Process Optimization Method Based on Emergency Construction Work Scenario (돌관공사 시나리오 기반 공정관리 최적화 방안)

  • These days buildings have more possibilities to occur construction delay as many variables and risks are inherent in them due to the enlargement and complexity. When a project is delayed, it generates extra working expenses and this causes a dispute between the employer and the constructor. Most construction sites conduct emergency construction work to recover the delay of the project duration. When an emergency construction is carried out in the actual construction site, it's necessary to utilize and distribute the proper working groups based on the procedure of successor and predecessor. Many constructions, however, have been going only with more number of work forces and working time. This study suggests a process management optimization plan with an application of emergency construction scenario by using linear programing.

  • Recently, the cost of construction projects has escalated due to a significant increase in size and complexity. Many construction projects have failed to meet their originally intended project deadline due to various factors such as weather, labor supply, equipment, procurement, accidents, etc. Consequently, emergency construction work scenario has to be implemented in order to shorten the duration and satisfy the original estimated schedule. However, many critical decisions in emergency scenario rely solely on the experience of a construction manager. Thus, this paper proposes TCTO optimization model to decide the most effective alternative out of various working scenarios which are generated by the combination of work group and work time. The developed TCTO model provides the optimum schedule that satisfies the practical constraints. Future research could involve the integration of resource leveling with the proposed model. This would make the model more versatile.

Development of an Instrument to Measure Triage Nursing Work in Emergency Room (응급실 초진간호업무 측정도구 개발)

  • Purpose: The purpose of this study was to develop an instrument to assess emergency room nurses' knowledge and performance of triage nursing. Methods: The instrument was developed through the stages of conceptual construction, item development, and validity and reliability testing. For the validity and reliability testing, data collected from 48 emergency room nurses using questionnaires was analyzed through descriptive statistics, factor analysis, and reliability coefficients. Results: The knowledge part consisted of 30 items in nine areas, and its reliability was low (KR-20 =0.50). The correct-answer rate was 71.8%. The performance section derived from the factor analysis was composed of two factors with nine items in the triage domain and three factors with 12 items in the non triage domain. The explanatory powers of these factors for the domains were 66.1% and 70.4%, respectively. The overall reliability (Cronbach's ${\alpha}$) was .95, and the reliabilities for the two domains were .88 and .91, respectively. The nurses' mean performance level was 3.2(${\pm}0.45$). Conclusion: The specific contents of the triage nursing work were identified from the developed scale; further research is necessary to in order to develop a scale capable of higher reliability and validity.

Economic Evaluation of IT Investments for Emergency Management : A Cost-centric Control Model

  • In an emergency management case, evaluating the economic value of information technology investments is a challenging problem due to the effects of decision making, uncertainty of disasters, and difficulty of measurements. Risk assessment and recovery process, one of the major functions in emergency management, consists of (1) measurement of damages or losses, (2) recovery planning, (3) reporting and approving budgets, (4) auctioning off recovery projects to constructors, and (5) construction for the recovery. Specifically and of our interest, measurement of damages or losses is often a costly and time-consuming process because the wide range of field surveys should be performed by a limited pool of trained agents. Managers, therefore, have to balance accuracy of the field survey against the total time to complete the survey. Using information technologies to support field survey and reporting has great potential to reduce errors and lowers the cost of the process. However, existing cost benefit analysis framework may be problematic to evaluate and justify the IT investment because the cost benefit analysis often include the long-run benefit of IT that is difficult to quantify and overlook the impact of managerial control upon the investment outcomes. Therefore, we present an alternative cost-centric control model that conservatively quantifies all cost savings to replace benefits in cost benefit analysis and incorporate the managerial control. The model provides a framework to examine how managerial decision making and uncertainty of disaster affect the economic value of IT investments. The current project in Emergency Agency in South Korea is introduced as a case to apply the cost-centric control model. Our work helps managers to better evaluate and justify IT-related investment alternatives in emergency management.

  • Most of the work of construction equipment and agricultural machinery is done in off-road conditions. Autonomous driving required in these conditions uses GPS sensors, and PID controllers to control their speed and position. The hydrostatic steering, which is composed of a PSU, hydraulic hoses, and cylinders, rather than a mechanical coupling is used in these equipments. The PSU plays a key role in hydrostatic steering. Precise control of the position under various conditions requires detailed behavioral analysis of the basic components and operation. Two Gerotor PSU is now a commonly used safer option. The components of the PSU can be divided into mechanical and hydraulic actuating elements by its behavior. Since the system is combined by mechanical and hydraulic elements, the modelings are performed using Amesim, which is one of the most effective for the multi-domain dynamic system analysis. To confirm the validity of the model, input torque and pressures are checked with varying steering speed. The opening and the steering speed of normal and newly designed control valve set is investigated with the effect of centering spring force and friction. Finally, simulation results with fully detailed model with two gerotors are analyzed and compared with simple model.

