Korea's social health insurance system was introduced in 1977, which has made a universal coverage possibly by July 1989. Korean government had pursued a single objective for the last decade to put the whole population under the coverage of medical security, and the objective was achieved within 12 years. The rapid accomplishment is primarily due to such factors as limited benefits, high copayment rate, low contributions as well as rapid economic growth. There are several sources of pressure for the implementation of social health insurance such as health professional group, labor unions, politicians, international organizations etc.. However it is important to look at the feasibility of social health insurance. Among other things, it is necessary to identify the administrative infrastructure of insurance system and to assess income for source of fund. As many developed countries, Korea began to apply health insurance to the employees of the large firms, and the expansion based on employment status. Thus the several funds system was inevitable according to the gradual expansion strategy. However many persons had criticized several funds system in respect with equity and efficiency aspects. In the short history of the Korean health insurance, whether one fund or sever or funds had been the most controversial issue. In Febrary 1999, the National Assembly passed the act of one fund system. From July 2000 separate funds will be unifed under new health insurance scheme. In this study we will analyze the policy making process on implementation, expansion and integration of health insurance system of Korea. And also analyse problems related to policy making.

The purpose of this study was to investigate how employed dental hygienists (graduates) and alumni are aware of dental health insurance and how to organize their classes for running efficient dental health insurance courses, and therefore to suggest opinions on the introduction of professional dental hygienist qualifications. The analyses was carried out using IBM SPSS Statistics 24.0. Sixty-nine students (56.1%) preferred one semester dental health insurance course as two semester courses and 63 students (51.2%) preferred theoretical course as practical course. Ninety-six (78%) students preferred dental health insurance claimants as others for their most necessary certification. Ninety-three dentists (75.6%) thought of the dental hygienist as the appropriate occupation for dental health insurance claims. The correlation coefficient was significant at the 0.01 level (both sides) and all showed a positive correlation. The effect of subjective understanding of dental health insurance and the perception of dental health insurance claim on students' intention to complete those courses explained 32% of the response, and the effect of the intention to complete those courses on the willingness to earn a certificate explained 22.3%. This study reveals the willingness of students to complete those courses to acquire qualifications in order to achieve a competitive advantage in employment, and suggests the necessity of institutional improvements such as changing the method of dental insurance education, varying the class time distribution, and introducing dental health insurance professional dental hygienist qualification in the country.

