A Study on the Community Facility Design Convertible to Refuge in case of Emergency (비상시 대피시설로 전환가능한 주민시설 디자인에 관한 연구)

  • This study chiefly aims to find out the efficient ways of designing community facility convertible to refuge in case of emergency. In order to reach this goal, this study analyzed (1) definition of terminologies regarding disaster and refuge space, (2)present situation of regarding acts and standards, (3)function and spatial specialties of existing community facilities. Besides, in order to clarify the efficient design methods of 'function-convertible-type' community facility, this study executes archival research on (1)spatial requirements, (2)methods of designing futuristic community facility. When making design directives of community facilities, it is important to consider (1)vertical integration of rescue related function, (2)spatial division and architectural installation concerning privacy, (3)proper layout of locker room, shower room, toilet, etc. (4)appropriate size of unit space. It is desirable to execute the refuge function with minimum psychological anxiety in case of disaster through design guideline for 'function-convertible-type' community facility.

Development and evaluation of training protocols for mass casualty incidents during disaster response (다수사상자사고 대응 실습교육 프로토콜 개발 및 효과성 검증)

  • Purpose: The purpose of this study was to develop a training protocol to standardize the management of mass casualties as part of the disaster response, and to verify the effectiveness of the training protocol. Methods: The study was conducted as a quasi-experimental study with a non-equivalent control group and pretest-posttest design. The protocol was divided into 5 parts, the first for the advance party, the second for the rescue team, the third for the paramedic team, the fourth for the ambulance team, and the fifth for the 119 EMS team. This study was conducted on November 15, 2021 and consisted of 21 subjects in the final experimental group and 23 subjects in the control group. In this study, the prior homogeneity test was analyzed using the χ2-test, intragroup comparisons were analyzed using the paired t-test, and intragroup comparisons were analyzed using the independent t-test. Results: The protocol was developed in five parts: advance party, rescue team, paramedics team, ambulance team, and 119 EMS team. In verifying the effectiveness of the protocol, it was found that there were significant differences in self-efficacy (t=-0.941, p=0.001) and self confidence within the group (t=-0.025, p=0.001) after the implementation of the mass casualty incident response training program. However, there was no significant difference between the experimental and control groups. Conclusion: Based on the findings of this study, it is believed that disaster response personnel can experience lower levels of anxiety and tension in disaster situations if they receive practical and realistic education and training. In the future, it is necessary to enhance protocol based practical education that can improve the knowledge and skills of each team and individual.

  • 119 Integrated Emergency Management System, 119 IEMS hereinafter, is specialized command and control system for fire H.Q., that supports effective response activity at Fire, Rescue, and First Aids; it covers the emergency call taking, dispatch command delivery and situation control after dispatch command. While the efficiency of emergency response activity of call-taker and dispatcher is directly linked to the capability of qualified response in protecting the life and properties at real-time emergency condition, there is not any similar simulator system that can be used for training purposes for newly allocated personnel or beginner of emergency call taking and dispatch activity - 119 IEMS in fire H.Q. is the operation system that cannot be shared with other purposes, and they're highly expensive ICT system and infrastructure to be used as training and education. 119 Integrated Emergency Management Simulator System, 119 IEMS Simulator, was developed to be utilized in low cost for the training of 119 emergency call taker and dispatcher, and it can be used in training of various types of disaster and emergency handling, spans to emergency call taking, dispatch command, and field report and situation control after dispatch command.

A study on problem solution method for works improvement and advancement quality of life on Job analysis of Emergency Medical Technicians (응급구조사의 직무분석에 따른 업무개선과 삶의 질 향상을 위한 문제점 해결 방법에 관한 연구)

