The Improvement of the Korea Trade Finance Services (중소기업금융으로서 무역금융제도의 개선방안)

  • Trade finance services have been played an important role in the Korea trade development history since 1960's. These days the trade environment is confronted by the 4th Industrial revolution and new trade protectionism. So we need to improve the Korea Trade Finance Services in order to improve Korea trade volume. Bank of Korea(BOK) also revised the Rule of Korea Trade Finance in 2014 and enlarged the trade fund for commercial banks where they handle the trade finance to small and medium enterprises(SME) in 2016. This article handle the current state and problems of Korea trade finance services and suggest the improvement measures as follows; First, the commercial banks, which handle trade finance fund, should improve the customs and practice of judge loan for SMEs. Second, the export volume counting rule for trade loan should harmonize between BOK's Rule and Foreign Trade Management Regulation under the Foreign Trade Act. Third, the processing trade and intermediate trade also can use the trade finance like other trade. Fourth, Trade finance should be in balance between export and import finance to defend the new protectionism. It means that the trade finance should expand to import in the certain conditions. Lastly, the related trade promotion agencies and their employees should improve their skills and abilities for handling trade finance.

Efficiency Analysis of Social Security Expenditure in 31 Provinces and Autonomous Regions in China

  • Purpose - The purpose of this study is to measure the efficiency of social security expenditure in 31 provinces, cities and autonomous regions in China and proposes corresponding improvement plans. Research design, data, and methodology - The data were obtained from the statistical yearbook of each province. The BCC and CCR models of DEA model and Malmquist index are used to analyze the efficiency, and the input-output index is expanded. Result - The results show that the social security performance of the Chinese government has improved on the whole despite the unbalanced development in different regions. Each region should look for strategies to improve the efficiency of social security according to its own problems. The study suggests that provinces affected by TCI should improve their internal environment, such as raising social security fund structure and strengthening fund supervision, to improve efficiency. Areas affected by TECI need to be more responsive to policy, socio-economic and technological development. Conclusion - The research conclusion can provide reference for Chinese provinces to improve the efficiency of social security expenditure in the future. This study is not comprehensive enough in the selection of input-output indicators, which can be further expanded in the future.

  • Korean government implemented the Build-Transfer-Lease (BTL) mechanism since 2005 as one of the privatization methods to procure the social infrastructure with private investment. The mechanism was originally prepared 10 provide such public properties as education facilities, child-care facilities, old generation recuperation facilities, medical welfare facilities, military personnel's apartments, environment facilities, and lease apartments. Since 2005, a total of 13.5 trillion won-valued private fund has been directed to the public educational facilities, which occupies 58% of the total private investment in the facilities of the seven categories. However, many officials in the local public entities have anticipated that the local entities need to be restructured or downsized because of the privatization in stead of providing the educational facilities by governmental finance. The main objective of this study is to identify the appropriate technocrat organization structures to manage the privatization procedures.

  • Infrastructures in Japan constructed mostly in high economic growth period become elder & elder, and the troubles & accidents caused by the aging increase. Though investment for the renewal is necessary, the shortage of public fund delays the action. Besides, we expect the decrease of the population that means the decrease of the engineers who take care of social infrastructures. Thus, it is necessary for us to develop Advanced Management system of social Infrastructures (AMI) to realize the efficient and economical operation. Our concept of AMI consists of using ICT, PI (Public Involvement) and establishment of O&M diagnosis system. We expect AMI will support to realize the appropriate repairing, preventive maintenance based on the actual performance, accidents & dangerous experience and education & training of the workers. In this paper, development of AMI for the waste disposal facility as a first example of infrastructures will be shown.

  • With the modernization fund of the government, construction of new passenger ships make the level of interior design is improved, but the space where the crew is working is still inadequate. This study is to investigate the color environment of the Bridge Deck and Engine Room among working spaces of passenger ships. It aims to improve the mental health of crews and set up a safe working environment by presenting color design, and suggest the specificity of ship's working space and color value with matching the color environment.

  • Since the 1960s, though there were brisk supply in apartment housing, there were no preparation in standard for to extend the life(durability) of apartment housing by maintaining the $social{\cdot}physical$ aspect of apartment housing, and in standard maintenance system. So problem such as facilities safety and residence environment has occurred. Like the condition written above, efficient usage of housing resource by the maintenance of apartment housings in a state of great urgency. In service aspect of apartment housing, establishment of accurate long term repair plan and estimate of repair appropriation fund can prevent housing's fast-deterioration. But to the performers of the maintenance, like house managers and the tenants at the subject building has little awareness of necessity in establishment of accurate long term repair plan and accumulation of repair appropriation fund. Unestablishment of long term repair plan arises problem such as approval of repair appropriation fund's unreasonable accumulation. Hence, for the utmost performance of apartment housing and to extend the economic life of a building, the method of establishment of long term repair plan and estimate of repair appropriation fund on reliable basis is to be proposed.

