중소기업 청년인턴 이직횟수 결정요인 분석 (The study on the determinants of the number of job changes)

  • 본 연구에서는 청년인턴 DB와 고용보험 DB를 사용하여 중소기업 청년인턴의 이직횟수에 영향을 미치는 요인을 분석하였다. 이직횟수는 음수가 아닌 정수 값만 가지는 계수 데이터 (count data)이므로 일반적인 선형회귀모형을 적용하는 것은 문제가 있다. 따라서 계수 데이터에 적합한 회귀모형으로 포아송 회귀모형, 영과잉 포아송 회귀모형, 음이항 회귀모형, 영과잉 음이항 회귀모형 등 4개의 회귀모형을 적용하였다. 분석결과 최적모형으로 영과잉 음이항 회귀모형이 선택되었다. 주요 분석결과를 정리하면 다음과 같다. 첫째, 통제집단 (비인턴집단)에 비해서 처리집단 (인턴집단)이 통계적으로 유의하게 이직경험이 낮게 나타났다. 둘째, 연령이 작을수록 통계적으로 유의하게 이직경험이 낮게 나타났다. 셋째, 여자에 비해서 남자가 유의하게 이직횟수가 높게 나타났다. 마지막으로 기업규모가 클수록 이직횟수가 유의하게 감소하는 것으로 나타났다.

융복합 시대 비정규직 여성과 실업부조 도입의 필요성 (Non-regular Female Workers toward Convergence Era: Description and Unemployment Assistance)

  • 우리나라 여성들의 노동시장 참여는 계속 증가해 왔지만, 이 증가를 이끈 주된 고용 형태는 정규직이 아니라 비정규직이었다. 남성 배우자의 임금이 불안정해지거나 혹은 일자리를 잃게 되면 특히 저학력 저소득층의 40대 이상 여성들은 가족의 생계를 전담하거나 보조하기 위해 노동시장으로 나오지만, 우리 사회는 이들을 노동시장의 가장 하위 집단으로 취급하면서 비정규직으로 채용하는 것을 당연시한다. 여성 비정규직 속에는 20대 아르바이트생, 고학력 전문직 계약직 여성들, 학습지 교사와 같은 특수고용형태 노동자, 고령의 저학력 판매 서비스직 여성들도 포함되어 있다. 이런 배경에서 본 논문은 우리나라 비정규직 여성 중 가장 취약 집단이자 대표 집단은 누구인지 규명하는 데 일차 목적이 있으며, 아울러 그들을 위한 소득보장 제도로는 무엇이 합당할지 검토하는데 이차 목적이 있다. 문헌분석과 통계수치 분석을 연구방법으로, 본 연구는 우리나라 여성 비정규직의 중에서, 40대 이상, 저학력, 저소득이면서, 남성배우자가 부재하거나 남성 소득에만 의지할 수 없는, 판매직 서비스직 단순노무직 여성들일수록 상대적으로 더욱 비정규직으로 취업한다는 결과를 제시한다. 따라서 그들을 위한 소득보장 제도는 정규직 위주, 남성 위주의 고용보험 제도의 개선보다는 실업부조의 도입이 더 현실적이고 시급함을 주장하고자 한다.

노인주간보호시설에 대한 잠재이용자의 이용욕구 및 발전방향 (A potential user' Need of Utilization and Development Direction of Day Care Center)

  • 본 연구의 목적은 노인주간보호시설에 대한 잠재이용자들이 지각하는 이용욕구와 운영 현황을 파악하여 문제점과 발전방향을 제안하는 것이다. 자료수집은 J도에 거주하는 일반인 320명을 대상으로 기관 인식과 이용욕구를 설문지로 조사하였으며, 6개 시설의 기관장 및 종사자에 대한 심층인터뷰, 기관의 운영 현황을 파악하고자 하였다. 분석결과 잠재이용자들은 주간보호시설의 기능 및 구체적인 역할에 대해 많이 인지하고 있지 않았으며, 시설비용 부담은 국가에서 부담하며, 시설을 이용 시 중요한 요인은 시설 및 환경인 것으로 나타났다. 심층인터뷰에서는 지금의 정책이나 제도는 현실과 괴리가 커 종사자들의 지위나 역할 그리고 기관의 운영 상태와 맞지 않는 것으로 나타나, 현장형 시스템의 재정립이 요구되고 있다. 연구결과를 바탕으로 주간보호시설의 발전방향은 국가차원에서 시민들에게 주간보호시설의 인식 개선 및 제고를 위한 적극적인 홍보와 가족지원강화가 필요하다. 둘째, 이용자의 욕구를 반영한 시설과 환경의 개선을 통한 요양서비스의 질을 높여야 한다. 셋째, 종사자의 열악한 고용 여건과 처우를 현실에 맞게 개선해 요양서비스의 질을 높여 나가야 한다.

