A Cooperative Communication Technology for Rapid Emergency Alert Broadcast (신속한 재난경보 방송을 위한 협력통신 기법)

  • The CBS functionality is defined for emergency alert service in cellular systems. Previously, a cooperative communication technique was proposed for more reliable CBS functionality. However, the relays for cooperative communications may fail in receiving emergency message, which may cause a critical latency. Therefore, we propose a novel cooperative communication technology in this letter, which incudes additional T-DMB functionality in relays. Analytical and empirical evaluations confirm that the proposed method is very suitable for rapid emergency alert broadcast.

  • This paper presents the requirements analysis for the Terrestrial DMB Automatic Emergency Alert Service (AEAS) Standard. First, the basic concepts in disaster management and the AEAS system structure are presented as a background. Next, other emergency alert systems and the related standards are analyzed. We propose taxonomy to categorize the emergency alert systems and analyze the characteristics of each system. Next, we analyze advantages of T-DMB for the delivery medium of emergency alert message and problems to resolve for the enhanced performance. Finally, we propose service requirements which will achieve general/special-purpose, non-interrupting, location-adaptive, automatic, message delivery service. The paper will contribute as a guideline to the development for emergency alert service standards for other broadcasting media.

  • The location information of wired 112, 119 emergency call is provided immediately by subscriber database of KT. But emergency call made by mobile phone should be ask location information to mobile network. This paper proposes the network protocol for mobile emergency service refer to TIA/EIA/J-STD-036-A with reviews about technical issues, legacy factors and related researches. The mobile emergency service is divided to mobile emergency rescue service and mobile emergency alert service. The network reference model for mobile emergency rescue service is released in domestic sector. In this paper, the interfaces between modules of the network reference model, and service scenarios, message flows are defined. Supplement to mobile emergency rescue service, the network reference model, interfaces and message flows for mobile emergency alert service are developed.

  • This paper presents the design of service model, transport channel, and service signaling for the Terrestrial DMB Automatic Emergency Alert Service (AEAS) Standard. The paper begins with the analysis of technical backgrounds related to the design topics. Next, the raper presents the design of service model for the AEAS. Since, unlike the regular T-DMB services, the AEAS is event-driven and common to all services, some problems have been identified to design a service model conforming to the T-DMB standard. So, the paper proposes a new concept, called the common service, and the AEAS is modeled using the common service. Next, in order to decide the transport channel for the alert information, the paper proposes to divide the alert information into the message which contains code/text-based essential information, and the supplemental multimedia information. Then, the paper tries to find the most efficient transport channels. Emergency Warning Service (EWS) which uses FIG 5/2 is selected for the delivery of the message. The paper proposes no constraints on delivery of supplemental information except that it shall use the MSC. Finally, it proposes the service signaling for the common service and transport channel. Due to the problems of conventional signaling using the MCI, it proposes a new signaling method. The paper will contribute as a guideline to the development for emergency alert service standards fur other broadcasting media.

A Supplementary Service Technology for Enhanced Receiver Performance of Emergency Alert Broadcast Based on 5G Cellular Communications (5G 이동통신 기반 재난 방송의 수신 성능 향상을 위한 부가 서비스 기법)

  • The emergency alert broadcast service based on cellular communications is defined as CBS. However, the CBS just supports a limited text message, which might be unavailable to foreigners, who are unfamiliar with local characters. The CBS protocol relies on a broadcast mechanism. Such a broadcast technology exhibits that the number of outage users significantly increases under poor channel conditions. In this paper, we present a supplementary service technology for 5G CBS, which considerably enhances the accessibility of foreigners and illiterate persons, and the receiver performance. For the enhanced receiver performance, the proposed supplementary service approach effectively exploits the device-based geo-targeting capability that the 5G CBS can afford to offer.

