Critical Assessment of Productive Welfare and Several Policy Alternatives (생산적 복지정책의 평가와 향후 정책과제)

  • This paper is a critical assessment of 'productive welfare policy' of the Kim Dae-jung adminstration and I tried to make several recommendations as alternatives. Quite contrary to concept of 'productive' welfare, which promotes less government intervention and more market-friendly approach, the Kim Dae-jung adminstration seems to have been moving in the opposite direction. As alternatives, I suggested i) work-fare rather than cash assistance, ii ) Employment Insurance Account to cover non-regular workers, iii) Medical Savings Account for minor medical services to reform medical insurance, and iv) enhancement of labor market flexibility by abolishing mandated retirement allowances in Korea I finally proposed the tuition and fellowship support program to the low-income group to enhance their economic status in a knowledge-based society.

COVID-19 Impact on the Quality of Life of Teachers: A Cross-Sectional Study

  • The COVID-19 global health crisis has affected the mental and psychological health and well-being of the people around the world. However, little is known about the impact of COVID-19 among Filipino teachers. This study was conducted to determine the impact of the COVID-19 pandemic on the quality of life (QoL) of professional teachers in the Philippines. A descriptive cross-sectional study was used involving 139 licensed professional teachers. The COVID-19 Impact on Quality of Life (COV19-QoL) was the primary measure used in this study. Descriptive statistics, t-test, and one-way ANOVA were the statistical tools employed to analyze the data. Results indicated a moderate COVID-19 impact on the QoL of the teachers. There was a significant difference in the impact of COVID-19 on QoL by degree program. However, the impact of COVID-19 on QoL did not significantly differ by age, sex, marital status, employment status, monthly salary, presence of a COVID-19 case near their residence, personal knowledge of someone who was infected or died of COVID-19, presence of a medical condition, and perceived threat. The psychological well-being and QoL of teachers must be recognized and teachers must be provided with support as they continue to adapt to the impact brought by the COVID-19 pandemic. This study contributes to the growing literature on the impact of the pandemic.

Effects of the Amendment of Regulation of Ministry of Education and Co-op: Focusing on the Perception of University Co-op Operators (교육부 고시 개정이 대학 현장실습학기제에 미치는 영향: 대학 현장실습 운영자의 인식을 중심으로)

  • On July 6, 2021, the Ministry of Education revised and announced the operating regulations of the undergraduate co-op with the aim of protecting students rights and student-centered operation based on mutual benefits for students and institutions. Therefore, the purpose of this study is to analyze universities' perceptions against the amendment of regulation of the Ministry of Education's into universities/college, regions. According to a survey of 75 KACE, we found that colleges are more difficult than universities in terms of administrative work, company participation, reduced opportunities for co-op, and managing participating companies. Next, most of the regional differences in difficulties were not significant, and only the decline in company participation rate was more difficult in Daegyoung/Gangwon/Chungcheong/Jeju than in the metropolitan area. Finally, policy directions such as the differential application of practical support expenses according to the size of the company, tax benefits for institutions, and clarification of the concept of job training were presented.

The Role and Necessity of Public Health Services in a Remote Area

  • Purpose: This study aims to investigate the national obligation of public health support for residents in medically vulnerable areas in Korea, and to propose a suitable model for public health institutions in this region. Research design, data, and methodology: A survey targeting residents was conducted from August 10 to August 17, 2021, with a sample size of 177 general citizens. The survey utilized a structured questionnaire administered online through Google, employing convenience random sampling. After an editing process to ensure data accuracy, the final dataset of 174 valid samples underwent encoding, coding, and cleaning using the IBM SPSS Statistics 22.0 program for analysis. Results: Health status revealed a moderate level, and 63.8% reported having chronic diseases, particularly prevalent among the elderly. External healthcare institutions were commonly utilized, with proximity and competence of doctors being primary reasons. Respondents expressed a need for improving the public health and medical system, emphasizing the establishment of a County Health Centre and expanding medical departments. Conclusions: In this region, the region's unique challenges, including education, employment, population decline, aging, and transportation, require multidimensional efforts and urgent intervention by public entities. Long-term strategies involve considering the establishment of a health and medical institute, adjusting health centre resources to local realities, and fostering a cooperative system for collaboration among residents and institutions.