업무프로세스관리-지식관리의 통합을 이용한 공공업무에 효과적인 지식기반 업무처리시스템 구축 (Design of PKMS(Process based on KMS) System Architecture for Public Organization Utilizing Integration of Business Process Management & Knowledge Management)

  • 전 세계적으로 지식경영의 중요성이 확산되는 가운데, 지식관리는 단순히 저장 및 취합하는 방식에서 벗어나 업무프로세스관리(BPM: Business Process Management)와 지식관리(KM: Knowledge Management)를 상호 연계한 지식기반 업무처리(PKMS: Process based KMS) 연구로 확대되고 있다. 특히, 업무 수행 시 다양한 지식을 사용하는 공공기관은 업무에 효과적인 지식관리 필요성이 커지고 있다. 본 논문은 공공기관 업무에 효과적인 지식관리체계를 수립하여 업무프로세스관리시스템(BPMS)와 지식관리시스템(KMS)을 통합한 지식기반 업무처리(PKMS) 시스템을 설계하였다. 이러한 설계를 위하여, 본 연구는 공공업무와 다양한 지식 유형간 상관관계를 조사하고 지식유형을 세 가지 지식그룹으로 분류하여 업무프로세스를 기반으로 한 지식그룹 간 우선순위를 고려한 지식관리체계를 시스템화하였다. 이와 같은 지식관리체계를 기반한 PKMS시스템은 BPM 생명주기와 KM 생명주기의 통합을 통하여 두 가지 패러다임의 장점을 승계하였다. 본 논문에서는 제안한 PKMS 개념을 고용보험 업무에 적용한 사례를 소개한다. 고용보험 PKMS시스템은 단위업무별로 찾아가는 지식관리 환경을 제공함으로써 업무생산성을 극대화한다. 현재 많은 공공기관에서 지식관리시스템을 도입하거나 업무시스템과 연계하는 현 시점에서, 본 연구사례는 BPMS와 KMS의 통합에 관심 있는 기관에게 사례를 바탕으로 한 시사점을 제공하였다.

우리 나라의 사회경제적 사망률 불평등: 1998년도 국민건강영양조사 자료의 사망추적 결과 (Socioeconomic Mortality Inequality in Korea: Mortality Follow-up of the 1998 National Health and Nutrition Examination Survey (NHANES) Data)

  • Objectives : This study was conducted to examine the relationships of the several socioeconomic position indicators with the mortality risk in a representative longitudinal study of South Korea. Methods : The 1998 National Health and Nutrition Examination Survey was conducted on a cross-sectional probability sample of South Korean households, and it contained unique 13-digit personal identification numbers that were linked to the data on mortality from the National Statistical Office of Korea. Of 5,607 males and females, 264 died between 1999 and 2003. Cox's regression was used to estimate the relative risks (RR) and their 95% confidence intervals (CI) of mortality. Results: Socioeconomic differences in mortality were observed after adjustments were made for gender and age. Compared with those people having college or higher education, those people without any formal education had a greater mortality risk (RR=2.21, 95% CI=1.12-4.40). The mortality risk among manual workers was significantly greater than that for the non-manual workers (RR=2.73, 95% CI=1.47-5.06). A non-standard employment status was also associated with an increase in mortality: temporary or daily workers had a greater mortality risk than did the full-time workers (RR=3.01, 95% CI=1.50-6.03). The mortality risk for the low occupational class was 3.06 times greater than that of the high and middle occupational classes (95% CI=1.75-5.36). In addition, graded mortality differences according to equivalized monthly household income were found. A reduction of monthly household income by 500 thousand Korean Won (about 400 US dollars) was related with a 20% excess risk of mortality. Self-reported poor living standards were also associated with an increased risk of mortality. Those without health insurance had a 3.63 times greater risk of mortality than the insured (95% CI=1.61-8.19). Conclusions: This study showed the socioeconomic differentials in mortality in a national longitudinal study of South Korea. The existence of socioeconomic mortality inequalities requires increased social discussion on social policies in Korean society. Furthermore, the mechanisms for the socioeconomic inequalities of mortality need to be explored in future studies.

