하천의 지속가능한 개발 특성분석 -낙동강을 사례로- (The Characteristic Analysis of Sustainable Development in the Nak-dong River)

  • 본 연구의 목적은 낙동강을 사례로 지속가능한 특성을 분석하는 것이다. 나타난 결과는 다음과 같다. 개발과 환경간의 조화성과 생태계의 원리, 그리고 안정성 예방성, 형평성 등의 원칙을 지키지 않는 계획수립 추진, 하천폐부지의 농경지 전환과 과도한 골재채취, 하천정화 사업, 유지수 정책, 댐 건설과 자연환경보전구역지정을 하고 있다. 또한 오염자와 공개 참여의 규준을 따르지 않는 과도한 예산 및 인력 부담, 기획단 및 낙동강수계관리위원회 구성운영 등을 하고 있다. 이를 위해 통합적인 사업추진, 자연생태습지로의 지정관리, 적절한 골재채취, 수질오염자의 처벌강화, 친환경적인 하천정화 기법도입, 댐 건설주변지역의 지원강화, 현실성 있는 물 이용부담금 도입, 국가사업의 지방비 비율 하향, 담당 조직신설 등이 필요하다. 본 연구는 하천을 생태학적으로 보전 및 개발하기 위해 정책자료와 선험적인 연구로서의 가치를 가질 수 있다.

  • 대만의 국토면적은 36,006 km$^2$ 이고 2003년 현재 인구는 대략 22,535,000명 으로써, 인구밀도는 625명/km$^2$ 에 달한다. 대만 경제는 1970년 이래로 꾸준히 발전하여 국민총생산이 2004년에는 1981년의 493%까지 증가하였다. 또한, 자동차 보유대수에 있어서도 1981년에 821,862대에서 2004년에 6,389,186대까지 증가하기에 이르렀고, 모터싸이클은 1981년 4,591,547대에서 2004년 12,793,950대로 늘어났다. 이들로부터 발생하는 폐자동차 및 폐모터싸이클의 리싸이클링은 폐기물처리법에 의거 관리를 받고 있으며, 일차적으로 이의 생산자 혹은 수입업자가 최종 처리까지 책임을 지도록 하고 있다. 또한 이들은 일정한 비율의 부담금을 예치하도록 법으로 정하고 있다. 본 논문에서는 현재 대만에서의 폐자동차 및 폐모터싸이클의 처리현황과 특히 향후 이를 관리하게 될 EPA-RMFC의 계획과 처리방향에 대하여 고찰하고자 한다.

Status, Trend and Strategy on Municipal Wastewater Management in China

  • The rapid development of economy in China at the expense of consuming huge amount of energy and resources, water resource in particular, which has resulted in the production and discharge of increasing amount of wastewater to the water environment. In order to effectively control the increasing water pollution trend, the State Council has stipulated that all the cities with population over 500,000 should reach wastewater treatment rate of 60% by 2005, and all the cities should reach the rate of 60% by 2010, of which Capital Beijing and all the province capital cities and important tourism cities should reach 70% then. By the end of 2005, of the 661 cities in China, 393 have built and operated municipal wastewater treatments with a total number of 790 sets, total treatment capacity of $80.91{\times}106m^3/d$ and total treatment rate of > 48%. Other 73 cities have started the construction of municipal wastewater treatment plants, and other 168 cities have started to prepare, planning and design of wastewater treatment plants. Most of municipal wastewater treatment plants in big cities in China operate normally and perform well with good quality of effluent in terms of wastewater treatment train, but the sewage sludge treatment is usually poor with big problems. It has been found that the small scale WWTPs using activated sludge process in the towns are usually operated and maintained abnormally because of lack of fund, skilled operators and energy. It is therefore suggested that the small scale MWWTPs in small cities and towns adopt appropriate technologies, of which the most available ones are multi-stage ponds, constructed wetlands and the combination of them for further purification and reuse of treated wastewater.

  • 전자상거래의 도입으로 인하여 전신송금환(T/T)${\cdot}$우편송금환(M/T)${\cdot}$송금수표(D/D)와 같은 단순송금방식(Remittance), 현금결제방식(COD)과 서류결제방식(CAD), 지급인도조건(D/P)${\cdot}$인수인도조건(D/A)과 같은 추심 결제방식, 신용장(Letter of Credit)방식 등 기존의 무역결제수단이 신용카드(Credit Card), 전자화폐(Electronic Cash), 전자자금이체(EFT; Electronic Fund Transfer), 무역카드(TradeCard), SWIFT의 전자신용장(Electronic L/C), 볼레로 시스템 등의 전자결제시스템으로 전환되었다. 이에 본고는 대표적 전자무역결제시스템인 볼레로와 무역카드를 비교${\cdot}$분석함으로써 이들 시스템의 활용가능성을 모색하고자 하는 것이다.

