent limitations for the already regulated compounds. However, too strict regulations may cause excessive burden on the industry. Therefore it is also important to assess the economic impacts when the new effluent limitation guidelines are introduced. The estimation of the additional cost for the wastewater dischargers to meet the new guidelines are based on the selected treatment technology to handle the hazardous substances and the regulatory levels for effluent limitations. To explore the procedures for cost estimation in enforcing new effluent limitations, a case study was performed specially for 1,4-dichlorobenzene. The pollutants of concern are surveyed for different industrial categories and various treatment technologies. For a given pollutant, the general performances of the treatment technologies are surveyed and a representative technology is selected. For a given technology, the capital cost and annual Operation and Maintenance (O&M) cost was calculated. The calculation of baseline costs to operate ordinary treatment technologies is also important. The ratio between the cost for introducing new treatment process and the baseline cost required for conventional technology was used to evaluate the economic impact on the industry. For 1,4-dichlorobenzene, steam stripping and activated carbon processes were selected as the specific treatment technologies. The cost effects to the regulation of the compound were found to be 6.4% and 14.5% increase in capital cost and O&M cost, respectively, at the flow rate over $2,000m^3/d$ for the categories of synthetic resin and other plastics manufacturing industry. For the case of petrochemical basic compounds manufacturing industry, the cost increases were 5.8% and 12.4%, respectively. It was suggested that cost effect analysis to evaluate the economic impacts of new effluent limitations on the industry is crucial to establish more balanced and reasonable effluent limitations to manage the industrial wastewater containing emerging toxic compounds in the wastewater.
