Comparative Analysis on the Labor Market Outcomes between IT Graduates and Non-IT Graduates (IT학과와 비IT학과 졸업자간의 노동시장성과 비교분석연구)

  • This study investigated the labor market outcomes between IT graduates and non-IT graduates in terms of employment, wage, and work period through Monte-Carlo and Calibration method. The empirical result of the movement from work to unemployment implied that IT major graduates have stable work period irrespective of continuous employment, and but the number of work period of non-IT graduates decreases. It also showed that IT related department graduates got relatively paid more than non-IT graduates and IT major graduates was 0.8% higher wage premium than non-IT graduates.

Impact Analysis of the Wage Subsidy Measures : Micro-effect Analysis on Long-term Job-seekers' Grant (임금보조금 사업의 효과분석 : 장기구직자 고용촉진 장려금에 대한 미시적 효과분석)

  • This study begins with the assumption that the existing impact analysis studies did not present determinate criteria on which the studies were based. After we criticized the limitations of existing studies, we presented goal-based criteria and evaluated the long-term job-seekers subsidy as a case. This evaluation study is of micro-effect analysis which focuses on the effects on subsidized employees and employers. The Findings are: The subsidized employees were appropriately selected and can be taken as having difficulties in the labour market. The employment effect of the subsidy was significantly positive, though the wage effect was significantly negative. The effect of maintaining of skill measured by occupational mobility was positive, but not significant. The effect of increasing the quantity of employments in the subsidized companies were found significant. It could be proposed from the findings that the wage subsidy for the frail labour force is so effective as the subsidy for the employed labour force and could be boosted.

A Gender-Sensitive Analysis on the scale and causes of the blind spots in the employment insurance system (고용보험제도의 실질적 사각지대 규모와 원인에 대한 성별 분석)

  • The purpose of this study is to analyze the blind spots of Korea's employment insurance system from a gender perspective. The data used for this study was derived from 12th (2009) and 20th (2017) years of the Korean Labor and Income Panel Studies. Logistic regression analysis was performed to analyze the causes of the blind spot. As a result, the gender gap decreased by 5% in 2017 compared to that in 2009. In the coverage of employment insurance by gender, women are more likely to join when controlling for other demographic factors. If the conditions in the labor market are the same, then women's insurance coverage is likely to be higher than that of men. The policy suggestions are as follows. The current employment insurance system has a greater impact on the labor market characteristics than the difference in the participation rate according to gender itself. The results of this study show that bridging the gender gap in the labor market is an important way of bridging the gender gap in employment insurance coverage. In the short term, the social insurance subsidy program may be effective, but policy efforts are fundamentally needed to improve the employment environment of women and low-wage workers.

The Effects of Job Search Behaviors on Re-employment of the Unemployed in Korea (실직기간 구직활동이 실직자의 재취업에 미치는 영향분석)

  • Although economic crisis is allaying in Korea, the more effective unempoyment policies are requried in this present. So in this paper, we analyze the effects of relevant factors, especially job search behaviors of the unempyoed on reemployment and look for implications to the improvement of unemployment policies. Major findings are as follows: First, we find that job search behaviors, especially the effectiveness of job search activity and job search attitude are significantly different between the unemployed and the re-employed. Second, we find that the variables of job search behaviors - the effectiveness of job search activity (number of job offers), job search attitude (reservation wage), positive use of job search methods - significantly affect the re-employment of the unemployed from logistic regression analysis results. These findings' implications are as follows: First, the approach based on search theory may be useful in finding out determinants of re-employment. Second, the effects of job search behaviors on the reemployment and their implications should be actively accepted to policy makers in order to improve the effectiveness of un-employment policies. It meams that the effects of job search behaviors must be carefully considered in making or restructuring unemployment policies and their administrations.

A Study on the Working-Time Stratification in Korea (한국의 노동시간 계층화에 대한 연구)

  • This paper aims to analysis working-time of Korea focusing on "the difference and the distribution" by a stratum. Classifying working-time into four categories including marginal part-time, part-time work, standard-time work and long-time working, it compares the relative distribution by income quintile. The outcome is as following : 20% of low-ranking income quintile are (marginal) part-time working, 60% from income quintile 2 to 4 are in long-time working and 20% of top-ranking income quintile are in the standard-time working in overall. Working-time classes can be divided up into three: short time-low income of type 1, long time-medium income of type 2 and standard time-high income of type 3. Analysing working time type, the low wage-short time, medium wage-long time and high wage-standard time by the wage per month and low wage-very long time, medium wage-long time and high wage-standard time by the wage per hours are confirmed. Also, stratification of working-time has been intensified in terms of age, jobs and work status. Policy implication from this study is that the increase of minimum wage to the lowest income class and creation of employment by the reduction of working-time to the medium income class could be effective policies.

