경인 아라뱃길 안전운항 및 관리규칙 제정에 관한 연구 (A Study on the Establishment of Rules of Safe Navigation and Management for Gyeongin Ara Waterway)

  • 경인 아라뱃길 사업과 관련된 환경오염문제 및 경제적 실효성에 대한 논란은 접어두고 2011년 10월에 개통을 앞둔 현 상황에서는 수로가 완성되어 개통된 이후 선박 통항 안전성 확보를 통하여 사고의 발생을 방지함으로써 인명, 재산 및 환경을 적극적으로 보호하는데 초점이 맞추어져야 할 시점이다. 이에 이 논문에서는 경인 아라뱃길이 우리나라 최초의 내륙수로가 된다는 점을 고려하여 수로의 운영 및 선박 통항 안전성 확보를 위하여 운항 및 관리규칙의 제정에 대해 검토해 보고 안을 제시하고자 한다. 이 안은 세계 주요 운하의 통항 규칙 검토 및 경인 아라뱃길의 특성을 고려하여 총 7개장으로 분류하여 일반규정, 선박통항에 관한 일반규정, 선박운항규칙, 제한사항, 비상대응사항, 통항 제한사항및 벌칙규정 등으로 구성하여 각각의 규정을 개관하고 있다.

  • 선박조종 시뮬레이션 모델은 항해사에게 요구되는 항해장비 숙달, 충돌위험 회피, 비상상황 대응 등의 해기능력 향상에 많은 기여를 하고 있으나, 인적오류에 의한 사고는 여전히 발생하고 있다. 여기서는 기존의 선박조종 시뮬레이터를 활용하여 여러 단계의 조종능력을 보유하고 있는 항해자를 대상으로 국제항공 및 해상수색구조편람(IAMSAR manual) 제3권 선내비상사태(On board Emergencies) 익수자(Person Overboard) 편에 구성되어 있는 표준 선박조종법을 검토하였다. 그리고 교육훈련 시 나타나는 항해자의 인적오류 사항을 모니터링하여 인지 시뮬레이션 모델 구축을 위한 기초자료를 검토하였다.

수중함 자유항주모형 개발 및 기본 성능 분석 (Submarine Free Running Model Development and Basic Performance Analysis)

  • This paper describes the results of the development of the submarine Free Running Model (FRM). First, the goal of development was set based on the test conditions and the test environment, and the system was obtained accordingly. The target submarine, Joubert BB2 submarine, was selected with a scale of 18.35 in accordance with the development goal. In order to conduct a submarine FRM test underwater, where communication is impossible, the FRM must operate at least semi-autonomously. For this purpose, an Extended Kalman Filter (EKF) based underwater integrated navigation system and control system using a sailplane and an X-shaped sternplane were designed respectively. In addition, a ballast system was designed to enable the model to float to the water surface in case of an emergency. To verify its propulsion, navigation, and control performance, the FRM tests were conducted in both indoor and outdoor basins. As a result, the relationship between propeller RPM and vehicle speed was derived, and it was confirmed that the navigation and control performance met the target value.

다목적 회항조선 Double 30 ( woo ) Turn 조성법의 개발에 관한 연구 ( On the New Development of Double 30 ( woo ) Turn Maneuvers )

  • There are some turn maneuvers, such as hard Round Turn, Turning Short Round, Williamson Turn and Single Turn, of effectively returning a ship back close to the original track in case of emergency situations of man-overboard and intentional delay of port entrance time, and so forth. But the author developed the new turn maneuvers of Double 30 (woo) Turn originally by means of simulation experiments of Full-Mission Shiphandling Simulator. The conclusions of this study are as follows: 1) By comparison of existing Williamson Turn and Turning Short Round this Double 30(woo) Turn is all-weather multipurpose turn maneuvers in some respects, 2) According to simulation experiments this Double 30 (woo) Turn saved approximately 20-35% of total turning time to the original position and reduced maximum advances by 8-10% approximately in comparison to that of Williamson Turn, 3) Except for emergency men-overboard the Reverse Williamson Turn was proposed as a new reverse maneuver of returning a ship back to the original track.

