The Direction for Development of Domestic Initial Response System for Chemical Terrorism (국내 화학테러 초기대응체제의 발전방향 (한·미 화학테러 초기대응체제 비교를 중심으로))

  • This paper is about the establishment of "Initial Response System." Initial response system is most important and should be treated urgently among all preparations for chemical terrorism. The objects of Initial response system are to protect civilians and the first responder who are exposed directly to chemical terrorism. Therefore, this paper suggests two main issues about Initial response system. One is to prepare immediate and exact information service system which assures the safety and survival of exposed people. The other is to build Scene Response System integrated with Command-Control Procedure for early finished situation. Compared to United States, overcoming the Chemical Terrorism requires to improve the contents of two categories: Counter Citizen Response part and Initial Scene Response part. For Counter citizen response part' s sake, the web-sites of Response leader agencies for searching information about chemical terrorism should be modified specifically. These web-sites have to be re-organized in detail. The existing Information service system which has been vaguely informed as "CBRNE Accident" needs to be divided as "CBRNE Accident" and "WMD terrorism." Further, each of them should be specialized in "Chemical', "Biological", and "Radiological" categories. There is a need to rearrange current Emergency Instruction for civilians against chemical terrorism in feasible way. At the same time, it should be applied consistently to all organizations through agreement between experts and related-organizations. For Initial Scene Response part's sake, "Initial scene response procedure (SOP)" and "Operational conception" should be produced through Simulated Exercises and workshops of all organizations related with initial response. These organizations have to cooperate with Ministry of Environment which is the main leader Agency as the center. Next, there is a need to develop a technology and Scene Response Equipments, and to standardize the response equipments which consider the capability of First Responders for chemical terrorism. Especially, improving capability of equipments is required to overcome the vulnerability of Scene Response Equipments.

  • In these days, hazards in laboratories are consistently increasing due to high technological advance in modern science. Efforts to prevent accidents in laboratories became law named [ACT ON THE ESTABLISHMENT OF SAFE LABORATORY ENVIRONMENT]. The law made laboratories more safely but it's not enough to keep up laboratory safety in advanced countries. To improve laboratory safety, this study reformed laboratory emergency response flow chart based on each emergency scenarios and its evaluated hazards in laboratories applied wireless hazard detecting equipments.

A Study on the Emergency Response Empowerment for Captain Based on the Analysis of Maritime Accidents (사고분석을 통한 선장 비상대응 역량강화 연구)

  • Maritime accidents are always accompanied by human/property damages. If management level ship's of icers properly respond to emergency situation in a correct manner based on knowledge required by international conventions, when maritime accidents occur, it will be possible to minimize such human/property damages. To improve the ability to deal with maritime accidents, this study analyze maritime accident cases to identify which competencies ships' officers' were lacking, compared the emergency response competencies required by international conventions, analyzed various emergency management manuals of shipping companies and carried out questionnaire surveys to suggest improvements of emergency response capability for ship's master. Through the analysis of maritime accidents, it was identified that management level ship's officers lacked competencies regarding damage stability and intact stability, and that the training for emergency response required by international conventions had been insuf iciently carried out. In addition, even though emergency management manuals of ships were generally adequate, it has been identified that there were limitations in terms of practical use of emergency response manual. Therefore, based on the questionnaire, this study proposed the expansion of emergency response training required by international conventions based on use of simulators, and the development of guidelines or manuals for effective and efficient response in emergency situations.

  • Emergency preparedness plan(EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings(people, property and environment), and the boundary of accident recovery plan(ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet(MSDS), standard operation procedure(SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

AGAPE-ET: A Predictive Human Error Analysis Methodology for Emergency Tasks in Nuclear Power Plants (원자력발전소 비상운전 직무의 인간오류분석 및 평가 방법 AGAPE-ET의 개발)

  • It has been criticized that conventional human reliability analysis (HRA) methodologies for probabilistic safety assessment (PSA) have been focused on the quantification of human error probability (HEP) without detailed analysis of human cognitive processes such as situation assessment or decision-making which are crticial to successful response to emergency situations. This paper introduces a new human reliability analysis (HRA) methodology, AGAPE-ET (A guidance And Procedure for Human Error Analysis for Emergency Tasks), focused on the qualitative error analysis of emergency tasks from the viewpoint of the performance of human cognitive function. The AGAPE-ET method is based on the simplified cognitive model and a taxonomy of influencing factors. By each cognitive function, error causes or error-likely situations have been identified considering the characteristics of the performance of each cognitive function and influencing mechanism of PIFs on the cognitive function. Then, overall human error analysis process is designed considering the cognitive demand of the required task. The application to an emergency task shows that the proposed method is useful to identify task vulnerabilities associated with the performance of emergency tasks.