  • Recently, the frequency of damage to slopes for highways, railways, and complexes has been increasing according to abnormal climates such as heavy rainfall or snowfall. Rapid Hardening Composite Mat (RHCM) could be a satisfactory alternative because it has the advantages that large-scale earthwork is not essential and the period for restoration is minimized. Also, this method does not require heavy machines and a phase of maintenance for slopes against the shotcrete method or planted slope protection, which are representative slope protection methods. Furthermore, the curing time is shorter than Geosynthetic Concrete Composite Mat (GCCM). Therefore, RHCM could be useful for emergency restoration work. Thus, in this study, the strength and duration of RHCM are estimated, compared, and analyzed with GCCM. As a result of the laboratory test, the strength of RHCM is greater 51%, and the duration is larger 69% than GCCM.

  • In this paper, SaaS (Software as a Service) based transport and construction process safety management systems by utilizing the construction work process management and safety management and schedule, and results for various types of construction process, achieved through high-speed wireless Internet access by applying to ensure a systematic means for safety and can quickly and accurately manage all made within the process control system. The operator should be indicated by using a smart phone to work as a supervisor report the current status and results of the operation. Also be reported to the supervisor immediately in an emergency situation and there is no vibration occurs over a period of time the smartphone is to check the danger to the operator. If the commissioner is directed to specific business processes that establish and verify the results obtained and the result is satisfied by presenting the part down the measures insufficient command of the field workers risk situations. In the case of software (server) to store all the data relating to the operation member in charge of management and security.

The Development of Inspection Checklist for Risk Recognition to Prevent Accidents at Worksites (작업현장 사고예방을 위한 위험인지 점검체크리스트 개발)

  • Even though continuous management and supervision of reinforcement of policies to safeguard accidents at workplace and work sites were implemented. Accident prevention activities such as inspection and diagnosis are urgently required to induce a preliminary investigation to identify the risk factors for each type of work, before the work task to eliminate risks at the worksites. Since safety inspections at work sites were generally conducted through visual inspections, the results of safety inspections may vary depending on the findings and proficiency of the safety officers. The results of those inspections may have loopholes to prevent potential accidents at work. Therefore, the purpose of this study was to develop a risk identification checklist that can effectively perform safety inspections to prevent accidents at work sites. This study initially analyzed the previously developed accident checklist to identify current complications and issues in safety checklists. Based on the findings of major industrial accidents over the past three years, the relationship between accident, workplace, and work type were analyzed refereeing the safety inspection standards. A risk recognition-checklist was developed to provide basic data on identifying risk factors, and inspection guidance at work sites. To prepare for potential accidents by identifying and taking countermeasures to mitigate the high risk and serious accidents at sites by the guidelines of the checklist. The developed inspection checklist has been practically used by experts at work sites to perform safety inspections, and it has been verified its suitability, and feasibility, to prevent or mitigate workplace accidents, including securing the safety and health of field workers. The role of the developed safety checklist has been considered effective at worksites.

Optimum design of steel frame structures considering construction cost and seismic damage

  • Minimizing construction cost and reducing seismic damage are two conflicting objectives in the design of any new structure. In the present work, we try to develop a framework in order to solve the optimum performance-based design problem considering the construction cost and the seismic damage of steel moment-frame structures. The Park-Ang damage index is selected as the seismic damage measure because it is one of the most realistic measures of structural damage. The non-dominated sorting genetic algorithm (NSGA-II) is employed as the optimization algorithm to search the Pareto optimal solutions. To improve the time efficiency of the proposed framework, three simplifying strategies are adopted: first, simplified nonlinear modeling investigating minimum level of structural modeling sophistication; second, fitness approximation decreasing the number of fitness function evaluations; third, wavelet decomposition of earthquake record decreasing the number of acceleration points involved in time-history loading. The constraints of the optimization problem are considered in accordance with Federal Emergency Management Agency's (FEMA) recommended seismic design specifications. The results from numerical application of the proposed framework demonstrate the efficiency of the framework in solving the present multi-objective optimization problem.