결혼이주여성의 경제생활 의미에 관한 현상학적 연구 (A Phenomenological Study on the Meaning of Economic Life of Marriage Immigrant Women)

  • 본 연구에서는 질적 연구방법 중 현상학적 연구방법으로 결혼이주여성들의 경제생활에 대한 생생한 이야기에 귀기울이고, 경제생활 경험의 역동성을 심층적인 면담을 통해 그 의미를 분석하고자 한다. 연구질문은 "결혼이주여성이 경험하는 경제생활의 의미는 무엇인가"이다. 연구결과, 의미 있는 진술 67개를 추출하였고, 15개의 중심 의미를 조직하였다. 15개의 중심 의미는 '팍팍한 삶', '자녀교육비, 보험료 등의 소득 불안', '적응을 위한 생활방식의 변화 도모', '일자리를 통한 경제안정을 추구', '친정가족에 대한 지원과 회귀 기대'라는 5개의 주제 묶음으로 범주화하였다. 연구자는 해석학적 글쓰기 적용을 위해 1인칭 화자를 통해 구조적 기술을 하였다. 즉, 결혼이주여성이 체험한 한국의 경제생활의 의미는 '팍팍한 현실을 적응해 나가기 위한 생활방식의 변화를 추구하며 가족중심의 힘겨운 대처과정' 이었다. 이러한 진술을 통해 결혼이주여성 부부의 안정적인 노후경제생활을 위해 국민연금의 (가칭)'부부합산' 제도의 적용으로 노령연금의 수급의 기회를 확대하는 정책의 적극 도입 등 다양한 실천적 함의를 제시하였다.

세포병리사의 업무량에 따른 적정인력 산정을 위한 업무실태 조사 연구 (Working Conditions that Impact the Workload of Cytotechnologists: A Study Calculating the Actual Man Power Required)

  • 세포병리사는 인체를 구성하고 있는 세포의 상태를 분석하여 암을 포함한 다양한 질병을 진단하는 1차 선별자로서 역할을 수행하고 있으나, 세포병리사의 고용 형태, 업무량 등이 제대로 파악되고 있지 않다. 이에 본 연구는 세포병리사의 효율적인 직무수행의 범위, 의료기관의 종별에 따른 세포병리사의 업무량 분석 결과를 토대로 병리과질관리 인증평가항목의 기준 설정에 기초자료를 제공하고자 하였다. 연구방법은 전국 의료기관에 근무하는 세포병리사 자격증 소지자를 연구대상으로 설문조사를 실시하였다. 총 245명의 세포병리사가 설문에 응답하였으며 그 중 1차 선별검사 업무를 수행하고 있는 인원은 178명(72.7%)으로 조사되었다. 각 기관별 1일 기준, 세포병리사 1인의 평균 1차 선별검사 건수는 대학병원그룹이 75.4장(16.8장/시간), 병원그룹이 72.4장(18.6장/시간) 그리고 76명이 응답한 전문수탁 기관은 231장(32.6장/시간)으로 조사되었다. 이에 본 연구결과를 기초로 세포 선별검사 업무에 대한 기준지침을 수립하여 대한세포병리학회 등과 협의체를 구축하고, 현안 사항에 대한 해결방법을 모색하여 국민건강 보건 향상에 기여해야 할 것이다.