Real Time Monitoring of Cars during European Rally Championships in Poland in 2005

  • The paper presents the preparations work and experiences gained from realtime GPS car monitoring during the European Rally Championships organized on 10-12 June 2005 in Poland. The developed system is based on GPS and GSM/GPRS technology. Distribution and teletransmission of data are possible using different GSM operators in Poland, which makes the system fully independent. The system's server collects data from rally cars, processing and send data through VPN connections to the SQL server located in main control room. Data can be collected in real time via Internet or GPRS. Some information on GSM/GPRS range during rally championships are also presented in the paper. The study covered many trials and tests of different software and various configurations of the GPRS modems before finally the system started to work. Information coming from 10 Rally Cars were collected to the SQL Server continuously in one second interval. In real time mode these all data were displayed simultaneously in the rally main control room and in the rally press conference room. Paper describes also adopted emergency procedures and remote reconfiguration of GPS/GPRS boxes inside rally cars made during championships. Some problems and method of practical solutions are presented to avoid active jamming dangerous for a driver and his pilot, having system of communication intercoms jammed by teletransmission of GPRS 900/1800 MHz. In cooperation with rally teams special GPS/GPRS safety boxes were designed and made. Monitoring of all 7 rally stages with GPS receivers and method of calibrations of the maps were presented. GSM signal coverage was also checked in all stages. All data transmitted from rally cars were recorded in the computer. Some of our GPS cars had accidents and dispite them information were continuously sent to server. There is possibility to show in post mission mode the position of chosen cars in our rally application. Some information of best rally cars are presented also in the paper.

긴급 공공경보시스템에 관한 연구 (A Study on the Emergency Public Warning System)

  • 공공경보시스템은 재난, 경고 상황을 감지하여 사업자에게 경고를 제공하는 경고 정보 제공자 및 경고 정보를 단말에게 직접 전달하는 이동통신 사업자에 의해 제공되는 일반적 경고 메시지 통지(Warning Notification) 시스템이다. 본 논문에서는 주민의 생명과 재산을 보호하기 위한 재난경보시스템을 ISO TC223의 WG3의 공공경보(Public Warning) 모델, 우리나라의 재난 예 경보 시스템, 재난 예 경보 시스템의 역할, 컬러코드 경보(Colour-coded Alert) 등에 대하여 검토하도록 한다.

  • AGV is very proper equipment for Port Automation. AGV must have Obstacle Detection System(ODS) for port automation. Obstacle Detection System must have some functions. It must be able to classify some specified object from background data. And it must be able to track classified objects. Finally, ODS must determine its next action for safe cruise whether it must do emergency stop or it must speed down or it must change its track. For these functions, ODS can have many different structures. In this paper, we will propose one structure among some possible ones. Our ODS has been being developed using proposed structure since last year. In this paper, we will introduce our system which is under construction.

무인자율차량의 실시간 충돌 회피 알고리즘 개발 (Development of a Real-Time Collision Avoidance Algorithm for eXperimental Autonomous Vehicle)

  • In this paper, a real-time collision avoidance algorithm is proposed for experimental Autonomous Vehicle(XAV). To ensure real-time implementation, a virtual potential field is calculated in one dimensional space. The attractive force is generated by the steering command either transmitted in the remote control station or calculated in the Autonomous Navigation System(ANS) of the XAV. The repulsive force is generated by obstacle information obtained from Laser Range Finder(LRF) mounted on the XAV. Using these attractive and repulsive forces, modified steering, velocity and emergency stop commands are created to avoid obstacles and follow a planned path. The suggested algorithm is inserted as one component in the XAV system. Through various real experiments and technical demonstration using the XAV, the usefulness and practicality of the proposed algorithm are verified.