  • This study is a descriptive survey research to know the levels of job satisfaction and influential factors for emergency medical technicians(EMT). This study sampled Level 1 and Level 2 Rescue Members from fire stations and EMT from general hospitals in the Gwangju City and JeollaNamdo area. Interviews for the 75 participants of this convenience sample were conducted for a two month period from July to September 2006. Data was collected on interviewing questionnaires. When looking at the results above internal factions were most influential towards satisfaction and self-responsibility, fulfillment, displays of Aptitude were highest for satisfaction. However, organizational factors were the lowest. There is a need for reform in promotion term periods and policy as well as promotion opportunities. Influential factors for job satisfaction were Role Performance Ability, Intentions for Changing Jobs, and Job Selection Motivation. Therefore, the more insufficient your ability to perform your job the less satisfied you are with it and the more fear you feel from experiences on the job the less satisfied you are with your job. Henceforth, there is a need to reform the educational programs offered to EMT for job training emphasizing job performance ability and the ability to judge for oneself on emergency situations, and reform the promotional system. Finally, there is a need for psychological consultation to offer stability to those after treating an emergency situation and encouragement for personal religion.

The 2018 Fire department emergency medical technician survey (2018년 소방공무원 응급구조사 총조사)

  • Purpose: The 2018 General survey of emergency assistance was conducted to examine the working conditions and welfare, including educational direction, interests, and awareness of work, of the fire department emergency medical technicians (EMT). This would be used as basic data for future policy directions. Methods: Among the fire-fighting officers in 16 cities nationwide, emergency rescue workers engaged in first-aid activities were targeted. With prior consent, a survey was conducted through electronic documents. Of the total 1,227 people, responses from 1,151 were finally analyzed, excluding 76 who did not respond appropriately. Results: The working conditions and welfare of 119 firefighters were moderate, but in the fields of education and interest, the learning according to the regulations was high. In particular, satisfaction with the scope of work was found to be below average. However, it was positive that it will play a role as a social safety net in the future and will converge with cutting-edge science. Conclusion: Although this study was a total investigation of the EMT survey, conducting an EMT survey on all fire fighters in Korea is difficult. Further research is needed, particularly on first-class emergency medical personnel who play a major role in 119 paramedics.

  • 응급상태가 발생하면 여러 가지 응급구조장비를 탑재한 차량이 출동하여 현장에서 각종 구조 활동을 진행한다. 긴급 구난차량에는 각종 구조장비를 보유하고 있으며, 구조대원의 숙련도에 따라 구조결과는 약간씩 다르게 나타날 수 있지만 구조장비의 성능과 사용상의 편리성에 많은 영향을 받을 수 있다. 본 논문에서는 응급구조 차량의 엔진출력의 잉여분을 충분히 활용하여 엔진실 내에 장착이 가능한 고효율 발전을 설비하여 엔진의 시동만으로 전력을 생산하고 발생된 전압을 전력변환기를 통해 안정적인 전력을 확보하여 사용의 편의성을 도모할 수 있는 전원장치를 개발하였다.

Current Status of Organizational Citizenship Behavior Awareness Among Firefighters (소방공무원의 조직시민행동 의식실태 분석)

  • Organizational citizenship behavior refers to the behavior of faithfully performing one's duties and being faithful to other roles. Firefighters' awareness of organizational citizenship behavior is closely related to national and individual safety and is very important. The smooth communication and cooperative attitude of fire department employees means organic unity at the disaster site. The purpose of this study was to analyze the awareness of organizational citizenship behavior among firefighters. As a result of analyzing the overall level of organizational citizenship behavior of firefighters, the average score was 3.83 points (out of 5). In particular, significant implications emerged regarding work-related appointment times and words and actions between co-workers. In the future, we hope that firefighting policy authorities will make a lot of efforts and academic research by subsequent generations will be conducted to make firefighting more trustworthy to the public.