농촌지역 재가장애인의 재활서비스 이용실태 (The Rehabilitation Services Utilization of People with Disabilities in a Rural Area)

  • 농촌지역 재가장애인의 재활서비스 이용실태를 파악하고자 일개 농촌지역 재가장애인(3-6급 뇌 병변 지체장애) 101명을 대상으로 2011년 3월부터 4월까지 면접 조사를 실시하였다. 대상자는 여자가 65.3%였고, 70세 이상이 53.5%로 가장 많았고, 초등졸 이하가 72.3%이었다. 주관적 경제상태는 보통이상이 56.4%, 의료보장형태는 94.1%가 건강보험이었다. 대상자의 장애 및 건강관련 특성으로는 지체장애가 81.2%, 장애등급별은 3-4급이 41.6%로 가장 많았고, 동반 질환이 있는 경우가 74.3%였다. 본인이 생각하는 자신의 장애정도가 '심각하다'고 한 경우가 69.3%였다. 재가장애인의 70.3%는 퇴원 후 현재 재활서비스를 받고 있었다. 이용하지 않는 이유로는 치료의 효과성과 주변 서비스 기관의 부재, 경제적인 측면 등을 이유로 들었다. 재활서비스를 받기 위해 이용하고 있는 기관은 병의원, 재활의학과 병의원, 한의원 보건소 순으로 많았다. 현재 이용하고 있는 재활서비스 내용에 대해 19.7%가 만족한다고 하였고, 불만족의 이유로는 거리가 멀어서가 가장 많았다. 현재 재활서비스 이용여부에 영향을 미치는 유의한 변수로는 성별, 직업유무, 주관적 경제상태, 장애발생 원인이었다. 즉, 여자인 경우, 직업을 가진 경우, 경제상태가 좋은 경우, 장애발생이 후천적인 경우 재활서비스 이용이 높았다. 농촌지역 재가장애인의 70.3%가 현재 재활서비스를 이용하고 있으나 포괄성, 접근성, 지속성, 만족도 등에서 미흡한 것으로 나타났다. 현재 국가차원에서 추진되고 있는 지역사회중심재활사업을 중심으로 농촌지역 재가장애인을 위한 양적 및 질적으로 충분한 재활서비스 제공이 요구되며, 미이용 집단 및 미충족 집단을 우선 사업대상자로 선정하여 서비스를 제공하는 전략이 필요할 것으로 판단된다.

한국부인의 보건지식, 태도 및 실천에 영향을 미치는 제요인분석 (An Analysis of Determinants of Health Knowledge, Attitude and Practice of Housewives in Korea)

