Marine disaster, such as 'the sinking of the Sewol ferry', on the ocean needs emergency communication with land post and Rescue services. Especially, It needs of emergency comomunication system has increased in Korea peninsula with the sea on three side. The system will be more fully equipped to deal with disasters linked to communication so alone sailing ship is at sea. Research is needed on communication links to submarines operated by submarine to sink a ship, as well as immersion in the sea with. And it is necessary in the study of the land in preparation for the emergency disaster ship and submarine communication links for offshore and subsea oil and associated communication systems. Will be studied in preparation for the communication protocols and emergency and disaster location and land the plane or for a career in the satellite systems are linked through this. It is necessary for this purpose is research on the integrated emergency disaster communication ecosystem.
As the number of elderly drivers increases, traffic accidents from the elderly also increase. In particular, the emergency situation of the elderly driver is not transmitted to the following vehicle during cloudy days and night highway accidents, so it is extended to the second and third accidents, leaving serious aftereffects. Therefore, there is an urgent need to establish an economic and effective inter-vehicle emergency communication system between the accident vehicle of the elderly and the following vehicles. In this paper, we have proposed a policy and method that can take advantage of the special emergency light pattern of an elderly driver in an emergency and transmit it to the following vehicles, thereby providing secondary accident prevention and emergency relief. Furthermore, by introducing an infrared emergency communication system between vehicles using red brake lights and implementing it as a prototype of RC-Car, we have checked the feasibility of the system.
In this paper, the emergency light where is being scattered always inspection and will be able to manage from the management center. Is not interfered in data neck of a bottle actual condition and the data communication will be possible and the cluster monitor network will grow and uses establishes the emergency light monitoring system. Will not be interfered in location of emergency light and not to be will be able to establish the system. And the monitoring network there is by a destroyer and the communication relay system is born breakdown but the dead zone without condition of emergency light proposes the emergency light management system where the monitoring and management are possible.

Purpose: This study aimed to identify the level of communication ability between paramedic students and patients in clinical practice. In addition, it was performed to produce essential data contributing to the qualitative improvement of communication ability. Methods: Data were collected from paramedic students with clinical experience after they provided online consent. Data collection was performed from June 3 to July 12, 2022. One hundred forty-seven questionnaires with 92 items were analyzed using SPSS statistics 28.0. Results: 57.1% of students took communication as a subject despite 92.5% of respondents saying that communication education is necessary for them. The average level of participant communication ability was 4.60 (±1.05) points (measured on a 7-point Likert scale). Among the subdivided communication ability levels, the highest level was demonstrated in the physical examination-related interview (5.36±0.96), and the lowest was shown in the completion part (3.93±1.51). Furthermore, a statistically significant difference was found in communication ability level according to school grade (F=4.709, p=.000). The highest correlation (r=.972, p<.001) was obtained between total communication ability and understanding the patient's point of view. Conclusion: Paramedic students should improve their communication skills to serve patients more effectively. Finally, more educational content should be developed on field-based situations in communication courses.

Marine disaster, such as 'Dolphin Lake ship', "the Sewol ferry', on the ocean needs emergency communication with land post and Rescue services. Wildfires have become increasingly common and intense in South Korea because of climate change, but few have recognized the catastrophic level of the problem. Given the significant impact of wildfires, emergency management stakeholders must have effective risk communication structures for rapidly responding to such phenomena and overcoming geographical difficulties. Despite the country spending billions of dollars to build a big databased early warning system, risk communication flow during the 2017 Gangneung wildfire was ineffective, thereby causing substantial economic, social, and environmental losses. To examine the patterns of information exchange in South Korea's risk communication networks and their structural characteristics during the wildfire, we conducted semantic and network analyses of real-time data collected from social media. The results showed that the inefficient flow of risk information prevented emergency responders from adequately assessing the emergency and protecting the population. This study provides new insights into effective risk communication responses to catastrophic events and methods of research on webometric approaches to emergency management.

Minimization of human casualties in disaster situations is of paramount importance. In particular, if a marine disaster occurs, it can be directly connected to human casualties, so prompt action is needed. In the event of a marine disaster, the route and location of movement should be identified and life tubes should be used to float on the water. This paper designs and proposes an emergency IoT notification system that can quickly rescue drowning people. The maritime emergency IoT notification system consists of four main types. First, an emergency IoT device that detects the expansion of the life tube and delivers location and situation information to the emergency IoT notification server. Second, an emergency IoT web server that manages emergency information and provides notification. Third, a database server that stores and manages emergency IoT notification information. And finally, an emergency notification app that can receive and respond to emergency notification information. The emergency IoT device consists of a TPMS(Tube Pressure Monitoring System) device that checks the pressure value of the TPMS in real time and sends it to the IoT device, and an IoT device that sends the rescuer's voice information and emergency information to the emergency IoT server. Emergency information is delivered using the MQTT(Message Queuing Telemetry Transport) protocol, and voice information is delivered to the IoT server as HTTP FormData.

In Fukushima accident, when the severe accident such as a natural disaster happens, it is impossible to monitor the plant status due to a extreme environment and station blackout and most I&C systems break downs. Finally, these cause the loss of emergency cooling function and thus results in a hydrogen explosion and radiation leak. In this paper, the emergency response system is introduced that monitors and controls properly when the sever accidents like Fukushima accident happen, And the performance requirements of a wireless communication system used in the emergency respons system is described and the performance of emergency communication system is analyzed using the markov model.
The necessity for services of emergency communication systems to be uninterrupted and reliable has brought forward strict requirements for express software upgrades of base stations. Based on reconfigurability technology, this paper presents a protocol reconfiguration scheme for emergency communication base stations. By introducing the concept of 'local safe state,' the proposed scheme could make the updating and replacement of the protocol software flexible and maintain interactions during the updating procedure to achieve seamless system upgrades. Further, taking TETRA protocol stack and VxWorks operating system as an example, specific processes and realization methods of reconfiguration are proposed in this paper, along with the measurements of the factors impacting on the system performance. Simulation results show that, compared with traditional technology, the method proposed significantly improves the system efficiency and does not interrupt system services.