Economic Damage of Sea-level Rise and The Optimal Rate of Coastal Protection in the Korean Eastern Southern Areas (기후변화에 따른 해수면 상승의 경제적 피해비용 및 최적 해안 방어비율 추정 -동·남해안 지역을 대상으로-)

  • In this study, we are estimating the economic effects of the rising sea level due to the climate change in the Korean Eastern and Southern coastal areas. Using disaggregated regional data, we also estimate the optimal rate of coastal protection. We use FUND (The Climate Framework for Uncertainty, Negotiation and Distribution) in order to obtain estimates of the expected inundation ratios by geographical district. Our estimates suggest that in Busan the ratio of inundated land to total territory will likely constitute 3.19% by 2100, while the number in Gangwon-do province is estimated to be lower at only 0.1%. We estimate the associated economic damage to differ by geographical district with the economically active regions such as e.g. Busan and Ulsan cities, or the Gyeongsang-nam-do province, likely to sustain relatively more damage. In Busan and Ulsan where the coastal line is relatively short and the size of expected economic damage is rather high, we estimate the optimal rate of coastal protection to be at the level of 98% and 92%, respectively. In the Kyeongsang-nam-do area that is also likely to suffer a substantial economic damage due to the inundation, we suggest the optimal ratio of coastal protection to be set at the level of 78%~79%. In contrast, in the Kangwon-do province where the expected economic damage is estimated to be low, the optimal rate of coastal protection is estimated to be around 43%, depending on the scenario.

  • Health education aims at behavior change rather than just delivering health knowledge to people. In Korea health education activities in public sector began in 1960 and they were included in the primary prevention program in communities. This article reviewed current health education programs in healthy living practice programs provided by local public health centers in Korea and drew implications for the future role of health education in community setting. Health education has been a core function of the National Health Promotion programs in the nation since the enactment of the National Health Promotion Law in 1995. The National Health Promotion programs are funded by the National Health Promotion Fund which are drawn from tobacco tax. The National Health Promotion programs include healthy living practice programs (smoking prevention and cessation programs, moderate alcohol use programs, physical activity promotion programs, and nutrition programs), chronic disease prevention programs, oral health programs and public hygiene programs. Methods of the National Health Promotion programs include health education, health counseling, health class, health information management, survey and research. Smoking prevention and cessation programs include smoking cessation clinic, smoking cessation education, non-smoking environment program, and non-smoking campaign. Moderate alcohol use programs include alcohol use education, moderate alcohol use campaign, alcohol use counseling, and alcohol free environment programs. Physical activity promotion programs include obesity control, targeted exercise program, and exercise civic group programs. Nutrition programs include nutrition management, obesity management, nutrition education, breakfast eating program, and nutrition counseling and treatment programs. The health education programs in community are not efficient today because there are many overlapping contents and short term goals. Community health education programs needs to be more comprehensive. Workforce development is another big issue at the moment because the National credential program will begin in 2009. Variety of community health education programs should be developed and funded by the national health promotion fund.

  • The bankruptcy possibility of construction firms have been higher by the environment of current construction industry. Thus, converting management environment for growth into that for value or profit is required. Nowadays, funds of construction firms is almost provided by financial institutions. As the firms' size grow, they have a form of fund provision through the securities market; however, fair distribution for returns is not practiced by opening company. Especially, construction firms lost trust of Investor by lack of awareness to firm clearness, and then a vicious cycle of no effectiveness in fund provision through securities market is continued again. On this study correlation between stock quotations and primary financial factors of firms in order to grasp actual management condition in construction firms was analyzed. By this, the correlation between stock quotations and the result of firm management was provided. Also, necessity of firm's capital provision was explained, thus ways to ensure firm clearness was searched.

  • Currently, many people have been researching diverse mechansmims related to a resource access control in Grid environment. Mostly Grid user's resource access control was designed to authorize according to their attributes and roles. But, to provide Grid with resources continuously, a resource access based on utility computing must be controlled. So, in this paper we propose and implement mechanism that intergrates Grid accounting concept with resource access control. This mechanism calcuates costs of Grid service on the basis of accounting, and determines based on user's fund availibility whether they continue to make use of site resources or not. Grid jobs will be controlled according to a site resource access control policy only if the amount of available fund is less than its costs. If Grid job completed, resource consumer pays for the costs generated by using provider's idle resources. Therefore, this paper provides mechansim to be able to control user's resource access by Grid accounting, so that it is evaluated as the research to realize utility computing environment corresponding to economic principle.
