How to utilize various Bluetooth devices when receiving Korean Public Alert System

  • In severe disaster situations, Emergency alert provide information for people to survive. However, the only device that can receive the Cell Broadcasting Service (CBS) of the Korean Public Alert System (KPAS), the Public Warning System (PWS), is Smart Phone and Receiving the disaster information is very limited. Therefore, this paper proposes a solution to the problem. First, we discover problems through the analysis of KPAS, and second, we propose Smart Watch and Navigation as devices to receive Emergency alert. The devices can receive disaster information through Bluetooth communication from Smart Phone and provide content such as disaster-related images and videos. Based on the proposed items, the application was developed, and as a result of the test, Smart Phone provided more disaster information like images and videos than current emergency alert, and the method of notification of emergency alert was varied. And Smart Watch and Navigation received disaster information successfully through Smart Phone, which also provided various disaster information like images and videos. The developed application has expanded functionally than the existing emergency alert and can benefit many people in emergency situations.

  • This study is about the development of emergency response guidance according to the fire safety index in the fire safety module, which is one of the on-board remote monitoring system. In this paper divided the zones based on the location of the fire sensor for passenger ship which is one of the service passenger ships and developed on the emergency response guidance by the identified zones.

  • This paper introduces an indoor sensor fusion wireless communication device which provides the Location Based Service (LBS) using fire prevention facility. The proposed system can provide information in real time by optimizing the hardware of Wi-Fi technology. The proposed system can be applied to a fire prevention facility (i.e., emergency exit) and provide information such as escape way, emergency exit location, and accident alarm to smart phone users, dedicated terminal holders, or other related organizations including guardians, which makes them respond instantly with lifesaving, emergency mobilization, etc. Also, the proposed system can be used as a composite fire detection sensor node with additional fire and motion detect sensors.

  • IMO introduced the concept of e-Navigation and proposed MSPs(Maritime Service Portfolios) concept to reduce marine accidents, to improve efficiency of ship operation, port operation, and ship operation technology. Korean e-Navigation defines S1 ~ S5 services, as the service concept focused on domestic e-Navigation service corresponding to IMO MSPs, and is constructing a system as an ongoing project. S2 service (onboard system remote monitoring service) among the concepts of Korean e-Navigation services, is a service concept that judges the emergency level according to risk if an abnormal condition occurs during navigation, and provides corresponding guidance to accident ships based on emergency level. The purpose of this paper is to provide a basic architecture proposal of Korean e-Navigation S2 service navigation safety module, based on the S2 service operation concept. To do this, we conducted a questionnaire survey to ask experts with experience with sailors, to respond to the subjective risk experienced by sailors considering effects of anomalies, including equipment failure relative to sailing and navigational safety. Risk level for each abnormal condition was classified. The basic algorithm design of the navigation safety module is composed of safety index (SI) calculation module based on results of questionnaire and expert opinions, safety level (SL) determination module according to safety index, and corresponding guidance generation module according to safety level. To conduct basic validation of basic architecture of the navigation safety module, simulation of the ship anomaly monitoring was performed, and results have been revealed.

  • For mobile emergency broadcast service, first of all, we shall understand transmission characteristics of each mobile broadcast system which might be appled for it and then analyse of the related disaster (emergency) standards based on emergency characteristic own. In this paper, we propose a CAP-based emergency alert broadcasting system for ATSC Mobile DTV system which has been accepted for the mobile broadcasting system in USA. Since there is no standard for emergency broadcasting using ATSC mobile DTV until now, we analyze common alert protocol in USA and then we proposed Emergency Alert Protocol for ATSC Mobile DTV based on it. And we have designed and implemented our proposed system to verify the effectiveness of it. As a result we show the possibility of emergency alert broadcasting for ATSC Mobile DTV.

A Numerical Study on the Effects of the Smoke Exhaustion on Safe Evacuation in Emergency Situations during Fires on Ships

  • Sometimes, an evacuation should be executed from a ship for many reasons. This study considers on emergency evacuation on fire in a ship, one of the many reasons for evacuation. Due to the characteristic of fire, the most loss of life is known to be caused by suffocation resulted by smoke. To reduce the suffocation by smoke, the time available for evacuation should be improved for the higher survival rate of crews. In this study, crews' survival times and Evacuation time are analyzed quantitatively in during fire in the same sealed space in two different cases of the natural ventilation and the forced ventilation.

  • Aids to Navigation (AtoN) are marine traffic facilities to improve the safety and efficiency of shipping. "New Dangers" should be appropriately marked using lateral, cardinal or isolated danger marks or by using an Emergency Wreck Marking Buoy. However, Emergency Wreck Marking Buoys are difficult to implement in terms of speed and accuracy of installation. In the case of sinking accidents, it is often difficult to immediately install an Emergency Wreck Marking Buoy because of weather conditions, the marine environment or accident positioning. This study concerns Auto-Releasing Emergency Wreck Marking Buoys, which should be installed in all vessel for safe marine navigation and efficient maritime transport with reference to the Maritime Buoyage System (MBS). Auto-Releasing Emergency Wreck Marking Buoys include an auto-release unit, auto reel chain and auto lighting lantern. These buoys can be automatically released from the deck of a vessel and will float in the water for quick installation at the scene of an accident, even in the case of sinking accidents. Auto-Releasing New Mark Buoys are expected to reduce to installation process, prevent secondary accidents by the risk of navigation and be search and rescue rapidly.

  • Aids to Navigation (AtoN) is marine traffic safety facility to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulation or guideline of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). By IALA NAVGUIDE, the term "New Danger" is defined as newly discovered hazards not yet shown in nautical documents and includes naturally occurring obstructions such as sandbanks or rocks or man-made dangers such as wrecks. 'New Dangers' should be appropriately marked using Lateral, Cardinal, Isolated Danger marks or by using the Emergency Wreck Marking Buoy. However, the Emergency Wreck Marking Buoy has difficulties with implementation conditions in terms of speed and accuracy to install the buoy. In case of sinking accidents, it is difficult immediately to install the Emergency Wreck Marking Buoy because of weather conditions, marine environments and accident position. This paper studies Auto Releasing New Danger Mark Buoy on the deck which can be automatically to release from the deck of a vessel and float in the water and quickly install the accident position in case of sinking accidents. The buoy will be to reduce the risk of navigation and prevent secondary collisions.

  • In accelerating the industrialization, human being have been frequently experiencing man-made crisis such as technology failures, financial problem as well as natural disaster. Emergency management system based on international standard can provide an organization with a framework for continual improvement to increase the possibility of enhancing anticipation, prevention and response as well. In this paper, we introduced the emergency management system design of various organizations for societal security network. In the first, the main role of ISO/TC223 is reviewed and then, current issues of under going standardization in ISO are also addressed. Finally, we have designed a efficient disaster prevention system to minimize the potential risk as well as to improve the organizational resilience.