Prehospital Care of 119 Emergency Medical Technician to Trauma Patients (119구급대원의 외상환자에 대한 병원 전 응급처치와 업무수행현황)

  • Purpose: This study intended to improve quality of prehospital emergency care for trauma patients by figuring out its current situations and problems based on run-sheets and questionnaires of 119 emergency medical technicians (EMTs). Methods: This study conducted a research of 425 trauma patients transferred to the 3rd hospital in G-city by 119 ambulances from July 1, 2008 to June 30, 2009. We aslo utilized 114 copies with questionnaires of 119 EMTs working in J-province. The data were analyzed with SPSS 18.0. Results: There were 425 trauma patients including 272 men and 137 patients with traffic accident. When it comes to types of 119 EMTs who delivered cares to patients, there were 206 (48.5%) advanced EMTs, 101 (23.8%) basic EMTs, 50 (11.8%) nurses and 43 (10.2%) rescue education receivers. The most frequent measured vital sign was pulse rate (54.1%). Regarding assessment of systolic blood pressure, pulse rate and respiration rate, there were some significant differences in accordance with type of 119 EMTs. Among the 317 patients evaluated 'emergency' in field, 137 patients returned to their home. Prehospital emergency cares accounted for 861, around 2.0 treatments per a patient. In view of questionnaire, the 74.6% of 119 EMTs hoped supplement of man power for proper prehospital care to trauma patients. Conclusion: This study suggested that it is necessary to develop detailed guidelines for trauma patients so as to improve quality of trauma patient evaluation and prehospital care. Furthermore, improvement of emergency care systems will reduce mortality of trauma patients and lead to their good outcome.

A Study on the Increase of the Time of Air Respirator Using Emergency Breathing Method (비상호흡법 적용을 통한 공기호흡기 사용시간 증가에 관한 연구)

  • This study is a plan on the way to strengthen the survival ability by increasing the use time of air respirator by applying emergency breathing method in the situation where firefighter has to wait for RIT (Rapid Intervention Teams) because it is impossible to escape by himself or emergency escape during isolation during field activities. The research procedure first drew problems by conducting a survey on fire fighters under the Seoul Fire and Disaster Headquarters, and conducted an experiment to compare normal breathing and emergency breathing with 20 members of the Seoul 119 Special Rescue Team, and suggested emergency breathing method and training process modeling that can be applied to each field situation based on the data obtained. The experiment was conducted over 9 weeks, and it was divided into three categories: field activity situation, movement (emergency escape assumption) situation, and place (assume waiting for RIT). In the field activity situation experiment, it was confirmed that the application of skip breathing method was appropriate and the use time of air respirator increased about 1.6 ~ 1.9 times. In the moving situation or the in-situ situation, wheel breathing method was appropriate and the use time of air respirator increased about 1.6 ~ 2.4 times. However, when conducting intense activities in the field activity situation, it is recommended to use it limitedly because it is difficult to apply the emergency breathing method. If emergency breathing is not clearly learned in the body, it is difficult to use in the field, so I think systematic and continuous training is necessary. This study suggests that the application of emergency breathing method is effective enough to strengthen the survival ability of firefighters in the field.

Study of Emergency Medical Transport by Helicopter in Ulleung Island during 4 Years (최근 4년간 울릉군 지역의 헬리콥터를 이용한 응급 환자 이송의 고찰)

  • Purpose: In Ulleung island, emergency medical transport by helicopter is very important. So, we analysized our experience with emergency medical transport by helicopter for 4 years and we were compared our data with other data for 1997-2001. Therefore we need to research public health development direction. Method: We analysized patient's medical record for 4 years. Result: During 4 years, 104 transports were done and 130 patients were trasported to tertiary hospital center, there was more increased than that from 1997 to 2001. Helicopters from Pohang coast guard, Donghae coast guard, Navy, and 119 rescue etc. were used, but 119 rescue transport was decreased more and more. The 60's patients was most, 22.3% and teenager's and 80's patients was lowest. The male was 65% but the female was increased more and more annually. In addition, the older patients was the more portion of female patient. The transport was concentrated in daytime. The traumatic patient was much in winter period. The cerebrovascular accident was 1st cause of patient and fracture was many also. Conclusioon: Except Fire service's helicopter, the other helicopter was not apt to emergency medical tansport. But Fire service's helicopter was not used commonly because Fire service's helicopter was in Daegu, so distant and time consumed. As a result, emergency medical transport helicopter is needed in east coast like Fire service's helicopter. In addition, trauma prevention education and public health education for hypertension and diabetes will be essential and public health system in Ulleung island will be prepared for aging society.