This study has a purpose to analyze quantitatively whether ICT industry provides the qualitative indicator of employment to attract excellent human resources. We investigate the relationships of labor market conditions among ICT manufacturing, non-ICT manufacturing, ICT services, non-ICT services. Therefore, the quantitative and qualitative indicators of employment (wages, working hours, admission and turnover, involuntary retirement, and the duration years of job) are analyzed for the ICT industry and IT workers. In order to quantitatively analyze qualitative indicators such as employment status and longevity, we used employment statistics. In order to compensate for the limitations of employment insurance data, the comparison analysis with the survey data of economically active population of the National Statistical Office was conducted. As a result of this research, ICT service industry has to improve the working conditions of employees and establish an ecosystem for a lifelong career base to grow as a specialist, need to pursue an investigation for ICT worker career shift, and promote standard labor contracts. In addition, protection of employees, ICT-related job vision and social respect have to be perused.
This study aims to examine the transition of the youth to the labor market by types of education and training institutes focusing employment rate. To construct the dataset for the analysis, the list of the graduates from 4-year universities, junior colleges, polytechnic colleges and the graduates from vocational training institutes as of February 2001 has been merged with the database for the insured in the Unemployment Insurance Database. This data enables tracking down of these graduates in terms of their mobility in the labor market. For graduates from universities and junior colleges, their scores on the Scholastic Aptitude Test have been matched. One of major findings is that the longer the schooling period is, the better the employment results are. Among those who finished 4-year universities, those who went to schools in the metropolitan area achieve a relatively better record in job finding than those who attended schools in the local areas. Meanwhile it is confirmed that the SAT score is highly co-related with the performance in the labor market among those who finished 4-year universities. The co-relation of one's major with his/her employment is not negligible also.
This paper aims to reveal the background and issues of the current reform proposals for social insurance in Germany and to draw their implications for Korea. The essence of the German social insurance crisis is that of normality of industrial society on which it has been based, revealing itself by the dual crisis of finance and dualization. Reform proposals are regarded as diverse responses to the crisis of the normality within individual social insurance schemes. They are searching for transforming health insurance into citizen's insurance, pension insurance into various alternatives including all worker's insurance and citizen's pension, unemployment insurance into employment insurance. One of the commonalities of the them is that they attempt to reconstruct the old normality. However, due to the economic recovery, the historical experiences of improving social insurance, and high satisfaction, they are expected to struggle with the gradual improvements rather than radical shift from their tradition. In Korea, where the maturity of social insurance is low, it is necessary to mark the crisis faced by German social insurance as a teacher. We need to go back to the fundamental spirit of social policy and redraw the blue prints of social policy by opening minds to plentiful alternatives in the eyes of normality reconstruction.
This study is empirically intended to look into the effects of basic income security on poverty elimination and life independence in income security policies. To achieve this, poverty elimination and life independence through the national pension and basic pension as old-age pension for basic income security and the unemployment benefit and livelihood benefit as employment insurance were determined as dependent variables. The 10th data from Korea Welfare Panel Study were used in the statistical package program to analyze these variables. The overall findings showed that the national pension and basic pension as part of the old-age pension had a positive effect on poverty elimination and life independence. The unemployment benefit and livelihood benefit of employment insurance were not significant and they were rejected. And poverty elimination had a significant effect on life independence and it was adopted. Consequently, the old-age pension is a pensionable income security policy given to all the elderly with lower income, which it is very useful for guaranteeing a basic income. Poverty elimination leads to life independence through the guarantee of a certain basic income, suggesting that they are closely related to each other.
With the onset of the Human Genome Project, social concerns about 'genetic information discrimination' have been raised, but the problem has not yet been highlighted in Korea. However, non-medical institutions' genetic testing which is related to disease prevention could be partially allowed under the revised "Bioethics and Safety Act" from June 30, 2016. In the case of one domestic insurance company, DTC genetic testing was provided for the new customer of cancer insurance as a complimentary service, which made the social changes related to the recognition of the genetic testing. At a time when precision medicine is becoming a new standard for medical care, discipline on genetic information discrimination has become a problem that can not be delayed anymore. Article 46 and 67 of the Bioethics Act stipulate the prohibition of discrimination on grounds of genetic information and penalties for its violation. However, these broad principles alone can not solve the problems in specific genetic information utilization areas such as insurance and employment. The United States, Canada, the United Kingdom, and Germany have different regulations that prohibit genetic information based discrimination. In the United States, Genetic Information Non-Discrimination Act takes a form that adds to the existing law about the prohibition of genetic information discrimination. In addition, the range of genetic information includes the results of genetic tests of individuals and their families, including "family history". Canada has recently enacted legislation in 2017, expanding coverage to general transactions of goods or services in addition to insurance and employment. The United Kingdom deals only with 'predictive genetic testing results of individuals'. In the case of insurance, the UK government and Association of British Insurers (ABI) agree to abide by a policy framework ('Concordat') for cooperation that provides that insurers' use of genetic information is transparent, fair and subject to regular reviews; and remain committed to the voluntary Moratorium on insurers' use of predictive genetic test results until 1 November 2019, and a review of the Concordat in 2016. In the case of employment, The ICO's 'Employment Practices Code (2011)' is used as a guideline. In Germany, Human Genetic Examination Act(Gesetz ${\ddot{u}}ber$ genetische Untersuchungen bei Menschen) stipulates a principle ban on the demand for genetic testing and the submission of results in employment and insurance. The evaluation of the effectiveness of regulatory framework, as well as the form and scope of the discipline is different from country to country. In light of this, it would be desirable for the issue of genetic information discrimination in Korea to be addressed based on the review of related regulations, the participation of experts, and the cooperation of stakeholders.
This study analyzed the determinants that affect employment retention rate in order to diagnose dynamic employment stability in Korea. For this analysis, we constructed multi-level hierarchical data linking Workplace panel survey data and employment insurance job history data. And the determinants were analyzed using a multi-level analysis model suitable for these data. As result of the analysis, it is estimated that the employment stability is very low in Korea due to the widespread existence of the marginal sectors with low wage level and high level of nonstandard employment. In addition, the results of this analysis show that employment structure of Korea occupies considerable area of short-term employment where employment and unemployment are repeated, and overall employment stability is weak. This fact is likely to be a limiting factor for continued growth, as there is limited opportunity for skill development and skills formation at the corporate and individual levels. According to the results of this analysis, it is required to improve the quality of the employment structure for continuous growth and skill formation.

Today the medical problem must be the most important social assignment to be considered. The medical system of contemporary industrial society has began greatly stood out in relief as a part of social welfare not emphasized on gainings of physicians. Accordingly systematization of the oriental medical insurance was strongly Pursued and it was developed to to the extent of entire nation insurance. Though the history of it is very short, most of the people are getting benefit from the insurance system by the social security system method. This study develops the Oriental Medical Insurance, the Workmen's Accident Compensation Insurance, the Pension System in relation to the industrial accident compensation of Employees, along with the ideas and principles of social insurance.
The Health care program in Korea has now been systemized after 30 years of declaring the inauguration of the national health insurance system by the current government. The national health care covering all Korean citizens was achieved after 12 years of implementing the national health insurance and the health care program since 1977. Hundreds of multiple operational agencies managing the insured individually had undergone the amalgamation process from 1998 to 2000, and had been restructured as one agency, the National Health Insurance Corporation. In 2003, the community/area based financial management was also merged together with the employment based financial management. The National health care system of Korea offer various merits, compared with that of other countries, such as health care provision covering all Koreans, low insurance premium, accessibility of medical services/facilities etc. However, there are still some weak features which need to be addressed for improvement; below expectation insurance cover system, mistrust on the medical services, low medical charges resulted from excessive restrictions, and unstable financial status of the national health insurance etc. Therefore, the National health care system should continue to evolve to re-establish itself as more effective national health care system by further strengthening its merits, and by improving its weaknesses; with adopting the positive system to optimize the costs of prescribed medicines/drugs, applying simpler insurance coverage system to calculate the optimum medical charges, promoting private medical insurances, and increasing insurance premium etc.