  • The levels of health knowledge, attitude and practice of housewives considerably effect to the health of households, communities and the nation. This study was designed to grasp the levels of health knowledge, attitude and practice of houswives and analyse the various factors effecting to health in order to provide health education services as well as materials for effective formulation and implementation of health policy to improve the health of the nation. This study has been conducted through interviews by trained surveyers for 4,281 housewives selected from 4,500 households throughout the country for 40 days during July 11-August 20, 1983. The results of survey were analysed by stepwise multiple regression and path analysis are summarized as follows; 1. Based on the measurement instrument applied to this study, the levels of health knowledge, attitude and practice of housewives were extremely low with 54.5 points out of 100 points in full. Higher level with 72 points and above was approximately 21 percent and lower level with 39 points and below was approx. 24 percent. The middle level was approx. 55 percent. In order to implement health programs successively, health education should be more strengthened and to improve the level of health knowledge, attitude and practice (KAP) of the nation, political consideration as a part of spiritual reformation must be concentrated on health. 2. The level of health knowledge indicated the highest points with 57.3 the level of attitude was the second with 55.0 points and the practice level was the lowest with 50.0 point. Therefore, planning and implementation of health education program must be based on the persuasion and motivation that health knowledge turn into practice. 3. Housewives who had higher level of health knowledge, showed their practice level was relatively lower and those who had middle or low level of it practice level was the reverse. 4. Correlations among health knowledge, attitude and practice (KAP) were generally higher and statistically significant at 0.1 percent level. Correlation between total health KAP level and health knowledge was the highest with r=.8092. 5. Health KAP levels showed significant differences according to the age, number of children, marital status, self-assessed health status and concern on health of the housewives interviewed (p<0.001) 6. Health KAP levels also showed significant differences according to the education level, economic status, employment before marriage and grown-up area of the housewives interviewed. (p<0.001) 7. Heath KAP levels showed significant differences according to health insurance benificiary and the existence of patients in the family. (p<0.001). 8. Health KAP levels showed significant differences according to distance to government organizations, schools, distance to health facilities, telephone possession rate, television possession rate, newspaper reading rate and activities of Ban meeting and Women's club. (p<0.001) 9. Health KAP levels showed significant differences according to electric mass communication media such as television, radio and village broadcasting etc. and printed media such as newspaper, magazine and booklets etc., IEC variables such as individual consultation and husband-wife communication, however, there was no significance with group training. 10. Health KAP of the housewives showed close correlation with personal characteristics variables, i.e., education level (r=.5302), age (r=-.3694) grown-up area (r=.3357) and employment before marriage. In general, correlation of health knowledge level was higher than the levels of attitude or practice. In case of health concern and health insurance, correlation of practice level was higher than health knowledge level. 11. Health KAP levels showed higher correlation with community environmental characteristics, Ban meeting and activity of Women's club, however, no correlation with New-village movement. 12. Among IEC variables, husband-wife communication showed the highest correlation with health KAP levels and printed media, electric mas communication media and health consultation in order. Therefore, encouragement of husband-wife communication and development of training program for men should be included in health education program. 13. Mass media such as electric mass com. and printed media were effective for knowledge transmission and husband-wife communication and individual consultation were effective for health practice. Group training was significant for knowledge transmission, however, but not significant for attitude formation or turning to health practice. To improve health KAP levels, health knowledge should be transmitted via mass media and health consultation with health professionals and field health workers should be strengthened. 14. Correlation of health KAP levels showed that knowledge level was generally higher than that of practice and recognized that knowledge was not linked with attitude or practice. 15. The twenty-five variables effecting health KAP levels of housewives had 41 per cent explanation variances among which education level had great contribution (β=.2309) and electric mass com. media (β=.1778), husband-wife communication (β=.1482), printed media, grown-up area, and distance to government organizations in order. Variances explained (R²) of health KAP were 31%, 15%, and 30% respectively. 16. Principal variables contributed to health KAP were education level (β=.12320, β=.1465), electric mass comm. media (β=.1762, β=.1839), printed media, (β=.1383, β=.1420) husband-wife communication (β=.1004, β=.1067), grown-up area and distance to government organizations, in order. Since education level contributes greatly to health KAP of the housewives, health education including curriculum development in primary, middle and high schools must be emphasized and health science must be selected as one of the basic liberal arts subject in universities. 17. Variences explained of IEC variables to health KAP were 19% in total, 14% in knowledge, 9% in attitude, and 10% in health practice. Contributions of IEC variables to health KAP levels were printed media (β=.3882), electric mass comm media (β=.3165), husb-band wife com. (β=.2095,) and consultation on health (β=.0841) in order, however, group training showed negative effect (β=-.0402). National fund must be invested for the development of Health Program through mass media such as TV and radio etc. and for printed materials such as newspaper, magazines, phamplet etc. needed for transmission of health knowledge. 18. Variables contributed to health KAP levels through IEC variables with indirect effects were education level (Ind E=0.0410), health concern (Ind E=.0161), newspaper reading rate (Ind E=.0137), TV possession rate and activity of Ban meeting in order, however, health facility showed negative effect (Ind E=-.0232) and other variables showed direct effect but not indirect effect. 19. Among the variables effecting health KAP level, education level showed the highest in total effect (TE=.2693) then IEC (TE=.1972), grown-up city (TE=.1237), newspaper reading rate (TE=.1020), distance to government organization (TE=.095) in order. 20. Variables indicating indirect effects to health KAP levels were; at knowledge level with R²=30%, education level (Ind E=.0344), newspaper reading rate (Ind E=.0112), TV possession rate (Ind E=.0689), activity of Ban meeting (Ind E=.0079) in order and at attitude level with R²=13%, education level (Ind E=. 0338), activity of Ban meeting (Ind E=.0079), and at practice level with R²=29%. education level (Ind E=.0268), health facility (Ind E=.0830) and concern on health (Ind E=.0105). 21. Total effect to health KAP levels and IEC by variable characteristics, personal characteristics variables indicated larger than community characteristics variables. 22. Multiple Correlation Coefficient (MCC) expressed by the Personal Characteristic Variable was .5049 and explained approximately 25% of variances. MCC expressed by total Community environment variable was .4283 and explained approx. 18% of variances. MCC expressed by IEC Variables was .4380 and explained approx. 19% of variances. The most important variable effected to health KAP levels was personal characteristic and then IEC variable, Community Environment variable in order. When the IEC effected with personal characteristic or community characteristic, the MCC or the variances were relatively higher than effecting alone. Therefore it was identified that the IEC was one of the important intermediate variable.