  • 미디어 환경의 변화 등에 따라 지역방송에 대한 지원방안이 요구되고 있다. 지역방송의 발전을 위한 법적 제도적 측면에서 지역방송발전지원특별법의 시행은 새로운 계기가 되었다. 이러한 측면에서 지역방송발전지원특별법에 대한 성과와 한계를 분석하였다. 연구방법은 문헌연구를 통하여 연구문헌과 관련 법령들을 분석하여 지역방송발전을 위한 법적 제도적 지원방안을 모색하였다. 분석결과 지역방송발전위원회가 실질적인 의결기능과 책임을 가지는 방향으로 법적 제도적 권한강화 방안이 모색되어져야 하며, 운용기금에 대한 독자성을 확보하는 문제와 지역방송발전계획에서 지역방송프로그램 제작 능력과 유통구조를 촉진하는 방안이 모색되고, 지역성을 평가하는 지역성지수에 대한 보다 정교한 방안이 필요하다. 지역방송은 공익성과 공공성, 지역성과 다양성을 확보하는 방향으로 발전되어야 하며 이를 지원하는 제도적 정책적 방안이 모색되어져야 한다.

차세대 해양생명공학사업 추진 전략수립 연구 (A study on Strategic Planning of Marine Biotechnology for Next Generation)

  • The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

차세대 방통융합서비스 사업모델 평가에 관한 사례 (A Case Study on Business Model Evaluation for Broadcasting Telecommunication Convergence Service)

  • Broadcasting telecommunication convergence service means a service where broadcasting and telecommunication converge. Recently with the advancement of technology, broadcasting telecommunication convergence service has been evolving to provide multimedia contents through various devices including wired and wireless network environment. Up to now, IPTV and smartphone-based convergence services have been dominant, but more developed and evolved technology and media will appear in the future. In order to derive the next generation broadcasting telecommunication convergence service supporting model, this study derives an evaluation model of broadcasting telecommunication convergence service and presents a case of evaluation of 30 demonstration projects supported by the Korean government from 2010 to 2014. In this study, we derive an evaluation model and evaluate the demonstration projects by reflecting the position of the main stake holders of service such as users, experts, and related organizational institutions, away from the existing simple service evaluation method. Expert questionnaire used AHP (Analytic Hierarchy Process) method, and the evaluation results were divided into upper and lower groups to provide key implications by a gap analysis. From this analysis this study suggests guidelines for next generation broadcasting telecommunication service support projects. The next generation broadcasting convergence service business should be based on open platform type in terms of service type. In terms of service media, it should be centered on open devices such as smart phones and smart TVs. In terms of types of business responsibilities, it should be led by public organizations and it is necessary to increase the fund matching ratio by at least 62% when the private sector participates.

  • The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work. 사회복지 근로사업장의 마케팅 전략에 관한 연구 (A Study of Marketing Strategy of Social Welfare Labor Business)

  • 본 연구는 사회복지 근로사업장의 후원사업 성과에 마케팅 요소가 어떤 영향을 미치는지 살펴보았다. 그 결과 첫째, 조사대상 사업장의 마케팅활동에 대한 일반적 현황을 살펴보면 상품, 가격, 촉진, 기존후원자 관리활동은 평균 이상의 수준으로 나타났으나 사업장의 내적 모금환경과 유통 활동은 낮게 나타났다. 둘째, 마케팅 활동에 따른 후원사업의 성과 비교는 상품, 가격, 촉진, 기존 후원자 관리 활동이 마케팅 활동 정도에 따라 전반적으로 유의미한 차이를 나타냈다. 셋째, 후원성과에 영향을 미치는 마케팅 활동 요소는 후원자수에서는 촉진활동이, 후원금액과 세입대비 후원금액비율에서는 촉진, 가격활동이 영향을 미치는 요소로 나타났다. 이렇기 때문에 사회복지 근로사업장에서는 후원개발을 위한 마케팅 전략은 기관 전체가 몰입할 수 있는 다양한 촉진활동의 개발과 가격협상 능력을 높이고 전반적인 마케팅 활동 수준을 높일 수 있는 방안이 마련되어야 할 것이다.

On the Needs of Vertical and Horizontal Transportation Machines for Freight Transportation Standard Containers to Derive Design Requirements Optimized for the Urban Railway Platform Environment

  • Recently, the number of consumers using digital online distribution platforms is increasing. This caused the rapid growth of the e-commerce market and increased delivery volume in urban areas. The logistics system, designed ar006Fund the city center to handle the delivery volume, operates a delivery system from the outskirts of the city to the urban area using cargo trucks. This maintains an ecosystem of high-cost and inefficient structures that increase social costs such as road traffic congestion and environmental problems. To solve this problem, research is being conducted worldwide to establish a high-efficiency urban joint logistics system using urban railway facilities and underground space infrastructure existing in existing cities. The joint logistics system begins with linking unmanned delivery automation services that link terminal delivery such as cargo classification and stacking, infrastructure construction that performs cargo transfer function by separating from passengers such as using cargo platform. To this end, it is necessary to apply the device to the vertical and horizontal transportation machine supporting the vertical transfer in the flat space of the joint logistics terminal, which is the base technology for transporting cargo using the transfer robot to the destination designated as a freight-only urban railway vehicle. Therefore, this paper aims to derive holistic viewpoints needs for design requirements for vertical and vertical transportation machines and freight transportation standard containers, which are underground railway logistics transport devices to be constructed by urban logistics ecosystem changes.