Analysis of the Effect of Army Startup Support Program on Military Service Satisfaction (육군 창업지원 프로그램이 군 복무만족도에 미치는 영향 분석)

  • This research aims to analyze of the Effect of Army Start-up Support Program (hereinafter, ASSP) on the level of discharged or scheduled to be discharged soldier's satisfaction of their military service. In addition, this paper also seeks to elaborate on how those Army-supported programs, such as Start-up competitions, mentoring, camp, and school, can increase the level of military service satisfaction. By participating in those programs, service members can leverage their time in the military to make opportunity for their future career rather than consider it as a career break, increasing their military service satisfaction. Finally, on the basis of findings, this paper advocates for expanding Service Members startup Support Program of government agencies and municipalities and enhancing younger population's individual capabilities through ASSP. This research used ASSPs, such as Army Start-up competitions, mentoring, camp, and school, as independent variables. For controlled variables, this paper takes demographic elements such as status and career path of the participants. Our empirical analysis reveals that ASSP has a direct impact on the military service satisfaction, supported by the statistics from the hierarchical regression analysis. However, the research also suggests that individual' military service satisfaction from ASSP may differ from one another in accordance with the controlled variables such as status and career of the participants. This paper proves that ASSP can play a substantial role in enhancing service members' capabilities during their time in military and that Army fosters talent and connects itself to the nation and society. In addition, this research could contribute to increasing employment rate of and expanding Start-up support program of government agencies and municipalities for younger population by providing empirical results which advocates the latter's necessity.

  • This aims to study impact of the youth start-up business incubating system by government's or local autonomous governments' center on start-up business performance. This focus on Youth Start-Up Business Support Program operated by Seoul Metropolitan City and explore practical alternatives. In this study, young entrepreneurs are defined as those who are aged between 20 and 40, and start-up is defined as an act by such entrepreneur that establishes an organization or system that produces any goods or services selected as business idea by utilizing capital in order to create profits. The empirical results are as follow; a significant correlation between scale of capital in initial stage by young entrepreneur graduating from Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the number of obtained intellectual properties before moving into Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of satisfaction on start-up activity support fund for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of satisfaction on promotion and territorial cultivation support activities for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of satisfaction on collaboration support among member firms for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of overall satisfaction on start-up business support program for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. The study has an implication that it provides a basic data on policy support strategies by central and local autonomous governments that facilitate young entrepreneurs to achieve start-up business goals by understanding the factors that affect the business performance of young entrepreneurs. In addition, the study offers an effective direction for young entrepreneurs in a way that promotes the start-up performance by young entrepreneurs, which expects to contribute to core factors of new employment opportunity creation as well as national and local economies, so that the author expects the study to play a role of raising the necessity of start-up business support for young entrepreneurs.

Analysis of PBL for Korean Apprenticeship Program in Mechanical Engineering (기계분야 일학습병행제에서의 PBL 실태 분석)

  • The purpose of this study was to analysis of PBL for Korean Apprenticeship Program in Mechanical Engineering. The details of the study were as follows: First, the perception related to the PBL of Korean apprenticeship program was investigated. Second, the utilization and the operational difficulties of PBL for Korean Apprenticeship Program were investigated. Third, the supporting system for PBL was suggested. Research methods were literature research, questionnaire survey and FGI. The survey was conducted online from July 15 to August 14, 2021. A total of 515 respondents responded. A total of 108 in 515 respondents were in Mechanical Engineering. FGI conducted a total of 25 people who actual use PBL in the field of Korean Apprenticeship Program. Conclusions and suggestions based upon the result of this study are as follows. First, It is necessary to improve the utilization of PBL for Korean Apprenticeship Program in Industry. Second, PBL is necessary to apply optionally according to the job and field situation. Third, it is necessary to support system of evaluation for PBL in Korean Apprenticeship Program. Finally, related operation model and guideline need to be prepared for best practice.

