  • Social and economic changes in the world, along with changes in the culture of government and structural changes in the relationship between the state, the market and higher education institutions, have resulted in new approaches pursued by states towards higher education (Konstantinov & Philonovich, 2007; Peterka, 2011). Higher education institutions, in its turn, enjoy more freedom in choosing to focus on various tasks and goals to their academic activities. This contributes to the diversity of expectations when it comes to the various roles modern academic institutions take on with regard to their development. Among many existing concepts in the current academic environment, the concept of "entrepreneurial university" is becoming a critically important concept in Russia. In this article, we consider the concept of the Entrepreneurial University as developed in Clark and Etzkowitz's theories, and the ways the concept is being adjusted in the higher education system in Russia. We analyze comparatively both contemporary and prior historical [1990s-mid2000s] state policies pertaining to higher-education institutions in Russia in order to provide an insight into how the national market of knowledge intensive production is being established in the country. As a consequence of these analyses, we present a new model of how universities can take a more systemic and meaningful approach to creating research-based innovation entrepreneurial activities. This approach is also viewed as making universities' innovation activities more sustainable and thus less dependent on the state support.

  • This article provides a comprehensive review of the entrepreneurial university concept and its place and role in the triple helix of university, industry, and government. This is increasingly important because stake-holders' expectations towards universities are growing; this growth in turn leads to increased pressure on universities to move beyond their traditional roles and models towards taking responsibility for economic development, large scale basic education and targeted further education and the development of value from research. These expectations provide opportunities for universities, but impose threats on the existing models and practices. It further elaborates on implications for university management, departments, faculty members and supporting organizations. Moreover it reflects on the meaning of the entrepreneurial university for stakeholders, i.e., university boards, regional and national policy and administrative bodies, funding agencies, the business community, university ranking institutions and the global university community overall. Recent literature on entrepreneurial universities is incomplete and mostly focused on the commercialization of research, technology transfer and the third mission of universities. The article expands the predominant thinking about entrepreneurial universities and gives a broader structured definition. Eventually the article shows the need for STI policy to intervene and measures for developing entrepreneurial universities further.

The author uses systematic literature review process to select the articles used in this study. First, the present paper review and discuss some major contributions to the theories of dynamic capabilities, innovation capabilities, entrepreneurial capabilities and their consequences. The author seeks to highlight different understandings of the concepts to clarify the distinctions between them. Second, the conceptual model and propositions for future studies were developed. The proposed model highlights the different measures of dynamic capabilities, innovation capabilities, entrepreneurial capabilities and their consequences. The model with its associated propositions was developed base on limitations and gaps observed from past studies. It is focused on empirically testing the direct impact of dynamic capabilities, innovation capabilities, and entrepreneurial capabilities on the performance of SMEs in Vietnam. Nevertheless, the proposed model can be applied to similar situations in different contexts and countries. Further empirical testing of proposed model would contribute to enriching existing knowledge of dynamic capabilities, innovation capabilities and entrepreneurial capabilities within SMEs and how these capabilities foster superior performance.