Acceptability Analysis for a Radio-Based Emergency Alert System at Access Zones of Freeway Tunnels Using a Structural Equation Modeling (구조방정식을 활용한 터널 진입부 라디오 재난경보방송 수용성 분석)

  • Currently, roadway operation agencies provide interior zones of tunnels with emergency information including crash, fire, and vehicles' stop, through state-of-the-art technologies such as variable message signs and radio-based broadcast systems. However, when coping with an emergency in tunnel interior zones, such information could be too late for drivers to access. A radio-based emergency alert system at the access zones of freeway tunnels, on the other hand,could be a good alternative for solving this problem. Therefore, the objective of this study is to assess user acceptability of such an alternative system. To carry out this study, an online survey was conducted on 762 drivers, and the survey results were analyzed using a structural equation modeling to identify factors affecting acceptability of the proposed system. As a result, driver characteristics such as age group, driving frequency, and driving career, utilization of conventional traffic information, and usefulness of conventional traffic information have a positive impact on acceptability. It is expected that the findings of the study will be a basis to effectively address and deploy a new emergency alert system at the access zones of freeway tunnels.

  • In this paper, we investigated the current issues on the KPAS(Korean Public Alert Service) by News analysis. News articles, from May 15, 2005 to April 30, 2020, were collected with the key word of 'KPAS' through the News Big-Data System provided by the Korea Press Foundation. The results of the content analysis are as follows. First, the issues on alert presentation were categorized by alarm sound, message content, alert level, transmission frequency, delay, reception range, time of alert, and language. Issues on inability to receive KPAS messages were categorized into authority, mobile, sending standard, mobile communication infra, etc. For the last two to three years, news on the inability issues had decreased, while news on the presentation issues had increased. This tells us that the public demand for improvement in the KPAS lies in the presentation issues. The demand for societal resolutions to the presentation issues especially on message content, transmission frequency, and reception range has soared.

  • 국내 이동통신은 4 세대(4G)에서 5 세대(5G)로 전환되는 과정에 있으며 행정안전부는 기존 긴급재난문자 서비스를 5G 망으로 고도화하기 위해 준비하고 있다. 재난문자 길이의 확장, 송출 지역 세분화, 외국어 문자 지원 등을 긴급재난문자 서비스에 포함하기 위해 국내외 표준화와 검증 시스템 구축이 준비되고 있다. 본 논문에서는 해외 사례 분석을 통해 국내 5G 망으로 고도화된 긴급재난문자를 서비스하기 위해 요구되는 검증 요구사항을 정의하고 있다. 이를 기반으로 긴급재난문자 서비스를 검증할 리빙랩이 구축될 예정이다.

Operational Verification of Common Alert Protocol System and UHD Advanced Emergency Alert Table Service (표준 재난경보 발령 시스템과 UHD 재난경보 데이터 서비스 실증 시험)

  • This study is a study dealing with the empirical test of standardized multimedia disaster warning broadcasting linked with the next-generation prediction and warning platform and the disaster warning additional data service of terrestrial UHD broadcasting. The next-generation prediction and warning platform used in the demonstration test complies with the CAP-based TTA standardization standard, and the UHD disaster warning additional data service complies with the AEAT standard. As a result of the experiment, when a standardized CAP disaster warning message is issued and delivered to a broadcasting company, a system was established so that it is automatically converted to AEAT, a UHD disaster warning additional data message, and transmitted. The receiver unit was configured by connecting a set-top capable of receiving disaster alert data and a TV with an HDMI cable. When a disaster is announced, the set-top displays the AEAT message on the TV broadcasting screen, customized to the priority of the disaster and the area where it is issued. In addition, incoming messages are displayed in a language suitable for user settings among 5 languages. Additional multimedia functions such as images and alarm sounds could also be linked. In particular, it was confirmed that the receiver message was displayed within 3 seconds of issuing the disaster alert, enabling prompt delivery of the disaster alert.

  • Warning notification system base on mobile communication providers, is a warning information provider which senses the disaster and warning condition, provides the warning message to the entrepreneur and its mobile terminal. In this paper, for protecting our lives and properties, we study on disaster warning system ISO TC233's WG3's Public Warning model, Korea Disaster Forecasting and Warning System, disaster Forecasting and Warning System's role, and Colour-coded Alert etc.