The effect of Part-time job experience, Social Support, and Ego-Resilience on Career Stress in College students (전문대학생의 아르바이트 경험과 사회적 지지, 자아탄력성이 진로스트레스에 미치는 영향)

  • The career stress of college students is a more serious problem caused by the difficulty of finding a job these days, and various management strategies are needed. The purpose of this study was to investigate the effects of part-time job experience, social support, and ego-resilience on career stress in order to suggest ways to manage career stress. The subjects were 457 college students. Multiple regression analysis was used. First, there were no significant differences in ego-resilience, social support, and career stress according to the experience of part-time job. However, employment pressure, a sub-scale of career stress, was higher among college students who had part-time jobs. Second, the experience of part-time work had a significant effect on career stress. College students without a part-time job showed higher career stress than those who had. Third, the effect of social support on career stress was more effective for college students who did not have part-time jobs. Fourth, ego-resilience showed no effect on career stress. However, an interaction effect between the part-time job experience and gender was found. Based on these findings, college students without part-time work experience should be offered counseling management through social support and a program is needed to enhance ego-resilience in female students.

The Relationship among Perception of Ethical Values, Ethical Conflicts, and Job Satisfaction of Home Care Nurses (가정전문간호사의 윤리적 가치인식, 윤리적 갈등 및 직무만족도와의 관계)

  • This study investigated the relationship among home care nurses' perception of ethical values and conflicts and job satisfaction. The subjects of the study were 257 home care nurses working at 101 institutions involved in home care practice, the data were collected between December 28, 2004 February 14, 2005. The instruments were perception of ethical values, ethical conflicts, and job satisfaction and it was revised by the author. The reliability of Cronbach's a was .74, .93, .85, respectively. SAS 8.0 program was used to analyze the data, and frequency, percentage, unpaired t-test, ANOVA, $Scheff\`{e}$ test, and Pearson's Correlation Coefficient were calculated for data analysis. Followings are the results of the study: The scores of home care nurses' perception of ethical values were average 3.8points (5points scale). There was no significant difference between the groups according to general characteristics such as age (P=.001), religions (P=.001), ethical standard (P=.018), and current job satisfaction (P=.000). The scores of home care nurses' ethical conflicts were average 2.9points (5points scale). There was significant difference according to pay (P=.008) and employment status (P=.001) of general characteristics; conflicts was showed to go up with higher pay and temporary employment status. The scores of home care nurses' job satisfaction were average 3.3points (5points scale). There was significant difference among the groups according to age (P=.023), pay (P=.001), job career of home care (P=.030), and current job satisfaction (P=.000) of the general characteristics. There was significant positive correlation between subject's perception of ethical values and ethical conflicts (P=.004) and perception of ethical values and job satisfaction (P=.005). However, ethical conflicts and job satisfaction (P=.772) showed negative correlation, but it was not significant. With the results, home care nurses showed firm perception of ethical values and relatively higher job satisfaction. However, they showed ethical conflicts regarding the lack of administrative support and dignity of human life. In conclusion, It requires some alternative measures to solve the ethical conflicts and to enhance job satisfaction of home care nurses through the support in policy, continuous ethics education, rewarding system, and introducing laws to protect individual home care nurses.

The Relationship between Hardiness, Job-seeking Stress and Smoking Attitude among Male College Students (남자 대학생의 강인성 및 취업스트레스와 흡연태도와의 관련성)

  • College students face serious difficulties while seeking jobs, leading to a high degree of stress, which is thought to affect their attitude towards smoking. The purpose of this study was to identify the relationship between hardiness, job-seeking stress, and the attitude towards smoking among students, and to further identify the factors influencing smoking attitude. Data were collected using a structured questionnaire administered to 145 students. Data analysis was performed using the SPSS program, t-test, ANOVA, Kruskal Wallis test, Pearson's Correlation Coefficients, and hierarchical multiple regression analysis. Smokers constituted 22.1% of the sample. The study showed that smoking attitudes varied according to the smoking status (H=28.26, p<.001). The smoking attitude was seen to be desirable in the high group (t=-3.27, p=.001) and low job-seeking stress group (t=4.40, p<.001). There was a positive correlation between hardiness and smoking attitude (r=.18, p=.028). There was a negative correlation between job-seeking stress and smoking attitude (r=-.28, p=.001). Also, the factors affecting the smoking attitude were non-smoker respondent (β=.50, p<.001), job-seeking stress (β=-.23, p=.015), former smoker respondent (β=.22, p=.016) and the explanatory power was 24.3%. Therefore, school and health public center counseling and employment support programs need to help students manage and cope with stressful situations to change their attitude towards smoking in a desirable direction.