The Self-employed and Preference for the Speed of Minimum Wage Hike -Focused on the Moderating Effect of Income Class- (자영업자와 최저임금 인상 속도에 대한 선호 -소득 계층의 조절효과를 중심으로-)

  • There has been a lively debate between self-employed and wage workers on the speed of minimum wage hikes. Minimum wage is a redistributive policy that evokes confrontation and conflict whereby individuals' views on the policy coincide with their material self-interest. With this in mind, the researcher analyzed whether an individual's labor market status was explanatory to his/her view on the speed of minimum wage hike. Moreover, in light of the likelihood that the varying degree to which self-employed can afford minimum wage hike affects their differential preferences for the policy, the researcher attempted to identify whether there was a moderation effect of income class on the relationship. In the actual analysis, the researcher investigated employment policy survey dataset using a multinomial logit model. The results suggest that, among self-employed, 'gradual increase' and 'rapid increase' of minimum wages are less preferred $vis-{\grave{a}}-vis$ 'minimal increase,' which is the reference. As to the moderation effect, when a self-employed has a middle-income class status, his/her negative preference for the policy is likely to be attenuated. One implication of this study is that subsidizing self-employed small business owners, who are most dissatisfied with the current speed at which minimum wages rise, would be an effective prescription on reducing social conflicts.

Developing the Joint Employment System of Occupational Health Nurse Practitioners for the Minor Enterprises in Korea (Part 2) - Comparison of Opinions between Employers and Occupational Health Nurses - (사업장 보건관리자 공동채용모형개발(II)-사업주와 간호사의 의견 비교-)

  • This study is to develop the model on the joint employment system of occupational health nurse practitioners for medium or small sized enterprises in Korea based on the comparison opinions between employers and occupational health nurses (OHN). The data were collected by questionnaires from Oct. to Nov. in 1997. The number of subjects was 210 OHNs and 176 employers, response rate was 47.1% for OHNs and 23.2% for employers. The SAS PC program was used for the descriptive statistics. The results were as follow: 1. More than three years career was preferred for qualification of OHN by employers and OHNs. OHNs preferred that all instruments and materials should be equipped in each industry, but employers preferred that they should be equipped by OHN. 2. For the limit number of industries and employees per one OHN, employers preferred average 2.25 industries and 307 employees, OHNs preferred average 3.0 industries and 448 employees. Both of them preferred two times visit per week for all day long. 3. OHNs wanted that the local office of Ministry of Labor could act as mediator, but employers preferred direct contact individually. For the average wage, employers preferred 887,000 won per month, but OHNs preferred 1,960,000 won per month. 4. OHNs preferred the Korean Association of Occupational Health Nurse as the recruit agency. Finally, employers and OHNs have the opinions that they can choose this system depending on the condition. There is in need of development of effective strategy for this new system such as manpower development, cost-benefit analysis, establishment of occupational health service standard, advertisement for employers, and government supported project.

Quantitative Methodology for Analyzing Propriety of Complement and Salary on Military Organization - Concentrating on Army Doctrine Research Institution - (군(軍) 내 민간인력 적정 규모 및 임금 분석을 위한 정량적 방법론 - 육군 교리업무조직을 중심으로 -)

  • There has not been any scientific analysis on appropriate size of workforce and salary for civilian workers in military so far. Thus, this paper conducted analysis on propriety in employment size of military doctrine researchers using system dynamic methodology based on annual military doctrine workload. Vensim software was mainly used to measure complement of the research group based on data from job analysis. Secondly, a multiple regression analysis was performed to study an appropriate wage for researchers based on their expertise and working condition. The data from twenty public research institutions and twenty eight job positions that are performing similar duty with military doctrine researchers was obtained and utilized to create a salary-estimation regression equation in the analysis. Finally, with cost-benefit analysis method this paper studied financial effectiveness of hiring military doctrine researchers. Contingent valuation method, which has been recognized as one of the most effective methodologies in cost-benefit analysis on intangible value, was utilized to measure benefit of hiring the researchers. The methodology presented in this paper can be applied to measure and improve the efficiency of military organization not only in military doctrine research area but also in several military functional area (military training, logistics, administration, combat development, and combat support).