中國通用航空立法若干問題研究 (Some Issues on China General Aviation Legislation)

  • General aviation and air transport are two wings of the civil aviation industry. Chinese air transport is developing rapidly, and has become the world second air transport system only second to US since 2005. However, Chinese civil aviation is far behind the world average level, and cannot meet requirements of economic construction and social development. The transition and structural adjustment of Chinese economy provide the general aviation with a unprecedented broad market. The prospect of general aviation is promising and anticipated. The development of general aviation industry needs the legislative supports, and the current legislative conditions of Chinese general aviation are undoubtedly far behind the realistic requirements. Accelerating the legislation in Chinese general aviation industry requires scientific legislation concept. First, Legislation must promote development of general aviation industry. The general aviation will serves as a Chinese emerging industry that boosts domestic demand, promotes employment and expedite domestic economic development. We should, based on both the concept of promoting the industrial development of general aviation and national industrial planning, enact and rectify relative laws and regulations. And we should also straighten out the relationship between aviation security and industrial development and promote the revolution of low-altitude airspace management in an all-round way, in order to improve the utilization rate of airspace resources, classify and establish airspace, simplify examination and approval procedure and intensify operation management. In addition, what we should do is to expedite the infrastructure layout construction, guide the differentiated but coordinated development of general aviation industries in various areas, establish a united supervision mechanism of general aviation, redistrict the responsibilities of Chinese Air Control Agency and set up legislation, law enforcement and judicial systems with clarified institutions, clear positioning and classified responsibilities, so as to usher in a new era of the legislative management of Chinese general aviation industry. Second, shift the focus from regulations to both regulations and services. Considering the particularity of the general aviation, we should use American practices for reference and take into account both regulation and service functions when enacting general aviation laws. For example, we should reduce administrative licensing and market supervision, and adopt "criteria" and "approval" management systems for non-commercial and commercial aviation. Furthermore, pay attention to social benefits. Complete social rescuing mechanism through legislation. It should be clarified in legislation that general aviation operators should take the responsibilities of, and ensure to realize social benefits of environmental protection and ecological balance .Finally, rise in line with international standards. Modify Chinese regulations which is inconsistent with international ones to remove barriers to international cooperation. Specify basic legislative principles. One is the principle of coordination. Realize coordination between the civil aviation and general aviation, between military aviation and civil aviation, and among departments. Two is the principle of pertinence. The general aviation has its own rules and specialties, needing to be standardized using specialized laws and regulations. Three is the principle of efficiency. To realize time and space values of general aviation, we should complete rules in aerospace openness, general aviation airport construction, general aviation operations, and regulation enforcement. Four is the principle of security. Balance the maximum use of resources of Chinese airspace and the according potential threats to Chinese national interests and social security, and establish a complete insurance system which functions as security defense and indemnificatory measure. Establish a unified legal system. Currently, the system of Chinese general aviation laws consists of national legislation, administrative laws and regulations and civil aviation regulations (CAR). Some problems exist in three components of the system, including too general content, unclear guarantee measures, incomplete implementation details, and lacking corresponding pertinence and flexibility required by general aviation regulations, stringency of operation management and standards, and uniformity of standards. A law and regulation system, centered on laws and consisting of administrative laws regulations, industrial regulations, implementation details, industrial policies and local laws and regulations, should be established. It is suggested to modify the Civil Aviation Law to make general aviation laws complete, enact the Regulations of General Aviation Development, and accelerate the establishment, modification and abolition of Chinese general aviation laws to intensify the coordination and uniformity of regulations.