Evaluating the effectiveness of ERS for vessel oil spills using fuzzy evidential reasoning

  • An emergency response system (ERS) for vessel oil spills is a complex and dynamic system comprising a number of subsystems and activities. Failures may occur during the emergency response operations, this has negative impacts on the effectiveness of the ERS. Of the classes of problems in analyzing failures, the lack of quantitative data is fundamental. In fact, most of the empirical data collected via questionnaire survey is subjective in nature and is inevitably associated with uncertainties caused by the human being's inability to provide complete judgement. In addition, incomplete information and/or vagueness of the meaning about the failures add difficulties in evaluating the effectiveness of the system. Therefore this paper proposes a framework to evaluate the ERS effectiveness by using the combination of fuzzy reasoning and evidential synthesis approaches. Based on analyzing the procedure of ERS for oil spills, the failures in the system could be identified, using Analytic Hierarchy Process(AHP)to determine the relative weight of identified failures. Fuzzy reasoning combined with evidential synthesis is applied to evaluate the effectiveness of ERS for oil spills under uncertainties last. The proposed method is capable of dealing with uncertainties in data including ignorance and vagueness which traditional methods cannot effectively handle. A case study is used to illustrate the application of the proposed method.

Concept of an intelligent operator support system for initial emergency responses in nuclear power plants

  • Nuclear power plant operators in the main control room are exposed to stressful conditions in emergency situations as immediate and appropriate mitigations are required. While emergency operating procedures (EOPs) provide operators with the appropriate tasks and diagnostic guidelines, EOPs have static properties that make it difficult to reflect the dynamic changes of the plant. Due to this static nature, operator workloads increase because unrelated information must be screened out and numerous displays must be checked to obtain the plant status. Generally, excessive workloads should be reduced because they can lead to human errors that may adversely affect nuclear power plant safety. This paper presents a framework for an operator support system that can substitute the initial responses of the EOPs, or in other words the immediate actions and diagnostic procedures, in the early stages of an emergency. The system assists operators in emergency operations as follows: performing the monitoring tasks in parallel, identifying current risk and latent risk causality, diagnosing the accident, and displaying all information intuitively with a master logic diagram. The risk causalities are analyzed with a functional modeling methodology called multilevel flow modeling. This system is expected to reduce workloads and the time for performing initial emergency response procedures.

  • In January, 2005, "railroad security law" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad security issue, and each of railroad operative institutions accepted such situation that construct the integral railroad security system, resulting in constructing the emergent system coping with the railroad fire accident through the relevant study business to improve the railroad security efficiency against fire. This study tried to present the studying direction on developing the emergent educational program coping with the railroad fire accident, which is distributed to the spot, about the railroad worker for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedure of emergent system against the railroad fire accident.

A Study of Emergency Department Personnel's Job Satisfaction (응급실 근무 인력의 직무만족도에 대한 연구)

  • Background : The personnel of emergency department have been under tremendous pressure to manage unexpected emergency situations and excited patients. And interpersonal conflict has existed always, because emergency department was consisted of various personnel of their own specialty. The patient's satisfaction has to come from the personnel's satisfaction. The purpose of this study was to evaluate emergency department personnel's job satisfaction and its related factors and to improve quality of emergency medical service Methods : A self-administered questionnaire survey to the emergency department personnel was conducted between September 1 and October 31, 2001. The response rate was 90.2%. Using SAS program (Version 6.12), the collected data was analyzed by frequency, ANOVA, multiple comparison, Pearson correlation procedure, and stepwise multiple regression analysis. Result : The analysis of related factors of job satisfaction showed high score of interpersonal interaction (3.246), professional prestige (3.095), autonomy (2.916), task requirements (2.701), organizational requirements (2.444), and pay (1.953) in order of item mean. Professional prestige (0.498), task requirements (0.464), and organizational requirements (0.408) were highly positive correlated with overall level of job satisfaction. The factors influencing the job satisfaction were professional prestige and task requirements which explaining efficacy were 37.6% and 32.2% respectively. The total explaining efficacy was 33.6%. Conclusion : It was found out that emergency department personnel's job satisfaction can be raised by promoting professional prestige and task requirements. The personnel of emergency department have to be satisfied through their job, and the administration of the hospital has to pay more attention to their employees' job satisfaction and it related factors.
